Abstract
Hinsichtlich der Frage, was Europas Wettbewerbsfähigkeit in Zukunft sichert, wird unter dem Stichwort Wissensgesellschaft vor allem auf Standortvorteile für Forschung und Entwicklung (FuE), Innovation und Wissen verwiesen. Diese Sichtweise vertreten nicht nur Entscheidungsträger der hochleistungsfähigen Industrieländer, sondern auch der sogenannten nachholenden Ökonomien in Mittel- und Osteuropa sowie in Asien. Der vorliegende Beitrag beschäftigt sich vor dem Hintergrund aktueller innovationstheoretischer Ansätze mit der Frage, was den abstrakten Begriff der Wissensgesellschaft ausmacht, welche Akteure eine Rolle spielen und warum FuE und Innovation geographisch unterschiedlich verteilt sind. Es werden systemische Theorieansätze skizziert, welche die Verbindungen zwischen unterschiedlichen wissensgenerierenden Akteuren, insbesondere zwischen Wissenschaft und Wirtschaft in den Vordergrund stellen. Zur Erklärung der geographischen Verteilung von FuE und Innovation verweist der Beitrag auf die regionalökonomische Theorie, welche begründet, warum diese Prozesse durch räumliche Konzentration gekennzeichnet sind. Dabei konkurrieren Hypothesen, die die räumliche Konzentration entweder mit sektoraler Spezialisierung oder Diversifizierung verbinden. Der Artikel zeigt, daß multinationale Unternehmen FuE im privaten Sektor dominieren und regionale Zentren der Innovation über Ländergrenzen hinweg verbinden. Basierend auf der Theorie der technologischen Akkumulation und Internationalisierung von Unternehmen wird die Globalisierung von FuE- und Innovationsprozessen erklärt. Dabei ist festzustellen, daß sich eine Hierarchie regionaler Innovationssysteme herausbildet, in der die Disparitäten sowohl innerhalb von Ländern als auch international zunehmen.

Abstract
Die mittel- und osteuropäischen Länder sind nunmehr auch von der globalen Finanzkrise getroffen. Erstens hat der Verfall der Rohstoffpreise (Öl und Stahl) in Russland und in der Ukraine zu Rezessionsängsten und damit zu einem Abzug kurzfristigen Kapitals geführt. Für alle Länder kommen die Auswirkungen der weltweiten Nachfrageschwäche über den Exportsektor negativ zum Tragen. Schließlich erweist sich der von ausländischen Banken dominierte Finanzsektor in fast allen neuen EU-Ländern als Einfallschneise für Risikoanpassungen internationaler Investoren. Die gemeinsame Folge dieser Faktoren sind zunehmende Einschränkungen der Kredit- und der Geldversorgung und ebenfalls ein Abzug von Investitionskapital. In der gesamten Region zeichnet sich eine starke Abschwächung des Wirtschaftswachstums ab, in einigen Ländern droht sogar eine langanhaltende Rezession. Es ist vorwiegend Aufgabe der Fiskalpolitik dieser Länder, Dauer und Tiefe der Rezession zu mildern. Eine Fortsetzung der bisher verfolgten fiskalischen Konsolidierung oder gar des Konvergenzkurses
für einen schnellstmöglichen Beitritt zur Eurozone ist derzeit nicht sinnvoll. Eine staatliche Stützung der Nachfrage sollte durch die Stärkung eines genuin inländischen Bankensektors begleitet werden, der die Sicherung der Kreditversorgung zum Ziel hat.

Abstract
Die Vereinigten Staaten von Amerika sind mit einem Anteil von rund 21% neben China (ebenfalls rund 21%) und der EU (ca. 16%) der größte CO2-Emittent der Erde. Anfang November haben die USA einen neuen Präsidenten gewählt: Barack Obama. Während des Wahlkampfs wurden zeitweilig Spekulationen laut, dass Arnold Schwarzenegger Umwelt- bzw. Energieminister werden soll, wenn Obama Präsident wird. Der Gouverneur von Kalifornien gilt als Vorreiter in Sachen Klimaschutz und nachhaltige Energiepolitik in den USA. Seine Position führte in der Vergangenheit wiederholt zu Spannungen zwischen ihm und Präsident George W. Bush. Schwarzenegger hatte mit dem ‚California Global Warming Solutions Act of 2006‘ ein Gesetz unterzeichnet, mit Hilfe dessen der Ausstoß von Treibhausgasen bis 2020 auf das Niveau von 1990 sinken soll. Im November 2008 unterzeichnete der Gouverneur eine Verordnung, die besagt, dass bis 2020 ein Drittel des Energieverbrauchs Kaliforniens aus erneuerbaren Quellen gewonnen werden soll. Zusammen mit sechs weiteren US-Staaten und vier kanadischen Provinzen will Kalifornien ab 2012 ein CO2-Emissionshandelssystem einführen.

