Abstract
China’s government has recently implemented additional reforms to relax the regulatory environment for foreign banks. Specifically, State Council Order No. 657, signed by Premier Li Keqiang, announced a decision to revise the Regulations of the People’s Republic of China on the Administration of Foreign-Funded Banks, effective from 1 January 2015. Implications of the revised regulations include removal of the requirement that a minimum of RMB100 million operating capital be transferred unconditionally from the overseas parent bank to the newly opened Chinese branch. In addition, in terms of the conditions attached to the right to carry out RMB-denominated activity, foreign banks are now eligible to apply to undertake local currency business after operating in China for one year—down from the previous three years. The requirement for two consecutive years of profit will be scrapped as well.

Cross-border Interbank Networks, Banking Risk and Contagion

Abstract
Recent events have highlighted the role of cross-border linkages between banking systems in transmitting local developments across national borders. This paper analyzes whether international linkages in interbank markets affect the stability of interconnected banking systems and channel financial distress within a network consisting of banking systems of the main advanced countries for the period 1994–2012. Methodologically, I use a spatial modeling approach to test for spillovers in cross-border interbank markets. The results suggest that foreign exposures in banking play a significant role in channeling banking risk: I find that countries that are linked through foreign borrowing or lending positions to more stable banking systems abroad are significantly affected by positive spillover effects. From a policy point of view, this implies that in stable times, linkages in the banking system can be beneficial, while they have to be taken with caution in times of financial turmoil affecting the whole system.

Abstract
We argue that the vast bulk of movements in aggregate real economic activity during the Great Recession were due to financial frictions. We reach this conclusion by looking through the lens of an estimated New Keynesian model in which firms face moderate degrees of price rigidities, no nominal rigidities in wages, and a binding zero lower bound constraint on the nominal interest rate. Our model does a good job of accounting for the joint behavior of labor and goods markets, as well as inflation, during the Great Recession. According to the model the observed fall in total factor productivity and the rise in the cost of working capital played critical roles in accounting for the small drop in inflation that occurred during the Great Recession.

Returns to Skills around the World: Evidence from PIAAC

Abstract
Existing estimates of the labor-market returns to human capital give a distorted picture of the role of skills across different economies. International comparisons of earnings analyses rely almost exclusively on school attainment measures of human capital, and evidence incorporating direct measures of cognitive skills is mostly restricted to early-career workers in the United States. Analysis of the new PIAAC survey of adult skills over the full lifecycle in 23 countries shows that the focus on early-career earnings leads to underestimating the lifetime returns to skills by about one quarter. On average, a one-standard-deviation increase in numeracy skills is associated with an 18 percent wage increase among prime-age workers. But this masks considerable heterogeneity across countries. Eight countries, including all Nordic countries, have returns between 12 and 15 percent, while six are above 21 percent with the largest return being 28 percent in the United States. Estimates are remarkably robust to different earnings and skill measures, additional controls, and various subgroups. Instrumental-variable models that use skill variation stemming from school attainment, parental education, or compulsory-schooling laws provide even higher estimates. Intriguingly, returns to skills are systematically lower in countries with higher union density, stricter employment protection, and larger public-sector shares.

Abstract
Trotz aller Fortschritte bei der wirtschaftlichen Angleichung Ost- und Westdeutschlands seit der Vereinigung wird in der öffentlichen Debatte häufig auf fortbestehende Unterschiede bei Löhnen und Arbeitsproduktivität verwiesen. Als Erklärung hierfür wird der vergleichsweise geringe Anteil großer und damit in der Regel auch produktiverer und besser zahlender Betriebe in Ostdeutschland angeführt. Die Größe eines Betriebes ist jedoch – von möglichen Skalenerträgen einmal abgesehen – für sich genommen kein Bestimmungsfaktor für ökonomische Prosperität. Für das Verständnis der Folgen einer kleinteilig organisierten Wirtschaft muss geklärt werden, über welche Mechanismen die Betriebsgrößenstruktur auf Löhne und Arbeitsproduktivität wirkt.

Should I Stay or Should I Go? Bank Productivity and Internationalization Decisions

Abstract
Differences in firm-level productivity explain international activities of non-financial firms quite well. We test whether differences in bank productivity determine international activities of banks. Based on a dataset that allows tracking banks across countries and across different modes of foreign entry, we model the ordered probability of maintaining a commercial presence abroad and the volume of banks’ international assets empirically. Our research has three main findings. First, more productive banks are more likely to enter foreign markets in increasingly complex modes. Second, more productive banks also hold larger volumes of foreign assets. Third, higher risk aversion renders entry less likely, but it increases the volume of foreign activities conditional upon entry.

Do Better Pre-migration Skills Accelerate Immigrants' Wage Assimilation?

Abstract
This paper analyzes wage assimilation of ethnic German immigrants to Germany using unique administrative data that include an administrative estimate of immigrants' expected wage in Germany at the time of migration. We find that a 10% higher wage potential translates into a 1.6% higher wage in Germany when also controlling for educational attainment, thus pointing at partial transferability of pre-migration skills to the host country's labor market. We also document that wage assimilation is significantly accelerated for immigrants with higher wage potentials. Our results are both in line with complementarities between pre-migration skills and host country-specific human capital and a U-shaped pattern of immigrants' job mobility with initial downgrading and subsequent upgrading.

Abstract
Die Globalisierung von Finanzmärkten hat in den letzten Jahren stetig zugenommen. Gründe dafür sind gesteigerte Auslandsaktivitäten realwirtschaftlicher Unternehmen, die Einführung einer gemeinsamen Währung im Euroraum sowie die Deregulierung der Finanzmärkte. Ein Indikator für das Zusammenwachsen von Finanzmärkten sind zum Beispiel die drastisch gestiegenen Auslandsaktivitäten deutscher und französischer Banken. Diese internationalen Verflechtungen können einerseits positive Auswirkungen haben: Kapital kann dorthin fließen, wo es gebraucht wird, und Risiken können über nationale Grenzen hinweg gestreut werden. Andererseits können grenzüberschreitende Aktivitäten im Finanzsektor Ansteckungseffekte verursachen, indem sie Schocks international übertragen.

Abstract
Das Eigenkapital einer Bank dient aus aufsichtsrechtlicher Sicht zwei Zielen: zum einen dem Ausgleich von Verlusten aus laufenden Geschäften oder der Begleichung von Gläubigeransprüchen im Insolvenzfall, zum anderen der Begrenzung von Verlustrisiken aus bestimmten Geschäften. Ein wichtiger Bestandteil des Eigenkapitals ist dabei das Kernkapital. Das Kernkapital ist der Anteil des Eigenkapitals einer Bank, der dem Institut dauerhaft zur Verfügung steht und somit als echter Verlustpuffer dienen kann. Bestandteile sind unter anderem das Stammkapital, Kapitalrücklagen, Gewinnrücklagen oder eigene Aktien der Bank.
