Do Manufacturing Firms Benefit from Services FDI? – Evidence from Six New EU Member States

Abstract
This paper focuses on the effect of foreign presence in the services sector on the productivity growth of downstream customers in the manufacturing sector in six EU new member countries in the course of their accession to the European Union. For this purpose, the analysis combines firm-level information, data on economic structures and annual national input-output tables. The findings suggest that services FDI may enhance productivity of manufacturing firms in Central and Eastern European (CEE) countries through vertical forward spillovers, and thereby contribute to their competitiveness. The consideration of firm characteristics shows that the magnitude of spillover effects depends on size, ownership structure, and initial productivity level of downstream firms as well as on the diverging technological intensity across sector on the supply and demand side. The results suggest that services FDI foster productivity of domestic rather than foreign controlled firms in the host economy. For the period between 2003 and 2008, the findings suggest that the increasing share of services provided by foreign affiliates enhanced the productivity growth of domestic firms in manufacturing by 0.16%. Furthermore, the firms’ absorptive capability and the size reduce the spillover effect of services FDI on the productivity of manufacturing firms. A sectoral distinction shows that firms at the end of the value chain experience a larger productivity growth through services FDI, whereas the aggregate positive effect seems to be driven by FDI in energy supply. This does not hold for science-based industries, which are spurred by foreign presence in knowledge-intensive business services.

Ceremonial Encapsulation and the Diffusion of Renewable Energy Technology in Germany

Abstract
This inquiry employs ideas advanced by institutionalist thinker Paul Dale Bush to shed light on technology diffusion in Germany’s electrical generation and distribution industry. Research findings suggest that what Bush labeled as ceremonial dominance affects outcomes in technology selection. Evidence suggests that fossil fuel and nuclear technologies have remained favored by power producers despite the externalized environmental costs to society associated with their implementations. Advances in government policy have indeed created a framework that favorably accommodates renewable energy technologies. However, what Bush labeled ceremonial dominance is shown to persist and to contribute to ceremonial encapsulation. Consequently, renewable energy technologies have diffused only to the point that the powers behind the industry remain in dominant positions. Although there is measurable, incremental technological change in the electrical power industry, in light of the urgency of climate change problems, technologies supporting the electrical power system need to be selected more judiciously.

Plant-based Bioeconomy in Central Germany - Mapping of Actors, Industries and Places

Abstract
The challenges facing the 21st century, presented by a growing global population, range from food security to sustainable energy supplies to the diminishing availability of fossil raw materials. An attempt to solve these problems is made by using the concept of bioeconomy. Plants, in particular, possess an important function in this context - they can be used either as a source of food or, in the form of biomass, for industrial or energy purposes. Linking industrial and agricultural research and production, bioeconomy provides growth potential, in particular in rural areas.
The aim of this article is therefore to outline the status of plant-based bioeconomy
in three states of Central Germany - Saxony, Saxony-Anhalt and Thuringia - and to compare this to German plant-based bioeconomy. We take an in-depth look at the different sectors and outline the industries involved, the location and age of the enterprises as well as the distribution of important NACE codes. In conclusion, we highlight the significant number of new or small enterprises and the high research and innovation rate of Central Germany. We also stress the future potential of Central German plant-based bioeconomy as well as the importance of a more plant-focusedview of the technology sector.

Regulation, Innovation and Technology Diffusion - Evidence from Building Energy Efficiency Standards in Germany

Abstract
The impact of environmental regulation on technology diffusion and innovations is studied using a unique data set of German residential buildings. We analyze how energy efficiency regulations, in terms of minimum standards, affects energy-use in newly constructed buildings and how it induces innovation in the residential-building industry. The data used consists of a large sample of German apartment houses built between 1950 and 2005. Based on this information, we determine their real energy requirements from energy performance certificates and energy billing information. We develop a new measure for regulation intensity and apply a panel-error-correction regression model to energy requirements of low and high quality housing. Our findings suggest that regulation significantly impacts technology adoption in low quality housing. This, in turn, induces improvements in the high quality segment where innovators respond to market signals.

Abstract
Jüngst fand eine wissenschaftliche Studie mit dem Titel „From Sick Man of Europe to Economic Superstar: Germany’s Resurgent Economy“ große Aufmerksamkeit in den Medien. Tatsächlich ist die ökonomische Entwicklung in Deutschland gegenwärtig „super“: Das Produktionspotenzial ist normal ausgelastet, die Inflationsrate ist niedrig, und die Erwerbstätigkeit befindet sich auf einem Rekordhoch. Ein Superstar zu sein, muss allerdings nicht von Dauer sein. Jene aus dem Fernsehen sind meist nach kurzer Zeit vergessen. Ähnlich könnte es auch mit der ökonomischen Lage in Deutschland sein. Wenn sich Unternehmen und Politik nicht laufend den neuen Herausforderungen stellen, kann der Superstar schnell wieder abstürzen.

Abstract
Der ista-IWH-Energieeffizienzindex zeigt für die aktuelle Abrechnungsperiode 2012, dass sich die Gesamtentwicklung des sinkenden Heizenergieverbrauchs in Mehrfamilienhäusern weiter verstetigt hat. Die durchschnittliche Veränderung zwischen 2010 und 2012 liegt bei rund −0,8% pro Jahr. Der für das Jahr 2011 festgestellte leichte Anstieg des Energieverbrauchs hat sich damit erwartungsgemäß nicht als wirkliche Trendwende erwiesen. Die Einsparung der letzten beiden Jahre fällt allerdings geringer aus als der längerfristige Trend von ca. −1,8% im Jahresdurchschnitt seit 2005.

Towards a Theory of Climate Innovation - A Model Framework for Analyzing Drivers and Determinants

Abstract
In this article, we describe the results of a multiple case study on the indirect corporate innovation impact of climate change in the Central German chemical industry. We investigate the demands imposed on enterprises in this context as well as the sources, outcomes and determining factors in the innovative process at the corporate level. We argue that climate change drives corporate innovations through various channels. A main finding is that rising energy prices were a key driver for incremental energy efficiency innovations in the enterprises’ production processes. For product innovation, customer requests were a main driver, though often these requests are not directly related to climate issues. The introduction or extension of environmental and energy management systems as well as the certification of these are the most common forms of organizational innovations. For marketing purposes, the topic of climate change was hardly utilized so far. As the most important determinants for corporate climate innovations, corporate structure and flexibility of the product portfolio, political asymmetry regarding environmental regulation and governmental funding were identified.
