Optimizing Policymakers' Loss Functions in Crisis Prediction: Before, Within or After?

Abstract
Early-warning models most commonly optimize signaling thresholds on crisis probabilities. The ex-post threshold optimization is based upon a loss function accounting for preferences between forecast errors, but comes with two crucial drawbacks: unstable thresholds in recursive estimations and an in-sample overfit at the expense of out-of-sample performance. We propose two alternatives for threshold setting: (i) including preferences in the estimation itself and (ii) setting thresholds ex-ante according to preferences only. We provide simulated and real-world evidence that this simplification results in stable thresholds and improves out-of-sample performance. Our solution is not restricted to binary-choice models, but directly transferable to the signaling approach and all probabilistic early-warning models.

Abstract
Previous research indicates that firm innovativeness can either be determined by a firm’s position within the network dimension or by its position within the geographical dimension. Integrative studies addressing both distinct and combined proximity effects remains rare (cf. Whittington et al. 2009). Thus, we address in this Chapter the following research question: Are firm-level innovation outcomes positively or negatively related to network positioning effects, geographical co-location effects or combined proximity effects; and if the latter case is true, are the combined effects substitutional or complementary in nature? Panel data count models with fixed and random effects were used to analyze a firm’s innovative performance as measured by patent application counts. This last empirical analysis is organized as follows: We start with a short introduction in Sect. 12.1. Next, we provide a brief discussion of theoretical background in Sect. 12.2. In Sect. 12.3 we introduce our conceptual framework and derive our hypotheses. In Sect. 12.4 we introduce the data and methods used. Next, we outline the estimation strategy and report our empirical results in Sect. 12.5. Finally, we discuss our findings and conclude with a number of critical remarks in Sect. 12.6.

Financial Stability and Central Bank Governance

Abstract
The financial crisis has ignited a debate about the appropriate objectives and the governance structure of Central Banks. We use novel survey data to investigate the relation between these traits and banking system stability focusing in particular on their role in micro-prudential supervision. We find that the separation of powers between single and multiple bank supervisors cannot explain credit risk prior or during the financial crisis. Similarly, a large number of Central Bank governance traits do not correlate with system fragility. Only the objective of currency stability exhibits a significant relation with non-performing loan levels in the run-up to the crisis. This effect is amplified for those countries with most frequent exposure to IMF missions in the past. Our results suggest that the current policy discussion whether to centralize prudential supervision under the Central Bank and the ensuing institutional changes some countries are enacting may not produce the improvements authorities are aiming at. Whether other potential improvements in prudential supervision due to, for example, external disciplinary devices, such as IMF conditional lending schemes, are better suited to increase financial stability requires further research.

Forecast Dispersion, Dissenting Votes, and Monetary Policy Preferences of FOMC Members: The Role of Individual Career Characteristics and Political Aspects

Abstract
Using data from 1992 to 2001, we study the impact of members’ economic forecasts on the probability of casting dissenting votes in the Federal Open Market Committee (FOMC). Employing standard ordered probit techniques, we find that higher individual inflation and real GDP growth forecasts (relative to the committee’s median) significantly increase the probability of dissenting in favor of tighter monetary policy, whereas higher individual unemployment rate forecasts significantly decrease it. Using interaction models, we find that FOMC members with longer careers in government, industry, academia, non-governmental organizations (NGOs), or on the staff of the Board of Governors are more focused on output stabilization, while FOMC members with longer careers in the financial sector or on the staffs of regional Federal Reserve Banks are more focused on inflation stabilization. We also find evidence that politics matters, with Republican appointees being much more focused on inflation stabilization than Democratic appointees. Moreover, during the entire Clinton administration ‘natural’ monetary policy preferences of Bank presidents and Board members for inflation and output stabilization were more pronounced than under periods covering the administrations of both George H.W. Bush and George W. Bush, respectively.

Abstract
This study analyzes the performance of the IMF World Economic Outlook forecasts for world output and the aggregates of both the advanced economies and the emerging and developing economies. With a focus on the forecast for the current and the next year, we examine whether IMF forecasts can be improved by using leading indicators with monthly updates. Using a real-time dataset for GDP and for the indicators we find that some simple single-indicator forecasts on the basis of data that are available at higher frequency can significantly outperform the IMF forecasts if the publication of the Outlook is only a few months old.

Abstract
This study on healthy young male students aimed to enlighten the associations between an individual’s financial decision making and surrogate makers for environmental factors covering long-term financial socialization, the current financial security/responsibility, and the personal affinity to financial affairs as represented by parental income, funding situation, and field of study. A group of 150 male young healthy students underwent two versions of the Holt and Laury (2002) lottery paradigm (matrix and random sequential version). Their financial decision was mainly driven by the factor “source of funding”: students with strict performance control (grants, scholarships) had much higher rates of relative risk aversion (RRA) than subjects with support from family (ΔRRA = 0.22; p = 0.018). Personality scores only modestly affected the outcome. In an ANOVA, however, also the intelligence quotient significantly and relevantly contributed to the explanation of variance; the effects of parental income and the personality factors “agreeableness” and “openness” showed moderate to modest – but significant – effects. These findings suggest that environmental factors more than personality factors affect risk aversion.

