Abstract
Der Besuch von Frau Merkel in Moskau erfolgte im Lichte einer neuen Sachlichkeit, die auch auf die Beziehungen zu Rußland als Energielieferant ausstrahlen sollte. Dies ist nach den Turbulenzen, welche die russische Energiepolitik letztens ausgelöst hatte, notwendig. Denn wir sind in einem Zwiespalt: Einerseits ist Rußland ein attraktiver und wachsender Absatzmarkt für die deutsche Industrie. Diesem Interesse stehen jedoch andererseits zwei Barrieren gegenüber. Die eine ist die Nichtmitgliedschaft Rußlands in der Welthandelsorganisation (WTO). Dadurch werden deutsche Exporte und Direktinvestitionen behindert. Die zweite Barriere ist die Energiepolitik Rußlands, und zwar aus ökonomischen wie auch politischen Gründen. Zwar mag die russische Regierung die Versorgung der Haushalte und Industrie mit billiger Energie mit dem Argument sozialer Stabilität verteidigen.

Abstract
Im ersten Jahr ihrer Mitgliedschaft in der Europäischen Union kam es zu starken Nettokapitalzuflüssen in die neuen Mitgliedsländer Mittelosteuropas. Allein die Portfolioinvestitionen nahmen um 18 Mrd. USDollar zu, während sich der Zustrom an Direktinvestitionen verlangsamte. Die Folge der Zuflüsse war eine nominale und reale Aufwertung der Währungen, eine Inflationierung der Vermögenswerte und eine weitere Verschlechterung der Leistungsbilanzen. Die Anforderungen an die Zentralbanken, die Kapitalzuflüsse in ihrer Wirkung auf die Preisstabilität zu neutralisieren und einigermaßen Wechselkursstabilität zu sichern, nahmen zu, führten jedoch zu unterschiedlichen Reaktionen. Während die meisten Zentralbanken Zinssenkungen präferierten, erhöhte die polnische Nationalbank die Zinsen, was weitere Kapitalzuflüsse vor allem im kurzfristigen Bereich nach sich ziehen dürfte. In Kombination mit einem instabilen makroökonomischen Umfeld zeigt der Test mit dem IWH-Indikator für Polen einen beträchtlichen Anstieg des Potenzials für eine Finanzkrise. Trotz der problematischen monetären Effekte blieb das Wachstum von Produktion und Einkommen hoch. Die Wachstumsrate des realen Bruttoinlandsprodukts der Beitrittsregion nahm auf 5% zu, und die Arbeitslosigkeit ging etwas zurück. Ein noch stärkeres Wachstum wiesen die übrigen Länder Mittel- und Osteuropas auf. Ausschlaggebend für die positive realwirtschaftliche Entwicklung war die Binnennachfrage, und hier vor allem privater Konsum und Investitionen. Zwar nahmen auch die Exporte deutlich zu. Dabei spielte aber die Belebung der Weltwirtschaft die entscheidende Rolle. Bei ebenfalls steigenden Importen verbesserten sich die Handelsbilanzen nur unwesentlich, im Handel der neuen Mitgliedsländer mit der EU verschlechterten sie sich sogar beträchtlich. Die Inflationsrate – gemessen am Konsumgüterpreisindex – nahm zu, wofür auch Sondereffekte aus dem EU-Beitritt verantwortlich waren. Für das laufende und das kommende Jahr ist eine Zunahme der Nettokapitalzuflüsse und eine weitere Aufwertung der Währungen zu erwarten. Das Bruttoinlandsprodukts in der Beitrittsregion wird sich im laufenden Jahr auf 4,6% abschwächen. Ausschlaggebend dafür ist vor allem die Abschwächung der Wirtschaftsleistung in Polen, bei der die Aufwertung der Währung den Außenbeitrag verringern wird. Für das Jahr 2006 ist mit einem Wachstums in der Region von 5% zu rechnen. Unter Einbeziehung der Beitrittskandidaten und der Nicht-Mitglieder wird sich das hohe Wachstum des BIP von 6,7% im vergangenen Jahr auf 6,0% im laufenden Jahr und 5,8% im nächsten Jahr abschwächen. Generell gilt, dass die Arbeitslosenquoten in der Region deutlich abnehmen werden.

