Abstract
Die Euro-Länder führen einen unterschiedlich intensiven Handel mit Volkswirtschaften außerhalb des Euroraums. Während die Niederlande oder Portugal deutlich weniger als die Hälfte ihrer Warenausfuhren außerhalb des gemeinsamen Währungsgebietes absetzen, liegt der entsprechende Anteil Deutschlands oder Italiens bei über 50 %. Eine ökonometrische Analyse macht hier allerdings deutlich, dass diese Unterschiede in der Regionalstruktur der Ausfuhren nicht zu einer merklich differenzierten Wirkung von Wechselkursänderungen auf das langfristige Exportwachstum führen. Die ermittelten Koeffizienten für den Zusammenhang zwischen der Höhe der Ausfuhren und der Höhe des Wechselkurses liegen für die betrachteten Volkswirtschaften relativ nah beieinander, was darauf hindeutet, dass Wechselkursänderungen hinsichtlich ihrer langfristigen Wirkung auf die Exporte keine gravierenden Struktureinflüsse nach sich ziehen. Befürchtungen, dass beispielsweise eine längeranhaltende Abwertung des Euro den langfristigen Wachstumspfad der Exporte der Euro-Länder deutlich unterschiedlich beeinflussen könnte, bestätigen sich damit nicht. Unterschiede zwischen den Volkswirtschaften zeigen sich lediglich mit Blick auf den Anpassungsprozess infolge einer Wechselkursänderung.

Abstract
Nach fünf Leitzinserhöhungen um insgesamt 1¾ Prozentpunkte seit November 1999 dürfte die Europäische Zentralbank im Juni dieses Jahres auch bei den kurzfristigen Zinsen ein neutrales Niveau erreicht haben. Die Kapitalmarktzinsen entsprechen bereits seit Herbst vergangenen Jahres etwa dem langfristigen (deutschen) Durchschnitt. Ebenso wie die EZB hat die US-amerikanische Zentralbank die Zinsen seit der geldpolitischen Lockerung im Zusammenhang mit den Krisen in Asien um insgesamt 1¾ Prozentpunkte angehoben. Anders als die EZB ist die US-amerikanische Zentralbank damit jedoch auf einen restriktiven Kurs zurückgekehrt. Dieser Unterschied im geldpolitischen Kurs der beiden Zentralbanken erklärt sich aus dem nach wie vor bestehenden Konjunkturgefälle zwischen den zwei Währungsräumen und ist die entscheidende Ursache für die noch fortbestehende niedrige Bewertung des Euro. Von der Erweiterung der Europäischen Union und letztlich des Euroraums ist keine nennenswerte Beeinflussung des Wechselkurses zu erwarten. Eine strenge Konvergenzprüfung vor dem Beitritt zur Europäischen Währungsunion ist im Interesse nicht nur des Euroraums, sondern auch der Beitrittsländer zu empfehlen. Negative Vertrauenseffekte durch den EU-Beitritt mittel- und osteuropäischer Länder sind sodann unwahrscheinlich, zumal das ökonomische Gewicht dieser Länder gering und eine Streckung des Zeitraums zwischen EU-Beitritt und Übernahme des Euro wahrscheinlich ist. Das bestehende Aufwertungspotential des Euro dürfte im Zuge der Erweiterung des Euroraums durch die Stärkung seiner Rolle als internationale Reservewährung etwas zunehmen. Institutionelle Änderungen in der Zusammensetzung der Entscheidungsgremien des Europäischen Systems der Zentralbanken wären bei steigender Zahl der Mitgliedsländer zu erwägen.

