Abstract
Das IWH veranstaltete unter Federführung der Abteilung Stadtökonomik am 11. und 12. Oktober 2007 zum zweiten Mal eine Tagung mit dem Themenschwerpunkt Kommunalwirtschaft. Das zentrale Anliegen der Veranstaltung war es, im Rahmen eines interdisziplinären Dialogs die räumlichen wie sachlichen Grenzen kommunaler Wirtschaftstätigkeit auszuloten. Das Kolloquium richtete sich dabei sowohl an einschlägig tätige Wissenschaftler als auch an Praktiker der Kommunalwirtschaft und -verwaltung, Verbandsvertreter, Politiker und andere Interessierte. Die Beiträge behandelten ein breites Themenspektrum. Ein Themenblock des ersten Konferenztags befaßte sich mit der teilweise kontroversen Bewertung der kommunalwirtschaftlichen Tätigkeit aus Sicht verschiedener Fachdisziplinen: Rechtswissenschaft, Volkswirtschaftslehre, öffentliche Betriebswirtschaftslehre und Soziologie. Daneben wurden ausgewählte Einzelbereiche der kommunalen Wirtschaftstätigkeit (ÖPNV, kommunale Wohnungswirtschaft) vertieft behandelt. Der zweite Konferenztag war den Themen Grenzen der Kommunalwirtschaft in Südeuropa, regionalwirtschaftliche Effekte kommunaler Wirtschaftstätigkeit und der Frage des Arbeitnehmerschutzes bei Privatisierungen gewidmet. Eine Podiumsdiskussion mit Vertretern aus Politik, Wissenschaft und Wirtschaft zur zukünftigen Bedeutung städtischer Firmen für die Finanz-, Wirtschafts- und Gesellschaftspolitik schloß die Veranstaltung ab. Als Resümee der Veranstaltung läßt sich ziehen, daß im kommunalen Sektor vieles in Bewegung ist, unter anderem aufgrund zunehmenden EU-Integration und der Liberalisierung des Energiesektors. Darüber hinaus wurde einer schrankenlosen räumlichen wie sachlichen Ausweitung der kommunalen Wirtschaftstätigkeit genauso eine Absage erteilt wie einer vollständigen Privatisierung der Kommunalwirtschaft.

Poland: Strong Domestic Demand Will Drive Economic Activity

Abstract
Die rege wirtschaftliche Entwicklung in Polen hat 2007 vor allem von der kräftigen Binnennachfrage profitiert. Sie sorgte für eine hohe Auslastung der Produktionskapazitäten und schlug sich außerdem in einer starken Zunahme der Importe nieder, wohingegen die Exporte aufgrund des schwächeren Nachfragezuwachses auf dem Absatzmarkt in den alten EU-Ländern langsamer zulegten als im Vorjahr. Der Beitrag der Außenwirtschaft zum Bruttoinlandsprodukt blieb negativ.
Die Trendwende am Arbeitsmarkt hin zu einem Beschäftigungsaufbau hat sich verfestigt, die Arbeitslosenrate ging im Jahresverlauf weiter zurück. Allerdings kam es vor allem durch die Arbeitskräfteabwanderung in einzelnen Segmenten des Arbeitsmarkts zu angebotsseitigen Engpässen, die trotz einer vergleichsweise noch hohen Arbeitslosigkeit Druck auf die Löhne in einzelnen Berufsgruppen ausüben konnten. Die rasch steigenden Löhne und ein damit verbundener Anstieg der Lohnstückkosten wirkten inflationstreibend, die preisliche Wettbewerbsfähigkeit der polnischen Unternehmen verringerte sich.
Im Prognosezeitraum wird die Binnennachfrage kräftig bleiben und stärker als das Bruttoinlandsprodukt zulegen. Getrieben wird die Nachfrage vor allem von den Investitionen, die auch in den nächsten Jahren im zweistelligen Bereich zunehmen werden. Die Wirtschaft wird jedoch 2008 mit 5,5% etwas schwächer als 2007 expandieren, da das Importwachstum das der Exporte weiterhin leicht übertreffen wird und die Geldpolitik angesichts stärker preistreibender Faktoren wieder etwas restriktiver werden dürfte.

