Knowledge complementarity and productivity growth within foreign subsidiaries in Central and Eastern Europe

Abstract
Multinationale Unternehmen haben sich in Mittelund Osteuropa angesiedelt, um zum einen am Markt präsent zu sein und zum anderen den Standort als Basis für den internationalen Handel zu nutzen. Marktpräsenz hat sich als Motiv für Neuansiedlungen weitestgehend erschöpft. Zeitgleich konkurriert Mittel- und Osteuropa verstärkt mit asiatischen Ökonomien als Produktionsstandort. Die Ressource Wissen stellt ein zusätzliches entscheidendes Motiv für Investitionen dar. Multinationale Unternehmen übertragen spezifisches Wissen an einen anderen Unternehmensteil, damit dieser seine Funktion innerhalb des Konzerns erfüllen kann. Der effiziente Transfer kann durch die Beschaffenheit des Wissens, geographische und sprachliche Barrieren aber auch durch unzureichende absorptive Kapazität im Tochterunternehmen behindert werden. D. h., Tochterunternehmen müssen komplementäres Wissen und Fähigkeiten besitzen, um das externe Wissen produktiv absorbieren zu können. Der vorliegende Beitrag untersucht anhand eines Mikrodatensatzes in fünf EU-Beitrittsländern den Zusammenhang zwischen komplementärem Wissen und Produktivitätswachstum. Es kann festgestellt werde, daß ausländische Tochterbetriebe von direktem Wissenstransfer profitieren und lokales Wissen ebenfalls einen positiven Effekt auf das Produktivitätswachstum hat. Es werden zwei dominierende Typen der Wissenskomplementarität identifiziert. Bei Typ (I) transferiert der ausländische Investor technologisches Kernwissen und das Tochterunternehmen besitzt komplementäres Wissen in der Anwendung. Bei Typ (II) ist technologisches Kernwissen auf Mutter- und Tochterunternehmen komplementär verteilt. Aus der Forschung kann geschlußfolgert werden, daß es für die Länder Mittel- und Osteuropas von Bedeutung ist, die Humankapitalbasis ausreichend zu entwickeln, um in Zukunft nicht vom technologischen Wissenstransfer durch ausländische Investitionen ausgeschlossen zu werden.

Abstract
The weak performance of the German labour market over the past years has led to a significant unemployment problem. Currently, on average 4.5 mio. people are without a job contract, and a large part of them are long-term unemployed. A longer period of unemployment reduces their employability and aggravates the problem of social exclusion.
The factors driving the evolution of employment have been recently discussed on the workshop Determinanten der Beschäftigung – die makroökonomische Sicht organized jointly by the IAB, Nuremberg, and the IWH, Halle. The present volume contains the papers and proceedings to the policy oriented workshop held in November 2004, 15-16th. The main focus of the contributions is twofold. First, macroeconomic conditions to stimulate output and employment are considered. Second, the impacts of the increasing tax wedge between labour costs and the take home pay are emphasized. In particular, the role of the contributions to the social security system is investigated.
In his introductory address, Ulrich Walwei (IAB) links the unemployment experience to the modest path of economic growth in Germany. In addition, the low employment intensity of GDP growth and the temporary standstill of the convergence process of the East German economy have contributed to the weak labour market performance. In his analysis, Gebhard Flaig (ifo Institute, München) stresses the importance of relative factor price developments. A higher rate of wage growth leads to a decrease of the employment intensity of production, and correspondingly to an increase of the threshold of employment. Christian Dreger (IWH) discusses the relevance of labour market institutions like employment protection legislation and the structure of the wage bargaining process on the labour market outcome. Compared to the current setting, policies should try to introduce more flexibility in labour markets to improve the employment record. The impact of interest rate shocks on production is examined by the paper of Boris Hofmann (Deutsche Bundesbank, Frankfurt). According to the empirical evidence, monetary policy cannot explain the modest economic performance in Germany. György Barabas and Roland Döhrn (RWI Essen) have simulated the effects of a world trade shock on output and employment. The relationships have been fairly stable over the past years, even in light of the increasing globalization. Income and employment effects of the German tax reform in 2000 are discussed by Peter Haan and Viktor Steiner (DIW Berlin). On the base of a microsimulation model, household gains are determined. Also, a positive relationship between wages and labour supply can be established. Michael Feil und Gerd Zika (IAB) have examined the employment effects of a reduction of the contribution rates to the social security system. To obtain robust results, the analysis is done under alternative financing scenarios and with different macroeconometric models. The impacts of allowances of social security contributions on the incentives to work are discussed by Wolfgang Meister and Wolfgang Ochel (ifo München). According to their study, willingness to work is expected to increase especially at the lower end of the income distribution. The implied loss of contributions could be financed by higher taxes.

By summarising briefly the main similarities and differences by countries depend on their different stages in FDI attractiveness, labour productivity, economic development levels and restructuring by technology intensity.

