Wissenschaftsrat stimmt IWH-Erweiterung zu
Der Wissenschaftsrat befürwortet die Gründung einer neuen Abteilung am Leibniz-Institut für Wirtschaftsforschung Halle (IWH). Mit zusätzlichen Forschenden und einem neuen Ansatz will das Institut untersuchen, welche Auswirkungen das Zusammenspiel von unterschiedlichen staatlichen Eingriffen in Finanz- und Arbeitsmärkte auf die Gesamtwirtschaft hat.

Internationale Konjunkturprognose und konjunkturelle Szenarien für die Jahre 2017 bis 2022

Abstract
In der vorliegenden Studie werden zunächst die weltweiten konjunkturellen Aussichten für das Ende des Jahres 2017 und für die Jahre 2018 bis 2022 dargestellt. Die Weltwirtschaft befindet sich in einem Aufschwung. Stimmungsindikatoren deuten auch für die zweite Jahreshälfte 2017 auf eine schwungvolle Weltkonjunktur hin. In den USA, in Japan und im Euroraum steigt die Produktion deutlich schneller als im Trend. Nicht zuletzt wegen der für die Zentralbanken überraschend schwachen Preisdynamik, im Fall der USA auch wegen einer Neueinschätzung der künftigen Finanzpolitik, dürfte die Geldpolitik langsamer als noch im Frühjahr erwartet gestrafft werden. In der vorliegenden Prognose sind keine wesentlichen finanzpolitischen Impulse unterstellt; das gilt auch für die USA. Trotzdem ist für die Jahre 2018 und 2019 mit einer recht kräftigen Expansion der Weltwirtschaft zu rechnen, wobei die Zuwachsraten gegen Ende des Prognosezeitraums allmählich in Richtung der Potenzialraten sinken werden. Die wirtschaftspolitischen Risiken haben sich in den vergangenen Monaten sowohl in den USA als auch in Europa etwas verringert. Erheblich sind allerdings nach wie vor die mit dem protektionistischen Gedankengut der US-Regierung verbundenen Risiken für den internationalen Handel.
Neben dem Basisszenario wird auch die Entwicklung für den Fall skizziert, dass die gesamtwirtschaftliche Produktion in einer Gruppe von EU-Ländern eine ungünstige, eine sehr ungünstige Wendung (mittelschweres und schweres Negativszenario), oder auch eine günstige Wendung nimmt (Positivszenario). Diese Gruppe besteht aus folgenden Volkswirtschaften: Deutschland, Belgien, Frankreich, Griechenland, Großbritannien, Irland, Italien, Niederlande, Polen, Portugal, Schweden, Slowakei, Spanien und Tschechien. Das mittelschwere Negativszenario ist so gewählt, dass die gesamtwirtschaftliche Produktion dieser Ländergruppe im Jahr 2018 gemäß der aus dem Modell resultierenden Wahrscheinlichkeitsverteilung nur mit einer Wahrscheinlichkeit von 10% noch geringer ausfällt; das schwere Negativszenario ist so gewählt, dass sich mit einer Wahrscheinlichkeit von nur 1% eine noch geringere Produktion realisieren dürfte. Das Positivszenario wird schließlich so gewählt, dass es mit einer Wahrscheinlichkeit von nur 10% zu einer noch höheren Produktion in der Ländergruppe kommen dürfte.
Der weltwirtschaftliche Produktionszuwachs beträgt nach vorliegender Studie in den Jahren 2017 und 2018 je 3,1% (IWF: 3% und 3,1%). Der Ausblick auf die weiteren weltwirtschaftlichen Perspektiven beinhaltet für die Jahre 2019 bis 2022 einen jährlichen Produktionszuwachs, der mit knapp 3,0% nur etwas unterhalb seines derzeitigen Niveaus liegt. Im Fall eines mittelschweren Einbruchs bleibt die Zuwachsrate der europäischen Ländergruppe im Jahr 2018 mit 0,2% um 1,7 Prozentpunkte unter der Rate im Basisszenario, im Fall eines schweren Einbruchs mit -1,2% um 3,1 Prozentpunkte. Besonders stark bricht in den negativen Risikoszenarien die Produktion in Griechenland, Irland, Spanien und der Slowakei ein. Der weltwirtschaftliche Schock reduziert die Produktion in Deutschland erst einmal etwas stärker als im Durchschnitt der Ländergruppe, die deutsche Wirtschaft erholt sich dann aber besonders rasch. All diese Ergebnisse entsprechen im Prinzip den Auswirkungen, welche die Finanzkrise und die Große Rezession in den einzelnen europäischen Ländern hatten.
Die länderspezifischen Szenarien erlauben auch die Antwort auf die Frage, wie stark die deutsche Wirtschaft von dem Wirtschaftseinbruch eines bestimmten Landes aus dem europäischen Länderkreis betroffen ist. Es zeigt sich, dass es für Deutschland nur bei einem schweren Einbruch der Konjunktur in Großbritannien zu nennenswerten Produktionsverlusten kommt. Über die Jahre zwischen 2018 und 2022 betragen sie 0,3 Prozentpunkte. Zuletzt wird ein Szenario betrachtet, in dem ein mehrjähriger weltwirtschaftlicher Wirtschaftseinbruch mit einer deutlichen Erhöhung der Zinsen einhergeht. Ein solches Szenario könnte sich etwa aus einem Verlust an Vertrauen von Unternehmen und Haushalten in die Stabilitätsorientierung der Geldpolitik entwickeln. In einem solchen Fall können die Zentralbanken gezwungen sein, ihre Reputation durch eine Hochzinspolitik wieder herzustellen auch unter Inkaufnahme einer längeren Phase gesamtwirtschaftlicher Unterauslastung.
Interessant ist der Vergleich zwischen den Produktionsverlusten im mit dem Zinsanstieg einhergehenden langfristigen Risikoszenario mit denen im Fall eines globalen schweren Einbruchs: Es zeigt sich, dass die Verluste über die Jahre 2018 bis 2022 gerechnet neben Griechenland in Spanien, den Niederlanden und Großbritannien am höchsten sind. Alle drei Länder sind bekannt für ausgeprägte Zyklen auf den Häusermärkten. Sie sind wegen der großen Bedeutung der Zinsen für die Immobilienwirtschaft von Zinsschwankungen besonders abhängig.

