Real Effective Exchange Rate Misalignment in the Euro Area: A Counterfactual Analysis

Abstract
Were real effective exchange rates (REER) of Euro area member countries drastically misaligned at the outbreak of the global financial crisis? The answer is difficult to determine because economic theory gives no simple guideline for determining the equilibrium values of real exchange rates, and the determinants of those values might have been distorted as well. To overcome these limitations, we use synthetic matching to construct a counterfactual economy for each member as a linear combination of a large set of non-Euro area countries. We find that Euro area crisis countries are best described by a mixture of advanced and emerging economies. Comparing the actual REER with those of the counterfactuals gives sensible estimates of the misalignments at the start of the crisis: All peripheral countries were strongly overvalued, while high undervaluation is only observed for Finland.

Survival of Spinoffs and Other Startups: First Evidence for the Private Sector in Germany, 1976-2008

Abstract
Using a 50 percent sample of all establishments in the German private sector, we report that spinoffs are larger and initially employ more skilled and more experienced workers than other startups. Controlling for these and other differences, we find that spinoffs are less likely to exit than other startups. We show that in West and East Germany and in all sectors investigated pulled spinoffs (where the parent company continues after they are founded) generally have the lowest exit hazards, followed by pushed spinoffs (where the parent company stops operations). The difference between both types of spinoffs is particularly pronounced in the first three years. Contrary to expectations, intra-industry spinoffs are not found to have lower exit hazards in our sample.

Abstract
Fiscal spending multiplier calculations have attracted considerable attention in the aftermath of the global financial crisis. Much of the current literature is based on VAR estimation methods and DSGE models. In line with the Keynesian literature we argue that many of these models probably underestimate the fiscal spending multiplier in recessions. The income-expenditure model of the fiscal spending multiplier can be seen as a good approximation under these circumstances. In its conventional form this model suffers from an underestimation of the multiplier due to an overestimation of the import intake of domestic absorption. In this article we apply input-output calculus to solve this problem. Multipliers thus derived are comparably high, ranging between 1.4 and 1.8 for many member states of the European Union. GDP drops due to budget consolidation might therefore be substantial in times of crisis.

We focus on single and pooled leading indicator models both before and during the financial crisis. Pairwise and joint significant tests are used to evaluate single indicator models as well as forecast combination methods. In addition, we investigate the stability of forecasting models during the most recent financial crisis.

Fiscal Spending Multiplier Calculations based on Input-Output Tables – with an Application to EU Members

Abstract
Fiscal spending multiplier calculations have been revived in the aftermath of the
global financial crisis. Much of the current literature is based on VAR estimation
methods and DSGE models. The aim of this paper is not a further deepening of
this literature but rather to implement a calculation method of multipliers which is
suitable for open economies like EU member states. To this end, Input-Output tables are used as by this means the import intake of domestic demand components can be isolated in order to get an appropriate base for the calculation of the relevant import quotas. The difference of this method is substantial – on average the calculated multipliers are 15% higher than the conventional GDP fiscal spending multiplier for EU members. Multipliers for specific spending categories are comparably high, ranging between 1.4 and 1.8 for many members of the EU. GDP drops due to budget consolidation might therefore be substantial if monetary policy is not able to react in an expansionary manner.

Should We Trust in Leading Indicators? Evidence from the Recent Recession

Abstract
The paper analyzes leading indicators for GDP and industrial production in Germany. We focus on the performance of single and pooled leading indicators during the pre-crisis and crisis period using various weighting schemes. Pairwise and joint significant tests are used to evaluate single indicator as well as forecast combination methods. In addition, we use an end-of-sample instability test to investigate the stability of forecasting models during the recent financial crisis. We find in general that only a small number of single indicator models were performing well before the crisis. Pooling can substantially increase the reliability of leading indicator forecasts. During the crisis the relative performance of many leading indicator models increased. At short horizons, survey indicators perform best, while at longer horizons financial indicators, such as term spreads and risk spreads, improve relative to the benchmark.

Three methods of forecasting currency crises: Which made the run in signaling the South African currency crisis of June 2006?

Abstract
In this paper we test the ability of three of the most popular methods to forecast the South African currency crisis of June 2006. In particular we are interested in the out-ofsample performance of these methods. Thus, we choose the latest crisis to conduct an out-of-sample experiment. In sum, the signals approach was not able to forecast the outof- sample crisis of correctly; the probit approach was able to predict the crisis but just with models, that were based on raw data. Employing a Markov-regime-switching approach also allows to predict the out-of-sample crisis. The answer to the question of which method made the run in forecasting the June 2006 currency crisis is: the Markovswitching approach, since it called most of the pre-crisis periods correctly. However, the “victory” is not straightforward. In-sample, the probit models perform remarkably well and it is also able to detect, at least to some extent, out-of-sample currency crises before their occurrence. It can, therefore, not be recommended to focus on one approach only when evaluating the risk for currency crises.

Abstract
In dieser Arbeit wird der saisonale Einheitswurzeltests von Hylleberg et al. (1990) auf heterogene Panel verallgemeinert. Die Prozedur folgt dem Ansatz von Im, Pesaran and Shin (2002) und wird in der Arbeit von Otero et al. (2004) unabhängig von diesem Beitrag vorgeschlagen. Die abgeleiteten Teststatistiken werden dargestellt und kritische Werte mit Hilfe von Simulationen ermittelt. Die Eigenschaften der Tests werden für verschiedene deterministische und dynamische Spezifikationen untersucht. Es zeigt sich, dass für kleine Zeitdimensionen die Güte der Tests auch dann gering ist, wenn die Querschnittsdimension wächst. Bei einer empirischen Analyse erscheint es notwendig, das der Datensatz eine größere Zeitdimension als Querschnittsdimension hat. Das Verfahren wird auf die in Quartalen vorliegenden Arbeitslosenquoten industrialisierter Staaten angewendet. Obwohl in einigen Ländern saisonale Einheitswurzeln gefunden werden, wird die Nullhypothese von saisonalen Einheitswurzeln im Panel abgelehnt. Die Nullhypothese einer Einheitswurzel für die Nullfrequenz wird jedoch im Panel nicht abgelehnt, sodass sich Evidenz für Hysteresiseffekte ergibt.

Abstract
In this paper the seasonal unit root test of Hylleberg et al. (1990) is generalized to cover a heterogenous panel. The procedure follows the work of Im, Pesaran and Shin (2002). Test statistics are proposed and critical values are obtained by simulations. Moreover, the properties of the tests are analyzed for di®erent deterministic and dynamic specications. Evidence is presented that for a small time dimension the power is slow even for increasing cross section dimension. Therefore, it seems necessary to have a higher time dimension than cross section dimension. The new test is applied for unemployment behaviour in
industrialized countries. In some cases seasonal unit roots are detected. However, the null hypotheses of panel seasonal unit roots are rejected. The null hypothesis of a unit root at the zero frequency is not rejected, thereby supporting the presence of hysteresis effects.
