Abstract
This inquiry employs ideas advanced by institutionalist thinker Paul Dale Bush to shed light on technology diffusion in Germany’s electrical generation and distribution industry. Research findings suggest that what Bush labeled as ceremonial dominance affects outcomes in technology selection. Evidence suggests that fossil fuel and nuclear technologies have remained favored by power producers despite the externalized environmental costs to society associated with their implementations. Advances in government policy have indeed created a framework that favorably accommodates renewable energy technologies. However, what Bush labeled ceremonial dominance is shown to persist and to contribute to ceremonial encapsulation. Consequently, renewable energy technologies have diffused only to the point that the powers behind the industry remain in dominant positions. Although there is measurable, incremental technological change in the electrical power industry, in light of the urgency of climate change problems, technologies supporting the electrical power system need to be selected more judiciously.

Regulation, Innovation and Technology Diffusion - Evidence from Building Energy Efficiency Standards in Germany

Abstract
The impact of environmental regulation on technology diffusion and innovations is studied using a unique data set of German residential buildings. We analyze how energy efficiency regulations, in terms of minimum standards, affects energy-use in newly constructed buildings and how it induces innovation in the residential-building industry. The data used consists of a large sample of German apartment houses built between 1950 and 2005. Based on this information, we determine their real energy requirements from energy performance certificates and energy billing information. We develop a new measure for regulation intensity and apply a panel-error-correction regression model to energy requirements of low and high quality housing. Our findings suggest that regulation significantly impacts technology adoption in low quality housing. This, in turn, induces improvements in the high quality segment where innovators respond to market signals.

International Side-payments to Improve Global Public Good Provision when Transfers are Refinanced through a Tax on Local and Global Externalities

Abstract
This paper discusses a tax-transfer scheme that aims to address the under-provision problem associated with the private supply of international public goods and to bring about Pareto optimal allocations internationally. In particular, we consider the example of the global public good ‘climate stabilization’, both in an analytical and a numerical simulation model. The proposed scheme levies Pigouvian taxes globally, while international side-payments are employed in order to provide incentives to individual countries for not taking a free-ride from the international Pigouvian tax scheme. The side-payments, in turn, are financed via environmental taxes. As a distinctive feature, we take into account ancillary benefits that may be associated with local public characteristics of climate policy. We determine the positive impact that ancillary effects may exert on the scope for financing side-payments via environmental taxation. A particular attractive feature of ancillary benefits is that they arise shortly after the implementation of climate policies and therefore yield an almost immediate payback of investments in abatement efforts. Especially in times of high public debt levels, long periods of amortization would tend to reduce political support for investments in climate policy.

Impact of Personal Economic Environment and Personality Factors on Individual Financial Decision Making

Abstract
This study on healthy young male students aimed to enlighten the associations between an individual’s financial decision making and surrogate makers for environmental factors covering long-term financial socialization, the current financial security/responsibility, and the personal affinity to financial affairs as represented by parental income, funding situation, and field of study. A group of 150 male young healthy students underwent two versions of the Holt and Laury (2002) lottery paradigm (matrix and random sequential version). Their financial decision was mainly driven by the factor “source of funding”: students with strict performance control (grants, scholarships) had much higher rates of relative risk aversion (RRA) than subjects with support from family (ΔRRA = 0.22; p = 0.018). Personality scores only modestly affected the outcome. In an ANOVA, however, also the intelligence quotient significantly and relevantly contributed to the explanation of variance; the effects of parental income and the personality factors “agreeableness” and “openness” showed moderate to modest – but significant – effects. These findings suggest that environmental factors more than personality factors affect risk aversion.

Nach der 17. UN-Klimakonferenz im südafrikanischen Durban erscheint der aktuelle Stand der Dinge für die Europäische Union unverändert problematisch. Die Asymmetrie zwischen internationaler Wahrnehmung der Klimaproblematik und den eigenen, ambitionierten Reduktionszielen besteht weiter, vor allem im Vergleich zu den USA oder China. Europas Vorbildfunktion scheint andere Staaten bisher nicht ausreichend motiviert zu haben.