Abstract
Bereits vor dem Beginn der Asienkrise hatte sich das chinesische Wirtschaftswachstum, das in der ersten Hälfte der neunziger Jahre zweistellige Raten erreicht hatte, deutlich abgeschwächt. Zu einem gewissen Maß war diese Abschwächung im Zuge der Inflationsbekämpfung erwünscht. Nicht nur die Inlandsnachfrage, sondern auch die Exportnachfrage hat deutlich an Dynamik verloren. Die Absatzmöglichkeiten chinesischer Unternehmen im Ausland haben sich im Zuge der Asienkrise zugespitzt, und es ist nicht zu erwarten, daß das von der Regierung für dieses Jahr gesetzte Wachstumsziel in Höhe von 8 vH realisiert werden kann. Die Abwertung der Währungen der südostasiatischen Krisenländer und des japanischen Yen, der wirtschaftliche Zusammenbruch in diesen Ländern und die steigende Arbeitslosigkeit in China nähren Zweifel daran, ob der fixe Wechselkurs des chinesischen Yuan zum US-Dollar aufrechtzuhalten ist. Gegen eine Abwertung sprechen in erster Linie der resultierende Vertrauensverlust, die Gefahr einer Aufrechterhaltung des Wechselkurses zum US-Dollar kann von dieser Seite bedroht werden. Dies gilt um so mehr, als sich gegenwärtig ein Auslandsdirektinvestition abzeichnet. Durch die Wachstumsabschwächung machen sich bestehende Probleme im Unternehmenssektor stärker bemerkbar. Nach offiziellen Angaben schreiben etwa 40 vH der zumeist klein- und mittel-ständischen Staatsbetriebe rote Zahlen. Diese Betriebe haben erhebliche Absatzschwierigkeiten. Das Bankensystem steht infolge eines hohen Bestands an „faulen“ Krediten vor einer Finanzkrise. Von den notleidenden und uneinbringbaren Krediten entfallen mindestens 40 vH auf den Staatssektor und konzentrieren sich dabei insbesondere auf zwei Bereiche: die Staatsbetriebe und den Immobiliensektor. Da die chinesische Regierung jedoch explizit die Zahlungsfähigkeit der Staatsbanken garantiert, ist das Risiko eines Schwundes an öffentlichem Vertrauen zur Zeit begrenzt.

Abstract
Die russische Währungskrise vom August 1998 ist der vorläufige Höhepunkt einer sich seit November 1997 verstärkenden Krise der Staatsfinanzen und des Bankensektors. Die Krise entstand durch eine zunehmende kurzfristige Defizitfinanzierung und Spekulationsgeschäfte der Banken. Gefördert wurde beides durch die Geldpolitik der Zentralbank, die nicht nur hohe, sondern sogar steigende Realzinsen in Kauf nahm, um den Wechselkurs zu stabilisieren. Die internationale Gemeinschaft sollte neue Kredite zur Unterstützung des Reformprozesses in Erwägung ziehen, wenn die Märkte das Vertrauen in die Reform- und Politikfähigkeit der Regierung zurückgewonnen haben. Eine Freigabe des Wechselkurses könnte der Indikator für entsprechende Fortschritte sein.

Balance of payment crises in transformation economies: The example of the Czech Republic

Abstract
Die Zahlungsbilanzkrise in Tschechien im Ma 1997 verdeutlicht, wie krisenanfällig und hindernisreich die Reformprozesse, selbst in einem Land mit bisher stabilen wirtschaftlichen und politischen Bedingungen, sein können. Ausschlaggebend für die tschechische Zahlungsbilanzkrise war das durch die starke reale Aufwertung der Währung gewachsene Leistungsbilanzdefizit und die dadurch an Glaubwürdigkeit verlierende Wechselkurspolitik. Die Verteidigung des seit Februar 1993 kaum veränderten Wechselkurses durch die Nationalbank wurde durch hohe Kapitalabflüsse und eine wachsende Abwertungsspekulation gegen die Krone zunehmend schwieriger und mußte unter dem Druck des Marktes schließlich aufgegeben werden. Begünstigt wurde der Kapitalabfluß durch eine weitgehende Liberalisierung des Kapitalverkehrs, der teilweise durch die OECD-Mitgliedschaft bedingt ist. Andere Transformationsländer weisen ebenfalls einige dieser Risikomerkmale auf. Insgesamt erscheint es daher für die mittel- und osteuropäischen Länder ratsam, eine größere Flexibilisierung ihrer Wechselkurssysteme zuzulassen, auch im Hinblick auf einen möglichen Beitritt zum EWS II und der Aufrechterhaltung der Kapitalbilanzkonvertibilität.
