Abstract
Bonitätsbewertungen durch Rating-Agenturen gewinnen durch die unter dem Stichwort Basel II diskutierten Reformvorschläge zur Bankenregulierung an Bedeutung. Insbesondere hängt das durch die Regulierung geforderte Mindesteigenkapital unter dem standardisierten Ansatz von Basel II von der Bewertung der Kreditrisiken durch externe Rating-Agenturen ab. Bonitätsbewertungen, speziell von souveränen Schuldnern, bestimmen damit wesentlich die Höhe des Mindesteigenkapitals von Banken. In der Vergangenheit haben Rating-Agenturen Währungskrisenrisiken systematisch unterschätzt. Diese sind jedoch für die Bewertung des Kreditausfallrisikos souveräner Schuldner wichtig. Die prozyklischen Effekte von Basel II entstehen vor allem dadurch, daß im Fall von Währungskrisen aufgrund der zu positiven Bewertung im Vorfeld der Krise schlagartig massive Herabstufungen notwendig werden. Diese Effekte können nur minimiert werden, wenn die währungskriseninduzierten Kreditausfallrisiken angemessen berücksichtigt werden. Die Kritik an der Methode der Rating-Agenturen, insbesondere an mangelnder Berücksichtigung neuerer Währungskrisenmodelle infolge der Asienkrisen von 1997/98, führte zu Reaktionen der Agenturen. So sagte z. B. Standard and Poor’s die Berücksichtigung mikroökonomischer Indikatoren zu, die bei aktuellen Krisen als Krisenfaktoren erkannt wurden. In der vorliegenden Arbeit wird anhand eines Beispiels untersucht, inwiefern sich empirische Anzeichen dafür erkennen lassen, daß mikroökonomische Indikatoren in der Praxis der Bonitätsprüfung beachtet werden. Das Ergebnis der empirischen Untersuchungen zeigt, daß traditionelle makroökonomische Indikatoren die Rating-Ergebnisse dominieren. In aktuellen Ratings können keine Anzeichen für eine stärkere Berücksichtigung von Mikro-Indikatoren gefunden werden. Es muß daher geschlußfolgert werden, daß, wie in der Wirtschaft im Wandel 8/2007 ausgeführt, auch weiterhin prozyklische, krisenverstärkende Effekte von Basel II ausgehen. Die Rating-Agenturen erfüllen bislang die Rolle als frühzeitige Antizipatoren für Währungskrisenrisiken unzureichend.

Abstract
Die seit dem Frühjahr bestehende optimistische Einschätzung des Geschäftsklimas in der ostdeutschen Industrie setzt sich – wenn auch in abgebremster Form – im Herbst fort. Das zeigen die Ergebnisse der IWH-Industrieumfrage vom September unter rund 300 Unternehmen. Der Saldo der positiven und negativen Meldungen zur Geschäftslage ist seit der Juliumfrage nochmals um zwei Punkte angestiegen und überflügelt den entsprechenden Vorjahreswert sogar um elf Punkte. Nur 13 von 100 Unternehmen gaben weniger gute Urteile ab.

Abstract
Seit dem Jahr 2000 waren die Wohnungsbauinvestitionen in Deutschland stark rückläufig. Diese Entwicklung hat sich 2006 umgekehrt. Aber auch zukünftig werden sich die Wohnungsbauinvestitionen nur schwach entwickeln. Das zeigt eine Vorausberechnung mit einem ökonometrischen Fehlerkorrekturmodell, mit dem die Wohnungsbauinvestitionen aus dem Bruttoinlandsprodukt pro Kopf und aus der Einwohnerzahl erklärt werden. Unterstellt man die aktuelle Bevölkerungsvorausberechnungc des Statistischen Bundesamts und schätzt die Entwicklung der Wohnungsbauinvestitionen mit Hilfe von drei Szenariend über die durchschnittliche Entwicklung des Bruttoinlandsprodukts, dann zeigt die Tendenz bei Betrachtung der beiden pessimistischeren Szenarien nach kurzem Anstieg wieder nach unten.

Abstract
Charakteristikum einer liberalen Marktwirtschaft ist die freie Preisbildung innerhalb eines Ordnungsrahmens. Regulierende Eingriffe erfolgen, um das Funktionieren dieses Systems zu gewährleisten. Oft aber ist es auch ihre Aufgabe, den Preismechanismus aus übergeordneten Gründen zu beschränken. Dies betrifft in historischer Sicht vor allem den Arbeitsmarkt, um Sozialstandards durchzusetzen. In den vergangenen Jahren wurden derartige Regelungen im Rahmen der Flexibilisierungsmaßnahmen auf nationaler Ebene häufig gelockert, um die Anreizkompatibilität der Arbeitsaufnahme im Bereich der unteren Lohngruppen zu verbessern. Der Wettbewerb der Systeme nämlich testete immer wieder die Effizienz des Ordnungsrahmens aus und strafte schlecht angepaßte Volkswirtschaften vor allem durch eine hohe Arbeitslosigkeit ab.