Abstract
Seit nunmehr über 17 Jahren werden in den Neuen Bundesländern Technologie- und Gründerzentren (TGZ) als Instrumente der kommunalen Wirtschaftsförderung errichtet. Vom akademischen Standpunkt aus oft kritisiert, von lokalpolitischer Seite dagegen vielfach als Erfolgsmodelle präsentiert, haben sich die TGZ zu einem kontrovers diskutierten Instrument entwickelt. Über die tatsächliche Effektivität der TGZ im Osten Deutschlands ist jedoch kaum etwas bekannt.
Die Hauptziele der TGZ liegen in der Förderung technologieorientierter Unternehmensgründungen und Jungunternehmen sowie in der positiven Beeinflussung regionaler Wirtschaftsstrukturen. Hieraus lassen sich wiederum spezifische Teilaspekte bzw. Zwischenziele ableiten. Für drei dieser Zwischenziele untersucht der vorliegende Beitrag anhand verschiedener Indikatoren die Effektivität von TGZ in Ostdeutschland. Hierzu hat das IWH eine Untersuchung von TGZ in fünf ostdeutschen Städten durchgeführt. Die Datenbasis ermöglicht dabei Analysen der seit Bestehen der jeweiligen TGZ geförderten Unternehmen.
Die empirischen Untersuchungen zeigen, daß sich eine positive Zwischenbilanz hinsichtlich der betrachteten Effektivitätsindikatoren der analysierten TGZ abzeichnet. Deutliche Stärken lassen sich im Rahmen der Funktion der TGZ als „Durchlauferhitzer“ identifizieren. Auch hinsichtlich des Anteils der Neugründungen an der Gesamtzahl der geförderten Unternehmen kann den TGZ ein gutes Zeugnis ausgestellt werden. Leichte Schwächen müssen hingegen bezüglich des technologischen Niveaus der geförderten Unternehmen in den TGZ konstatiert werden. Der Beitrag formuliert abschließend einen Ausblick auf zukünftige Forschungsbestrebungen.

IWH-Bauumfrage im Oktober 2007: Aktuelle Lage verbessert, Aussichten unverändert

Abstract
Nach Auslaufen der Sondereffekte stellt sich die Geschäftslage im Baugewerbe laut Umfrage des IWH unter 300 ostdeutschen Unternehmen im Oktober wieder etwas günstiger dar als zuvor. Bemerkenswert ist, daß derzeitig knapp drei Viertel der Unternehmen ihre aktuelle Geschäftslage als „gut“ oder „eher gut“ bezeichnen. In Bezug auf die Geschäftsentwicklung bis zum Frühjahr nächsten Jahres ist die Mehrzahl der Unternehmen aber wieder skeptisch. Insbesondere die Unternehmen des Bauhauptgewerbes äußerten mehrheitlich die Befürchtung, daß die Baugeschäfte im Winterhalbjahr wieder „schlecht“ oder „eher schlecht“ ausfallen.

Abstract
Natürlich müssen Kommunalpolitiker dafür sorgen, daß sich ihre Stadt gegenüber anderen Kommunen im Wettbewerb um Ansiedlungen von Firmen und Einwohnern behaupten kann. Hierzu gehört auch, die städtische Verwaltung so effizient wie möglich zu gestalten und alle Einsparpotentiale zu nutzen, um kommunale Infrastrukturleistungen in bewährter Qualität zu möglichst niedrigen Kosten anbieten zu können. Insoweit sind Städte und Unternehmen vor vergleichbare Aufgaben gestellt.

Aktuelle Trends: IWH-Konjunkturbarometer Ostdeutschland: Wachstumsvorsprung schmilzt

Abstract
Die amtliche Statistik hat für die erste Hälfte dieses Jahres einen Zuwachs des Bruttoinlandsprodukts in den Neuen Bundesländern um 3,2% gegenüber dem Vorjahreszeitraum gemeldet. Dies bedeutet einen Wachstumsvorsprung gegenüber den Alten Bundesländern von 0,3 Prozentpunkten. In den Monaten Juli bis September ist die wirtschaftliche Dynamik in Ostdeutschland gegenüber Westdeutschland jedoch zurückgefallen. Die industrielle Produktion hat an Schwungkraft verloren und die Bauaktivitäten sind sogar gesunken. Zuwächse erzielten nur die Produzenten von Vorleistungsgütern sowie die Hersteller von Investitions- und Gebrauchsgütern.

