Abstract
In recent decades, the international division of labor has expanded rapidly in the wake of European integration. In this context, especially Western European high-wage countries should have specialized on (human-)capital intensively manufactured goods and should have increasingly sourced labor-intensively manufactured goods, especially parts and components, from Eastern European low wage countries. Since this should be beneficial for the high-skilled and harmful to the lower-qualified workforce in high-wage countries, the opening up of Eastern Europe is often considered as a vital reason for increasing unemployment of the lower-qualified in Western Europe. This paper addresses this issue by analyzing the skill content of Western European countries’ bilateral trade using input-output techniques in order to evaluate possible effects of international trade on labor demand. Thereby, differences in factor inputs and production technologies have been considered, allowing for vertical product differentiation. In this case, skill content of bilateral exports and imports partially differs substantially, especially in bilateral trade between Western and Eastern European countries. According to the results, East-West trade should be harmful particularly to the medium-skilled in Western European countries.

Abstract
Islamic finance is based on ethical principles in line with Islamic religious law. Despite its low share of the global financial market, Islamic finance has been one of this sector's fastest growing components over the last decades and has gained further momentum in the wake of the financial crisis. The paper examines the development of and possible prospects for Islamic finance, with a special focus on Europe. It compares Islamic and conventional finance, particularly as concerns risks associated with the operations of respective institutions, as well as corporate governance. The paper also analyses empirical evidence comparing Islamic and conventional financial institutions with regard to their: (i) efficiency and profitability; and (ii) stability and resilience. Finally, the paper considers the conduct of monetary policy in an Islamic banking context. This is not uncomplicated given the fact that interest rates - normally a cornerstone of monetary policy - are prohibited under Islamic finance. Liquidity management issues are thus discussed here, with particular reference to the euro area.

Abstract
In this article, we describe the results of a multiple case study on the indirect corporate innovation impact of climate change in the Central German chemical industry. We investigate the demands imposed on enterprises in this context as well as the sources, outcomes and determining factors in the innovative process at the corporate level. We argue that climate change drives corporate innovations through various channels. A main finding is that rising energy prices were a key driver for incremental energy efficiency innovations in the enterprises’ production processes. For product innovation, customer requests were a main driver, though often these requests are not directly related to climate issues. The introduction or extension of environmental and energy management systems as well as the certification of these are the most common forms of organizational innovations. For marketing purposes, the topic of climate change was hardly utilized so far. As the most important determinants for corporate climate innovations, corporate structure and flexibility of the product portfolio, political asymmetry regarding environmental regulation and governmental funding were identified.

Abstract
In diesem Artikel wird die Konjunkturprognose des IWH vom 13. Dezember 2012 zusammenfassend dargestellt.
Das IWH ist im Dezember für das Jahr 2012 von einer Zunahme des Bruttoinlandsproduktes in Deutschland von 0,8% ausgegangen. Aktuellere Daten des Statistischen Bundesamtes weisen eine Zunahme um 0,7% aus. Das vierte Quartal 2012 dürfte somit geringfügig schwächer ausgefallen sein als in der Prognose vom Dezember unterstellt. Die Prognose für die Jahre 2013 und 2014 bleibt davon jedoch unberührt. Nach konjunktureller Flaute zum Jahresende 2012 dürfte die Weltwirtschaft im Jahr 2013 wieder frischen Wind in den Segeln verspüren. Ein kräftiger Aufschwung bleibt jedoch aus. Die Konsolidierungsnotwendigkeiten in vielen fortgeschrittenen Volkswirtschaften wirken weiter belastend. Auch die deutsche Wirtschaft wird im Schlussquartal des Jahres 2012 schrumpfen, dann aber wieder Fahrt aufnehmen. Das Bruttoinlandsprodukt legt im Jahr 2013 um 0,7% zu und im Jahr 2014 um 1,5%. Dabei wird die Arbeitslosenquote geringfügig auf 6,7% steigen. Die Verbraucherpreisinflation wird in den Jahren 2013 und 2014 in etwa bei 2% liegen. Der staatliche Finanzierungssaldo wird im Jahr 2013 wieder negativ.

Regional Origins of Employment Volatility: Evidence from German States

Abstract
Greater openness for trade can have positive welfare effects in terms of higher growth. But increased openness may also increase uncertainty through a higher volatility of employment. We use regional data from Germany to test whether openness for trade has an impact on volatility. We find a downward trend in the unconditional volatility of employment, paralleling patterns for output volatility. The conditional volatility of employment, measuring idiosyncratic developments across states, in contrast, has remained fairly unchanged. In contrast to evidence for the US, we do not find a significant link between employment volatility and trade openness.