Abstract
Weihnachten ist auch das Fest der Hoffnung – und Zuversicht ist für das Jahr 2009 dringend erforderlich. Die politischen Eliten sitzen angesichts begrenzten Wissens in der „Hayek-Falle“, können sich allenfalls durch Stimulieren der Bauwirtschaft, also auch des Infrastrukturbereichs, einer stabilisierenden Wirkung sicher sein. In den vergangenen Jahren konnte sich der Staat scheinbar erfolgreich an der volkswirtschaftlichen Leistung bedienen und vermied so eine Flexibilisierung der Ausgabenseite – das rächt sich nun. Den Wirtschaftseliten, ebenfalls Verteilungsgewinner der vergangenen Jahre, hat es die Sprache verschlagen; bei denen, die für das Wirtschaftsdebakel mitverantwortlich zeichnen, erinnert dies an Autismus.

In which Ways do Universities React to New Technologies? The Case of Photovoltaics

Abstract
Hochschulen kommt als Akteuren in regionalen Innovationssystemen die Aufgabe zu, neues Wissen für eine Region verfügbar zu machen, durch Lehre zur Humankapitalbildung und durch Forschung zur Erweiterung des Wissens beizutragen. Diese Funktionen sind insbesondere wichtig bei der Adaption neuer Technologien, wie dies bei der Photovoltaik der Fall ist. 89 deutsche Hochschulen – darunter 65 Fachhochschulen – bieten mittlerweile 171 Vollzeitstudiengänge mit Ausrichtung auf die Photovoltaik an. Jedes Bundesland verfügt über mindestens einen Hochschulstandort mit entsprechendem Studienangebot. Ansätze für eine räumliche Ballung von Studiengängen lassen sich für Sachsen, für das Ruhrgebiet und für die Rhein-Main-Region erkennen. Nahezu 90% des Studienangebots werden von ingenieurwissenschaftlichen Fakultäten und Fachbereichen bestritten. Weniger als die Hälfte der Hochschulen mit Photovoltaik-Studiengängen hat Drittmittel aus der Forschungsförderung des Bundes eingeworben. Die meisten
Projekte und die höchste Fördersumme verzeichnet der Hochschulstandort Stuttgart, gefolgt von Darmstadt, Konstanz und München. Damit zeichnet sich eine relativ starke Ballung der Photovoltaik-Forschung im Süden der Republik ab. Auffällig ist weiterhin, dass sich mehrere kleinere ostdeutsche Hochschulstädte (Freiberg, Ilmenau, Stralsund, Cottbus) als relativ forschungsstark darstellen. Unter Berücksichtigung des Tatbestands, dass sich in Ostdeutschland viele größere Produktionsstätten für Solarzellen und die Sitze einiger wichtiger Photovoltaik-Unternehmen befinden, lässt sich feststellen, dass das mit der Weiterentwick-
lung der Photovoltaik verbundene Potenzial zu Kooperationen mit Unternehmen der Branche und zur Fokussierung der Hochschulstrukturen auf diese
Technologie von den dort gelegenen Hochschulen noch nicht ausgeschöpft wird.

IWH-Bauumfrage im Oktober 2008: Geschäftslage weiterhin stabil

Abstract
Die 300 vom IWH befragten ostdeutschen Bauunternehmen beurteilen ihre Geschäftslage im Oktober etwas günstiger als in der vorangegangenen Befragung im August und damit in etwa so gut wie ein Jahr zuvor. Eliminiert man die Saisoneinflüsse, so zeigt sich eine immer noch stabile Entwicklung der Geschäftslage. Die positiven Urteile bleiben sogar bestimmend. Die seit einem Jahr anhaltenden Finanzmarktturbulenzen haben sich somit noch nicht nennenswert in der Bautätigkeit der ostdeutschen Unternehmen niedergeschlagen.

Abstract
Nach der anhaltenden Expansion der wirtschaftlichen Aktivität in der ersten Jahreshälfte ist die ostdeutsche Wirtschaft in den Monaten Juli bis September vom Abschwung voll erfasst worden. Das Bruttoinlandsprodukt ist laut der Vierteljahresrechnung des IWH nicht mehr gestiegen. Maßgeblich dafür war die Industrie. Sie hat nach dem kräftigen Anstieg der Produktion im Verlauf des ersten Halbjahrs nicht mehr zugelegt, real aber bereits weniger abgesetzt als in den Monaten davor. Rückschläge gab es beim Umsatz im Ausland, während die Verkäufe von in den Neuen Ländern gefertigten Industriegütern in Deutschland gestiegen sind. Im Baugewerbe hat sich die Lage nach den Schwankungen infolge der Gunst des milden Winters stabilisiert.

