Abstract
Am 1.5.2004 sind zehn neue Mitgliedstaaten, vor allem Transformationsländer, in die EU aufgenommen worden. Drei Jahre später, am 1.1.2007, kamen Bulgarien und Rumänien hinzu. Während deutsche Unternehmer zunächst die zusätzliche Konkurrenz fürchteten, bewerten sie die Auswirkungen der Osterweiterung inzwischen positiv. Die neuen Mitgliedstaaten haben von ihrem Beitritt grundsätzlich profitiert, sogar in Hinblick auf die Beihilferegelungen konnten sie den strengen Anforderungen der EU entsprechen. Allerdings haben sich flexible Wechselkurse in der Krise für die Länder außerhalb des Euroraums als Vorteil erwiesen. Zudem leiden Rumänien und Bulgarien unter der Instabilität ihrer politischen Systeme.

An Empirical Analysis of Legal Insider Trading in The Netherlands

Abstract
In this paper, we employ a registry of legal insider trading for Dutch listed firms to investigate the information content of trades by corporate insiders. Using a standard event-study methodology, we examine short-term stock price behavior around trades. We find that purchases are followed by economically large abnormal returns. This result is strongest for purchases by top executives and for small market capitalization firms, which is consistent with the hypothesis that legal insider trading is an important channel through which information flows to the market. We analyze also the impact of the implementation of the Market Abuse Directive (European Union Directive 2003/6/EC), which strengthens the existing regulation in the Netherlands. We show that the new regulation reduced the information content of sales by top executives.

Abstract
Jüngst fand eine wissenschaftliche Studie mit dem Titel „From Sick Man of Europe to Economic Superstar: Germany’s Resurgent Economy“ große Aufmerksamkeit in den Medien. Tatsächlich ist die ökonomische Entwicklung in Deutschland gegenwärtig „super“: Das Produktionspotenzial ist normal ausgelastet, die Inflationsrate ist niedrig, und die Erwerbstätigkeit befindet sich auf einem Rekordhoch. Ein Superstar zu sein, muss allerdings nicht von Dauer sein. Jene aus dem Fernsehen sind meist nach kurzer Zeit vergessen. Ähnlich könnte es auch mit der ökonomischen Lage in Deutschland sein. Wenn sich Unternehmen und Politik nicht laufend den neuen Herausforderungen stellen, kann der Superstar schnell wieder abstürzen.

Technological Activities in CEE Countries: A Patent Analysis for the Period 1980-2009

Abstract
The aim of this paper is to analyze the technological activities of Central and Eastern European (CEE) economies and to compare them with the technological activities of other world regions. Using data from the EPO World Wide Statistical Database for the period 1980-2009 the analysis is based on counts of priority patent applications over time. In terms of priority patent applications, CEE reduced its technological activities drastically in absolute and per capita terms after 1990. The level of priority patent applications in this world region maintained more recently a stable level below the performance of EU15, South EU and the former USSR. In what concerns technological specialization, the results suggest a division of labor in technological activities among world regions where Europe, Latin America and the former USSR are mainly specializing in sectors losing technological dynamism in the global patent activities (Chemicals and/or Mechanical Engineering) while North America, the Middle East (especially Israel) and Asia Pacific are increasingly specializing in Electrical Engineering, a sector with strong technological opportunities.

Abstract
In the years leading up to the 2008–09 financial crisis, many banks around the world greatly expanded their balance sheets to take advantage of cheap and abundantly available funding. Access to international funding markets, in particular, made it possible for banks to reach a size that in some cases was a large multiple of their home countries’ gross domestic product (GDP). In Iceland, for example, assets of the banking system reached up to 900% of GDP in 2007. Similarly, by the end of 2008, assets in UK and Swiss banks exceeded 500% of their countries’ GDPs, respectively. Banks may also have grown rapidly because they may have wanted to reach too-big-to-fail status in their country, implying even lower funding cost (Penas and Unal 2004).
The depth and severity of the 2008–09 financial crisis and the subsequent debt crisis in Europe, however, have cast doubts on the ability of governments to bail out banks when they experience severe difficulties, in particular, in financially fragile environments and faced with large budget imbalances. This has resulted in as what some observers have dubbed a “doom loop”: the combination of weak public finances and weak banks results in a vicious cycle, in which the funding cost of banks increases, as the ability of governments to bail out banks is called into question, in turn increasing the funding cost of these banks and making the likelihood that the government will actually have to step in even higher, which in turn increases funding cost to the government and so forth.
Against this background, the paper by Correa et al. (2014) explores the link between sovereign rating changes and bank stock returns. They show large negative reactions of stock returns in response to sovereign ratings downgrades for banks that are expected to receive government support in case of failure. They find the strongest effects in developed economies, where the credibility of government bail outs is higher ex ante, while the effects are smaller in developing and emerging economies. In my view, the paper makes a number of important contributions to the extant literature.