Abstract
Seit dem Ende der Finanzkrise steigt der Anteil der Beschäftigten, deren Weiterbildung vom Betrieb unterstützt wird, wieder kontinuierlich an. Der aktuelle Wert liegt bei ca. einem Drittel der Beschäftigten in Gesamtdeutschland. Die Weiterbildungsquote ostdeutscher Beschäftigter liegt aktuell bei 35% gegenüber 33% der westdeutschen Beschäftigten.

Abstract
Die Investitionszuschüsse im Rahmen der Gemeinschaftsaufgabe „Verbesserung der regionalen Wirtschaftsstruktur“ (GRW) stellen nach wie vor das quantitativ bedeutendste Förderinstrument mit explizit regionaler Zielsetzung in Deutschland dar. Das Oberziel dieses Programms besteht in der Reduzierung regionaler Disparitäten. Es soll damit einen Beitrag zu dem im Grundgesetz Artikel 72(2) verankerten Ziel der Herstellung gleichwertiger Lebensverhältnisse im Bundesgebiet leisten. Auf der Mikroebene, d. h. der Ebene der Betriebe, zielt die GRW auf die Schaffung und Sicherung dauerhafter und hochwertiger Arbeitsplätze. Dadurch sollen – so das Ziel auf der Makroebene – strukturschwache Gebiete Anschluss an die allgemeine Wirtschaftsentwicklung in Deutschland halten und nicht dauerhaft zurückfallen.
Die Eckpunkte für den Einsatz dieses Programms legen der Bund und die Länder im GRW-Koordinierungsrahmen fest. Jedoch können die Länder weitere Eingrenzungen gegenüber diesen allgemeinen Regelungen vornehmen, um auf die regionalspezifischen Bedingungen vor Ort Rücksicht zu nehmen.
Mit dem Koalitionsvertrag für die 18. Legislaturperiode auf der Bundesebene wurde die Aufgabe einer Weiterentwicklung eines Systems der Förderung strukturschwacher Regionen festgelegt (vgl. CDU, CSU und SPD 2013). Die Weiterentwicklung des Fördersystems wird vor allem deshalb notwendig, weil sich die finanzpolitischen und beihilferechtlichen Rahmenbedingungen – insbesondere in den neuen Ländern – in naher Zukunft weiter verändern werden (Auslaufen der Sonderbedarfs-Bundesergänzungszuweisungen, Greifen der Schuldenbremse, Einschränkung der Fördermöglichkeiten durch das EU-Beihilferecht). Erste Überlegungen zur Anpassung des Fördersystems sehen im Kern eine reformierte GRW vor, die im Zusammenspiel mit wirtschaftsnahen Förderprogrammen (vornehmlich FuE- sowie KMU-Programme des Bundes) sowie nicht unmittelbar wirtschaftsnahen Förderprogrammen (bspw. Städtebauförderung) zum Einsatz kommen soll. Eine Empfehlung für die reformierte GRW lautet, die bisherigen Fördervoraussetzungen (insbesondere Primäreffekt, besondere Anstrengung, Begrenzung der Förderung pro Arbeitsplatz) auf den Prüfstand zu stellen und verstärkt Augenmerk auf Netzwerkbildung, Forschungs- und Innovationsförderung zu richten (vgl. GEFRA, RUFIS 2016).
