Abstract
Innovationen im Sinne neuer Produkte und Produktionsprozesse sind Ausdruck des technischen Fortschritts und ein wesentlicher Faktor für die betriebliche Wettbewerbsfähigkeit. Wie die aktuelle Welle des IAB-Betriebspanels von 2007 zeigt, kann sich das Verarbeitende Gewerbe in Ostdeutschland im Vergleich zu Westdeutschland auf allen drei Gebieten der Produktinnovationen gut behaupten. Jeweils die Hälfte aller Betriebe in Ost- und Westdeutschland führte im Befragungszeitraum (2005 bis 2006) mindestens eine der drei Produktinnovationen (Weiterentwicklung vorhandener Produkte, die Erweiterung der Produktpalette um bereits am Markt vorhandene Produkte und die Einführung von Marktneuheiten) durch. Betrachtet man die Marktneuheiten, also die für die technologische Leistungsfähigkeit besonders relevanten Innovationen, so liegen Ost- und Westdeutschland mit 14% bzw. 13% praktisch gleichauf (2002 bis 2003 waren es 8% bzw. 6%). Die hinsichtlich der Marktneuheiten besonders innovativen Branchen des Verarbeitenden Gewerbes in Ostdeutschland sind die Chemische Industrie, die Elektrotechnik sowie der Bereich Gummi und Kunststoffe. Im Vergleich dazu sind in Westdeutschland die Elektrotechnik und der Sonstige Fahrzeugbau, zu dem auch der Flugzeugbau zählt, die innovativsten Branchen.

Abstract
Dieser Beitrag begründet, warum die Schwere der gegenwärtigen globalen Finanzkrise von der ständigen Verlegung internationaler Liquidität auf verschiedene Anlagemärkte beeinflusst wird. Dieser Prozess kann als „wandernde“ spekulative Vermögensblase bezeichnet werden. Nachdem sie durch den Niedergang des amerikanischen Subprime-Hypothekenmarkts und der hypothekengedeckten Wertpapiere ausgelöst worden war, hat sie sich auf andere Kreditfelder, auf strukturierte Finanzprodukte und globale Finanzinstitutionen ausgebreitet. Die Reaktionen der Wirtschaftspolitik, insbesondere der Geldpolitik, sind bisher nicht angemessen ausgefallen, da sie sich auf eine unsystematische Re-Kapitalisierung der betroffenen und auch verantwortlichen Investitionsbanken konzentrierten. Stattdessen sollte die Geldpolitik darauf abzielen, die weltweite Überschussliquidität in produktive Investitionen zu lenken. Eine sinnvolle Maßnahme wäre die Einführung eines Inflationsziels im Rahmen einer vorwärts-blickenden geldpolitischen Strategie durch die amerikanische Federal Reserve Bank (Fed) und andere Zentralbanken. Damit könnten die inflationären Effekte der gegenwärtigen Liquiditätsinjektionen und der steigenden Preise für Warenfutures reduziert werden. Entscheidend ist auch, dass sich die Inflationsbekämpfung nicht an der Kerninflationsrate, sondern an der tatsächlichen Inflationsrate orientiert, da insbesondere die Preissteigerungen auf den Futuremärkten demnächst in die Kerninflationsrate durchschlagen werden.

Abstract
Im Jahr 2007 nahm die Zahl der Erwerbstätigen in Deutschland um durchschnittlich 653 000 Personen zu, für 2008 prognostizieren die führenden Wirtschaftsforschungsinstitute in ihrer Gemeinschaftsdiagnose vom Frühjahr eine weitere Zunahme um durchschnittlich 471 000 Personen. Damit verbunden ist eine Senkung der Arbeitslosenzahlen auf 3,61 bzw. 3,05 Millionen Personen. Das sind erfreuliche Nachrichten, die bei allen Wolken am wirtschaftlichen Horizont nicht kleingeredet werden sollten.

Spatially Concentrated Industries as Innovation Driver? – Empirical Evidence from East Germany

