Abstract
Der Beitrag beschreibt die Transformation der Freiberger Wirtschaft ausgehend vom dem auf die DDR-Halbleiterindustrie orientierten „VEB Spurenmetalle Freiberg“ hin zur heutigen Photovoltaik-Industrie und analysiert, welche Rolle lokale und regionale Rahmenbedingungen bei der Entwicklung der Photovoltaik-Industrie am Standort gespielt haben. Er zeigt ferner, wie die Photovoltaik-Industrie mit lokalen Akteuren zusammenarbeitet, und beschreibt die Effekte aus der Interaktion der Photovoltaik-Industrie mit der Region.

Regional Determinants of MNE´s Location Choice in Transition Economies

Abstract
The article at hand analyses the impact of agglomeration effects, labour market conditions and other determinants on the location choice of MNEs in transition economies. We compare data from 33 regions in East Germany, the Czech Republic and Poland using a conditional logit model on a sample of 4,343 subsidiaries for the time period between 2000 to 2010. The results show that agglomeration advantages, such as sectoral specialization, a certain economic diversity as well as a region’s economic and technological performance prove to be some of the most important pull factors for FDI in transition regions. In addition, the labour market factors prove to play an important role in the location of FDI.

Abstract
Die Lage auf dem ostdeutschen Arbeitsmarkt hat sich weiter verbessert. Vom gesamten Beschäftigungsaufbau entfällt etwa die Hälfte auf das Produzierende Gewerbe. Der Rückgang der Zahl der Arbeitslosen war allerdings
trotz der anhaltenden Schrumpfung des Arbeitsangebots geringer als der Beschäftigungsaufbau. Hierfür waren Sonderfaktoren verantwortlich, beispielsweise der Wegfall der Freizügigkeitsbeschränkung für Arbeitnehmer
aus den neuen Mitgliedstaaten der Europäischen Union und die Rückführung arbeitsmarktpolitischer Maßnahmen. Im weiteren Verlauf dieses Jahres wird sich trotz der schwachen Ausdehnung der gesamtwirtschaftlichen Produktion die Lage auf dem ostdeutschen Arbeitsmarkt noch leicht verbessern. Die Zahl der Erwerbstätigen wird im Durchschnitt des Jahres 2011 um 67 000 Personen bzw. 1,2% über dem Vorjahreswert liegen. Im kommenden Jahr werden in etwa so viele Personen erwerbstätig sein wie in diesem Jahr. Der Anteil der sozialversicherungspflichtig Beschäftigten an der Zahl der Erwerbstätigen wird hingegen weiter zunehmen. Die Entwicklung der Zahl der registrierten Arbeitslosen wird auch im Prognosezeitraum bis 2012 erheblich vom schrumpfenden Arbeitsangebot beeinflusst. Die Arbeitslosenquote wird in diesem Jahr 11,0% und im kommenden Jahr 10,9% betragen.

Abstract
Am 20. und 21. Oktober 2011 fand zum achten Mal der gemeinsame Workshop des IWH und des Instituts für Arbeitsmarkt- und Berufsforschung (IAB) in Halle (Saale) statt. Das diesjährige Leitthema befasste sich mit der Qualität der Arbeit im Wandel. Ein Grund für die Wahl des Schwerpunktthemas war, dass sich seit einiger Zeit auf dem Arbeitsmarkt ein Trend zu sinkenden Arbeitslosenzahlen abzeichnet. Dies wird oft als Beleg einer erfolgreichen Arbeitsmarktpolitik gewertet. Der Fokus auf rein quantitative Aspekte vernachlässigt allerdings die Qualität von Beschäftigung. In den letzten Jahren ist zugleich die Rede von einem Wandel der Arbeitswelt. Dabei wird (Erwerbs-)Arbeit in der Arbeitsmarktforschung nicht nur unter den Gesichtspunkten Einkommen,
Beschäftigungssicherheit und Aufstiegsmöglichkeiten betrachtet. Zunehmend rücken auch Aspekte wie die Sinnhaftigkeit von Tätigkeiten, Work-Life-Balance, Selbstverwirklichung, Autonomie und Arbeitszufriedenheit in den Mittelpunkt.

Optimum Currency Areas in Emerging Market Regions: Evidence Based on the Symmetry of Economic Shocks

Abstract
This paper examines which emerging market regions form optimum currency areas (OCAs) by assessing the symmetry of macroeconomic shocks. We extend the output-prices-VAR framework by adding net exports and the real effective exchange rate as endogenous variables. Based on theoretical considerations, we derive which shocks affect these variables in the long run: shocks to labor productivity, foreign trade, labor supply, and money supply. The considered economies of Central and Eastern Europe, the Commonwealth of Independent States, East and Southeast Asia, and South Asia, exhibit large enough shock symmetry to form a currency union; the economies of Africa, Latin America, and the Middle East do not.

Labor Demand During the Crisis: What Happened in Germany?

