Abstract
Das Wort Schuldenkrise ist in aller Munde. Hohe Schuldenstände in einigen Mitgliedsländern der Europäischen Union drohen die gemeinsame Währung zu destabilisieren. Auf dem Höhepunkt der Weltwirtschaftskrise hat Deutschland die „Schuldenbremse“ eingeführt, die das langfristige Zurückfahren der Staatsschulden erzwingen soll. Die ersten „Blauen Briefe“ des Stabilitätsrats gingen an Länder mit kritischer Haushaltslage heraus, die nun Sanierungskonzepte übermitteln müssen. Neben diesen expliziten Schulden werden zunehmend auch implizite Schulden thematisiert, vor allem aus Versorgungsverpflichtungen der öffentlichen Hand und in den Sozialversicherungssystemen. Bisher kaum beachtet wird eine weitere Kategorie: verdeckte Verschuldung aus Unterinvestitionen.
