Economic slump in East Germany not as severe as in Germany as a whole ‒ Implications of the Joint Economic Forecast and new data for East Germany
The German economy started recovering quickly after the drastic pandemic-related slump in spring 2020. The recovery, however, loses much of its momentum in the second half of the year. The Joint Economic Forecast predicts that production levels seen before the crisis will not be reached again until the second half of 2021. In principle, the East German economy is following this pattern, although the economic slump is likely to be somewhat milder.

IWH Bankruptcy Update: Bankruptcies Stabilise at a Low Level; Number of Affected Jobs Remains High
The number of companies declaring bankruptcy in Germany was very low in September, and no significant increase is expected in the coming months. By contrast, the number of jobs impacted by corporate bankruptcies remained elevated in September; monthly layoff figures have increased significantly since the beginning of the year. These are the key findings of the IWH Bankruptcy Update, a monthly monitor of insolvency statistics published by the Halle Institute for Economic Research (IWH).

Firm Wage Premia, Industrial Relations, and Rent Sharing in Germany

Abstract
The authors use three distinct methods to investigate the influence of industrial relations on firm wage premia in Germany. First, ordinary least squares (OLS) regressions for the firm effects from a two-way fixed-effects decomposition of workers’ wages reveal that average premia are larger in firms bound by collective agreements and in firms with a works council, holding constant firm performance. Next, recentered influence function (RIF) regressions show that premia are less dispersed among covered firms but more dispersed among firms with a works council. Finally, in an Oaxaca–Blinder decomposition, the authors find that decreasing bargaining coverage is the only factor they consider that contributes to the marked rise in premia dispersion over time.

Economy recovers from the shutdown – but a quick return to pre-crisis normality is unlikely
The German economy has bounced back strongly over the summer, recovering a considerable part of the production slump caused by the shutdown in spring. Nevertheless, real gross domestic product in 2020 is likely to contract by 5.7%. In 2021, growth is expected to average 3.2% according to IWH autumn economic forecast. The decline in production in 2020 is likely to be less pronounced in East Germany com¬pared to Germany as a whole.

Im Sommer wurden viele Aktivitäten aber wiederaufgenommen, und ein großer Teil des Einbruchs dürfte im zweiten Halbjahr wieder wettgemacht werden. Einige wirtschaftliche Aktivitäten wie der Tourismus oder Verkehrsdienstleistungen werden allerdings noch eine Weile eingeschränkt bleiben.

IWH Bankruptcy Update: Bankruptcies Hit New Low; New Outlook Feature
The number of companies reporting bankruptcy in Germany sank to a new low in August. Associated job losses also declined noticeably, following marked increases in prior months. Published by the Halle Institute for Economic Research, the IWH Bankruptcy Update provides monthly statistics on corporate bankruptcies in Germany. Starting this month, the update will also feature a two-month outlook.

Birds, Birds, Birds: Co-worker Similarity, Workplace Diversity and Job Switches

Abstract
We investigate how the demographic composition of the workforce along the sex, nationality, education, age and tenure dimensions affects job switches. Fitting duration models for workers’ job‐to‐job turnover rate that control for workplace fixed effects in a representative sample of large manufacturing plants in Germany during 1975–2016, we find that larger co‐worker similarity in all five dimensions substantially depresses job‐to‐job moves, whereas workplace diversity is of limited importance. In line with conventional wisdom, which has that birds of a feather flock together, our interpretation of the results is that workers prefer having co‐workers of their kind and place less value on diverse workplaces.

Abstract
Die Corona-Pandemie hat die deutsche Wirtschaft im Frühjahr 2020 in eine tiefe Rezession gerissen. Das Bruttoinlandsprodukt sank im zweiten Quartal 2020 um 10,1%, nach einem Rückgang von 2,0% im Quartal zuvor. Dieser massive Wirtschaftseinbruch war insbesondere den Lockdown-Maßnahmen geschuldet, die das öffentliche und wirtschaftliche Leben zeitweise auf ein Minimum reduzierten. Seit Anfang Mai wurden die Restriktionen zur Eindämmung der Pandemie gelockert, und die wirtschaftlichen Aktivitäten haben wieder deutlich zugenommen. Der Tiefpunkt der Rezession ist also durchschritten, allerdings dürfte die Rückkehr zum Vorkrisenniveau auch aufgrund der wieder höheren Fallzahlen und der damit verbundenen Unsicherheit noch länger auf sich warten lassen. Die Wirtschaft dürfte im dritten Quartal 2020 um 4,6% und im vierten Quartal dann um 4,0% expandieren. (vgl. Abbildung).

IWH Bankruptcy Update: Number of Employees Affected by Bankruptcy Continues to Rise in Germany
In July, more than three times as many jobs were impacted by corporate bankruptcies in Germany in comparison to the monthly averages from early 2020. The July figure was also significantly higher in relation to the previous month. By contrast, the number of bankruptcies fell slightly. These are the main findings of the most recent IWH Bankruptcy Update published by the Halle Institute for Economic Research (IWH), which provides monthly reports on German bankruptcies.

Why Is there Resistance to Works Councils In Germany? An Economic Perspective

Abstract
Recent empirical research generally finds evidence of positive economic effects for works councils, for example with regard to productivity and – with some limitations – to profits. This makes it necessary to explain why employers’ associations have reservations about works councils. On the basis of an in-depth literature analysis, this article shows that beyond the generally positive findings, there are important heterogeneities in the impact of works councils. The authors argue that those groups of employers that tend to benefit little from employee participation in terms of productivity and profits may well be important enough to shape the agenda of their employers’ organization and have even gained in importance within their organizations in recent years. The authors also discuss the role of deviations from profit-maximizing behavior like risk aversion, short-term profit-maximization and other non-pecuniary motives, as possible reasons for employer resistance.