In der jüngeren Vergangenheit ist das Bewusstsein bei den wirtschaftspolitischen Verantwortungsträgern dafür gewachsen, dass staatliche Eingriffe umfassenden Evaluationen unterzogen werden sollten (vgl. Brachert et al. 2015). Gegenstand ist die Beantwortung der Frage, ob ein Programm eine (kausale) Wirkung auf ex ante bestimmte ökonomische Zielvariablen entfaltet (Effektivität) und ob die Fördermittel tatsächlich in die beste Verwendung fließen (Effizienz). Das Programmmanagement der GRW nimmt diesbezüglich zweifelsohne eine Vorreiterrolle in Deutschland, ein, auch wenn viele Fragen noch nicht abschließend beantwortet sind (vgl. WissBeirat BMWi 2013 und 2015).
Von 1991-2016 setzte der Freistaat Thüringen GRW-Mittel im Umfang von ungefähr 9,5 Mrd. Euro ein. In den 1990er Jahren betrug das jährliche GRW-Volumen noch zwischen rund 300 und knapp 900 Mio. Euro. Seit Ende der 1990er Jahre – mit Ausnahme der Zeit der Wirtschafts- und Finanzkrise zwischen 2008 und 2013 – ist der Umfang der GRW-Mittel kontinuierlich abgeschmolzen. Im Jahr 2016 wurden „nur“ noch 157 Mio. Euro an GRW-Mitteln im Freistaat Thüringen eingesetzt. Dies bedeutet, dass die Höhe der Anreize, die heute mit der GRW gesetzt werden können, geringer ist.
Nach einem bedeutenden Anstieg der wirtschaftlichen Leistungsfähigkeit im Gefolge der Wiederherstellung der Deutschen Einheit ist der Aufholprozess Ostdeutschlands seit Mitte der 1990er Jahre ins Stocken geraten. Neuere Untersuchungen zur wirtschaftlichen Entwicklung in den neuen Ländern weisen darauf hin, dass der Aufbau eines modernen Kapitalstocks (welcher im Fokus der GRW steht) und die Reallokation von Ressourcen von weniger produktiven Bereichen in Bereiche mit höherer Produktivität – die den Aufholprozess in der ersten Phase maßgeblich getrieben haben – für den weiteren Angleichungsprozess nur wenig zusätzliche Impulse setzen können. Dagegen spielen in der nächsten Phase des Aufholprozesses Humankapital und Innovationen die entscheidende Rolle (vgl. Brautzsch et al. 2016).
Vor diesem Hintergrund ist die ausgeschriebene Studie angelegt. Sie zielt darauf ab, den Einsatz der GRW-Mittel ex post vor dem Hintergrund der wirtschaftlichen Entwicklung und der Zielsetzungen der GRW und der Förderpolitik des Thüringer Ministeriums für Wirtschaft, Wissenschaft und Digitale Gesellschaft (TMWWDG) zu analysieren, und konkrete Empfehlungen für die Weiterentwicklung und künftige Ausrichtung der Thüringer GRW-Förderung und der sie begleitenden Programme Thüringen-Invest sowie Thüringen-Dynamik zu geben. Die nächste bedeutende Änderung wird die Anpassung der Förderhöchstsätze der prä-definierten C-Fördergebiete an diejenigen der nicht prä-definierten (vornehmlich in Westdeutschland beheimateten) C-Fördergebiete sein (Absenkung der Förderhöchstsätze um 5 Prozentpunkte; vgl. Leitlinien für staatliche Beihilfen mit regionaler Zielsetzung 2014 – 2020 – Regionalleitlinien [RLL] [ABl. C 209 vom 23.7.2013, S. 1]).

