Abstract
Der Beitrag analysiert anhand veröffentlichter Dokumente die Clusterpolitiken in den Ländern Bayern und Thüringen. Ziel dieser Politiken ist die Stärkung der Innovationskraft. Eine explizite allokationspolitische Begründung
für Clusterpolitik mit dem Vorliegen von Externalitäten, Informationsasymmetrien oder Koordinierungsmängeln ist in den Dokumenten nicht sichtbar. Es bleibt daher offen, ob die praktizierte Clusterpolitik tatsächlich ursachenadäquat
ist. Beide Länder fokussieren auf die Unterstützung landesweiter Cluster und Netzwerke. Dadurch könnten aber die Vorteile räumlicher Nähe zu wenig Beachtung finden. Nicht ohne Probleme ist auch die ex ante vorgenommene Auswahl von Branchen und Technologiefeldern in den Clusterpolitiken beider Länder, selbst wenn aus den Eigendarstellungen der fördernden Ressorts Offenheit für Neues ablesbar ist. Denn dem Staat mangelt es generell an Informationen über die Zukunftsfähigkeit von Branchen und Technologien. Der Verzicht auf einen
Branchenfokus zugunsten wettbewerblicher Förderverfahren nach dem Vorbild von Bundesprogrammen kann dieses Problem mildern. Für Thüringen, das seine Clusterpolitik vor allem mit der Kleinteiligkeit der Unternehmensstruktur
motiviert, wird es jenseits clusterpolitischer Bemühungen darauf ankommen, weiterhin auch direkt die Beseitigung dieser strukturellen Nachteile anzuvisieren, insbesondere durch Rahmenbedingungen, die dem Wachstum der vorhandenen Unternehmen förderlich sind.

Abstract
The aim of this paper is to explain the evolution of the spatial structures of one particular type of renewable energy in Germany – the photovoltaic (PV) industry. We first demonstrate how environmental movements have contributed to institutional change and government action, leading to changes in the legal and regulative structure in Germany. We describe how these changes opened up a window of locational opportunity (WLO), thus combining the WLO concept with the entrepreneurial opportunity concept. As market entries occurred mainly in Eastern Germany, the paper also explores the factors leading to a concentration of economic activity related to the new PV industry in this part of the country. Based on the WLO concept, we combine this framework with the industrial dynamics literature by Klepper (2007) and illustrate the spatial evolution of the PV industry.

The Identification of Regional Industrial Clusters Using Qualitative Input-Output Analysis (QIOA)

Abstract
The 'cluster theory' has become one of the main concepts promoting regional competitiveness, innovation, and growth. As most empirical applications focus on measures of concentration of one industrial branch in order to identify regional clusters, the appropriate analysis of specific vertical relations is developing in this discussion. This paper tries to identify interrelated sectors via national input-output tables with the help of minimal flow analysis (MFA). The regionalization of these national industry templates is carried out with the allocation of branch-specific production values on regional employment. As a result, the paper shows concentrations of vertical clusters in only 27 of 439 German Nomenclature des Units Territoriales Statistiques (NUTS)-3 regions.

Identifying Industrial Clusters from a Multidimensional Perspective: Methodical Aspects with an Application to Germany

Abstract
If regional development agencies assume the cluster concept to be an adequate framework to promote regional growth and competitiveness, it is necessary to identify industrial clusters in a comprehensive manner. Previous studies used a diversity of methods to identify the predominant concentrations of economic activity in one industrial sector in a region. This paper is based on a multidimensional approach developed by Titze et al. With the help of the combination of concentration measures and input–output methods they were able to identify horizontal and vertical dimensions of industrial clusters. This paper aims to refine this approach by using a superior measure of spatial concentration and by integrating information about spatial interdependence of industrial cluster structures to contribute to a more adequate framework for industrial cluster identification.

Abstract
This paper explores the impact of industrial clusters on regional growth at the German labour market region level using a regional convergence model. Based on the results of an exploratory study of the geography of German industrial clusters, we are able to differentiate the impact of industrial clustering from a horizontal and a vertical perspective while taking regional convergence into consideration. The results indicate that in addition to an all-German process of convergence, a specific East German one can be identified. The different types of industrial clusters show mixed effects within this framework. While vertically isolated industrial clusters have a negative impact on regional growth in this period, positive growth effects can be identified when industrial clusters show an intra-regional vertical interconnectedness.

The Identification of Industrial Clusters – Methodical Aspects in a Multidimensional Framework for Cluster Identification

Abstract
We use a combination of measures of spatial concentration, qualitative input-output analysis and innovation interaction matrices to identify the horizontal and vertical dimension of industrial clusters in Saxony in 2005. We describe the spatial allocation of the industrial clusters and show possibilities of vertical interaction of clusters based on intermediate goods flows. With the help of region and sector-specific knowledge interaction matrices we are able to show that a sole focus on intermediate goods flows limits the identification of innovative actors in industrial clusters, as knowledge flows and intermediate goods flows do not show any major overlaps.