Abstract
In Germany, the employment response to the post-2007 crisis has been muted compared to other industrialized countries. Despite a large drop in output, employment has hardly changed. In this paper, we analyze the determinants of German firms’ labor demand during the crisis using a firm-level panel dataset. Our analysis proceeds in two steps. First, we estimate a dynamic labor demand function for the years 2000-2009 accounting for the degree of working time flexibility and the presence of works councils. Second, on the basis of these
estimates, we use the difference between predicted and actual employment as a measure of labor hoarding as the dependent variable in a cross-sectional regression for 2009. Apart from total labor hoarding, we also look at the determinants of subsidized labor hoarding through short-time work. The structural characteristics of firms using these channels of adjustment differ. Product market competition has a negative impact on total labor hoarding but a positive effect on the use of short-time work. Firm covered by collective agreements hoard less labor overall; firms without financial frictions use short-time work less intensively.

Industrial Associations as a Channel of Business-Government Interactions in an Imperfect Institutional Environment: The Russian Case

Abstract
International lessons from emerging economies suggest that business associations may provide an effective channel of communication between the government and the private sector. This function of business associations may become still more important in transition economies, where old mechanisms for coordinating enterprise activities have been destroyed, while the new ones have not been established yet. In this context, Russian experience is a matter of interest, because for a long time, Russia was regarded as a striking example of state failures and market failures. Consequently, the key point of our study was a description of the role and place of business associations in the presentday
Russian economy and their interaction with member companies and bodies of state
administration. Relying on the survey data of 957 manufacturing firms conducted in
2009, we found that business associations are more frequently joined by larger companies, firms located in regional capital cities, and firms active in investment and innovation. By contrast, business associations tend to be less frequently joined by business groups’ subsidiaries and firms that were non-responsive about their respective ownership structures. Our regression analysis has also confirmed that business associations are a component of what Frye (2002) calls an “elite exchange”– although only on regional and local levels. These “exchanges” imply that members of business associations, on the one hand, more actively assist regional and local authorities in social development of their regions, and on the other hand more often receive support from authorities. However, this effect is insignificant in terms of support from the federal government. In general, our results allow us to believe that at present, business associations (especially the
industry-wide and “leading” ones) consolidate the most active, advanced companies and act as collective representatives of their interests. For this reason, business associations can be regarded as interface units between the authorities and businesses and as a possible instrument for promotion of economic development.

Abstract
Selectivity, social ties and spatial mobility. An analysis of preferences for return migration to East Germany. In the public debate, brain drain from East Germany is supposed to be the most critical trend regarding the development and catching up of the New Länder. Therefore, potential for in- and re-migration has attracted much attention at least in the political context. Our contribution analyses the remigration potential on basis of data from a DFG research project focussing on the re-migration intentions of people formerly emigrated from Saxony-Anhalt. The analysis concentrates on the following aspects: the effect of job market success after emigration; the impact of social ties to the origin and the host region and on the selectivity of re-migration preferences. The econometric results confirm several expected effects: On the one hand an individual’s job market success reduces the intention to return. Likewise, the re-migration preference increases for people whose expectations were disappointed. On the other hand, the relevance of social ties to the origin region for re-migration dispositions is confirmed by the estimations. Yet, regarding selectivity of re-migration preferences in terms of human capital econometric results are somewhat ambiguous.

International Fragmentation of Production and the Labour Input into Germany’s Exports – An Input-Output-analysis

Abstract
The import penetration of exports has become a topic of public debate, particularly in the context of Germany’s position as one of the world’s leading exporters. The growth in the volume of intermediate products purchased from abroad for subsequent processing into export goods in Germany seems to be undermining the importance of exports as a driver of domestic production and employment. The gains that arise from an increase in exports seem to have been offset by the losses caused by the crowding out of local production by imports. Empirical evidence on the impact of this international integration of the goods market on the German labour market is ambiguous. Short-term negative effects on employment are claimed to be offset by the long-term benefit that the jobs lost in the short run will eventually be replaced by higher-skilled jobs with better
perspectives. Against this background, the following hypothesis is tested empirically: Germany is poor in natural resources, but rich in skilled labour. In line with the Heckscher- Ohlin theory, Germany should therefore specialize in the production of export goods and services that are relatively intensive in these factors and should import those goods and services that are relatively intensive in unskilled labour. The empirical part of the paper deals with the extent of the German export penetration by imports. At first, it analyses by what ways imports are affecting the exports directly and indirectly and shows the consequences of import penetration of exports for the national output and employment. Secondly, consequences for employment are split in different skill types of labour. These issues are discussed with the standard open static inputoutput- model. The data base is a time series of official input-output tables. The employment effects for Germany divided by skill types of labour are investigated using skill matrices generated by the authors.

Abstract
Die ostdeutsche Wirtschaft schlägt in diesem Jahr ein höheres Wachstumstempo an als im Jahr nach der Krise. Während das bislang vom Export getriebene Erholungsmuster die Ausrichtung der ostdeutschen Produktion auf die Güternachfrage im Inland weniger ansprach und der Anstieg des Bruttoinlandsproduktes (BIP) von 2% im vergangenen Jahr deutlich hinter der deutschlandweiten Rate von 3,6% zurückblieb, wird sich das Wachstum im Jahr 2011 auf 2,8% beschleunigen. Ausschlaggebend ist der Wechsel der Auftriebskräfte in Deutschland auf die Nachfrage nach Investitions- und nach Konsumgütern. Treibende Kraft bleibt die Industrie, die bereits 2010 dank der Integration in die gesamtdeutschen Wert-schöpfungsketten fast so kräftig zulegte wie in Westdeutschland. In diesem Jahr kommen jedoch auch das Baugewerbe und die konsumnahen Dienstleistungsbereiche in Schwung.
