Abstract
Die Transformation der Planwirtschaften Osteuropas in markwirtschaftliche Systeme, die Integration Ost- und Westeuropas und die deutsche Wiedervereinigung waren recht einmalige politische und gesellschaftliche Prozesse. Es gab keine „Evidenz“ aus früheren Zeiten, an denen sich die handelnden Akteure orientieren konnten. Zeigt dies die Grenzen evidenzbasierter Politik auf? Einer Politik, die Maßnahmen vorab evaluiert, deren Wirkungen beobachtet und aus diesen empirischen Beobachtungen systematisch Schlüsse für zukünftiges politisches Handeln zieht? In einem eng definierten Sinn evidenzbasierter Politik muss die Antwort auf diese Frage sicherlich „Ja“ lauten. Es gibt Grenzen evidenzbasierter Politik in Zeiten großer gesellschaftlicher Umwälzungen und wenn (wirtschafts-)politische Maßnahmen so weit aus dem Rahmen des bisher Bekannten heraustreten, dass Verhaltensmuster der Vergangenheit kaum Rückschlüsse auf zukünftiges Verhalten zulassen. In solchen Phasen sind alle sozialwissenschaftlichen Disziplinen gefordert, politische Prozesse aus einem breiten Fundus an Wissen und Erfahrungen heraus zu begleiten. Empirisch messbare Effekte einzelner Maßnahmen sind in solchen Umbruchzeiten nicht verfügbar. So verstanden könnten Überlegungen zur Rolle evidenzbasierter Politik generell und speziell zur Frage, wie Finanzmärkte zur Transformation von wirtschaftlichen Systemen beitragen, schnell enden.

Abstract
Anlass dieser Festschrift ist die Verabschiedung von Dr. Gerhard Heimpold, dem stellvertretenden Leiter der Abteilung Strukturwandel und Produktivität am Leibniz-Institut für Wirtschaftsforschung Halle (IWH), aus dem aktiven Berufsleben in den wohlverdienten Ruhestand. Gerhard Heimpold forschte am IWH zu Aspekten der Regionalentwicklung Ostdeutschlands unter Beachtung des politischen und wirtschaftlichen Transformationsprozesses. Er gehört heute zu den wenigen Experten in Deutschland, die umfassende ökonomische Kenntnis über den gesamten Verlauf des Transformationsprozesses der ostdeutschen Wirtschaft seit Mitte der 1980er Jahre vorweisen können. Gerhard Heimpold hat im Laufe seiner akademischen Ausbildung und seiner ersten wissenschaftlichen Tätigkeit tiefe Einblicke in die Ausgestaltung und Funktionsweise der sozialistischen Planwirtschaft der DDR erhalten und konnte dieses Wissen nach dem Mauerfall 1989 in wichtige wissenschaftliche Beiträge auf dem Gebiet der internationalen Transformationsforschung einbringen.

Borrowers Under Water! Rare Disasters, Regional Banks, and Recovery Lending

Abstract
We show that local banks provide corporate recovery lending to firms affected by adverse regional macro shocks. Banks that reside in counties unaffected by the natural disaster that we specify as macro shock increase lending to firms inside affected counties by 3%. Firms domiciled in flooded counties, in turn, increase corporate borrowing by 16% if they are connected to banks in unaffected counties. We find no indication that recovery lending entails excessive risk-taking or rent-seeking. However, within the group of shock-exposed banks, those without access to geographically more diversified interbank markets exhibit more credit risk and less equity capital.

To Securitise or to Price Credit Default Risk?

Abstract
We evaluate if lenders price or securitise mortgages to mitigate credit risk. Exploiting exogenous variation in regional credit risk created by differences in foreclosure law along US state borders, we find that financial institutions respond to the law in heterogeneous ways. In the agency market where Government Sponsored Enterprises (GSEs) provide implicit loan guarantees, lenders transfer credit risk using securitisation and do not price credit risk into mortgage contracts. In the non-agency market, where there is no such guarantee, lenders increase interest rates as they are unable to shift credit risk to loan purchasers. The results inform the debate about the design of loan guarantees, the common interest rate policy, and show that underpricing regional credit risk leads to an increase in the GSEs‘ debt holdings by $79.5 billion per annum, exposing taxpayers to preventable losses in the housing market.

Abstract
Die Weltwirtschaft befindet sich im Sommer 2020 in einer tiefen Rezession. Auslöser ist die Corona-Pandemie: Regierungen haben überall in der Welt eine Vielzahl von Möglichkeiten der Mobilität und des Zusammentreffens von Personen unterbunden. Etwa seit Mai werden die Restriktionen in etlichen Ländern wieder gelockert. Für den zeitlichen Verlauf der Rezession ist neben den Lockerungen vor allem das Krankheitsgeschehen selbst maßgeblich, das in Asien sehr deutlich und in der Europäischen Union spürbar zurückgegangen ist, kaum jedoch in den USA. Alles in allem dürfte der Produktionseinbruch in der Welt im ersten Halbjahr 2020 deutlich tiefer sein als infolge der Finanzkrise im Winterhalbjahr 2008/2009.

