Much more bankruptcies expected than currently observed in Germany
In a recession, the number of bankruptcies usually increases with some delay. However, despite the corona crisis, the number of bankruptcies in Germany is lower than predicted based on the long-term trend. The state aid packages and the suspension of the insolvency rules have led to fewer bankruptcies than expected. The Halle Institute for Economic Research (IWH) has estimated how many bankruptcies would actually have been likely to occur by industry because of the corona recession if the typical economic pattern had been in place. The results indicate that after the end of the state aid and exception rules bankruptcies are likely to pick up.

Corona-Krise wirft Sachsen-Anhalts Mittelstand zurück
Die kleinen und mittleren Unternehmen in Sachsen-Anhalt sehen sich dem größten Konjunktureinbruch seit der Finanz- und Wirtschaftskrise 2009 gegenüber. Das geht aus einer gemeinsamen Umfrage von Creditreform und Leibniz-Institut für Wirtschaftsforschung Halle (IWH) hervor, an der sich rund 430 Unternehmen aus Sachsen-Anhalt beteiligt haben.

Abstract
In der vorliegenden Studie werden zunächst die weltweiten konjunkturellen Aussichten für das Ende des Jahres 2019 und für die Jahre 2020 bis 2024 dargestellt. Dabei wird folgender Länderkreis betrachtet: Deutschland, Frankreich, Griechenland, Großbritannien, Irland, Italien, Niederlande, Polen, Portugal, Schweden, Slowakei, Spanien und Tschechien. Die Weltkonjunktur hat sich weiter abgekühlt. Seit Jahresanfang stagniert die Produktion im Verarbeitenden Gewerbe, in den fortgeschrittenen Volkswirtschaften ist sie sogar gesunken. Der internationale Warenhandel ist in der Tendenz seit Herbst 2018 rückläufig. Gleichwohl hat sich die Dynamik der gesamtwirtschaftlichen Produktion nur moderat verlangsamt, denn die Dienstleistungen expandieren weiterhin deutlich. Der Rückgang des Welthandels und der Abschwung im Verarbeitenden Gewerbe dürften nicht zuletzt eine Folge der von den USA ausgehenden handelspolitischen Konflikte sein. Auch die gegenwärtigen Probleme der Automobilbranche schlagen auf den internationalen Handel durch. Für die nächsten Quartale ist mit einer schwachen Dynamik der weltwirtschaftlichen Produktion zu rechnen. Ein wesentliches Risiko für die internationale Konjunktur besteht darin, dass die Schwäche im Verarbeitenden Gewerbe auf die Dienstleistungsbranchen übergreift, etwa wenn sich Insolvenzen von Unternehmen des Verarbeitenden Gewerbes häuften oder Arbeitsplatzverluste und niedrigere Lohnabschlüsse in diesen Branchen die Konsumnachfrage der privaten Haushalte deutlich verringerten. Zudem ist möglich, dass es zu einer weiteren Eskalation der Handelskonflikte kommt. Sollten die USA etwa tatsächlich Importzölle auf Automobile aus der EU einführen, würde dies einen deutlichen negativen Einfluss auf die europäischen Exporte in die USA haben. Auch der weiterhin vertraglich nicht geregelte Austritt Großbritanniens aus der Europäischen Union stellt ein erhebliches Risiko für Europa dar. Die wahrscheinlichste wirtschaftliche Entwicklung in dem betrachteten Länderkreis (Basisszenario) wird anhand grundlegender volkswirtschaftlicher Kennzahlen, etwa der Zuwachsrate des Bruttoinlandsprodukts, beschrieben. Es wird auch die Entwicklung für den Fall skizziert, dass die Weltwirtschaft eine ungünstige, eine sehr ungünstige Wendung (mittelschweres und schweres Negativszenario), oder auch eine günstige Wendung nimmt (Positivszenario). Das mittelschwere Negativszenario ist so gewählt, dass die gesamtwirtschaftliche Produktion in der betrachteten Ländergruppe im Jahr 2020 gemäß der aus dem Modell resultierenden Wahrscheinlichkeitsverteilung nur mit einer Wahrscheinlichkeit von 10% noch geringer ausfällt; das schwere Negativszenario ist so gewählt, dass sich mit einer Wahrscheinlichkeit von nur 1% eine noch geringere Produktion realisieren dürfte. Das Positivszenario wird schließlich so gewählt, dass es mit einer Wahrscheinlichkeit von nur 10% zu einer noch höheren Produktion in der genannten Ländergruppe kommen dürfte. Im Basisszenario liegt der Produktionszuwachs im betrachteten europäischen Länderkreis in den Jahren 2019 und 2020 bei jeweils 1,3%. Im Fall eines mittelschweren Einbruchs bleibt die Zuwachsrate der europäischen Ländergruppe im Jahr 2020 mit -0,2% um 1,5 Prozentpunkte unter der Rate im Basisszenario, im Fall eines schweren Einbruchs mit -1,4% um 2,7 Prozentpunkte. Besonders stark bricht in den negativen Risikoszenarien die Produktion in Griechenland, der Slowakei, Polen und Irland ein. Besonders stabil ist die Produktion dagegen in Frankreich. Der weltwirtschaftliche Schock reduziert die Produktion in Deutschland ungefähr so stark wie im Durchschnitt der Ländergruppe, die deutsche Wirtschaft erholt sich dann aber etwas rascher. Die länderspezifischen Szenarien erlauben auch die Antwort auf die Frage, wie stark die deutsche Wirtschaft von dem Wirtschaftseinbruch eines bestimmten Landes aus dem europäischen Länderkreis betroffen ist. Es zeigt sich, dass es für Deutschland zu keinen messbaren Produktionsverlusten kommt. Umgekehrt führt ein schwerer konjunktureller Einbruch in Deutschland aber zu einem spürbaren Rückgang des Produktionszuwachses im selben Jahr insbesondere in Tschechien und in Polen.