The Effects of Building Energy Codes in Rental Housing: The German Experience

Abstract
This paper investigates the effect of building energy codes on housings' real energy consumption. We argue that building codes should have a twofold effect: lower levels of energy consumption after its implementation and decreasing energy requirements over time, because tighter building codes induce technical progress in the construction sector. We find evidence for both aspects. Based on a large and unique sample of energy certificates from Germany, this study is the first that deals with the empirical effects of energy efficiency standards in apartment/rental housing. Moreover, it is the first, which includes different stages of regulation.

Efficiency in the UK Commercial Property Market: A Long-run Perspective

Abstract
Informationally efficient prices are a necessary requirement for optimal resource allocation in the real estate market. Prices are informationally efficient if they reflect buildings’ benefit to marginal buyers, thereby taking account of all available information on future market development. Prices that do not reflect available information may lead to over- or undersupply if developers react to these inefficient prices. In this study, we examine the efficiency of the UK commercial property market and the interaction between prices, construction costs, and new supply. We collated a unique data set covering the years 1920 onwards, which we employ in our study. First, we assess if real estate prices were in accordance with present values, thereby testing for informational efficiency. By comparing prices and estimated present values, we can measure informational inefficiency. Second, we assess if developers reacted correctly to price signals. Development (or the lack thereof) should be triggered by deviations between present values and cost; if prices do not reflect present values, then they should have no impact on development decisions.

Abstract
This article focuses on the impact of agglomeration and labour market factors on the location choice of MNEs in post-transition economies. We compare data from 33 regions in East Germany, the Czech Republic and Poland using a mixed logit model on a sample of 4,343 subsidiaries for the time period between 2000 and 2010. The results show that agglomeration advantages, such as sectoral specialization as well as a region’s economic and technological performance prove to be some of the most important pull factors for FDI in post-transition regions.

Abstract
Die Möglichkeit, über fachlich (hoch-)qualifizierte Arbeitskräfte zu verfügen, ist von entscheidender Bedeutung für die Zukunft nicht nur der Unternehmen, sondern auch der ökonomischen Entwicklung einer Region oder eines Landes. Die Wirtschaftspolitik benötigt daher gesicherte Befunde zu Bedarf und Angebot an Fachkräften. Der vorliegende Beitrag wertet für die Neuen Bundesländer die Befragung 2011 des IAB-Betriebspanels aus, die sich speziell mit möglichen Engpässen und Problemen bei der Stellenbesetzung befasst hat. Hierbei wird neben den Ländern auch nach der Größe eines Betriebs sowie der Branchenzugehörigkeit unterschieden. Die Ergebnisse zeigen, dass in den kommenden Jahren eine höhere Zahl ostdeutscher Betriebe eine angespanntere Situation auf dem Arbeitsmarkt erwartet, als dies in der Vergangenheit der Fall war. Eine nicht ausreichende Bewerberzahl und fehlende Zusatzqualifikationen sind die am häufigsten genannten erwarteten Probleme bei der Stellenbesetzung. Mittlere und große Betriebe rechnen eher mit solchen Problemen als kleine Betriebe.

Abstract
Ein möglicher Fachkräftemangel und seine Auswirkungen sind seit geraumer Zeit ein Kernthema wirtschafts- und arbeitsmarktpolitischer Debatten. Im Rahmen des 9. Workshops zur Arbeitsmarktpolitik des IWH und des Instituts für Arbeitsmarkt- und Berufsforschung (IAB) in Halle (Saale) diskutierten Wissenschaftler und Vertreter aus Politik und Wirtschaft über die Problematik in den kommenden Jahren möglicherweise fehlender qualifizierter Arbeitskräfte. In diesem Kontext wurden demographische, unternehmensbezogene und regionalspezifische Aspekte des Problems beleuchtet. Der Fachkräftemangel ist empirisch schwer zu erfassen. Als temporäre, berufs- und regionalspezifische Phänomene sind Fachkräfteengpässe jedoch zu beobachten. Unabhängig von der Feststellung eines tatsächlichen Fachkräftemangels sind Maßnahmen zur Fachkräftesicherung aus Gründen der Wohlfahrtssteigerung zu empfehlen.