Abstract
Standards stellen einen wichtigen Teil des kodifizierten Wissens einer Gesellschaft dar. Normen sind jene Standards, die in einem allgemein zugänglichen Konsensverfahren geschaffen werden. Nur wenn ein ökonomisches Anwendungsinteresse besteht, werden Normen erstellt. Die dann zusammentretenden „interessierten Kreise“ müssen die Partizipationskosten weitgehend selbst finanzieren. Gelegentlich stößt der Staat den Normungsprozeß an, um durch entsprechende freiwillige Regeln die Staatstätigkeit zu entlasten, die er nun innerhalb vereinbarter Rahmenbedingungen an Private übergeben kann. In der Wertschöpfungskette der Wissensproduktion stehen Standards am Ende der formalisierten intellektuellen Eigentumsrechte. Eine wichtige Eigenschaft der im öffentlichen Konsens entwickelten Normen liegt darin, daß sie allgemein zugänglich sind und neben dem Nutzungsentgelt insbesondere die für sie grundlegenden Patente zu angemessenen Preisen verfügbar sind. Konsortien hingegen können Dritte von der Nutzung des durch sie geschaffenen Standards ausschließen. Insbesondere führt das Verweigern der Vergabe der erforderlichen Lizenzen, die in diesen Standards enthalten sind, zum Blockieren des Markteintritts von Konkurrenten, was gelegentlich zu Kartellproblemen infolge dann entstehender Marktmacht führt. Durch Normung sinken Kosten durch Verbund-, Netzwerk- und Kostendegressionseffekte. Genormte Güter oder Prozesse signalisieren Qualität, Stand der Technik sowie dauerhafte Präsenz am Markt und beschleunigen die Marktdurchdringung. Das Durchsetzen eines Industriestandards oder eines Konsortialstandards bietet zwar hohe Gewinnchancen, aber auch enorme Risiken des Scheiterns, insbesondere dann, wenn die Nachfrager zögern, weil sie nicht wissen, welche Technologie sich letztlich durchsetzt. Oft ist die zügige Marktpenetration mit einer Norm die bessere Strategie – trotz scheinbar erhöhter Konkurrenz. Von dieser Erfahrung profitiert die deutsche Wirtschaft. Ein geflügeltes Wort sagt daher: Wer die Norm hat, hat auch den Markt. Infolge der Globalisierung ist diese Aussage zunehmend international zu interpretieren. Für Europa, das sich im internationalen Wissenswettbewerb bewähren muß, ist daher das Vorhalten eines institutionell effizienten Normungswesens entscheidend für den künftigen Wohlstand. Die Globalisierung setzt das vorhandene System unter Druck. Der vorliegende Beitrag befaßt sich mit Überlegungen zur künftigen europäischen Normung, die im Rahmen einer Arbeitsgruppe der europäischen Normungsorganisationen zur „Future Landscape of European Standardization (FLES)“ entwickelt wurden.

Abstract
Trotz intensiver Wirtschaftsförderung ist es bis heute nicht gelungen, in den Neuen Bundesländern eine Art in sich selbst tragenden Aufschwung zu initiieren. Seit dem Jahr 1995 ist der Konvergenzprozeß Ostdeutschlands ins Stocken geraten. Auch wenn die ostdeutsche Konjunktur aktuell an Fahrt gewinnt, so ist die Sinnhaftigkeit der Wirtschaftsförderung in Ostdeutschland immer wieder Gegenstand der wirtschaftspolitischen Debatte. Der vorliegende Beitrag beschäftigt sich mit einem der wichtigsten Förderinstrumente im Rahmen des Aufbau Ost – der „Gemeinschaftsaufgabe zur Verbesserung der regionalen Wirtschaftsstruktur“. Die Wirksamkeit dieses Instruments im Sinne des Wachstumsziels wurde in empirischen Studien nachgewiesen. Nichtsdestotrotz ist das über dieses Instrument zur Verfügung stehende Fördermittelvolumen in den letzten zehn Jahren sehr stark gesunken. Eine weitere Reduzierung der Mittel ist sehr wahrscheinlich. Bei immer noch vorhandenen strukturellen Defiziten müssen die Neuen Bundesländer auf diesen Umstand mit der stringenten Ausgestaltung ihrer Regionalen Förderprogramme reagieren. Der vorliegende Beitrag zeigt, daß insbesondere in dem Regionalen Förderprogramm des Landes Brandenburg und ansatzweise auch in dem Sachsens ein individuelles Profil erkennbar wird. Ob diese Vorgehensweise die richtige ist, läßt sich ex ante jedoch nicht bestimmen.

