Abstract
A large literature documents declining measures of business dynamism including high-growth young firm activity and job reallocation. A distinct literature describes a slowdown in the pace of aggregate labor productivity growth. We relate these patterns by studying changes in productivity growth from the late 1990s to the mid 2000s using firm-level data. We find that diminished allocative efficiency gains can account for the productivity slowdown in a manner that interacts with the within-firm productivity growth distribution. The evidence suggests that the decline in dynamism is reason for concern and sheds light on debates about the causes of slowing productivity growth.

Transferability of Skills across Sectors and Heterogeneous Displacement Costs

Abstract
We use rich German administrative data to estimate new measures of skill transferability between manufacturing and other sectors. These measures capture the value of workers' human capital when applied in different sectors and are directly related to workers' displacement costs. We estimate these transferability measures using a selection correction model, which addresses workers' endogenous mobility, and a novel selection instrument based on the social network of workers. Our results indicate substantial heterogeneity in how workers can transfer their skills when they move across sectors, which implies heterogeneous displacement costs that depend on the sector to which workers reallocate.

Abstract
The paper aims at investigating to what extent wage negotiation setups have shaped up firms’ response to the Great Recession, taking a firm-level cross-country perspective. We contribute to the literature by building a new micro-distributed database which merges data related to wage bargaining institutions (Wage Dynamic Network, WDN) with data on firm productivity and other relevant firm characteristics (CompNet). We use the database to study how firms reacted to the Great Recession in terms of variation in profits, wages, and employment. The paper shows that, in line with the theoretical predictions, centralized bargaining systems – as opposed to decentralized/firm level based ones – were accompanied by stronger downward wage rigidity, as well as cuts in employment and profits.

The European Refugee Crisis and the Natural Rate of Output

Abstract
The European Commission follows a harmonized approach for calculating structural (potential) output for EU member states that takes into account labor as an important ingredient. This paper shows how the recent huge migrants inflow to Europe affects trend output. Due to the fact that the immigrants immediately increase the working population but effectively do not enter the labor market, we illustrate that the potential output is potentially upward biased without any corrections. Taking Germany as an example, we find that the average medium-term potential growth rate is lower if the migration flow is modeled adequately compared to results based on the unadjusted European Commission procedure.

Abstract
We study the effect of top tax rates on “superstar” inventors’ international mobility since 1977, using panel data on inventors from the US and European Patent Offices. We exploit the differential impact of changes in top tax rates on inventors of different qualities. Superstar inventors' location choices are significantly affected by top tax rates. In our preferred specification, the elasticity to the net-of-tax rate of the number of domestic superstar inventors is around 0.03, while that of foreign superstar inventors is around 1. These elasticities are larger for inventors in multinational companies. An inventor is less sensitive to taxes in a country if his company performs a higher share of its research there.

Losing Work, Moving Away? Regional Mobility After Job Loss

Abstract
Using German survey data, we investigate the relationship between involuntary job loss and regional mobility. Our results show that job loss has a strong positive effect on the propensity to relocate. We also analyze whether the high and persistent earnings losses of displaced workers can in part be explained by limited regional mobility. Our findings do not support this conjecture as we find substantial long lasting earnings losses for both movers and stayers. In the short run, movers even face slightly higher losses, but the differences between the two groups of displaced workers are never statistically significant. This challenges whether migration is a beneficial strategy in case of involuntary job loss.

Abstract
We exploit the natural experiment of German re-unification to address the question whether distress from social (income) comparisons results in negative attitudes towards foreigners. Our empirical approach rests upon East German individuals who have West German peers. We use the exogenous variation of wealth of West German peers shortly after the fall of the Berlin Wall as an instrument to identify the effect of distress from social comparisons on East Germans’ attitudes. We find robust evidence that East Germans expose strong negative attitudes towards foreigners, particularly from low-wage countries, if they worry about their economic status compared to better-off peers.

Do Better Pre-migration Skills Accelerate Immigrants' Wage Assimilation?

Abstract
This paper analyzes wage assimilation of ethnic German immigrants to Germany using unique administrative data that include an administrative estimate of immigrants' expected wage in Germany at the time of migration. We find that a 10% higher wage potential translates into a 1.6% higher wage in Germany when also controlling for educational attainment, thus pointing at partial transferability of pre-migration skills to the host country's labor market. We also document that wage assimilation is significantly accelerated for immigrants with higher wage potentials. Our results are both in line with complementarities between pre-migration skills and host country-specific human capital and a U-shaped pattern of immigrants' job mobility with initial downgrading and subsequent upgrading.

Abstract
In den kommenden Jahren werden in Deutschland einige Branchen und Regionen einen steigenden Bedarf an Fachkräften haben. Hierbei handelt es sich nicht nur um Hochqualifizierte der so genannten MINT-Berufe (Mathematik, Ingenieurwesen, Natur-wissen¬schaften, Technik), sondern verstärkt auch um qualifizierte Arbeitnehmer des Gesundheitswesens und Handwerks. Aus der „Stillen Arbeitsmarktreserve“ ist der Bedarf nicht zu decken, was u. a. auch eine Folge des demographischen Wandels ist. Gesellschaftliche Verantwortung erfordert deshalb die Anwerbung qualifizierter und hochqualifizierter Arbeitnehmer. Damit eine ausreichend hohe Bereitschaft zur Einwande-rung ausländischer Fachkräfte nach Deutschland erzielt werden kann, bedarf es neben den harten Faktoren wie Beschäftigung und Einkommen weiterer Voraussetzungen, so genannter weicher Faktoren, die eine Entscheidung für Deutschland als Migrationsziel herbeiführen. Hierunter ist eine Politik zu verstehen, die den Einwanderern vermittelt, dass sie und ihre Familie willkommen sind und eine langfristige Bleibeperspektive haben. Dieses als „Willkommenskultur“ bezeichnete Konzept signalisiert einen Paradigmenwechsel in der deutschen Politik. Eine derart umrissene Willkommenskultur besteht derzeit in Deutschland noch nicht oder zumindest nicht auf einem Niveau, das von potenziellen Einwanderern als ausreichend wahrgenommen wird. Auf Grundlage der Institutionenökonomik werden Ansätze zu einem neuen politischen Ansatz und seiner Umsetzung skizziert, aus dem sich umfassende staatliche, gesellschaftliche und unter-nehmerische Implikationen ableiten. Dabei konzentriert sich der Beitrag auf die Anwerbung von Fachkräften aus Drittstaaten.
