IWH-Konjunkturbarometer Ostdeutschland: Konjunktur zieht nach schwachem Start in das Jahr 2016 an
Das Bruttoinlandsprodukt der ostdeutschen Flächenländer ist von April bis Juni 2016 – saisonbereinigt nach dem Berliner Verfahren – um 0,5% gegenüber dem schwachen ersten Quartal gestiegen. Damit expandierte die Produktion in den Neuen Bundesländern fast so stark wie in den Alten (0,6%). Der Zuwachs stand auf breiter Basis. Sowohl das Produzierende Gewerbe als auch der Dienst-leistungssektor trugen dazu bei. Trotz der zuletzt eingetretenen konjunkturellen Beschleunigung blieb der Produktionsanstieg in den ostdeutschen Flächenländern allerdings mit 1,5% im ersten Halbjahr gegenüber dem Westen um reichlich einen halben Prozentpunkt zurück.

The German Economy: Still Robust Despite Sliding Sentiment
The prospects for the German economy are still quite favorable. While sentiment indicators suggest that growth will slow at the end of the year, domestic demand will continue on an upward trend. The German GDP should increase by 1.9% in 2016. For 2017 we expect a lower growth rate of 1.2%“Weaker export volumes and higher growth of imports are the relevant factors for the slowdown”, says Prof Oliver Holtemöller, IWH Vice president. Unemployment will rise a bit as more refugees enter the labor market. Consumer price inflation remains moderate. The general government balance (cyclically ad¬justed as well as unadjusted) will be in surplus in both 2016 and 2017.

Abstract
Die deutsche Wirtschaft befindet sich nach wie vor in einem moderaten Aufschwung. Der anhaltende Beschäftigungsaufbau führt zu spürbaren Einkommenssteigerungen, und der Fall der Energiepreise hat die Kaufkraft der privaten Haushalte deutlich erhöht. Beides treibt den privaten Konsum, aber auch die Wohnungsbauinvestitionen, welche überdies von den sehr niedrigen Zinsen beflügelt werden. Allerdings bleiben die Exporte angesichts der schwachen internationalen Dynamik in diesem und im nächsten Jahr eher verhalten. Alles in allem dürfte das deutsche Bruttoinlandsprodukt in diesem Jahr um 1,8% und im Jahr 2017 um 1,6% zunehmen.

Abstract
Das Bruttoinlandsprodukt der ostdeutschen Flächenländer ist von Januar bis März dieses Jahres – saisonbereinigt nach dem Berliner Verfahren – um 0,1% gegenüber dem starken Schlussquartal 2015 gestiegen. Damit expandierte die Produktion in den Neuen Bundesländern deutlich langsamer als in den Alten (0,5%). Zwar hat auch hier das Baugewerbe von der günstigen Investitionskonjunktur und dem milden Winter profitiert, die Industrie ist jedoch zurückgeblieben, und die gewerblichen Dienstleister expandierten nur moderat. Gegenüber dem Start im Vorjahr erhöhte sich die wirtschaftliche Leistung um 0,7%.

Für das Jahr 2016 prognostiziert das Leibniz-Institut für Wirtschaftsforschung Halle (IWH) einen Anstieg des ostdeutschen Bruttoinlandsprodukts um 1,7% (Deutschland insgesamt: 1,8%). Maßgeblicher Treiber ist wie in Deutschland insgesamt die Binnennachfrage. Insbesondere profitiert die Wirtschaft von der hohen Dynamik des Dienstleistungssektors in Berlin. Der Zuwachs in den ostdeutschen Flächenländern bleibt dagegen mit 1,3% wieder hinter dem in Westdeutschland zurück. Um wirtschaftlich aufzuholen, sollten Bildung und Forschung im Mittelpunkt der Wachstumspolitik stehen; mit traditioneller Förderpolitik lassen sich keine weiteren Aufholerfolge mehr erzielen.

Abstract
Das deutsche Bruttoinlandsprodukt (BIP) stieg im zweiten Quartal 2016 mit 0,4% etwas langsamer als noch im Quartal zuvor. Der IWH-Flash-Indikator deutet darauf hin, dass das Expansionstempo im laufenden Quartal beibehalten wird und sich zum Jahresende etwas verlangsamt. Das Bruttoinlandsprodukt in Deutschland dürfte im dritten Quartal um 0,4% und im vierten Quartal um 0,2% zulegen.

The German Economy Benefits from Strong Domestic Demand
In 2016, the moderate upswing of the German economy continues. Incomes grow due to the steady expansion in employment, and the fall in energy prices has propped up the purchasing power of private households. As a consequence, private consumption expands healthily; investment in housing is additionally stimulated by very low interest rates. Exports, however, expand only moderately, as the world economy is rather weak. All in all, the IWH forecasts the German GDP to expand by 1.8% in this year and by 1.6% in 2017.

Der IWH-Flash-Indikator deutet darauf hin, dass sich das Expansionstempo der deutschen Wirtschaft im zweiten und dritten Quartal 2016 wieder verlangsamen wird. Die Berechnungen ergeben einen Anstieg des Bruttoinlandsprodukts um jeweils etwa 0,4%; das entspricht etwa der Potenzialwachstumsrate.
