Abstract
Using replacement matching on the basis of a statistical distance function we try to answer the question of whether subsidized vocational training is related to a negative image effect for the graduates. The results show that young people with equal qualifications acquired during subsidized vocational training are disadvantaged solely due to the kind of education they have received. The probability of finding adequate employment is lower than in the control group. Besides the 'general effect' of support we also find less favorable job opportunities for those who attended 'external' as compared to 'workplace-related' training.

Towards Unrestricted Public Use Business Microdata: The Synthetic Longitudinal Business Database

Abstract
In most countries, national statistical agencies do not release establishment-level business microdata, because doing so represents too large a risk to establishments’ confidentiality. One approach with the potential for overcoming these risks is to release synthetic data; that is, the released establishment data are simulated from statistical models designed to mimic the distributions of the underlying real microdata. In this article, we describe an application of this strategy to create a public use file for the Longitudinal Business Database, an annual economic census of establishments in the United States comprising more than 20 million records dating back to 1976. The U.S. Bureau of the Census and the Internal Revenue Service recently approved the release of these synthetic microdata for public use, making the synthetic Longitudinal Business Database the first-ever business microdata set publicly released in the United States. We describe how we created the synthetic data, evaluated analytical validity, and assessed disclosure risk.

Is there a Superior Distance Function for Matching in Small Samples?

Abstract
The study contributes to the development of ’standards’ for the application of matching algorithms in empirical evaluation studies. The focus is on the first step of the matching procedure, the choice of an appropriate distance function. Supplementary o most former studies, the simulation is strongly based on empirical evaluation ituations. This reality orientation induces the focus on small samples. Furthermore, ariables with different scale levels must be considered explicitly in the matching rocess. The choice of the analysed distance functions is determined by the results of former theoretical studies and recommendations in the empirical literature. Thus, in the simulation, two balancing scores (the propensity score and the index score) and the Mahalanobis distance are considered. Additionally, aggregated statistical distance functions not yet used for empirical evaluation are included. The matching outcomes are compared using non-parametrical scale-specific tests for identical distributions of the characteristics in the treatment and the control groups. The simulation results show that, in small samples, aggregated statistical distance functions are the better
choice for summarising similarities in differently scaled variables compared to the
commonly used measures.

Abstract
The aim of this paper is to analyze whether the formally equal qualifications acquired during a subsidized vocational education induce equal employment opportunities compared to regular vocational training. Using replacement matching on the basis of a statistical distance function, we are able to control for selection effects resulting from different personal and profession-related characteristics, and thus, to identify an unbiased effect of the public support. Besides the ‘total effect’ of support, it is of special interest if the effect is stronger for subsidized youths in external training compared to persons in workplace-related training. The analysis is based on unique and very detailed data, the Youth Panel of the Halle Centre for Social Research (zsh).
The results show that young people who successfully completed a subsidized vocational education are disadvantaged regarding their employment opportunities even when controlling for personal and profession-related influences on the employment prospects. Besides a quantitative effect, the analysis shows that the graduates of subsidized training work in slightly worse (underqualified) and worse paid jobs than the adolescents in the reference group. The comparison of both types of subsidized vocational training, however, does not confirm the expected stronger effect for youths in external vocational education compared to workplace-related training.

Does Qualification Drive Innovation? A Microeconometric Analysis Using Linked-employer-employee Data

Abstract
Degree-level science and engineering skills as well as management and leadership skills are often referred to as a source of innovative activities within companies. Broken down by sectoral innovation patterns, this article examines the role of formal education and actual occupation for product innovation performance in manufacturing firms within a probit model. It uses unique micro data for Germany (LIAB) that contain detailed information about innovative activities and the qualification of employees. We find significant differences of the human capital endowment between sectors differentiated according to the Pavitt classification. Sectors with a high share of highly skilled employees engage in product innovation above average (specialized suppliers and science based industries). According to our hitherto estimation results, within these sectors the share of highly skilled employees does not, however, substantially increase the probability to be an innovative firm.