Die Entwicklung des Arbeitsmarkts in Sachsen-Anhalt

Abstract
Sachsen-Anhalt verzeichnete in den letzten zwei Jahren einen überdurchschnittlichen Rückgang der Arbeitslosigkeit. Die Zahl der Arbeitslosen im ersten Quartal dieses Jahres lag um rund 70 000 Personen bzw. um fast ein Viertel unter der im ersten Quartal 2005. Zwar hat dieser Rückgang viele Gründe, es läßt sich jedoch festhalten, daß allein im vergangenen Jahr über 21 000 zusätzliche sozialversicherungspflichtige Beschäftigungsverhältnisse entstanden sind. Auch die Zahl der arbeitslosen Jugendlichen unter 25 Jahren konnte in Sachsen-Anhalt binnen der letzten zwei Jahre um etwa 37% gesenkt werden – die Jugendarbeitslosenquote ist mit 14,0% nach Thüringen die geringste unter den neuen Ländern.

Abstract
Nach ersten großen Aufholschritten stagniert seit etwa zehn Jahren der wirtschaftliche Aufholprozeß Ostdeutschlands. Der Produktivitätsabstand von rund einem Drittel gegenüber Westdeutschland schließt sich trotz erheblichen Fördermitteleinsatzes nicht. Benötigen wir nach der ersten großen Anstrengung im Einigungsprozeß einen zweiten, aber anders strukturierten Kraftakt, um die Angleichung zu beschleunigen? Licht und Schatten liegen nahe beieinander. Die Produktivität wuchs durch hohe Investitionen erheblich, beispielsweise in der Chemie, dem Fahrzeugbau, der Mikroelektronik oder der Solar- und Umwelttechnik. Aber flächendeckend wurde diese Entwicklung nicht wirksam: So öffnet sich bei haushaltsbezogenen Dienstleistungen angesichts fehlender Nachfrage die Produktivitätsschere. Manchen Regionen mit hohem Rentneranteil, bisher infolge der hohen Altersbezüge aus dem Einigungsprozeß stabilisiert, wird durch nunmehr brüchigere Versicherungsbiographien Kaufkraft entzogen, was die private Nachfrage dort einbrechen läßt.

Humankapital und Produktivität in Ostdeutschland

Abstract
Die Arbeitsproduktivität in der ostdeutschen Wirtschaft liegt nach wie vor um rund ein Viertel niedriger als in Westdeutschland. In der Literatur werden hierfür eine ganze Reihe unterschiedlicher Gründe angegeben. Bislang kaum untersucht wurde indes die Frage, inwieweit eine ungünstigere Ausstattung Ostdeutschlands mit gutqualifizierten Fachkräften hierfür verantwortlich sein könnte. Betrachtet man lediglich das „formale“ Qualifikationsniveau der ostdeutschen Erwerbstätigen, so weisen die ostdeutschen Länder diesbezüglich Vorteile auf. Grund hierfür ist die Politik der DDR, allen Personen im erwerbsfähigen Alter wenigstens eine qualifizierte Berufsausbildung zu ermöglichen. Allerdings berücksichtigt dieser Indikator nicht, daß ein Teil der damals erworbenen Qualifikationen infolge nicht-ausbildungsadäquater Beschäftigung, langandauernder Arbeitslosigkeit oder veränderter Qualifikationsanforderungen inzwischen obsolet geworden sein könnte. Aus diesem Grund wird in dieser Arbeit die Humankapitalstruktur anhand der tatsächlich ausgeübten Berufe approximiert. Es zeigt sich, daß ein verhältnismäßig großer Teil der ostdeutschen Beschäftigten in Berufen tätig ist, die nicht ihrer formalen Qualifikation entsprechen. Diese „unterwertige“ Beschäftigung führt dazu, daß insbesondere geringqualifizierte Personen am Arbeitsmarkt kaum noch Chancen haben, da entsprechende Arbeitsplätze mit besserqualifizierten Erwerbstätigen besetzt werden. Gleichzeitig zeigt sich, daß in den neuen Ländern Arbeitsplätze mit hohen Qualifikationsanforderungen in geringerem Maße verfügbar sind, als es in Westdeutschland der Fall ist. Ein Grund hierfür ist die spezifische Wirtschaftsstruktur in Ostdeutschland (hohes Gewicht wenig humankapitalintensiver Branchen). Gleichzeitig ist aber auch innerhalb der einzelnen Wirtschaftszweige eine geringere Humankapitalintensität zu verzeichnen, was damit zu tun hat, daß im Zuge des Engagements auswärtiger Investoren vielfach nur nachgelagerte Teile der Wertschöpfungskette in Ostdeutschland angesiedelt worden sind. Es läßt sich zeigen, daß der Produktivitätsrückstand der ostdeutschen Wirtschaft auch hierauf zurückgeführt werden kann. Problematisch ist die geringe Humankapitalintensität der Produktion aber auch aus einem zweiten Grund, denn gutqualifizierte Personen finden in Ostdeutschland nur schwer einen Arbeitsplatz. Da dies für sich genommen die Abwanderung verstärkt, besteht die Gefahr einer Verfestigung bestehender Strukturen mit der Folge, daß auch der weitere Konvergenzprozeß verlangsamt wird.

