Abstract
Politicians frequently voice that European bond issuers would benefit from the presence of a Europe-based rating agency. We take Fitch as a prototype for such an agency. With its ownership structure and a headquarter in London, Fitch is more European than Moody’s and S&P; during the Eurozone sovereign debt crisis, it also issued more favorable ratings. Fitch’s rating actions, however, were largely ignored by the bond market. Our results thus cast doubt on the benefits of a European credit rating agency.

Abstract
The intention for the Italian government to stimulate business activity via large increases in government spending is not in line with the stabilisation of the public debt ratio. Instead, if such policy were implemented, the risk of a sovereign debt crisis would be high. In this article, we analyse the capacity of the Italian economy to shoulder sovereign debt under different scenarios. We conclude that focusing on growth enhancing structural reforms, would allow for moderate increases in public expenditure.

Accounting Quality in Banking: The Role of Regulatory Interventions

Abstract
Using the full sample of U.S. banks and hand-collected data on enforcement actions over 2000–2014, we analyze the role of these interventions in promoting several aspects of accounting quality. We find that enforcement actions issued for both risk-related and accounting-related reasons lead to significant improvements in accounting quality. This improvement is consistently found for earnings smoothing, big-bath accounting, timely recognition of future loan losses, the association of loan loss provisions with future loan charge offs, loss avoidance, and cash flow predictability and earnings persistence. Most of the effects are somewhat more potent in the crisis period and survive in several sensitivity tests. Our findings highlight the imperative role of regulatory interventions in promoting bank accounting quality.

A Market-based Measure for Currency Risk in Managed Exchange Rate Regimes

Abstract
We introduce a novel currency risk measure based on American Depositary Receipts (ADRs). Using an augmented ADR pricing model, we exploit investors’ exposure to potential devaluation losses to derive an indicator of currency risk. Using weekly data for a sample of 807 ADRs located in 21 emerging markets over the 1994–2014 period, we find that a deterioration in the fiscal balance and higher inflation increase currency risk. Interaction models reveal that the fiscal balance and inflation drive the determination of currency risk for countries with poor sovereign rating, low foreign reserves, low capital account openness and managed float regimes.

Avoiding the Fall into the Loop: Isolating the Transmission of Bank-to-Sovereign Distress in the Euro Area and its Drivers

Abstract
We isolate the direct bank-to-sovereign distress channel within the eurozone’s sovereign-bank-loop by exploiting the global, non-eurozone related variation in stock prices. We instrument banking sector stock returns in the eurozone with exposure-weighted stock market returns from non-eurozone countries and take further precautions to remove any eurozone crisis-related variation. We find that the transmission of instrumented bank distress, while economically relevant, is significantly smaller than the corresponding coefficient in the unadjusted OLS framework, confirming concerns on reverse causality and omitted variables in previous studies. Furthermore, we show that the spillover of bank distress is significantly stronger for countries with poorer macroeconomic performances, weaker financial sectors and financial regulation and during times of elevated political uncertainty.

SMEs and Access to Bank Credit: Evidence on the Regional Propagation of the Financial Crisis in the UK

Abstract
We study the sensitivity of banks’ credit supply to small and medium size enterprises (SMEs) in the UK with respect to the banks’ financial condition before and during the financial crisis. Employing unique data on the geographical location of all bank branches in the UK, we connect firms’ access to bank credit to the financial condition (i.e., bank health and the use of core deposits) of all bank branches in the vicinity of the firm for the period 2004–2011. Before the crisis, banks’ local financial conditions did not influence credit availability irrespective of the functional distance (i.e., the distance between bank branch and bank headquarters). However, during the crisis, we find that SMEs with banks within their vicinity that have stronger financial conditions faced greater credit availability when the functional distance is close. Our results point to a “flight to headquarters” effect during the financial crisis.

Abstract
In this paper, we use the panel of the first two waves of the Household Finance and Consumption Survey by the European Central Bank to study housing demand of European households and evaluate potential housing market regulations in the post-crisis era. We provide a comprehensive account of the housing decisions of European households between 2010 and 2014, and structurally estimate the housing preference of a simple life-cycle housing choice model. We then evaluate the effect of a tighter LTV/LTI regulation via counter-factual simulations. We find that those regulations limit homeownership and wealth accumulation, reduces housing consumption but may be welfare improving for the young households.

Zum Risiko einer Staatsschuldenkrise in Italien

Abstract
Die wirtschaftliche Entwicklung Italiens war in den vergangenen Jahren durch eine ausgesprochen schwache Produktivitätsentwicklung gekennzeichnet. Das Bruttoinlandsprodukt je Einwohner beträgt nur 92% des Niveaus im Jahr 2007, während es im Euroraum insgesamt (inklusive Italien) bei 103% des Vorkrisenniveaus von 2007 liegt. Die Staatsschuldenquote ist im Zeitraum von 2007 bis 2017 von 100% in Relation zum Bruttoinlandsprodukt um 30 Prozentpunkte auf 130% gestiegen. Es bestehen daher Zweifel, ob die Wirtschaftskraft Italiens ausreichend ist, um die weiter steigenden Staatsschulden künftig bedienen zu können. Diese Zweifel kommen zum Beispiel in der gegenwärtig (August 2018) um gut 3 Prozentpunkte höheren Umlaufsrendite 10-jähriger italienischer Staatsanleihen im Vergleich zu deutschen Staatsanleihen zum Ausdruck.
Die Regierung Italiens will der Wirtschaft durch expansive Finanzpolitik wieder auf die Beine helfen. Im vorliegenden Beitrag wird die Tragfähigkeit der italienischen Staatsverschuldung für verschiedene Szenarien analysiert. Dabei gibt es je nach den getroffenen Annahmen zu wichtigen Wirkungszusammenhängen eine ganze Bandbreite von möglichen Entwicklungen, die aber allesamt eine deutlich expansive Finanzpolitik für Italien nicht ratsam erscheinen lassen, weil sie insgesamt nicht förderlich für die Stabilisierung der Staatsverschuldung wäre. Vielmehr sollten produktivitätssteigernde Strukturreformen umgesetzt werden, die dann auch moderat höhere Staatsausgaben erlauben würden.

Abstract
The outcome of any important macroeconomic policy change is the net effect of forces operating on different parts of the economy. A central challenge facing policymakers is how to assess the relative strength of those forces. Economists have a range of tools that can be used to make such assessments. Dynamic stochastic general equilibrium (DSGE) models are the leading tool for making such assessments in an open and transparent manner. We review the state of mainstream DSGE models before the financial crisis and the Great Recession. We then describe how DSGE models are estimated and evaluated. We address the question of why DSGE modelers—like most other economists and policymakers—failed to predict the financial crisis and the Great Recession, and how DSGE modelers responded to the financial crisis and its aftermath. We discuss how current DSGE models are actually used by policymakers. We then provide a brief response to some criticisms of DSGE models, with special emphasis on criticism by Joseph Stiglitz, and offer some concluding remarks.