Abstract
Sowohl in regionalökonomischen Theorien als auch in der wirtschaftspolitischen Praxis wird häufig von einem positiven Zusammenhang zwischen der regionalen Konzentration von Akteuren einer Branche und der Innovationsfähigkeit dieser Akteure ausgegangen. Vor diesem Hintergrund verspricht man sich von einer Förderung entsprechender Ballungen Effekte auf die technologische Leistungsfähigkeit von Regionen. Eng damit verknüpft ist die Diskussion über mögliche Vorteile der öffentlichen Förderung von Clusterstrukturen und somit von „Leuchttürmen“ anstelle der Verteilung von Fördermitteln nach dem „Gießkannenprinzip“. Bisherige empirische Überprüfungen ergeben allerdings kein konsistentes Bild bezüglich der Evidenz der vermuteten Wirkungszusammenhänge.
Der vorliegende Beitrag überprüft für ostdeutsche Regionen, ob von der räumlichen Ballung Effekte auf den Innovationsprozess ausgehen. Hierzu werden regionale Branchenschwerpunkte identifiziert und in die Schätzung einer regionalen „Wissensproduktionsfunktion“ einbezogen. Es zeigt sich, dass von den identifizierten Branchenschwerpunkten – entgegen den Erwartungen – ein negativer Einfluss auf die Patentaktivitäten ausgeht. Positive Effekte gehen hingegen von außeruniversitären Forschungseinrichtungen aus. Zudem konnten Hinweise auf die Wirkung intersektoraler Wissens-Spillovers gefunden werden.
Die Ergebnisse zeigen, dass Effekte, die aus der Ballung von Akteuren verschiedener Branchen resultieren (Urbanisierungseffekte), eine höhere Bedeutung für das regionale Innovationsgeschehen besitzen als Effekte, die aus der Ballung von Akteuren einer Branche resultieren (Lokalisationseffekte). Räumliche Branchenschwerpunkte in Ostdeutschland sind hiernach (bislang noch) keine Innovationsmotoren.

IWH-Industrieumfrage im Juli 2008: Geschäftsklima trübt sich ein

Abstract
Im Verarbeitenden Gewerbe Ostdeutschlands kühlt sich das Geschäftsklima ab. Das zeigen die Ergebnisse der IWH-Industrieumfrage vom Juli unter rund 300 ostdeutschen Unternehmen. Eine große Mehrzahl der Industrieunternehmen bewertet allerdings sowohl ihre gegenwärtige Lage als auch die Aussichten für das nächste halbe Jahr nach wie vor positiv. Der Saldo positiver gegenüber negativen Stimmen zur Geschäftslage ist seit der vorangegangenen Umfrage jedoch um drei Punkte gesunken und der Saldo der Geschäftsaussichten um elf.

Aktuelle Trends: IWH-Konjunkturbarometer Ostdeutschland: Konjunktureller Rückschlag im zweiten Quartal

Abstract
Die ostdeutsche Wirtschaft konnte sich dem Rückschlag der Konjunktur im zweiten Quartal nicht entziehen. Das Bruttoinlandsprodukt ist gegenüber den Monaten Januar bis März um 0,3% gesunken. In der gesamten ersten Jahreshälfte hat es gegenüber dem Vorjahreszeitraum um 1,8% zugelegt. Trotz der gesamtwirtschaftlichen Schwäche in den Monaten April bis Juni blieb der Kernbereich der Wirtschaft intakt: Die Industrieproduktion legte gegenüber dem Vorquartal erneut zu, wenn auch verlangsamt. Ausschlaggebend für den Zuwachs war die Herstellung von Investitionsgütern, die nach dem Auftragsschub in den Monaten Januar bis April nochmals deutlich gesteigert wurde. Auch die Produktion von Konsumgütern zog an.

Abstract
Hinsichtlich der technologischen Leistungsfähigkeit Deutschlands wird häufig gefragt: Ist das Glas nun halb voll oder halb leer? Deutschland ist ein anerkannter Hochtechnologiestandort und gilt als Garant für hohe Produktqualität und Solidität. Die Innenperspektive jedoch offenbart nicht nur in jüngerer Zeit verpasste Chancen und ungenutzte Möglichkeiten. Viel zitiert ist der Transrapid – eine einst führende Technologie, die nie zum Zuge kam. Ein für den globalen Wettbewerb weit deutlicheres Menetekel ist das von deutschen Entwicklern hervorgebrachte MP3-Format, für das sich aber kein Produzent am Standort Deutschland interessierte. Wie ist es also bestellt um den Hochtechnologiestandort? Droht Deutschland den Anschluss zu verlieren oder sind das überzogene Szenarien?

