Abstract
This paper uses administrative data to analyze a large and 8-year long employer payroll tax rate cut in Sweden for young workers aged 26 or less. We replicate previous results documenting that during the earlier years of the reform, it raised youth employment among the treated workers, driven by labor demand (as workers’ take-home wages did not respond). First, drawing on additional years of data, this paper then documents that the longer-run effects during the reform are twice as large as the medium-run effects. Second, we document novel labor-demand-driven “hysteresis” from this policy – i.e. persistent employment effects even after the subsidy no longer applies – along two dimensions. Over the lifecycle, employment effects persist even after workers age out of eligibility. Three years after the repeal, employment remains elevated at the maximal reform level in the formerly subsidized ages. These hysteresis effects more than double the direct employment effects of the reform. Discrimination against young workers in job posting fell during the reform and does not bounce back after repeal, potentially explaining our results.

Paid Vacation Use: The Role of Works Councils

Abstract
The article investigates the relationship between codetermination at the plant level and paid vacation in Germany. From a legal perspective, works councils have no impact on vacation entitlements, but they can affect their use. Employing data from the German Socio-Economic Panel (SOEP), the study finds that male employees who work in an establishment, in which a works council exists, take almost two additional days of paid vacation annually, relative to employees in an establishment without such institution. The effect for females is much smaller, if discernible at all. The data suggest that this gender gap might be due to the fact that women exploit vacation entitlements more comprehensively than men already in the absence of a works council.

International Trade Barriers and Regional Employment: The Case of a No-Deal Brexit

Abstract
We use the World Input–Output Database (WIOD) combined with regional sectoral employment data to estimate the potential regional employment effects of international trade barriers. We study the case of a no-deal Brexit in which imports to the United Kingdom (UK) from the European Union (EU) would be subject to tariffs and non-tariff trade costs. First, we derive the decline in UK final goods imports from the EU from industry-specific international trade elasticities, tariffs and non-tariff trade costs. Using input–output analysis, we estimate the potential output and employment effects for 56 industries and 43 countries on the national level. The absolute effects would be largest in big EU countries which have close trade relationships with the UK, such as Germany and France. However, there would also be large countries outside the EU which would be heavily affected via global value chains, such as China, for example. The relative effects (in percent of total employment) would be largest in Ireland followed by Belgium. In a second step, we split up the national effects on the NUTS-2 level for EU member states and additionally on the county (NUTS-3) level for Germany. The share of affected workers varies between 0.03% and 3.4% among European NUTS-2 regions and between 0.15% and 0.4% among German counties. A general result is that indirect effects via global value chains, i.e., trade in intermediate inputs, are more important than direct effects via final demand.

The Impact of Risk-based Capital Rules for International Lending on Income Inequality: Global Evidence

Abstract
This paper investigates the impact of international bank flows from G10 lender countries on income inequality in 74 borrower countries over 1999–2013. Specifically, we examine the role of international bank flows contingent upon the Basel 2 capital regulation and the level of financial market development in the borrower countries. First, we find that improvements in the borrower country risk weights due to rating upgrades under the Basel 2 framework significantly increase bank flows, leading to improvements in income inequality. Second, we find that the level of financial market development is also important. We report that a well-functioning financial market helps the poor access credit and thereby reduces inequality. Moreover, we employ threshold estimations to identify the thresholds for each of the financial development measures that borrower countries need to reach before realizing the potential reductions in income inequality from international bank financing.

Productivity and Employment in APAC Economies: A Comparison With the EU Using Firm-Level Information

Abstract
We provide an overview of productivity development and other related indicators in Asia and Pacific (APAC) countries, with comparisons with the Europe region. We use the seventh vintage firm-level data from the Productivity Research Network in the APAC region and CompNet in Europe for our study. The overall results show that the productivity growth in developed APAC countries (Australia, New Zealand, and the Republic of Korea) is significantly ahead of the growth in developing APAC countries (India and the People’s Republic of China) and on par with the EU’s growth. There is an ongoing process of bottom firms catching up with top firms in the Republic of Korea and the richest EU countries. Regarding employment and labor skills, employment growth has generally been quite stagnant in all regions. Labor skills, for which we use the wage premium as a proxy, are quite similar across most regions, with the richest EU countries showing a higher premium than the rest. Our test of the productivity–employment link indicates that the size of employment tends to have a greater impact on productivity in APAC countries, while labor skills have greater emphasis in the EU.

Abstract
We link USPTO patent data to U.S. Census Bureau administrative records on individuals and firms. The combined dataset provides us with a directory of patenting household inventors as well as a time-series directory of self-employed businesses tied to household innovations. We describe the characteristics of household inventors by race, age, gender and U.S. origin, as well as the types of patented innovations pursued by these inventors. Business data allows us to highlight how patents shape the early life-cycle dynamics of nonemployer businesses. We find household innovators are disproportionately U.S. born, white and their age distribution has thicker tails relative to business innovators. Data shows there is a deficit of female and black inventors. Household inventors tend to work in consumer product areas compared to traditional business patents. While patented household innovations do not have the same impact of business innovations their uniqueness and impact remains surprisingly high. Back of the envelope calculations suggest patented household innovations granted between 2000 and 2011 might generate $5.0B in revenue (2000 dollars).

Lender-specific Mortgage Supply Shocks and Macroeconomic Performance in the United States

Abstract
This paper provides evidence for the propagation of idiosyncratic mortgage supply shocks to the macroeconomy. Based on micro-level data from the Home Mortgage Disclosure Act for the 1990-2016 period, our results suggest that lender-specific mortgage supply shocks affect aggregate mortgage, house price, and employment dynamics at the regional level. The larger the idiosyncratic shocks to newly issued mortgages, the stronger are mortgage, house price, and employment growth. While shocks at the level of shadow banks significantly affect mortgage and house price dynamics, too, they do not matter much for employment.