Abstract
Die institutionelle Konvergenz wird seit der Gründung der Europäischen Union als Voraussetzung für die wirtschaftliche Konvergenz angesehen. In den mittel- und osteuropäischen Ländern wurde eine institutionelle Konvergenz de jure bzw. eine Harmonisierung ex ante durch die Verpflichtung der EU-Beitrittskandidaten zur Übernahme des Acquis Communautaire angestrebt. Die institutionelle Angleichung der neuen Mitgliedstaaten an die EU-Normen sollte die Grundlage für ein schnelleres Wachstum (und damit für die wirtschaftliche Konvergenz in der EU) legen. In diesem Beitrag wird unter Verwendung der „Transition Indicators“ der Europäischen Bank für Wiederaufbau und Entwicklung (EBRD) mit Hilfe einer Clusteranalyse das Vorhandensein einer institutionellen Konvergenz de facto in den mittel- und osteuropäischen Ländern analysiert. Die Ergebnisse zeigen, dass eine tatsächliche institutionelle Annäherung nur bis Mitte der 1990er Jahre stattgefunden hat. Seitdem ist in den neuen Mitgliedstaaten eine Tendenz zur Stagnation bzw. Divergenz der institutionellen Entwicklung zu verzeichnen. Die untersuchten Länder scheinen in ihren regionalen Clubs (Clustern) „festzustecken“, statt sich de facto weiter an die EU-Normen anzugleichen.

Towards Deeper Financial Integration in Europe: What the Banking Union Can Contribute

Abstract
The agreement to establish a Single Supervisory Mechanism in Europe is a major step towards a Banking Union, consisting of centralized powers for the supervision of banks, the restructuring and resolution of distressed banks, and a common deposit insurance system. In this paper, we argue that the Banking Union is a necessary complement to the common currency and the Internal Market for capital. However, due care needs to be taken that steps towards a Banking Union are taken in the right sequence and that liability and control remain at the same level throughout. The following elements are important. First, establishing a Single Supervisory Mechanism under the roof of the ECB and within the framework of the current EU treaties does not ensure a sufficient degree of independence of supervision and monetary policy. Second, a European institution for the restructuring and resolution of banks should be established and equipped with sufficient powers. Third, a fiscal backstop for bank restructuring is needed. The ESM can play a role but additional fiscal burden sharing agreements are needed. Direct recapitalization of banks through the ESM should not be possible until legacy assets on banks’ balance sheets have been cleaned up. Fourth, introducing European-wide deposit insurance in the current situation would entail the mutualisation of legacy assets, thus contributing to moral hazard.

Determinants of Foreign Technological Activity in German Regions – A Count Model Analysis of Transnational Patents (1996-2009)

Abstract
This paper analyses the determinants of spatial distribution of foreign technological activity across 96 German regions (1996-2009). We identify foreign inventive activity by applying the ‘cross-border-ownership concept’ to transnational patent applications. The descriptive analysis shows that foreign technological activity more than doubled during the observation period with persistent spatial heterogeneity in Germany. Using a pooled count data model, we estimate the effect of various sources for externalities on the extent of foreign technological activity across regions. Our results show that foreign technological activity is attracted by technologically specialised sectors of regions. In contrast to existing findings this effect applies both to foreign as well as domestic sources of specialisation. We show that the relation between specialisation and foreign technological activity is non-linear and that it is influenced by sectoral heterogeneity. Externalities related to technological diversification attract foreign R&D only into ‘higher order’ regions.