IWH-Bauumfrage im August 2007: Geschäftsklima hat sich stabilisiert

Abstract
Die Geschäftslage und die Geschäftsaussichten wurden von den 300 vom IWH befragten ostdeutschen Bauunternehmen im August per saldo schlechter beurteilt als vor Jahresfrist. Diese Entwicklung war insofern zu erwarten, als die Basis im vergangenen Jahr durch Vorzieheffekte im Zusammenhang mit der Abschaffung der Eigenheimzulage und der Erhöhung der Mehrwertsteuer überhöht war. Gegenüber der vorangegangenen Umfrage im Juni gaben mehr Unternehmen eine Besserung ihrer Lage an, unter Ausschluß der Saisoneffekte bedeutet dies aber nicht mehr als Stabilisierung. Die Geschäftsaussichten bis über den Jahreswechsel hinaus werden geringfügig schlechter bewertet.

Abstract
Die kleinräumig gegliederte und auf den Erfindersitz bezogene Statistik der Patentanmeldungen des Deutschen Patent- und Markenamts (DPMA) gibt Aufschluß über regionale Unterschiede hinsichtlich der Erfindungsaktivitäten. Da Patente zugleich eine wichtige Vorstufe wirtschaftlicher Innovationen darstellen, wird das Ausmaß der Patentierungen regelmäßig als output-orientierter Indikator für die Innovationsorientierung der Wirtschaft in der jeweils betrachteten Region herangezogen. Zudem informiert die – hier betrachtete – Veränderung der Zahl der Patentanmeldungen in einem bestimmten Zeitraum über die Entwicklungsdynamik der Patentieraktivitäten in einer Region.

Abstract
Nach dem Abschluß dessen, was gemeinhin als Systemtransformation bezeichnet wird, öffnete sich den betroffenen postkommunistischen Ländern, zu denen auch Ostdeutschland zählt, ein Entwicklungskorridor eigener Art, der wesentliche Unterschiede gegenüber denen klassischer westlicher Industriestaaten besitzt. Hierzu zählt die extreme Gruppenstruktur, also die starke Polarisierung zwischen vielen sehr kleinen und einigen sehr großen Betrieben, eine unterdurchschnittliche private Forschungs- und Entwicklungsintensität und ein weitgehendes Fehlen von Firmensitzen, insbesondere solchen von Unternehmen mit internationaler strategischer Aufstellung.

Research and Development: important source for product innovation also in East Germany

Abstract
Die Entwicklung und erfolgreiche Markteinführung neuer Produkte ist ein wesentliches Merkmal der modernen Wissensgesellschaft. Nach Abschluß der nachholenden technologischen Erneuerung in Ostdeutschland müssen sich die Betriebe in den Neuen Ländern im Wettbewerb um marktreife Produktneuheiten behaupten. Dabei wirken die transformationsbedingten strukturellen Besonderheiten fort, und die Einbettung Ostdeutschlands zwischen High-Tech im Westen und Aufholländern im Osten stellt eine zusätzliche Herausforderung dar. Der Beitrag skizziert die Innovationstätigkeit der Betriebe in Ostdeutschland und geht im Rahmen einer multivariaten Analyse den unternehmensinternen Bestimmungsfaktoren von Produktinnovationen nach. Die empirischen Untersuchungen unter Verwendung des IAB-Betriebspanels zeigen, daß sich die Betriebe des Verarbeitenden Gewerbes in Ostdeutschland im Zeitraum 2002 bis 2003 durch eine rege Innovationsbeteiligung auszeichnen. Der Anteil der Betriebe mit Produktinnovationen liegt in den Neuen Ländern sogar leicht über dem Vergleichswert für Westdeutschland. Dabei führen Betriebe mit eigener Forschung und Entwicklung (FuE) doppelt so häufig neue Produkte ein wie Betriebe ohne FuE. Die regressionsanalytische Untersuchung bestätigt, daß seitens der betrieblichen Inputgrößen eigene FuE eine starke Triebfeder für Produktinnovationen darstellt. Auch den betrieblichen Weiterbildungsaktivitäten kann ein positiver Einfluß auf die Innovationstätigkeit bescheinigt werden, was die Bedeutung des Lebenslangen Lernens unterstreicht. Hinsichtlich der betriebsspezifischen Charakteristika fällt auf, daß eine mehrheitlich ausländische Kapitalbeteiligung einen signifikant negativen Einfluß auf Produktinnovationen ausübt. Dieser noch weiter zu analysierende Befund deutet auf das Phänomen der sogenannten verlängerten Werkbänke hin.
