Abstract
The economic and financial crisis that emerged in 2008 also initiated an intense discussion on macroeconomic research and the role of economists in society. The debate focuses on three main issues. Firstly, it is argued that economists failed to predict the crisis and to design early warning systems. Secondly, it is claimed that economists use models of the macroeconomy which fail to integrate financial markets and which are inadequate to model large economic crises. Thirdly, the issue has been raised that economists invoke unrealistic assumptions concerning human behaviour by assuming that all agents are self-centred, rationally optimizing individuals. In this paper, we focus on the first two issues. Overall, our thrust is that the above statements are a caricature of modern economic theory and empirics. A rich field of research developed already before the crisis and picked up shortcomings of previous models.

25 Years after the Fall of the Berlin Wall: The Economic Integration of East Germany

Abstract
Citizens of the German Democratic Republic (GDR) regained their civil liberties when the Berlin Wall fell 25 years ago. Since then, they have been able to travel freely and have been free to choose where to live and work. The fall of the Berlin Wall was quickly followed by preparations for German Unification at a speed unparalleled in history: the first free Volkskammer elections on 18 March 1990, the economic, monetary and social union on 1 July 1990, and finally, the unification of Germany when the GDR was included in the jurisdiction of the Basic Law of the Federal Republic of Germany. The integration of the economies of East and West Germany, however, has proven to be a drawn-out process.

Abstract
Since the 1990s, local governments in Central and Eastern European (CEE) countries have been confronted by completely new structures and developments. This came after more than 40 years (or even longer in the case of the former Soviet Union) under a socialist regime and behind an iron curtain which isolated them from the non-socialist world. A lack of resources had led to an underinvestment in the refurbishment of older buildings, while relatively cheap ‘prefabricated’ housing had been built, not only in the outskirts of cities, but also within city centres. A lack of resources had also resulted in the fact that the socialist regimes were generally unable to replace old buildings with ‘modern’ ones; hence, there is a very rich heritage of historical monuments in many of these cities today. The centrally planned economies and the development of urban structures (including the shifts of population between cities and regions) were determined by ideology, political rationality and the integration of all CEE countries into the production schemes of the Council for Mutual Economic Assistance and its division of labour by location. The sudden introduction of a market economy, private property, democratic rules, local autonomy for cities and municipalities and access to the global economy and society may be seen as a kind of ‘natural experiment’. How would these new conditions shape the national systems of cities and municipalities? Which cities would shrink and which would grow? How would the relationship between core cities and their surrounding municipalities develop? And what would happen within these cities and with their built environment?

Abstract
Following the transition from socialist central planning economies to market economies in all of the former socialist countries, many regions have had to cope with severe structural changes and economic development problems. To overcome these problems, local governments have tried to invest in new public infrastructure to support the development of new industries. This paper looks at infrastructure that supports tourist activities and argues that the impact of infrastructure generally depends on certain local factors which differ between municipalities. One important factor is whether the local population possesses the relevant complementary factors, in particular the right ‘soft skills’.

Abstract
Die deutsche Wirtschaft expandiert im Jahr 2014 in mäßigem Tempo. Der hohe Produktionszuwachs vom Jahresanfang hat sich nicht fortgesetzt, und die Unternehmen schätzen ihre Aussichten nicht mehr ganz so günstig ein, denn eine kräftige Erholung des Euroraums lässt weiter auf sich warten. Zudem verunsichert der Konflikt zwischen Russland und dem Westen. Die binnenwirtschaftlichen Bedingungen sind aber weiter günstig. Das reale Bruttoinlandsprodukt dürfte im Jahr 2014 um 1,5% und im Jahr 2015 um 1,6% zunehmen.

The Political Determinants of Sovereign Bond Yield Spreads

Abstract
This paper analyzes the political determinants of sovereign bond yield spreads using data for 27 emerging markets in the period 1996 to 2009. I find strong evidence that countries with parliamentary systems (as opposed to presidential regimes) and a low quality of governance face higher sovereign yield spreads, while the degree of democracy and elections play no significant role. A higher degree of political stability and the power to implement austerity measures significantly reduce sovereign yield spreads particularly in autocratic regimes, while no significant effect is detected for democratic countries. Overall, political determinants have a more pronounced impact on sovereign bond yield spreads in autocratic and closed regimes than in democratic and open countries.

Abstract
We analyze the impact of financial globalization on volatilities of hours worked and wages of high-skilled and low-skilled workers. Using cross-country, industry-level data for the years 1970–2004, we establish stylized facts that document how volatilities of hours worked and wages of workers with different skill levels have changed over time. We then document that the volatility of hours worked by low-skilled workers has increased the most in response to the increase in financial globalization. We develop a dynamic stochastic general equilibrium model of a small open economy that is consistent with the empirical results. The model predicts that greater financial globalization increases the volatility of hours worked, and this effect is strongest for low-skilled workers.

Abstract
Im Frühjahr und Sommer 2013 ließ die Aussicht auf eine allmähliche Abkehr der US-Notenbank von ihrem sehr expansiven Kurs die langfristigen US-Zinsen um über einen Prozentpunkt steigen. Damit wurde die Anlage von Kapital in anderen Wirtschaftsräumen weniger attraktiv. Finanzinvestoren zogen Gelder aus Schwellenländern ab, und die Währungen Brasiliens, Indiens, Indonesiens, Südafrikas und der Türkei verloren deutlich an Wert. Für diese Länder deuten gegenwärtig Frühindikatoren auf eine Abschwächung der gesamtwirtschaftlichen Aktivität hin. Zwar wird mittlerweile wieder erwartet, dass die Geldpolitik in den USA noch längere Zeit expansiv bleiben wird. Dennoch werden die zurzeit historisch niedrigen Zinsen in den fortgeschrittenen Volkswirtschaften über kurz oder lang wieder steigen. Es stellt sich deshalb die Frage, welche Effekte auf die Weltkonjunktur von einem deutlichen Zinsanstieg in den fortgeschrittenen Volkswirtschaften zu erwarten sind. Die Turbulenzen vom Sommer dieses Jahres zeigen, dass es auch dann zu einem erwartungsgetriebenen Anstieg der langfristigen Zinsen kommen kann, wenn die durch die Zentralbanken bestimmten kurzfristigen Zinsen noch unverändert niedrig sind. Ein solcher Zinsanstieg kann auf Änderungen der Langfrist-Erwartungen hinsichtlich Wachstum oder Inflation zurückgehen, er kann vorübergehend oder auch von Dauer sein.