Abstract
Im Jahr 2020 zieht die Weltwirtschaft wieder etwas an, weil der Gegenwind von den Handelskonflikten nachlässt. Die jüngsten Produktionsdaten deuten allerdings noch nicht auf eine durchgreifende Besserung der internationalen Konjunktur hin. Auch wegen der niedrigen Preisdynamik ist die Geldpolitik im Lauf des Jahres vielerorts noch einmal expansiver geworden. Wenn weitere Zollerhebungen im Wesentlichen ausbleiben, dürfte der Abschwung im Verarbeitenden Gewerbe um die Jahreswende 2019/2020 zu Ende gehen. Allerdings bleibt die Zukunft der politischen Rahmenbedingungen für den internationalen Handel unsicher. Das ist ein wichtiger Grund, warum mit einem kräftigen weltwirtschaftlichen Aufschwung für den Prognosezeitraum nicht zu rechnen ist. Zudem dürfte die Expansion der Nachfrage aus China weiter nachlassen.
Die deutsche Wirtschaft befindet sich weiter im Abschwung. Ursache ist im Wesentlichen die schwache Auslandsnachfrage nach Produkten des Verarbeitenden Gewerbes, bedingt durch die von den USA ausgehenden protektionistischen Tendenzen und den bevorstehenden Brexit. Als weiterer Faktor kommen die Probleme im Automobilbau hinzu, denn die Branche steht mit am Beginn eines drastischen Strukturwandels. Im Jahr 2020 dürfte eine leichte Belebung der internationalen Konjunktur den deutschen Export wieder anziehen lassen. Der Anstieg wird aber nicht allzu hoch ausfallen, nicht zuletzt, weil die Lohnstückkosten seit einiger Zeit deutlich zugenommen haben. Auf der anderen Seite stabilisieren die recht deutlichen Lohnzuwächse die binnenwirtschaftliche Nachfrage. Zudem wirkt die Finanzpolitik expansiv, und die günstigen Finanzierungsbedingungen werden zusammen mit der Wohnungsknappheit in Ballungsräumen den Bauboom am Leben halten. Das Bruttoinlandsprodukt wird im Jahr 2020 wohl um 1,1% zunehmen, auch dank einer hohen Zahl an Arbeitstagen. Der Produktionszuwachs in Ostdeutschland dürfte mit 1,3% höher ausfallen als in Gesamtdeutschland. Die Verbraucherpreisinflation bleibt moderat, die Beschäftigung nimmt nur noch wenig zu.

Global economy slowly gains momentum – but Germany still stuck in a downturn
In 2020, the global economy is likely to benefit from the recent thaw in trade disputes. Germany’s manufacturing sector, however, will recover only slowly. “In 2020, the German economy will probably grow at a rate of 1.1%, and adjusted for the unusually high number of working days the growth rate will only be 0.7%”, says Oliver Holtemöller, head of the Department Macroeconomics and vice president at Halle Institute for Economic Research (IWH). With an estimated growth rate of 1.3%, production in East Germany will outpace total German production growth.