Why are some Chinese Firms Failing in the US Capital Markets? A Machine Learning Approach

Abstract
We study the market performance of Chinese companies listed in the U.S. stock exchanges using machine learning methods. Predicting the market performance of U.S. listed Chinese firms is a challenging task due to the scarcity of data and the large set of unknown predictors involved in the process. We examine the market performance from three different angles: the underpricing (or short-term market phenomena), the post-issuance stock underperformance (or long-term market phenomena), and the regulatory delistings (IPO failure risk). Using machine learning techniques that can better handle various data problems, we improve on the predictive power of traditional estimations, such as OLS and logit. Our predictive model highlights some novel findings: failed Chinese companies have chosen unreliable U.S. intermediaries when going public, and they tend to suffer from more severe owners-related agency problems.

Abstract
This paper documents a previously unrecognized debt‐related investment distortion. Using detailed project‐level data for 69 firms in the oil and gas industry, we find that highly levered firms pull forward investment, completing projects early at the expense of long‐run project returns and project value. This behavior is particularly pronounced prior to debt renegotiations. We test several channels that could explain this behavior and find evidence consistent with equity holders sacrificing long‐run project returns to enhance collateral values and, by extension, mitigate lending frictions at debt renegotiations.

Credit Allocation when Borrowers are Economically Linked: An Empirical Analysis of Bank Loans to Corporate Customers

Abstract
Using detailed loan level data, we examine bank lending to corporate customers relying on principal suppliers. Customers experience larger loan spreads, higher intensity of covenants and greater likelihood of requiring collateral when they depend more on the principal supplier for inputs. The positive association between the customer’s loan spread and its dependence on the principal supplier is less pronounced when the bank has a prior loan outstanding with the principal supplier, and when the bank has higher market share in the industry. Longer relationships between the customer and its principal supplier, and between the bank and the principal supplier, mitigate lending constraints. The evidence is consistent with corporate suppliers serving as an informational bridge between the lender and the customer.

Does Low-pay Persist across Different Regimes? Evidence from the German Unification

Abstract
Using German administrative data, we study across-regime low-pay persistence in the context of an economic transformation process. We first show that individuals' initial allocation to the post-unification low-wage sector was close to random in terms of market-regime unobservables. Consistent with a weak connection between individuals' true productivity and their pre-unification low-wage status, the extent of across-regime state dependence is found to be small and appears to vanish over time. For males, across-regime state dependence is most pronounced among the medium- and high-skilled, suggesting the depreciation of human capital as an explanation.

Transmitting Fiscal Covid-19 Counterstrikes Effectively: Mind the Banks!

Abstract
The German government launched an unprecedented range of support programmes to mitigate the economic fallout from the Covid-19 pandemic for employees, self-employed, and firms. Fiscal transfers and guarantees amount to approximately €1.2 billion by now and are supplemented by similarly impressive measures taken at the European level. We argue in this note that the pandemic poses, however, also important challenges to financial stability in general and bank resilience in particular. A stable banking system is, in turn, crucial to ensure that support measures are transmitted to the real economy and that credit markets function seamlessly. Our analysis shows that banks are exposed rather differently to deteriorated business outlooks due to marked differences in their lending specialisation to different economic sectors. Moreover, a number of the banks that were hit hardest by bleak growth prospects of their borrowers were already relatively thinly capitalised at the outset of the pandemic. This coincidence can impair the ability and willingness of selected banks to continue lending to their mostly small and medium sized entrepreneurial customers. Therefore, ensuring financial stability is an important pre-requisite to also ensure the effectiveness of fiscal support measures. We estimate that contracting business prospects during the first quarter of 2020 could lead to an additional volume of non-performing loans (NPL) among the 40 most stressed banks ‒ mostly small, regional relationship lenders ‒ on the order of around €200 million. Given an initial stock of NPL of €650 million, this estimate thus suggests a potential level of NPL at year-end of €1.45 billion for this fairly small group of banks already. We further show that 17 regional banking markets are particularly exposed to an undesirable coincidence of starkly deteriorating borrower prospects and weakly capitalised local banks. Since these regions are home to around 6.8% of total employment in Germany, we argue that ensuring financial stability in the form of healthy bank balance sheets should be an important element of the policy strategy to contain the adverse real economic effects of the pandemic.