Abstract
Wenn es darum geht, das Engagement ausländischer Unternehmen in einem Land zu beschreiben, sind ausländische Direktinvestitionen (ADI) eine vielzitierte Größe. Als Teil der Zahlungsbilanzstatistik spiegeln ADI allerdings „nur“ internationale Kapitalströme wider. Sie sagen nichts darüber aus, ob und inwiefern das Kapital im Empfängerland der Sachkapitalbildung dient. Will man den Beitrag der auswärtigen Unternehmen zur Sachkapitalbildung abbilden, ist die Betrachtung einer ganz andere Größe aufschlussreicher: die Anlageinvestitionen der Unternehmen mit ausländischer Kapitalbeteiligung. Um Ostdeutschland diesbezüglich adäquat mit den mittelosteuropäischen Ländern vergleichen zu können, müssen für die neuen Länder sowohl die ausländischen als auch die westdeutschen Investoren im Sinne auswärtiger Unternehmen Berücksichtigung finden. Die erstmals für diesen speziellen Vergleich ermittelten Daten zeigen, dass im Verarbeitenden Gewerbe Ostdeutschlands die Anlageinvestitionen auswärtiger Unternehmen deutlich über denen in Polen, Tschechien und Ungarn liegen. Dies gilt sowohl für die absoluten Werte als auch für die Anlageinvestitionen pro Kopf, welche im Jahr 2001 in Ostdeutschland 351 Euro, in Ungarn 225 Euro, in Tschechien 194 Euro und in Polen 85 Euro betrugen. Betrachtet man die Anlageinvestitionen auswärtiger Unternehmen je Beschäftigten des Verarbeitenden Gewerbes, werden die Unterschiede aufgrund der in Ostdeutschland wesentlich höheren Kapitalintensität noch deutlicher.

Technology spillovers through foreign direct investment. An empirical investigation on the example of Hungarian industry

Abstract
Mit dem Beginn der Transformation in den Ländern Mittelosteuropas nahmen auch die ausländischen Direktinvestitionen rapide zu, wobei die ausländischen Tochtergesellschaften sowohl moderne Produktionstechnik als auch Management-Know-how transferieren. Es stellt sich jedoch immer wieder die Frage, ob und inwiefern auch die einheimischen Unternehmen über Technologie-Spillovers von diesen Entwicklungen profitieren. Die Studie zeigt, über welche Kanäle Technologie-Spillovers theoretisch möglich sind und untersucht dann im Rahmen einer empirischen Feldstudie die Bedeutung und Reichweite sowie die Einflussfaktoren der verschiedenen Spillover-Mechanismen am Beispiel der ungarischen Industrie. Die Ergebnisse zeigen, dass Spillovereffekte in der ungarischen Industrie bisher kaum zustande kamen. Gründe dafür sind insbesondere die erheblichen technologischen Disparitäten zwischen ausländischen Tochtergesellschaften und einheimischen Unternehmen und die sehr niedrige Arbeitskräftemobilität von ausländischen zu einheimischen Firmen.

Abstract
Der Beitrag untersucht Kernfragen des Strukturwandels und der Spezialisierungsmuster in den Volkswirtschaften der erweiterten Europäischen Union. In allen Transformationsländern wurden, gemessen an Beschäftigung und Produktivität, Verschiebungen von landwirtschaftlichen und industriellen Sektor hin zum Dienstleistungssektor beobachtet – z.T. mit späteren Reindustrialisierungsphasen. Während einige Ländern, insbesondere Tschechien, Ungarn, die Slowakei, Polen, Estland und Slowenien ihre Produktivität in mittleren technologieintensiven Bereichen verbessert haben und die Technologieleiter aufwärts steigen können, bleiben andere bei einer Struktur mit vielen arbeitsintensiven Zweigen. Im Kontext der EU-Erweiterung sind handelsschaffende Effekte – insbesondere in Verbindung mit einem Anstieg des intra-industriellen Handels – und verstärkte Direktinvestitionen zu erwarten. Alle beteiligten Länder müssen sich gemäß ihren komparativen Vorteilen spezialisieren, allerdings können staatliche F&E-Ausgaben sowie Bildungsanstrengungen auf die Entwicklung solcher Vorteile Einfluss nehmen. Die Gerschenkron-Hypothese postuliert für die Beitrittsländer einen „Vorteil der Rückständigkeit“. Da diese Länder in der ersten Transformationsphase niedrige F&E-Intensitäten in der ersten Transformationsphase aufweisen, ist die Modernisierung des Bildungs- und Forschungssektors wesentlich. Für die EU-15 als Ganzes wird ein Erweiterungsgewinn erwartet, aber die Vorteile werden sich über die Länder hinweg unterschiedlich darstellen, da die ökonomische Geografie eine Rolle spielt. Österreich, Deutschland, die skandinavischen Länder, die Niederlande, Italien und Frankreich werden voraussichtlich stärker von der Erweiterung profitieren als die anderen Mitglieder der EU-15. Deutschland und Österreich spielen zusätzlich eine wichtige Rolle als Ursprungsländer für Direktinvestitionen. Es gibt noch einen erheblichen Forschungsbedarf bezüglich Ausmaß und Richtung des Strukturwandels.

Direct investments in Central and Eastern European acceding countries: Repercussions for the German labor market?