The unemployment-growth relationship in transition countries

Abstract
Does the disappointingly high unemployment in Central and East European countries reflect non-completed adjustment to institutional shocks from transition to a market economy, or is it the result of high labour market rigidities, or rather a syndrome of too weak aggregate demand and output? In the case of transitional causes, unemployment is expected to decline over time. Otherwise, it would pose a challenge to the European Union, particular in case of accession countries, for it jeopardizes the ambitious integration plans of, and may trigger excessive migration to the Union. In order to find out which hypothesis holds 15 years after transition has started, we analyze the unemploymentgrowth dynamics in the eight new member countries from Central-Eastern Europe. The study is based on country and panel regressions with instrument variables (TSLS). The results suggest to declare the transition of labour markets as completed; unemployment responds to output and not to a changing institutional environment for job creation. The regression coefficients report a high trend rate of productivity and a high unemployment intensity of output growth since 1998. The conclusion is that labour market rigidities do not to play an important role in explaining high unemployment rates. Rather, GDP growth is dominated by productivity progress, while the employment relevant component of aggregate demand is too low to reduce substantially the high level of unemployment.

Abstract
The project assesses the roles played by determinants of productivity gaps between Accession Countries in Central East Europe and the more advanced countries in Western Europe. The focus is on the respective weights of determinants and their influence on the potentials for future productivity catch-up.
The convenient feature about assessing productivity levels is that they inform us about the narrowing or divergence of income gaps, provide an indication of international competitiveness, and the sustainability of growth paths (technological development).

Abstract
This paper supplements prior analysis on ‘patterns and prospects’ (Stephan, 2003) in which prospects for the speed of future productivity growth were assessed by looking at the specialisation patterns in domestic production. This analysis adds the foreign trade sphere to the results generated in the prior analysis. The refined results are broadly in line with the results from the original analysis, indicating the robustness of our methods applied in either analysis. The most prominent results pertain to Slovenia and the Slovak Republic. Those two countries appear to be best suited for swift productivity catch-up from the viewpoint of sectoral specialisation. Poland and Estonia exhibit the lowest potentials. Only for the case of Poland would results suggest bleak prospects.

Abstract
This report summarises the results generated in empirical analysis within a larger EU 5th FP RTD-project on the determinants of productivity gaps between the current EU-15 and accession states in Central East Europe. The focus of research in this part of the project is on sectoral specialisation patterns emerging as a result of intensifying integration between the current EU and a selection of six newly acceding economies, namely Estonia, Poland, the Czech and Slovak Republics, Hungary and Slovenia. The research-leading question is concerned with the role played by the respective specialisation patterns for (i) the explanation of observed productivity gaps and for (ii) the projection of future potentials of productivity growth in Central East Europe.
For the aggregated level, analysis determines the share of national productivity gaps accountable to acceding countries’ particular sectoral patterns, and their role for aggregate productivity growth: in Poland, the Slovak Republic and Hungary, sectoral shares of national productivity gaps are considerable and might evolve into a ‘barrier’ to productivity catch-up.Moreover, past productivity growth was dominated by a downward adjustment in employment rather than structural change. With the industrial sector of manufacturing having been identified as the main source of national productivity gaps and growth, the subsequent analysis focuses on the role of industrial specialisation patterns and develops an empirical model to project future productivity growth potentials. Each chapter closes with some policy conclusions.

Abstract
Für die wirtschaftspolitischen Instanzen stellt die Kenntnis des Produktionspotentials und des daraus abgeleiteten gesamtwirtschaftlichen Kapazitätsauslastungsgrades eine wichtige Orientierungsgröße dar. In diesem Diskussionspapier werden verschiedene Methoden der Schätzung des Produktionspotentials dargestellt. Diese umfassen Unternehmensbefragungen, reine Zeitreihenmethoden und Verfahren, die explizit die ökonomische Theorie berücksichtigen. Hier ist insbesondere der Produktionsfunktions-Ansatz zu nennen. Abschließend werden einige der vorgestellten Schätzmethoden auf Daten der Bundesrepublik Deutschland angewandt.

Abstract
Im Aufsatz wird die Entwicklung in Ostdeutschland ex-post bis 2000 analysiert und für die Jahre 2001 und 2002 wird eine Prognose abgegeben. Ausgangspunkt der Untersuchung ist die Analyse des Einflusses der anhaltenden Korrekturen im überdimensionierten Baugewerbe und beim Staat auf das gesamtwirtschaftliche Wachstum in Ostdeutschland. In ausführlicher Form werden die Wachstumschancen und Probleme der großen Wirtschaftsbereiche “Verarbeitendes Gewerbe“ und “Baugewerbe“ analysiert, wobei Produktivität, Arbeitskosten und Lohnstückkosten eine zentrale Rolle spielen.
