Abstract
We argue that the vast bulk of movements in aggregate real economic activity during the Great Recession were due to financial frictions. We reach this conclusion by looking through the lens of an estimated New Keynesian model in which firms face moderate degrees of price rigidities, no nominal rigidities in wages, and a binding zero lower bound constraint on the nominal interest rate. Our model does a good job of accounting for the joint behavior of labor and goods markets, as well as inflation, during the Great Recession. According to the model the observed fall in total factor productivity and the rise in the cost of working capital played critical roles in accounting for the small drop in inflation that occurred during the Great Recession.

Returns to Skills around the World: Evidence from PIAAC

Abstract
Existing estimates of the labor-market returns to human capital give a distorted picture of the role of skills across different economies. International comparisons of earnings analyses rely almost exclusively on school attainment measures of human capital, and evidence incorporating direct measures of cognitive skills is mostly restricted to early-career workers in the United States. Analysis of the new PIAAC survey of adult skills over the full lifecycle in 23 countries shows that the focus on early-career earnings leads to underestimating the lifetime returns to skills by about one quarter. On average, a one-standard-deviation increase in numeracy skills is associated with an 18 percent wage increase among prime-age workers. But this masks considerable heterogeneity across countries. Eight countries, including all Nordic countries, have returns between 12 and 15 percent, while six are above 21 percent with the largest return being 28 percent in the United States. Estimates are remarkably robust to different earnings and skill measures, additional controls, and various subgroups. Instrumental-variable models that use skill variation stemming from school attainment, parental education, or compulsory-schooling laws provide even higher estimates. Intriguingly, returns to skills are systematically lower in countries with higher union density, stricter employment protection, and larger public-sector shares.

The Levelling Effect of Product Market Competition on Gender Wage Discrimination

Abstract
Using linked employer–employee panel data for West Germany that include direct information on the competition faced by plants, we investigate the effect of product market competition on the gender pay gap. Controlling for match fixed effects, we find that intensified competition significantly lowers the unexplained gap in plants with neither collective agreements nor a works council. Conversely, there is no effect in plants with these types of worker codetermination, which are unlikely to have enough discretion to adjust wages in the short run. We also document a larger competition effect in plants with few females in their workforces. Our findings are in line with Beckerian taste-based employer wage discrimination that is limited by competitive forces.

Abstract
Wanderten in den vergangenen 25 Jahren zahlreiche Menschen aus Ostdeutschland ab, so ist dieser Trend per saldo jüngst zum Erliegen gekommen. Dies hat auch damit zu tun, dass sich die Arbeitsmarktperspektiven verbessert haben. Die durchschnittlichen Bruttomonatsverdienste der Vollzeitbeschäftigten liegen in Ostdeutschland jedoch erst bei etwa 70 Prozent der Verdienste im Westen. Die wirtschaftlichen Möglichkeiten der Menschen in Ostdeutschland liegen aber viel näher am westdeutschen Niveau. So betragen die verfügbaren Einkommen im Osten immerhin 84 Prozent in Relation zum Westen. Berücksichtigt man noch Unterschiede der Preisniveaus, so kommt man auf ein reales Konsumniveau im Osten, das bei etwa 90 Prozent des Westniveaus liegt. Nach dem amerikanischen Bürgerkrieg war die Lücke zwischen der Produktion je Einwohner in den Nord- und den Südstaaten etwa so groß wie vor 25 Jahren zwischen Ost- und Westdeutschland; in den USA hat es aber 100 Jahre gedauert, bis sich die Lücke bis auf 10 Prozent geschlossen hatte. Auch verglichen mit anderen Transformationsländern wie beispielsweise Tschechien oder Polen ist der Aufholprozess Ostdeutschland deutlich weiter.

Do Better Pre-migration Skills Accelerate Immigrants' Wage Assimilation?

Abstract
This paper analyzes wage assimilation of ethnic German immigrants to Germany using unique administrative data that include an administrative estimate of immigrants' expected wage in Germany at the time of migration. We find that a 10% higher wage potential translates into a 1.6% higher wage in Germany when also controlling for educational attainment, thus pointing at partial transferability of pre-migration skills to the host country's labor market. We also document that wage assimilation is significantly accelerated for immigrants with higher wage potentials. Our results are both in line with complementarities between pre-migration skills and host country-specific human capital and a U-shaped pattern of immigrants' job mobility with initial downgrading and subsequent upgrading.