Abstract
Die Anwendung von Evaluationsverfahren zur Beurteilung unterschiedlicher Handlungsalternativen gewinnt in verschiedenen Forschungsfeldern zunehmend an Bedeutung. Von den zur Lösung des dabei auftretenden Selektionsproblems entwickelten Verfahren haben insbesondere die nichtparametrischen große Bedeutung in der empirischen Anwendung erlangt. In diesem Beitrag wird ein Überblick über diese Verfahren gegeben, wobei die bisher bestehende Lücke zwischen einführenden Texten und der weiterführenden, eher formalen Literatur geschlossen werden soll. Dazu werden die Vor- und Nachteile der Verfahren, die nötigen Annahmen sowie die Anforderungen an die Datenbasis erläutert. Aus der Darstellung wird ersichtlich, dass für die empirische Anwendung keine Methode zur Lösung des Selektionsproblems den anderen generell überlegen ist. Alle Ansätze beruhen auf bestimmten Grundannahmen, und jeder Schätzer ist verzerrt, wenn die zur Verfügung stehende Datenbasis nicht zu diesen Annahmen passt.

Microeconometric Evaluation of Selected ESF-funded ALMP-Programmes

Abstract
The study evaluates different ESF-funded labour market programmes by comparing the labour market status at different points in time after the treatment. In order to solve the selection problem we employ a standard matching algorithm with a multi-dimensional distance measure. The effects of the analyzed programmes (wage subsidies, start-up subsidies and qualification measures for recipients of social welfare) are very heterogeneous. It can be observed that the direct integration into the regular labour market provides an advantage for the supported individuals. Its lasting effects, however, strongly depend on the group of persons being supported, the type of treatment and the employers’ financial share.

Abstract
Die Evaluation der ökonomischen Wirkungen von betrieblicher Mitbestimmung ist aufgrund von spezifischen Merkmalen bei Betrieben mit Betriebsräten aus methodischer Sicht nicht unproblematisch. So führen bisherige Studien zu teilweise konträren Ergebnissen. In der hier vorliegenden Studie sollen daher die Probleme aufgezeigt, näher diskutiert und Lösungsmöglichkeiten an dem Beispiel der betrieblichen Mitbestimmung in ostdeutschen Betrieben des produzierenden Gewerbes und des Baus dargestellt werden. Es wird ein optimaler Matching-Algorithmus zur Zuordnung von „statistischen Zwillingsbetrieben“ genutzt, der insbesondere gute Matchingergebnisse bei geringen Fallzahlen liefert. Da mit der ursprünglichen Teilnehmergruppe aufgrund kurzer Beobachtungsperioden nur kurzfristige Effekte ermittelt werden können, wird das Matchingverfahren zusätzlich zur Konstruktion verlängerter Beobachtungsperioden genutzt. Bei diesem neuen Anwendungsfall werden Betriebe, die einen Betriebsrat gegründet haben mit sogenannten Stellvertreter-Betrieben, die bereits einen Betriebsrat besitzen, verknüpft. Dadurch werden die kurzen Beobachtungsdauern verlängert, und es können auch Aussagen über die längerfristige Wirkung der betrieblichen Mitbestimmung getroffen werden. Die ermittelten Effekte auf die Produktivität, die Ertragslage und das Qualifikationsniveau der Beschäftigten deuten weder kurz- noch langfristig auf eine signifikante Wirkung der betrieblichen Mitbestimmung hin.

Who Invests in Training if Contracts are Temporary? - Empirical Evidence for Germany Using Selection Correction

Abstract
This study deals with the effect of fixed-term contracts on work-related training. Though previous studies found a negative effect of fixed-term contracts on the participation in training, from the theoretical point of view it is not clear whether workers with fixed-term contracts receive less or more training, compared to workers with permanent contracts. In addition to the existing strand of literature, we especially distinguish between employer- and employee-financed training in order to allow for diverging investment patterns of worker and firm. Using data from the German Socio-Economic Panel (GSOEP), we estimate a bivariate probit model to control for selection effects that may arise from unobservable factors, affecting both participation in training and holding fixed-term contracts. Finding negative effects for employer-sponsored, as well as for employee-sponsored training, leads us to conclude that workers with fixed-term contracts do not compensate for lower firm investments.