Abstract
The aim of this paper is to explain the evolution of the spatial structures of one particular type of renewable energy in Germany – the photovoltaic (PV) industry. We first demonstrate how environmental movements have contributed to institutional change and government action, leading to changes in the legal and regulative structure in Germany. We describe how these changes opened up a window of locational opportunity (WLO), thus combining the WLO concept with the entrepreneurial opportunity concept. As market entries occurred mainly in Eastern Germany, the paper also explores the factors leading to a concentration of economic activity related to the new PV industry in this part of the country. Based on the WLO concept, we combine this framework with the industrial dynamics literature by Klepper (2007) and illustrate the spatial evolution of the PV industry.

Regional Entrepreneurial Opportunities in the Biotech Industry: Exploring the Transition from Award-winning Nascent Entrepreneurs to Real Start-ups

Abstract
Knowledge of factors that determine the transition from nascent entrepreneurship into real entrepreneurship is of major importance for policies aiming to effectively stimulate start-ups. Whereas scholars concentrated on person-specific factors to explain transition probabilities, environmental characteristics have been fairly neglected. Given that entrepreneurship is a strongly localized phenomenon, this paper argues that regional entrepreneurial opportunities are a driving force behind the transition from nascent entrepreneurship to new venture creation. Based on unique data on 103 nascent entrepreneurs in the German biotechnology industry, we empirically assess the importance of regional entrepreneurial opportunities on transition probabilities. Further, we introduce a new
approach to measure nascent entrepreneurship by capturing individuals that actively participate in start-up competitions and have won at least one competition. Controlling for technology and individual characteristics, we find strong support for our hypotheses relating to the significant impact of general regional opportunities, specific regional opportunities and the entrepreneurial environment for the probability of transition from award-winning nascent entrepreneurs to real start-ups.

Abstract
Die Software CO2-Navigator wendet den Realoptionsansatz und den Risikomanagementprozess auf den unternehmerischen Umgang mit dem Klimawandel an. Er richtet sich in erster Linie an emissionsintensive, kleine und mittlere Unternehmen ist jedoch auch in größeren Unternehmen, die beispielsweise eine eigene „Sustainability“-Abteilung unterhalten, anwendbar. Der Wertbeitrag des Softwaretools besteht darin, dass es die Aspekte Klimastrategie, quantitative Bewertung von Klimaschutzinvestitionen sowie Emissionsrechtemanagement vereint. Es kann im Unternehmen in Bereichen strategisches Management, regulatorisches Management, Energie- und Umweltmanagement, Technologiemanagement sowie Controlling Anwendung finden. Kopenhagen und die Folgen – die Zukunft internationaler Klimapolitik – ein Kommentar

Abstract
Viel Lärm um sehr wenig – so könnte man das Ergebnis der am 18. Dezember 2009 zu Ende gegangenen UN-Klimakonferenz zusammenfassen. In Kopenhagen trafen sich Vertreter aus fast 200 Staaten, um über die Zukunft der internationalen Klimapolitik zu verhandeln. Zentrales Ergebnis dieser Verhandlungen ist der „Copenhagen Accord“ – ein zwölf Punkte umfassendes kurzes Dokument. Im Wesentlichen enthält es das bereits Mitte 2009 in L’Aquila von den emissions-intensivsten Staaten beschlossene Ziel, die globale Erwärmung um nicht mehr als 2°C gegenüber vorindustriellen Zeiten ansteigen zu lassen, sowie die Erkenntnis, dass hierzu tiefe Einschnitte bei den Emissionen notwendig sind. Allerdings wurde weder das bereits 2007 festgelegte Ziel erreicht, bis Ende 2009 ein völkerrechtliches Nachfolgeabkommen für das Kyoto-Protokoll zu vereinbaren, noch enthält das Papier das im Vorfeld der Konferenz wiederholt genannte Ziel einer Halbierung des CO2-Ausstoßes bis 2050. Das Ergebnis von Kopenhagen kann bestenfalls die Grundlage für weitere internationale Verhandlungen sein. Wie bereits auf dem Weg zum Kyoto-Protokoll gestalten sich die Verhandlungen schwieriger und langwieriger als erhofft – ein kritisches Zeichen angesichts der immer schneller steigenden Emissionen in den Schwellenländern und den immer noch sehr hohen Emissionen in den Industriestaaten.