Abstract
Die Erhöhung der Wettbewerbsintensität in den vergangenen Jahren, vor allem auf den Märkten für industrielle Produkte, hat den Innovationsdruck in den Unternehmen erhöht. Dies findet Ausdruck in einer beschleunigten Einführung neuer Produkte und Verfahren, was zu einer Verkürzung der Produktlebenszyklen führt. Gleichermaßen führt der Innovationsdruck auch zu einem erhöhten Druck auf Forschungs- und Entwicklungsprozesse, Erkenntnisse möglichst schnell zur Marktreife zu entwickeln.
Das Patentsystem und das Normungssystem geraten hierdurch unter Druck, befinden sie sich doch in einer Sandwichposition. Denn diese Verfahren des Kodifizierens und Sicherns von intellektuellen Eigentumsrechten benötigen Zeit für erforderliche Prüfungen und – im Fall der Normung – auch das Erzielen eines Konsenses für die vorgeschlagene Spezifikation.
Der folgende Beitrag konzentriert sich auf die Normung, also die konsensbasierte Vereinheitlichung. Unter den Bedingungen eines zeitlichen Druckkessels ergeben sich drei Möglichkeiten: die Vereinheitlichung völlig zu unterlassen, auf nicht konsensbasierte Industriestandards auszuweichen oder die Verfahren zu beschleunigen. Der vorliegende Beitrag untersucht, inwieweit es den Normungsorganisationen gelungen ist, in der Sandwichposition zwischen beschleunigter Markteinführung und verkürzter Produktlebenszykluszeit ihre Normungszeiten zu verringern. Es zeigt sich, dass dies bisher gelungen ist – auch durch eine Reihe institutioneller Reformen, beispielsweise eine Priorisierung der internationalen vor der nationalen Normung durch Anfang und Mitte des letzten Jahrzehnts getroffene Vereinbarungen.

Im Fokus: Zeitarbeit im ostdeutschen Verarbeitenden Gewerbe

Abstract
Neben „klassischen“ Beschäftigungsverhältnissen zwischen Arbeitgebern und Arbeitnehmern gewinnen mit Zeitarbeit auch Dreiecksbeziehungen zunehmende Bedeutung am Arbeitsmarkt. Ein Personal-Leasing-Unternehmen
fungiert hier als Intermediär am Arbeitsmarkt und vermietet gewerbsmäßig seine Beschäftigten an andere Unternehmen. Als „Kollegen auf Zeit“ sind sie dann an die Weisungen des entleihenden Unternehmens gebunden und erbringen dort ihre Arbeitsleistung. Zwar umfasste diese Form der Arbeitsorganisation Mitte 2007 sowohl in Ost- als auch in Westdeutschland jeweils erst rund 2% der Erwerbstätigen (bzw. 140.000 Personen in Ostdeutschland einschließlich Berlin), jedoch waren die Zuwachsraten beachtlich: Unter den eine Million zusätzlichen Beschäftigungsverhältnissen, die zwischen 2003 und 2007 in Deutschland entstanden sind, entfielen allein 40% auf das Konto von Zeitarbeit. Unternehmen mit Personalbedarf eröffnet sie die Möglichkeit, ohne aufwendiges Screening von Bewerbern kurzfristige Spitzen in den Auftragseingängen abzuarbeiten, gerade in einem stark regulierten Arbeitsmarkt.

Abstract
Zur Förderung technologieorientierter Existenzgründer und Jungunternehmer werden in vielen Städten und Kommunen Deutschlands Technologie- und Gründerzentren (TGZ) errichtet. Im Rahmen der Bewertung der Effektivität dieser Zentren gilt die unternehmerische Überlebensrate als das zentrale Aushängeschild eines TGZ. Von offizieller Seite wird daher vielfach die Überlebensrate geförderter Unternehmen als Ausdruck der Leistungsfähigkeit dieser Zentren betont. Grundlage dieser Diskussionen sind allerdings fast ausschließlich Daten, die sich auf den eigentlichen Miet- und damit Förderzeitraum beziehen.
Doch wie leistungsfähig sind TGZ tatsächlich, wenn die langfristige Lebensfähigkeit der von ihnen geförderten Unternehmen betrachtet wird? Welche Überlebensquoten sind vor allem nach dem Ende der Förderung, also nach dem Auszug, zu erwarten? Hierüber liegen kaum Informationen vor.
Im Rahmen einer umfassenden Studie des IWH zu ehemaligen Förderempfängern aus TGZ in den Städten Dresden, Halle (Saale), Jena, Neubrandenburg und Rostock wurde neben weiteren Aspekten nunmehr Fragestellungen der Überlebens- und Sterbeprozesse der aus diesen Zentren ausgezogenen Unternehmen nachgegangen. Wesentliche Ergebnisse dieser Teiluntersuchung werden für jedes der fünf TGZ in diesem Beitrag vorgestellt.
Knapp ein Drittel der insgesamt geförderten Unternehmen stellt nach dem Auszug die Geschäftstätigkeiten ein, wobei Dresden am besten und Neubrandenburg am schlechtesten abschneidet. Ferner lässt sich insbesondere für Halle und Neubrandenburg feststellen, dass ein hoher Anteil der Unternehmen bereits in den ersten Jahren nach dem Auszug aus dem Markt austritt, also nicht langfristig überlebensfähig ist.