Abstract
Despite extensive government support the gap between East and West Germany has still not been successfully closed nearly 20 years post German unification. Hence, some economists tend to compare East Germany with Mezzogiorno – underdeveloped Southern Italy. East Germany is still subject to sever structural problems in comparison to West Germany: lower per capita income, lower productivity, higher unemployment rates, fewer firm headquarters and fewer innovation activities. There are East German regions with less than desirable rates of development. Nevertheless, the new federal states have shown some evidence of a convergence process. Some regions have developed very positively – they have improved their competitiveness and employment levels. As such, the comparison of East Germany with Mezzogiorno does not seem applicable today.
According to Neoclassical Growth Theory, regional policy is targeted enhancing investment (hereafter the notion ‘investment policy’ is used). has been the most important instrument in forcing the ‘reconstruction of the East’. Overall, the investment policy is seen as having been successful. It is not, however, the only factor influencing regional development – political policy makers noted in the mid 1990s that research and development (R&D) activities and regional concentrated production networks, amongst other factors, may also play a part. The investment policy instrument has therefore been adjusted. Nevertheless, it cannot be excluded that investment policy may fail in particular cases because it contains potentially conflicting targets. A ‘better road’ for future regional policy may lie in the support of regional production and innovation networks – the so-called industrial clusters. These clusters would need to be exactingly identified however to ensure effective and efficient cluster policies.

Abstract
Das Konzept industrieller Cluster verzeichnet stetige Attraktivitätsgewinne bei Politikern und anderen Akteuren regionaler Wirtschaftsförderung. Allein an dem im Jahr 2007 gestarteten Spitzenclusterwettbewerb des Bundesministeriums für Bildung und Forschung beteiligten sich 38 Bewerber aus allen 16 Bundesländern Deutschlands. Diese Initiative wird ergänzt durch zahlreiche weitere Programme auf allen regionalen Ebenen, sodass die Feststellung eines Cluster-Booms oder -Fiebers (vgl. Kiese und Schätzl 2008) durchaus zutreffend ist.

Industry Concentration and Regional Innovative Performance – Empirical Evidence for Eastern Germany

Abstract
Regarding technological innovativeness, the transformed economy of the former German Democratic Republic (GDR) clearly lags behind the western part of the country. To face this weakness a broad mixture of policy measures was carried out in recent years. Particular attention is drawn to the development of industry concentrations and economic ‘clusters’. However, little is known about the effectiveness of these policy measures regarding how industry concentrations in fact promote innovative performance in Eastern Germany. The present study tries to fill this gap by analysing the relationship between industry concentration in Eastern Germany and regional innovative performance. Our empirical analysis is based upon the number of patent applications of 22 manufacturing industries in 22 Eastern German planning regions. The estimated regression models indicate an inverted-U relationship between the degree of industry concentration and innovative performance. An exceedingly high degree of industry concentration in one region hampers regional innovative output. We discuss policy implications of our findings and give recommendations for future refinement of ‘cluster’-supporting policy schemes in Eastern Germany.

Abstract
In neueren Studien des IWH wird ein selektiver Clusterungsprozess der Photovoltaik-(PV-)Industrie in Ostdeutschland nachgewiesen. Insbesondere die Standorte Bitterfeld-Wolfen, Freiberg/Dresden, Erfurt/Arnstadt sowie der Raum Berlin-Brandenburg stellen Zentren der ostdeutschen PV-Industrie dar. Im Wettbewerb der verschiedenen regionalen PV-Cluster um Produktion und Beschäftigung erweist sich die Herausbildung von Agglomerationsvorteilen als ein zentraler Standortvorteil.
Ziel dieses Beitrags ist die Untersuchung des Clusterungsprozesses in der Region Berlin-Brandenburg. Aufbauend auf einem multidimensionalen Clusterkonzept von Bathelt wird der Clusterungsprozess der Region hinsichtlich seiner Stärken und Schwächen zur Herausbildung von Agglomerationsvorteilen untersucht. Dabei zeigt sich, dass der Clusterungsprozess in Berlin-Brandenburg zu ersten positiven Effekten für die regional ansässigen Unternehmen geführt hat. Auch wenn Kooperationen auf derselben Wertschöpfungsstufe vergleichsweise gering ausgeprägt sind, können Unternehmen von der Ko-Lokalisation durch kontinuierliche Beobachtung ihrer Konkurrenten profitieren. Entlang der Wertschöpfungskette lassen sich ebenso erste positive Clusterungseffekte durch den Aufbau vertikaler Verflechtungsbeziehungen erkennen.
Insbesondere scheint jedoch der weitere Ausbau der regionalen Wissensbasis durch die fortschreitende Vernetzung sowie die Stärkung der Kooperation universitärer und außeruniversitärer Forschungsinstitute mit den lokalen Unternehmen wünschenswert und notwendig. In Anbetracht des starken Drucks auf die Innovationsfähigkeit der Unternehmen aufgrund der veränderten Wettbewerbsbedingungen werden nur effizient produzierende und innovative Unternehmen gestärkt aus der Konsolidierungsphase der Industrie hervortreten. Dabei weist die Region Berlin-Brandenburg ein hohes technologisches Potenzial aus. Dies gilt es zu nutzen, um am weiteren Wachstum des Sektors zu partizipieren.