Abstract
Seit der globalen Finanzkrise 2007/2008 liegt aufgrund ihrer Schlüsselrolle für ein funktionierendes Finanzsystem ein besonderer Fokus auf den so genannten systemrelevanten Finanzinstitutionen (systemically important financial institutions, SIFIs). Neben der Größe von Finanzinstitutionen ist auch das Ausmaß ihrer Vernetzung im internationalen Finanzsystem entscheidend für die Klassifikation als systemrelevant. Obwohl die Vernetzung von Banken untereinander in der Regel schwer zu messen ist, kann sie aus der Entwicklung von Prämien von Kreditausfallversicherungen (den so genannten Credit Default Swap (CDS) Spreads) und Aktienrenditen abgeleitet werden. Dieser Beitrag untersucht, inwieweit sich mit Hilfe der sich daraus ergebenden Co-Crash-Probability vor der Finanzkrise vorhersagen lässt, welche Finanzinstitutionen während der Krise Teil von staatlichen Rettungsprogrammen (bailout programmes) wurden.

Abstract
Große Banken profitieren in der Regel von einem „Toobig- to-fail“-Status: Sie sind „zu groß, um zu scheitern“. Vor der letzten Finanzkrise, die im Jahr 2007 begann, haben die Vermögenswerte der großen Banken in Deutschland durchschnittlich zugenommen. Je größer der Marktanteil und die Vernetzung großer Banken, desto größer sind die systemischen Auswirkungen, falls eine Bank in Schieflage gerät. Aus Angst vor einem systemischen Zusammenbruch werden deshalb oft staatliche Garantien ausgesprochen oder Eigenkapital bereitgestellt. Wenn große Banken die Rettung durch den Staat antizipieren, kann das dazu führen, dass sie riskantere Geschäfte eingehen. Diese Problematik kam in der letzten Krise zum Tragen, sodass zahlreiche regulatorische Änderungen beschlossen wurden, um das systemische Risiko großer Banken zu reduzieren.

Cyclical upswing in Germany and in the world
At the turn of the year, the cyclical upswing in Germany continues. Gross domestic product is expected to increase by 2.2% in 2017, and because this year has seen significantly fewer working days than before, the rate of change amounts, adjusted for calendar effects, to even 2.5%. “The upswing is broad-based”, says Oliver Holtemöller, head of the Department Macroeconomics and IWH vice president. “For quite a long time now, significant increases in employment have been driving private incomes, consumption and housing construction. The latter was, in addition, stimulated by low interest rates.” Currently, German exports are benefiting from the vivid international economy. Not least since monetary policy in the euro area remains expansionary for the time being, we expect the upturn to continue in 2018 and production to increase again by 2.2%. Consumer price inflation is, with 1.7%, still moderate in both 2017 and 2018. Although domestic price pressures are on the rise, the effects of the energy price increase in 2017 expire in 2018, and the appreciation of the euro in the summer of 2017 will dampen price dynamics.