Abstract
In jüngster Zeit attestieren einige Forschungsergebnisse dem Osten Deutschlands nicht nur seine „Qualität“ als wirtschaftlich abgehängte Region von Wachstum und Wohlstand, sondern bereits den „langsamen Tod“. Häufig wird in diesem Zusammenhang auf die Strukturschwächen der ostdeutschen Wirtschaft verwiesen, die von De-Industrialisierung über fehlende Konzernzentralen bis hin zu Rückgang und Vergreisung der Bevölkerung reichen. Dieser Beitrag geht davon aus, daß die wirtschaftliche Entwicklung einer Region nicht allein von der Quantität und Qualität der Ausstattung des jeweiligen Wirtschaftsraums mit Produktionsfaktoren abhängt, sondern zugleich von der gesamtwirtschaftlichen Entwicklung der übergeordneten Ebene, der nationalen Volkswirtschaft, determiniert wird. Dazu bedient er sich eines Forschungsansatzes, in dem der regionale Faktorinput aus Datengründen auf die Bevölkerung (Arbeitsangebot) und ihre Dynamik reduziert und der Produktionsoutput auf die Wertschöpfung in der Region konzentriert wird. Zudem wird wegen der Kürze des Stützzeitraums für die Untersuchung (1995 bis 2005) ein panelökonometrischer Ansatz gewählt, der neben den Längsschnittdaten mittels der Konstruktion von Raumklassen deren Querschnittsdimension berücksichtigt. Dazu werden die 97 Raumordnungsregionen in Deutschland zu vier Wachstumsklassen gruppiert: je eine wachstumsstarke und eine wachstumsschwache Raumklasse sowie zwei mittlere Raumklassen. Zu den beiden wachstumsstärkeren Raumklassen gehören auch bis zu neun Raumordnungsregionen in Mitteldeutschland und im Land Brandenburg. Die Parameter der Schätzgleichungen zeigen die erwarteten Vorzeichen. Danach erhöhen sowohl ein Anstieg der Produktion in Deutschland als auch eine Zunahme der regionalen Bevölkerung die regionale Wertschöpfung. Bei rückläufiger Einwohnerzahl wird die Wirtschaftsleistung in den Regionen gebremst. Der Einfluß der gesamtwirtschaftlichen Produktion auf nationaler Ebene ist in der oberen Wachstumsklasse am stärksten, in der unteren am schwächsten. Genau umgekehrt wirkt sich die vorangegangene Entwicklung in der Region aus. Ihr Einfluß ist am stärksten in der wachstumsschwachen Raumklasse. Hauptergebnis der Untersuchung ist: Das Wirtschaftswachstum in einer Region wird sich auch bei schrumpfender Bevölkerung fortsetzen. Die mit der demographischen Entwicklung verbundene Alterung der Gesellschaft wird in Deutschland bis zum Jahr 2020 nur wenig auf Wachstum und Beschäftigung durchschlagen. Allerdings wird sich die Zuwachsrate des Bruttoinlandsprodukts in Deutschland nach dem Jahr 2020 verringern. Zugleich wird sich das wirtschaftliche Gefälle zwischen den Regionen nicht einebnen. Die wachstumsstarken Regionen in den alten Bundesländern werden auch bei abnehmender gesamtwirtschaftlicher Expansion überdurchschnittliche Produktionszuwächse erzielen. Dies gilt auch für einige Raumordnungsregionen im Land Brandenburg und in Mitteldeutschland. Dagegen werden die Produktionszuwächse in den wachstumsschwachen Regionen im Norden, in der Mitte und im Osten Deutschlands hinter dem Durchschnitt zurückbleiben. Insgesamt geht die Divergenz beim Wachstumstempo der Produktion zwischen dem Osten und dem Westen Deutschlands mit Bevölkerungsentwicklungen einher, die einer Vergrößerung des Abstands in der Pro-Kopf-Produktion entgegenwirken.