No-deal Brexit would hit the German labour market particularly hard
The United Kingdom leaving the European Union without a deal would have consequences for international trade and labour markets in many countries, including outside Europe. Calculations by the Halle Institute for Economic Research (IWH) indicate: More than 600,000 jobs may be affected worldwide, but nowhere as many as in Germany.

Abstract
In der vorliegenden Studie werden zunächst die weltweiten konjunkturellen Aussichten für das Ende des Jahres 2017 und für die Jahre 2018 bis 2022 dargestellt. Die Weltwirtschaft befindet sich in einem Aufschwung. Stimmungsindikatoren deuten auch für die zweite Jahreshälfte 2017 auf eine schwungvolle Weltkonjunktur hin. In den USA, in Japan und im Euroraum steigt die Produktion deutlich schneller als im Trend. Nicht zuletzt wegen der für die Zentralbanken überraschend schwachen Preisdynamik, im Fall der USA auch wegen einer Neueinschätzung der künftigen Finanzpolitik, dürfte die Geldpolitik langsamer als noch im Frühjahr erwartet gestrafft werden. In der vorliegenden Prognose sind keine wesentlichen finanzpolitischen Impulse unterstellt; das gilt auch für die USA. Trotzdem ist für die Jahre 2018 und 2019 mit einer recht kräftigen Expansion der Weltwirtschaft zu rechnen, wobei die Zuwachsraten gegen Ende des Prognosezeitraums allmählich in Richtung der Potenzialraten sinken werden. Die wirtschaftspolitischen Risiken haben sich in den vergangenen Monaten sowohl in den USA als auch in Europa etwas verringert. Erheblich sind allerdings nach wie vor die mit dem protektionistischen Gedankengut der US-Regierung verbundenen Risiken für den internationalen Handel.
Neben dem Basisszenario wird auch die Entwicklung für den Fall skizziert, dass die gesamtwirtschaftliche Produktion in einer Gruppe von EU-Ländern eine ungünstige, eine sehr ungünstige Wendung (mittelschweres und schweres Negativszenario), oder auch eine günstige Wendung nimmt (Positivszenario). Diese Gruppe besteht aus folgenden Volkswirtschaften: Deutschland, Belgien, Frankreich, Griechenland, Großbritannien, Irland, Italien, Niederlande, Polen, Portugal, Schweden, Slowakei, Spanien und Tschechien. Das mittelschwere Negativszenario ist so gewählt, dass die gesamtwirtschaftliche Produktion dieser Ländergruppe im Jahr 2018 gemäß der aus dem Modell resultierenden Wahrscheinlichkeitsverteilung nur mit einer Wahrscheinlichkeit von 10% noch geringer ausfällt; das schwere Negativszenario ist so gewählt, dass sich mit einer Wahrscheinlichkeit von nur 1% eine noch geringere Produktion realisieren dürfte. Der weltwirtschaftliche Produktionszuwachs beträgt nach vorliegender Studie in den Jahren 2017 und 2018 je 3,1% (IWF: 3% und 3,1%). Der Ausblick auf die weiteren weltwirtschaftlichen Perspektiven beinhaltet für die Jahre 2019 bis 2022 einen jährlichen Produktionszuwachs, der mit knapp 3,0% nur etwas unterhalb seines derzeitigen Niveaus liegt. Im Fall eines mittelschweren Einbruchs bleibt die Zuwachsrate der europäischen Ländergruppe im Jahr 2018 mit 0,2% um 1,7 Prozentpunkte unter der Rate im Basisszenario, im Fall eines schweren Einbruchs mit -1,2% um 3,1 Prozentpunkte. Besonders stark bricht in den negativen Risikoszenarien die Produktion in Griechenland, Irland, Spanien und der Slowakei ein. Der weltwirtschaftliche Schock reduziert die Produktion in Deutschland erst einmal etwas stärker als im Durchschnitt der Ländergruppe, die deutsche Wirtschaft erholt sich dann aber besonders rasch. All diese Ergebnisse entsprechen im Prinzip den Auswirkungen, welche die Finanzkrise und die Große Rezession in den einzelnen europäischen Ländern hatten.
Die länderspezifischen Szenarien erlauben auch die Antwort auf die Frage, wie stark die deutsche Wirtschaft von dem Wirtschaftseinbruch eines bestimmten Landes aus dem europäischen Länderkreis betroffen ist. Es zeigt sich, dass es für Deutschland nur bei einem schweren Einbruch der Konjunktur in Großbritannien zu nennenswerten Produktionsverlusten kommt. Über die Jahre zwischen 2018 und 2022 betragen sie 0,3 Prozentpunkte. Zuletzt wird ein Szenario betrachtet, in dem ein mehrjähriger weltwirtschaftlicher Wirtschaftseinbruch mit einer deutlichen Erhöhung der Zinsen einhergeht. Ein solches Szenario könnte sich etwa aus einem Verlust an Vertrauen von Unternehmen und Haushalten in die Stabilitätsorientierung der Geldpolitik entwickeln. In einem solchen Fall können die Zentralbanken gezwungen sein, ihre Reputation durch eine Hochzinspolitik wieder herzustellen auch unter Inkaufnahme einer längeren Phase gesamtwirtschaftlicher Unterauslastung.
Interessant ist der Vergleich zwischen den Produktionsverlusten im mit dem Zinsanstieg einhergehenden langfristigen Risikoszenario mit denen im Fall eines globalen schweren Einbruchs: Es zeigt sich, dass die Verluste über die Jahre 2018 bis 2022 gerechnet neben Griechenland in Spanien, den Niederlanden und Großbritannien am höchsten sind. Alle drei Länder sind bekannt für ausgeprägte Zyklen auf den Häusermärkten. Sie sind wegen der großen Bedeutung der Zinsen für die Immobilienwirtschaft von Zinsschwankungen besonders abhängig.