Power Generation and Structural Change: Quantifying Economic Effects of the Coal Phase-out in Germany

Abstract
In the fight against global warming, the reduction of greenhouse gas emissions is a major objective. In particular, a decrease in electricity generation by coal could contribute to reducing CO2 emissions. We study potential economic consequences of a coal phase-out in Germany, using a multi-region dynamic general equilibrium model. Four regional phase-out scenarios before the end of 2040 are simulated. We find that the worst case phase-out scenario would lead to an increase in the aggregate unemployment rate by about 0.13 [0.09 minimum; 0.18 maximum] percentage points from 2020 to 2040. The effect on regional unemployment rates varies between 0.18 [0.13; 0.22] and 1.07 [1.00; 1.13] percentage points in the lignite regions. A faster coal phase-out can lead to a faster recovery. The coal phase-out leads to migration from German lignite regions to German non-lignite regions and reduces the labour force in the lignite regions by 10,100 [6300; 12,300] people by 2040. A coal phase-out until 2035 is not worse in terms of welfare, consumption and employment compared to a coal-exit until 2040.

Abstract
Am 31.01.2020 ist das Vereinigte Königreich Großbritannien und Nordirland (Großbritannien) aus der Europäischen Union (EU) ausgetreten. Das Land ist bisher als Handelspartner der nordrhein-westfälischen Wirtschaft von erheblicher Bedeutung gewesen: 2015, im Jahr vor dem britischen Volksentscheid zugunsten eines Austritts, war es mit einem Anteil von 7,7% der drittwichtigste Absatzmarkt für Warenexporte aus Nordrhein-Westfalen, und immerhin 4,6% aller Warenimporte stammten aus Großbritannien. In der vorliegenden Studie werden die Konsequenzen des Brexit für das Land Nordrhein-Westfalen erörtert. Der Fokus liegt dabei auf der kurzen bis mittleren Frist, denn das zentrale Instrument der Analyse, die Input-Output-Rechnung, nutzt Informationen über gegenwärtige Wirtschaftsstrukturen, die sich an die nach dem Austritt Großbritanniens neuen Rahmenbedingungen im Lauf der Zeit anpassen werden. Die Perspektiven für die wirtschaftlichen Beziehungen zwischen Großbritannien und der EU, wie sie sich im Frühjahr 2020 darstellen, werden am Anfang der Studie (Abschnitt 2) skizziert. Daran schließt sich ein Überblick der Literatur zu den wirtschaftlichen Folgen des Brexit für Europa, für Deutschland und für einzelne Regionen an (Abschnitt 3). Das zentrale Kapitel der Studie (Abschnitt 4) beleuchtet die Effekte des Brexit auf die Wirtschaft Nordrhein-Westfalens. Dabei geht es vor allem um den Güterhandel, die Produktion und die Beschäftigung, aber auch um Effekte auf Investitionen und Arbeitsproduktivität. Um auch wichtige indirekte Effekte über Vorleistungsbeziehungen zu erfassen, kommt die Input-Output-Analyse zum Einsatz. Nach einer kurzen Darstellung der Wirtschaftsstruktur Nordrhein-Westfalens und der Handelsverflechtungen zwischen Großbritannien, Deutschland und der EU werden die kurz- bis mittelfristigen Effekte des Brexit auf den Güterhandel, die Produktion und die Beschäftigung in Deutschland und in neun nordrhein-westfälischen Regionen simuliert. An die so erzielten Ergebnisse schließen sich qualitative Überlegungen zu den Effekten auf Investitionstätigkeit und Produktivitätsentwicklung an. In Abschnitt 5 wird diskutiert, ob sich mit dem Brexit nicht auch Chancen für die Wirtschaft Nordrhein-Westfalens bieten. Zu diesem Zweck wird untersucht, in welchen Branchen sowohl Großbritannien als auch Nordrhein-Westfalen bisher innerhalb der EU komparative Vorteile gehabt haben, und ob der Austritt Großbritanniens dort Marktanteilsgewinne der heimischen Wirtschaft ermöglichen könnte. In Abschnitt 6 wird der Frage nachgegangen, welche Instrumente und Maßnahmen von der Politik genutzt werden könnten, um einen fairen und regelbasierten Wettbewerb auf Basis des bisherigen ‚level-playing-field‘ zwischen nordrhein-westfälischen und britischen Unternehmen zu gewährleisten. In einem abschließenden Abschnitt 7 werden die wichtigsten Ergebnisse der Studie zusammengefasst.

The Influence of Bondholder Concentration and Temporal Orientation on Investments in R&D

Abstract
Although innovation can be a critical source of competitive advantage, research has found that debt can erode management’s willingness to invest in R&D. In this article, we employ a stakeholder bargaining power perspective to argue that this effect is most pronounced when the firm’s bonds are concentrated in the hands of bond blockholders. Furthermore, we contend that the temporal orientation of bondholders influences this relationship. Specifically, while it is commonly assumed that bondholders have a limited temporal orientation that induces them to focus on short-term value appropriation, we argue that some bond blockholders adopt a long-term temporal orientation. This orientation, in turn, makes them more inclined to support long-term value creation for the firm in the form of enhanced investments in R&D. Moreover, while agency theory suggests that there is an inherent conflict of interest between shareholders and bondholders, our results suggest that the temporal orientation of investors (i.e., both shareholders and bondholders) matters much more than whether they invested in the firm’s equity or its debt.