Abstract
Im Verlauf des Jahres 2008 hat sich die Situation auf dem ostdeutschen Arbeitsmarkt nochmals verbessert. Die registrierte Arbeitslosigkeit nahm deutlich ab. Dies ist zum einen auf die positive Ent-wicklung der Beschäftigungssituation zurückzuführen. Zum anderen verringerte sich – wie in den vergangenen Jahren – das Arbeitsangebot. Die Unterbeschäftigungsquote ist aber nach wie vor etwa doppelt so hoch wie in Westdeutschland. Im Jahr 2009 wird sich die Lage auf dem ostdeutschen Arbeitsmarkt infolge des schwachen Produktionswachstums kaum noch bessern.

Abstract
Für internationale Vergleiche von Krankenversicherungssystemen wird eine Klassifizierung von vier idealtypischen Modellen vorgeschlagen, an denen sich die existierenden Systeme orientieren: Bei staatlicher Versorgung herrscht Steuerfinanzierung und Anbindung der Gesundheitsversorgung an die Staatsverwaltung. Bei Monopolversicherung erfolgt die Finanzierung über Beiträge an einen Parafiskus. Bei Solidarischer Wettbewerbsordnung treten mehrere Versicherungen miteinander in Wettbewerb um Versicherte, bleiben dabei aber einer sozialpolitischen Regulierung unterworfen. In der privaten Krankenversicherung fehlt diese Regulierung und die Versicherung erfolgt bei privaten Unternehmen, die als reine Kostenerstatter auftreten.
Bei der Diskussion der Folgen der Modelle weisen theoretische Überlegungen darauf hin, dass monopolistische Versicherungsformen (staatliche Versorgung, Monopolversicherung) kostendämpfend wirken, da bei ihnen die Versicherung gegenüber den Leistungserbringern eine starke Verhandlungsposition besitzt. In einer Regressionsanalyse wird dies für 24 Industrieländer empirisch getestet und bestätigt. Hinsichtlich der Qualität der Versorgung zeigt sich, dass Modelle mit beitragsfinanzierten unabhängigen Versicherungskörperschaften (Monopolversicherung, Solidarische Wettbewerbsordnung, private Krankenversicherung) in Bezug auf Patientenrechte leistungsfähiger sind als das Modell staatlicher Versorgung.

Low Wages in the Service Sector in Eastern Germany: Extent and Reasons

Abstract
Der Beschäftigungszuwachs in den vergangenen Jahren wird trotz seines ungewöhnlichen Volu-mens von einigen kritisch bewertet, da er teilweise auf eine Zunahme der Niedriglohnbeschäftigung zurückgeht. Besonders markante Beispiele wurden im ostdeutschen Dienstleistungssektor beobachtet. Trotz dieser Brisanz fehlt jedoch bisher eine Analyse, welche Personengruppen im ostdeutschen Dienstleistungssektor einen Bruttolohn unterhalb der Niedriglohnschwelle von zwei Dritteln des durchschnittlichen ostdeutschen Stundenlohns beziehen und welche Merkmale ursächlich für die Niedriglohnwahrscheinlichkeit einzelner Personengruppen sind. Dies wird mit dem vorliegenden Beitrag geleistet.
Der Anteil der Niedriglohnbeschäftigten liegt im gesamten Dienstleistungssektor mit knapp 25% nur wenig über dem ostdeutschen Durchschnitt für alle Branchen. Aufgegliedert nach Branchen sind jedoch Niedriglohnanteile von über 40% für Einzelhandel, Gastgewerbe und unternehmensnahe Dienstleistungen zu beobachten. Auf Personenebene zeigen sich höhere Niedriglohnwahrscheinlichkeiten u. a. für Frauen und Minijobber, nicht jedoch für Teilzeitbeschäftigte.
Parallel dazu wurden alle Berechnungen auch auf der Basis von Nettostundenlöhnen durchgeführt. Es zeigen sich zum einen über alle Branchen und Personengruppen hinweg deutlich geringere Niedriglohnanteile als bei der Bruttolohnbetrachtung. Zum anderen sind bei der Niedriglohnwahrscheinlichkeit keine Unterschiede mehr zwischen Minijobbern und Vollzeiterwerbstätigen festzustellen. Die Umverteilungswirkung der unterschiedlichen Steuer- und Abgabenbelastung sorgt hier dafür, dass diese Beschäftigungsverhältnisse zumindest bei Arbeitern, Angestellten und Beamten nicht mehr mit einer signifikant höheren Niedriglohnwahrscheinlichkeit verbunden sind als Vollzeitbeschäftigungen.
