Abstract
The German government provides discretionary investment grants to structurally weak regions to reduce regional disparities. We use a regression discontinuity design that exploits an exogenous discrete jump in the probability of receiving investment grants to identify the causal effects of the investment grant on regional outcomes. We find positive effects for regional gross value-added and productivity growth, but no effects for employment and gross wage growth.

Abstract
A growing body of evidence indicates that the U.S. economy has become less dynamic in recent years. This trend is evident in declining rates of gross job and worker flows as well as declining rates of entrepreneurship and young firm activity, and the trend is pervasive across industries, regions, and firm size classes. We describe the evidence on these changes in the U.S. economy by reviewing existing research. We then describe new empirical facts about the relationship between establishment-level productivity and employment growth, framing our results in terms of canonical models of firm dynamics and suggesting empirically testable potential explanations.

Abstract
Im Verarbeitenden Gewerbe Ostdeutschlands setzt sich die Erwärmung des Geschäftsklimas der zweiten Jahreshälfte 2015 nicht fort. Das zeigen die Ergebnisse der IWH-Umfrage im ersten Quartal 2016. Per saldo geht die Beurteilung der aktuellen Geschäftslage um einen Punkt zurück, bei den Geschäftsaussichten sind es zwei Punkte (vgl. Abbildung 1 und Tabelle). Dieser Dämpfer könnte der deutlich geringeren Zufriedenheit der Unternehmen mit der Auftragslage geschuldet sein.

Abstract
Der Euroraum verharrt in einer tiefen, vierfachen Krise. Die erste ist eine Wachstumskrise. Im Euroraum liegt die wirtschaftliche Leistung immer noch unterhalb des Niveaus von vor der Finanzkrise 2008. Zudem leidet der Euroraum weiterhin unter hoher Arbeitslosigkeit und zu niedriger Inflation. Der Euroraum leidet außerdem unter einem zu geringen Produktivitätswachstum, vor allem bei den Dienstleistungen. Es fehlt hier an Innovationsdynamik und Investitionen.

Regional Banking Instability and FOMC Voting

Abstract
This study analyzes if regionally affiliated Federal Open Market Committee (FOMC) members take their districts’ regional banking sector instability into account when they vote. Considering the period from 1978 to 2010, we find that a deterioration in a district’s bank health increases the probability that this district’s representative in the FOMC votes to ease interest rates. According to member-specific characteristics, the effect of regional banking sector instability on FOMC voting behavior is most pronounced for Bank presidents (as opposed to governors) and FOMC members who have career backgrounds in the financial industry or who represent a district with a large banking sector.

Measuring Income Tax Evasion Using Bank Credit: Evidence from Greece

Abstract
We document that in semiformal economies, banks lend to tax-evading individuals based on the bank’s assessment of the individual’s true income. This observation leads to a novel approach to estimate tax evasion. We use microdata on household credit from a Greek bank and replicate the bank underwriting model to infer the banks estimate of individuals’ true income. We estimate that 43–45% of self-employed income goes unreported and thus untaxed. For 2009, this implies €28.2 billion of unreported income, implying forgone tax revenues of over €11 billion or 30% of the deficit. Our method innovation allows for estimating the industry distribution of tax evasion in settings where uncovering the incidence of hidden cash transactions is difficult using other methods. Primary tax-evading industries are professional services—medicine, law, engineering, education, and media. We conclude with evidence that contemplates the importance of institutions, paper trail, and political willpower for the persistence of tax evasion.

Sachsen-Anhalt hat bei der Internationalisierung noch einen weiten Weg vor sich
Der Außenhandel Sachsen-Anhalts hat sich in den vergangenen Jahren abgeschwächt. Dies liegt vor allem an der anhaltenden Krise auf dem wichtigen Absatzmarkt Europa. Neue Wachstumsmärkte zu erschließen, ist gerade für die in Sachsen-Anhalt verbreiteten kleinen und mittleren Unternehmen schwierig. Zudem dominieren Vorerzeugnisse und Halbwaren den Export. Obgleich sich die Schwerpunkte in den Handelsregionen aufgrund der aktuellen Konjunktur jüngst leicht verschoben haben, bleibt es eine schwierige Aufgabe, das Außenwirtschaftspotenzial der Unternehmen besser zu entfalten.

Did TARP Distort Competition Among Sound Unsupported Banks?

Abstract
This study investigates if the Troubled Asset Relief Program (TARP) distorted price competition in U.S. banking. Political indicators reveal bailout expectations after 2009, manifested as beliefs about the predicted probability of receiving equity support relative to failing during the TARP disbursement period. In addition, the TARP affected the competitive conduct of unsupported banks after the program stopped in the fourth quarter of 2009. Loan rates were higher, and the risk premium required by depositors was lower for banks with higher bailout expectations. The interest margins of unsupported banks increased in the immediate aftermath of the TARP disbursement but not after 2010. No effects emerged for loan or deposit growth, which suggests that protected banks did not increase their market shares at the expense of less protected banks.

Abstract
Die rund 300 vom IWH befragten Unternehmen des Verarbeitenden Gewerbes Ostdeutschlands gehen zuversichtlich ins Geschäftsjahr 2016. Die Erwartungen an den Umsatz überflügeln die abgerechneten Werte von 2015. Allerdings konnten im Jahr 2015 die angepeilten Umsatzziele oftmals nicht erreicht werden. Die Industriekonjunktur kam erst ab dem Sommer richtig in Schwung. Im Vorleistungsgütergewerbe, der in Ostdeutschland dominierenden Sparte, verzögerte sich dies bis ins Schlussquartal, und selbst dann wurde das Vorjahresniveau der Geschäftsaktivitäten nicht erreicht. Die Ertragslage im Jahr 2015 glich der des Vorjahres. Reichlich zwei Drittel der Unternehmen erreichten die Gewinnzone, unter den Konsumgüterherstellern sogar 82%. Die Unternehmen dieser Sparte erzielten auch überdurchschnittlich häufig Umsatzzuwächse.