Abstract
Realwirtschaftliche Indikatoren deuten daraufhin, dass die Schwächephase der deutschen Konjunktur im Frühsommer ausläuft. So werden im Baugewerbe die witterungsbedingten Produktionsausfälle aufgeholt, und Aktivitäten zur Beseitigung der Hochwasserschäden kommen hinzu. Auch der private Konsum wirkt stützend. Das Bruttoinlandsprodukt wird im laufenden Jahr wohl um 0,7% und im kommenden Jahr um 2% steigen. Die Arbeitslosenquote wird im Jahr 2013 6,5% und im Jahr 2014 6,1% betragen. Der Finanzierungssaldo der öffentlichen Haushalte wird sich im Jahr 2013 bei einer leicht expansiv ausgerichteten Finanzpolitik geringfügig verschlechtern und im kommenden Jahr aufgrund wieder etwas stärker expandierender Einnahmen einen Überschuss in Höhe von 0,4% in Relation zum Bruttoinlandsprodukt aufweisen. Die Schulden- und Vertrauenskrise im Euroraum stellt nach wie vor das Hauptrisiko für die deutsche Konjunktur dar.

Abstract
Die Konjunktur in Deutschland ist im Frühjahr 2013 wieder aufwärts gerichtet. Die Lage an den Finanzmärkten hat sich entspannt, nachdem die Unsicherheit über die Zukunft der Europäischen Währungsunion gesunken ist. Auch der weltwirtschaftliche Gegenwind hat nachgelassen. Die Institute erwarten, dass in Deutschland das Bruttoinlandsprodukt in diesem Jahr um 0,8 % (68 %-Prognoseintervall: 0,1 % bis 1,5 %) und im kommenden Jahr um 1,9 % zunimmt. Die Zahl der Arbeitslosen dürfte weiter zurückgehen und im Jahresdurchschnitt bei 2,9 Mill. in diesem bzw. 2,7 Mill. Personen im nächsten Jahr liegen. Die Inflationsrate wird im laufenden Jahr auf 1,7 % zurückgehen, bevor sie bei zunehmender Kapazitätsauslastung im kommenden Jahr auf 2,0 % anzieht. Der Staatshaushalt wird im Jahr 2013 annähernd ausgeglichen sein und im Jahr 2014 dank der günstigeren Konjunktur einen Überschuss von 0,5 % in Relation zum Bruttoinlandsprodukt aufweisen. Die Wirtschaftspolitik sollte jetzt die lange Frist wieder stärker in den Blick nehmen. Zwar haben strukturelle Anpassungsprozesse in den Krisenländern inzwischen begonnen, institutionelle Probleme im Euroraum sind aber noch nicht gelöst. Der deutsche Staatshaushalt ist auch demografiebedingt langfristig erheblichen Belastungen ausgesetzt.

Financial Factors in Macroeconometric Models

Abstract
The important role of credit has long been identified as a key factor for economic development (see e.g. Wicksell (1898), Keynes (1931), Fisher (1933) and Minsky (1957, 1964)). Even before the financial crisis most researchers and policy makers agreed that financial frictions play an important role for business cycles and that financial turmoils can result in severe economic downturns (see e.g. Mishkin (1978), Bernanke (1981, 1983), Diamond (1984), Calomiris (1993) and Bernanke and Gertler (1995)). However, in practice researchers and policy makers mostly used simplified models for forecasting and simulation purposes. They often neglected the impact of financial frictions and emphasized other non financial market frictions when analyzing business cycle fluctuations (prominent exceptions include Kiyotaki and Moore (1997), Bernanke, Gertler, and Gilchrist (1999) and Christiano, Motto, and Rostagno (2010)). This has been due to the fact that most economic downturns did not seem to be closely related to financial market failures (see Eichenbaum (2011)). The outbreak of the subprime crises ― which caused panic in financial markets and led to the default of Lehman Brothers in September 2008 ― then led to a reconsideration of such macroeconomic frameworks (see Caballero (2010) and Trichet (2011)). To address the economic debate from a new perspective, it is therefore necessary to integrate the relevant frictions which help to explain what we have experienced during recent years.
In this thesis, I analyze different ways to incorporate relevant frictions and financial variables in macroeconometric models. I discuss the potential consequences for standard statistical inference and macroeconomic policy. I cover three different aspects in this work. Each aspect presents an idea in a self-contained unit. The following paragraphs present more detail on the main topics covered.