Abstract
Die deutschen Direktinvestitionen in den mittel- und osteuropäischen Beitrittsländern werden daraufhin untersucht, inwieweit sie zum Verlust von Arbeitsplätzen oder zu Verteilungskämpfen in Deutschland beitragen. Die Analyse zeigt, die deutschen Direktinvestitionen insgesamt sowohl vom Motiv des Marktzugangs als auch von Kosteneinsparungsbemühungen geleitet sind. Bei den Direktinvestitionen im Dienstleistungsbereich steht der Marktzugang im Vordergrund; sie bringen keine negativen Beschäftigungswirkungen auf dem heimischen Arbeitsmarkt hervor. Etwa 60% der deutschen Direktinvestitionen im Ausland insgesamt gehören dieser Kategorie an. Daneben kann bei den anderen etwa 40% davon ausgegangen werden, dass sie zumindest partiell dem Kostenmotiv folgen und somit zum Outsourcing jener Teile der Wertschöpfungskette führen, in denen u. a. arbeitsintensive Produktionsstufen durch geringer qualifiziertes bzw. entlohntes Personal erbracht werden. In den drei bedeutendsten Empfängerländern Mittelosteuropas (Polen, Tschechien und Ungarn) liegt der Anteil derart motivierter Direktinvestitionen bei etwa der Hälfte aller dort empfangenen deutschen Direktinvestitionen. Die sich abzeichnende Verschiebung in der Höhe der Beschäftigung und Entlohnung heimischer Arbeitskräfte zugunsten höherer Qualifizierungen kann ein Indiz dafür sein, dass diese kostenmotivierten Direktinvestitionen nicht gänzlich ohne Rückwirkungen auf den deutschen Arbeitsmarkt bleiben. Innerhalb des Verarbeitenden Gewerbes Deutschlands sind von dieser Entwicklung besonders die Chemische Industrie und der Kraftfahrzeugbau betroffen.

Intra-industry trade and the productivity gap in the enlarged EU

Abstract
Der Handel der EU mit den zehn Kandidatenländern Mittel- und Osteuropas wird durch vertikale Strukturen bestimmt. Dabei besitzen die Produzenten in den EU-Ländern einen Vorteil in der Produktion von Gütern höherer Qualität. Umfangreiche Direktinvestitionen in die Kandidatenländer haben offensichtlich die Überlegenheit der EU-Produzenten in der angewendeten Technologie, in der Sachkapital- und Humankapitalausstattung nicht verringert. Damit bleibt auch die Produktivitätslücke zwischen EU und Kandidatenländern bestehen. Dieses Phänomen kann damit erklärt werden, dass die Produktion von gleichen Gütern mit niedrigerer Qualität in die Kandidatenländer verlegt wird, während die Produktion einer höheren Qualität in der EU verbleibt und ausgebaut wird. Der Test dieser Hypothese mit dem Modell eines Produkt-Qualität- Zyklus erbringt dafür Hinweise.

Abstract
Interaktionsprozesse zwischen Unternehmen können Technologie-Spillovers zur Folge haben, das heißt Technologietransfers im Sinne positiver externer Effekte oder Extra-market-linkages, die im technologienehmenden Unternehmen zu Innovationen führen. Für Volkswirtschaften, die sich im Prozess der nachholenden wirtschaftlichen Entwicklung befinden, erhofft man sich, dass von ausländischen Tochtergesellschaften Spillovereffekte zugunsten einheimischer Unternehmen ausgehen. In der Praxis sind verschiedene Spillovermechanismen möglich, darunter Zuliefererkontakte, die in der Literatur besonders häufig Erwähnung finden. Im Rahmen einer empirisch-explorativen Studie wurde am Beispiel der ungarischen Industrie die praktische Bedeutung von Zuliefererkontakten als Quelle von Technologie-Spillovers untersucht. Die Ergebnisse zeigen, dass einheimische Unternehmen und ausländische Tochtergesellschaften weitgehend getrennte Sphären innerhalb der ungarischen Industrie bilden. Zuliefererkontakte zwischen beiden Seiten sind selten und Technologie- Spillovers daher kaum feststellbar. Es ist davon auszugehen, dass das Beispiel Ungarn stellvertretend steht für andere nachholende mittelosteuropäische Länder, die seit Beginn der Transformation einen Zugang ausländischer Direktinvestitionen in ähnlicher Quantität und Qualität verzeichnen.

Abstract
Ausländischen Direktinvestitionen wird in den mittelosteuropäischen Ländern eine wesentliche Rolle als Multiplikator modernen Produktions- und Management-Knowhows zugeschrieben. Die sogenannten Technologie-Spillovers werden in der Theorie auf Externalitäten bzw. Extra-market-linkages erklärt. In der Praxis kommen sie über Demonstrationseffekte, Arbeitskräftemobilität, Zuliefererkontakte, Kundenkontakte oder Netzwerkaktivitäten zustande. Die empirische Untersuchung am Beispiel der ungarischen Industrie zeigt jedoch, dass ausländische und einheimische Unternehmen vor allem aufgrund der hohen technologischen Entwicklungsunterschiede weitgehend getrennte Sphären innerhalb des Industriesektors bilden. Daher kommen Technologie- Spillover als innovationsförderndes Instrument einheimischer Unternehmen kaum zustande.
