Global Value Chains During the Great Trade Collapse: A Bullwhip Effect?

Abstract
This paper analyzes the performance of global value chains during the trade collapse. To do so, it exploits a unique transaction-level dataset on French firms containing information on cross-border monthly transactions matched with data on worldwide intrafirm linkages as defined by property rights (multinational business groups, hierarchies of firms). This newly assembled dataset allows us to distinguish firm-level transactions among two alternative organizational modes of global value chains: internalization of activities (intragroup trade/trade among related parties) or establishment of supply contracts (arm's length trade/trade among unrelated parties). After an overall assessment of the role of global value chains during the trade collapse, we document that intra-group trade in intermediates was characterized by a faster drop followed by a faster recovery than arm's length trade. Amplified fluctuations in terms of trade elasticities by value chains have been referred to as the "bullwhip effect" and have been attributed to the adjustment of inventories within supply chains. In this paper we first confirm the existence of such an effect due to trade in intermediates, and we underline the role that different organizational modes can play in driving this adjustment.

Determinants of International Fragmentation of Production in the European Union

Abstract
The last decades were characterized by large increases in world trade, not only in absolute terms, but also in relation to world GDP. This was in large parts caused by increasing exchanges of parts and components between countries as a consequence of international fragmentation of production. Apparently, greater competition especially from the Newly Industrializing and Post-Communist Economies prompted firms in ‘high-wage’ countries to exploit international factor price differences in order to increase their international competitiveness. However, theory predicts that, beside factor price differences, vertical disintegration of production should be driven by a multitude of additional factors. Against this background, the present paper reveals empirical evidence on parts and components trade as an indicator for international fragmentation of production in the European Union. On the basis of a panel data approach, the main explanatory factors for international fragmentation of production are determined. The results show that, although their influence can not be neglected, factor price differences are only one out of many causes for shifting production to or sourcing components from foreign countries.

A strategy view on knowledge in the MNE – Integrating Subsidiary Roles and Knowledge Flows

Abstract
We assume knowledge inflows endogenous to subsidiary roles. Integrating organisational and knowledge-based views we propose a new subsidiary typology based on MNE integration-subsidiary capability. We hypothesise that both dimensions are positively associated with knowledge inflows into the focal subsidiary. This prediction is tested with data for 425 subsidiaries. The key findings were: (a) the extent for knowledge inflows differs significantly across all subsidiary roles; (c) it diminishes in a anti-clockwise direction starting in the high integration-high capability quadrant of the IC taxonomy; thus (b) both MNE integration and subsidiary capability drive knowledge inflows, although, the balance shifts more towards integration.

Abstract
Der Beitrag beschäftigt sich mit Fragen der Liberalisierung der Elektrizitätsmärkte in der EU. Man kann feststellen, dass die Gemeinschaftsdirektive 96/92/EC die Wechselbeziehungen der Elektrizitätsmärkte nicht ausreichend behandelt. Außerdem wird vor allem in Deutschland der Zugang für Dritte nicht effektiv gefördert, wobei der Zusammenschluss eines großen Elektrizitätsunternehmens und einem dominanten Gasunternehmen neue spezielle Fragen aufgeworfen hat. Hingegen verläuft der Liberalisierungsprozess in Skandinavien konsequenter. Osteuropäische EU-Beitrittsländer sind langfristig potenzielle Elektrizitätsexporteure sobald Modernisierungen zu niedrigeren Energie- und Elektrizitätsverbrauch führen. Russland sollte rasch WTO-Mitglied werden, um Zugang zu den westeuropäischen Elektrizitätsmärkten zu bekommen, wobei Russland in den gesamten Liberalisierungsdiskussionen noch keine Rolle gespielt hat. Mittelfristig können Überschusskapazitäten in einer EU-27 erwartet werden. Zweifelhaft jedoch ist, ob Politiker, die ansonsten so ehrgeizige Ambitionen in der Umweltpolitik zeigen, einer gesamteuropäischen Liberalisierung der Elektrizitätsmärkte zustimmen werden. Außerdem werden regulierungspolitische Aspekte behandelt.

Abstract
Over the last decade, German housing prices have increased unprecedentedly. Drawing on quality-adjusted housing price data at the district level, we document large and increasing regional disparities: growth rates were higher in 1) the largest seven cities, 2) districts located in the south, and 3) districts with higher initial price levels. Indications of price bubbles are concentrated in the largest cities and in the purchasing market. Prices seem to be driven by the demand side: increasing population density, higher shares of academically educated employees and increasing purchasing power explain our findings, while supply remained relatively constrained in the short term.

Abstract
This paper examines the relation between corporate social responsibility (CSR) performance and tax–motivated income shifting. Using a profit–shifting measure estimated from multinational enterprises (MNEs) data, we find that parent firms with higher CSR scores shift significantly more profits to their low-tax foreign subsidiaries. Overall, our evidence suggests that MNEs engaging in CSR activities acquire legitimacy and moral capital that temper negative responses by stakeholders and thus have greater scope and chance to engage in unethical profit-shifting activities, consistent with the legitimacy theory.