Trade Growth Driven by a Cyclical Upswing of the World Economy

Abstract
Der Welthandel ist seit dem Herbst 2016 wieder deutlich aufwärts gerichtet, nachdem er in den Jahren zuvor nur schwach gestiegen und zeitweise sogar rückläufig gewesen war. Die Dynamik hat zwar im Frühjahr 2017 etwas nachgelassen, dennoch war das Volumen des weltweiten internationalen Güteraustauschs im Sommer nach den Daten des vom Centraal Planbureau (CPB) berechneten World Trade Monitor immer noch um knapp 5% höher als ein Jahr zuvor. Für das laufende Jahr ist mit einem Anstieg um mehr als 4% zu rechnen, nachdem die Zuwachsrate in den fünf davorliegenden Jahren lediglich bei rund 2% gelegen hatte.1 Es stellt sich die Frage, ob die jüngste Beschleunigung des Welthandels lediglich als temporäres, konjunkturbedingtes Phänomen zu werten ist, oder ob sie auch längerfristig eine Rückkehr zu dem hohen Wachstumstempo des Welthandels erwarten lässt, das in den 15 Jahren vor der globalen Finanzkrise verzeichnet worden war.

Nationale Aufsicht versus Europäische Bankenunion: Unterscheidet sich die Beurteilung der Einflussfaktoren systemischen Risikos von Banken?

Abstract
Als Reaktion auf die Finanzkrise unterliegt das Finanzsystem zahlreichen neuen regulatorischen Änderungen. Zum einen wurden bestehende mikroprudenzielle Regeln für Eigenkapital und Liquidität verschärft. Zum anderen wurden makroprudenzielle Instrumente eingeführt. Makroprudenzielle Regulierung hat dabei zum Ziel, systemische Risiken im Finanzsystem frühzeitig zu erkennen, zu reduzieren und somit die Finanzmarktstabilität zu erhöhen. Zudem wurde mit der Einführung der Bankenunion die Aufsicht der größten Banken des Euroraums der Europäischen Zentralbank (EZB) übertragen. Diese Studie untersucht, ob das systemische Risiko von Banken unterschiedlich groß ist, wenn eine europäische im Vergleich zu einer nationalen Perspektive eingenommen wird. Im Anschluss wird die Frage geklärt, welche Faktoren systemisches Risiko beeinflussen und ob sich diese Faktoren zwischen der nationalen und europäischen Ebene unterscheiden. Es zeigt sich, dass Banken auf nationaler Ebene im Durchschnitt etwas mehr zum systemischen Risiko beitragen, wobei es große Unterschiede zwischen Banken und Ländern gibt. Zudem haben größere und profitablere Banken sowie Banken, deren Geschäftsmodell durch eine geringere Kreditvergabe geprägt ist, ein höheres systemisches Risiko.

Aktuelle Trends: Ertragslage der ostdeutschen Betriebe verbessert sich stetig

Abstract
Ostdeutschland weist auch mehr als 25 Jahre nach der deutschen Vereinigung eine um circa ein Viertel geringere Arbeitsproduktivität als Westdeutschland auf. Wesentlich geringer ist der Rückstand jedoch bei der Ertragslage. Vor elf Jahren machten etwa 70% der westdeutschen Betriebe und 65% der ostdeutschen Betriebe Gewinne. Nach einem kurzen Knick um die Wirtschafts- und Finanzkrise 2009 ist dieser Anteil kontinuierlich auf 80% im Westen und 76% im Osten angestiegen. Das bedeutet, dass sich beide Landesteile bei dieser Kennzahl seit geraumer Zeit mit recht geringem Abstand im Gleichschritt bewegen.