Abstract
We analyze the impact of financial globalization on volatilities of hours worked and wages of high-skilled and low-skilled workers. Using cross-country, industry-level data for the years 1970–2004, we establish stylized facts that document how volatilities of hours worked and wages of workers with different skill levels have changed over time. We then document that the volatility of hours worked by low-skilled workers has increased the most in response to the increase in financial globalization. We develop a dynamic stochastic general equilibrium model of a small open economy that is consistent with the empirical results. The model predicts that greater financial globalization increases the volatility of hours worked, and this effect is strongest for low-skilled workers.

Financial Incentives and Loan Officer Behavior: Multitasking and Allocation of Effort Under an Incomplete Contract

Abstract
In this paper we investigate the implications of providing loan officers with a compensation structure that rewards loan volume and penalizes poor performance versus a fixed wage unrelated to performance. We study detailed transaction information for more than 45,000 loans issued by 240 loan officers of a large commercial bank in Europe. We examine the three main activities that loan officers perform: monitoring, originating, and screening. We find that when the performance of their portfolio deteriorates, loan officers increase their effort to monitor existing borrowers, reduce loan origination, and approve a higher fraction of loan applications. These loans, however, are of above-average quality. Consistent with the theoretical literature on multitasking in incomplete contracts, we show that loan officers neglect activities that are not directly rewarded under the contract, but are in the interest of the bank. In addition, while the response by loan officers constitutes a rational response to a time allocation problem, their reaction to incentives appears myopic in other dimensions.

What Can We Learn from Bargaining Models about Union Power? The Decline in Union Power in Germany, 1992–2009

Abstract
Building on the right-to-manage model of collective bargaining, this paper tries to infer union power from the observed results in wage setting. It derives a time-varying indicator of union strength taking account of taxation, unemployment benefits, and the labour market situation and confronts this indicator with annual data for Germany. The results show that union power did not change much from 1992 to 2002 but fell markedly (by about one-third) from 2002 to 2007 in the aftermath of substantial labour market reforms.

Abstract
Auf Grundlage eines großen kombinierten Arbeitgeber-Arbeitnehmer-Datensatzes für Deutschland untersuchen wir Unterschiede im unerklärten geschlechtsspezifischen Lohndifferential zwischen eigentümer- und managementgeführten Unternehmen. Wir stellen die Hypothese auf, dass sich aktiven Eigentümern und angestellten Managern unterschiedliche Spielräume zur Auslebung ihrer gewinnsenkenden diskriminatorischen Präferenzen eröffnen und sich daher die Lohndifferentiale zwischen eigentümer- und managementgeführten Unternehmen unterscheiden sollten. Empirisch finden wir statistisch wie ökonomisch signifikant höhere Lohndifferentiale in eigentümergeführten Unternehmen. Die Beschränkung der Stichproben auf hinreichend ähnliche eigentümer- und managementgeführte Unternehmen lässt diese markanten Unterschiede in den Lohndifferentialen jedoch verschwinden. Unsere Ergebnisse deuten daher nicht darauf hin, dass aktive Eigentümer per se mehr diskriminieren.

Abstract
Jüngst fand eine wissenschaftliche Studie mit dem Titel „From Sick Man of Europe to Economic Superstar: Germany’s Resurgent Economy“ große Aufmerksamkeit in den Medien. Tatsächlich ist die ökonomische Entwicklung in Deutschland gegenwärtig „super“: Das Produktionspotenzial ist normal ausgelastet, die Inflationsrate ist niedrig, und die Erwerbstätigkeit befindet sich auf einem Rekordhoch. Ein Superstar zu sein, muss allerdings nicht von Dauer sein. Jene aus dem Fernsehen sind meist nach kurzer Zeit vergessen. Ähnlich könnte es auch mit der ökonomischen Lage in Deutschland sein. Wenn sich Unternehmen und Politik nicht laufend den neuen Herausforderungen stellen, kann der Superstar schnell wieder abstürzen.