„Geh’n Sie mit der Konjunktur!“, so lautete der Refrain eines Gassenhauers aus den sogenannten Wirtschaftswunder-Zeiten der noch jungen Bundesrepublik. Doch hat die Konjunktur noch Konjunktur? Ist Konjunkturpolitik (noch) sinnvoll, ist sie überhaupt relevant? Wenn nein, warum nicht? Wenn ja, unter welchen Voraussetzungen? Welche Bedeutung haben Konjunkturumfragen für eine zuverlässige und zugleich rasche Beurteilung der aktuellen wirtschaftlichen (i. e. „konjunkturellen“) Lage? Haben solche Umfragen, wie sie beispielsweise das Münchner ifo Institut, aber auch die Industrie- und Handelskammern durchführen, Bedeutung für Wissenschaft und Forschung oder auch für die praktische Wirtschaftspolitik? Wie steht es um das Verhältnis zwischen Konjunktur und Wachstum? Wie wichtig ist die Saisonbereinigung? Was genau verbirgt sich eigentlich hinter der „Geschäftslage“? Diese und ähnliche Fragen wurden auf einer Fachtagung diskutiert, zu der die Industrie- und Handelskammer Halle-Dessau im April 2016 renommierte Konjunkturforscher eingeladen hatte. Anlass war die Veröffentlichung ihres 100. Konjunkturberichts. Zu den Referenten zählten Klaus Abberger (Konjunkturforschungsstelle / KOF der ETH Zürich), Roland Döhrn (RWI – Leibniz-Institut für Wirtschaftsforschung, Essen) und Udo Ludwig (ehem. IWH – Leibniz-Institut für Wirtschaftsforschung Halle). Der vorliegende Sammelband bringt die Referate und Diskussionsbeiträge zusammen, ergänzt um Literaturhinweise und Hintergrundinformationen. Deutlich wird: Konjunkturumfragen leisten wichtige Beiträge für Politik, Wissenschaft und selbst für Unternehmen: Aus den rasch vorliegenden Ergebnissen solcher Umfragen lassen sich Schlüsse für eine recht zuverlässige Beurteilung der aktuellen wirtschaftlichen Situation wie auch für eine „bessere“ Wirtschaftspolitik ziehen. Aber auch die Grenzen hinsichtlich Methodik und Reichweite von Unternehmensumfragen werden thematisiert. Das Buch liefert eine wertvolle Bestandsaufnahme – nicht nur für Experten, sondern auch und insbesondere für ökonomisch interessierte Laien.

Politicians share responsibility for the risk of their state defaulting
Investors assume higher risks of default when a country is politically unstable or governed by a party at the left or right end of the political spectrum. However, according to findings obtained by Stefan Eichler from the Halle Institute for Economic Research (IWH), the more democratic the country is and the more it is integrated into the global economy, the lower is the impact that such political factors have.
