Abstract
Nach mehrjähriger pandemiebedingter Pause wieder reguläre Tariflohnerhöhungen für die Beschäftigten in der Metall- und Elektroindustrie
Die Tarifvertragsparteien in der Metall- und Elektroindustrie haben sich erstmalig seit der Corona-Pandemie auf eine Stufenerhöhung der Tariflöhne in Höhe von 5,2% ab Juni 2023 und von 3,3% ab Mai 2024 geeinigt. Zusätzlich wurden zwei lohnsteuer- und sozialversicherungsabgabenfreie Inflationsausgleichsprämien von jeweils 1 500 Euro vereinbart, die zu Beginn des Jahres 2023 und 2024 gezahlt werden. Der Tarifvertrag läuft bis Ende September 2024. Auch gibt es ab dem Jahr 2023 einen Anstieg des bereits früher vereinbarten jährlich gezahlten Zusatzentgelts.

Abstract
Steuerfreie „Corona-Sonderzahlung“ und Abbau des Solidaritätszuschlags bringen Beschäftigten bei Bund und Kommunen kräftiges Gehalts-Plus.
Die Tarifvertragsparteien des Öffentlichen Dienstes von Bund und Kommunen haben sich auf einen neuen Tariflohnabschluss mit einer Laufzeit bis Ende 2022 geeinigt: Im Dezember 2020 gibt es eine steuerfreie „Corona-Sonderzahlung“, die je nach Entgeltgruppe bis zu 600 Euro beträgt. Ab April 2021 steigt dann das Gehalt um 1,4%, jedoch mindestens um 50 Euro je Monat, ein Jahr später um weitere 1,8%. Zudem gibt es noch eine Reihe von Zusatzvereinbarungen wie beispielsweise die Reduzierung der wöchentlichen Arbeitszeit in Ostdeutschland auf das Westniveau, die Erhöhung der Jahressonder-zahlung oder die Einführung einer Pflegezulage.

Vertical Grants and Local Public Efficiency

Abstract
The existing empirical literature on the impact of vertical grants on local public-sector efficiency yields mixed results. Given the fact that vertical financial equalization systems often reduce differences in fiscal capacity, we argue that empirical studies based on cross-sectional data may yield a positive relationship between grants and efficiency of public service production even when the underlying causal effect is not. We provide a simple illustrative theoretical model to show the logic of our argument and illustrate its relevance by an empirical case study for the German state of Saxony-Anhalt. We show that our main argument of an inference-disturbing effect applies to those existing studies that are more optimistic about the impact of vertical grants. Finally, we argue that it may disturb the inference drawn from studies in a number of other countries where vertical grants—intended or not—concentrate in fiscally weak municipalities.

Abstract
Die Tariflöhne steigen im Öffentlichen Dienst der Länder rückwirkend zum 1. Januar 2019 um 3,01%, wobei die Beschäftigten mindestens 100 Euro monatlich mehr verdienen sollen. Ein Jahr später gibt es dann nochmals einen Zuwachs um 3,12% bzw. mindestens 90 Euro monatlich und 1,29% bzw. mindestens 50 Euro im Jahr 2021. Der Tarifvertrag läuft bis Ende September 2021. Die jährliche Sonderzahlung (Weihnachtsgeld) wird auf dem Niveau des Jahres 2018 eingefroren.

The Efficiency of Local Public-service Production: The Effect of Political Institutions

Abstract
Reforms replacing municipal cooperations by centralized municipalities often aim at increasing municipal efficiency. Empirical evidence supporting this aim, however, is ambiguous. Our paper analyzes the effect of institutions on municipal efficiency. In particular, we distinguish two archetypal institutional settings, a centralized and a confederal one, and argue that bureaucrats in a centralized setting are able to increase the fiscal residual. Our empirical test case is the German federal state of Saxony-Anhalt. We test the effect of the institutional setup using the bootstrap approach suggested by Simar and Wilson (2007), concluding that a decentralized institutional setting improves the efficiency of municipal production.

Abstract
This paper analyses the relationship between intermunicipal cooperation and efficiency of public service provision. Organisational arrangements of public service production, including self-provision, joint provision or contracting, affect incentives and internal transaction costs. Hence, cooperation gains from scale effects need to be balanced against technical inefficiencies. We analyse relative efficiency of wastewater disposal for German municipalities. We employ a conditional analysis in conjunction with a metafrontier approach to calculate relative efficiency measures and technology gap ratios controlling for organisational arrangements and further environmental variables. Jointly providing municipalities and contractor municipalities exhibit lower technical efficiency than self-providing and contracting municipalities. As confirmed by previous research, scale effects from cooperation and contracting apply to small municipalities primarily.

The contributions to this eBook are based on research carried out within the scope of the Eurosystem Competitiveness Research Network (CompNet), bringing together participants from EU national central banks, universities and international organisations interested in competitiveness issues. The mapping of GVCs and full awareness about their implications are essential to informed public debate and improved economic policy.

Abstract
We apply a network perspective and study the emergence of core-periphery (CP) structures in innovation networks to shed some light on the relationship between isolation and innovation. It has been frequently argued that a firm’s location in a densely interconnected network area improves its ability to access information and absorb technological knowledge. This, in turn, enables a firm to generate new products and services at a higher rate compared to less integrated competitors. However, the importance of peripheral positions for innovation processes is still a widely neglected issue in literature. Isolation may provide unique conditions that induce innovations which otherwise may never have been invented. Such innovations have the potential to lay the ground for a firm’s pathway towards the network core, where the industry’s established technological knowledge is assumed to be located.
The aim of our paper is twofold. Firstly, we propose a new CP indicator and apply it to analyze the emergence of CP patterns in the German laser industry. We employ publicly funded Research and Development (R&D) cooperation project data over a period of more than two decades. Secondly, we explore the paths on which firms move from isolated positions towards the core (and vice versa). Our exploratory results open up a number of new research questions at the intersection between geography, economics and network research.

Abstract
In October 2006, Dominion Bond Rating Service (DBRS) introduced new ratings for banks that account for the potential of government support. The rating changes are not a reflection of any changes in the respective banks’ credit fundamentals. We use this natural experiment to evaluate the consequences of bail out expectations for bank behavior using a difference in differences approach. The results suggest a striking difference between the effects of bail out probabilities during calm times (“ex ante”) versus during crisis times (“ex post”). During calm times, higher bail-out probabilities result in higher risk taking, consistent with the moral hazard view and much of the empirical literature. However, in crisis times, we find that banks with higher bail out probabilities tend to increase their risk taking less compared to banks that were ex ante unlikely to be bailed-out. Charter values are one part of the explanation: Supported banks may have a funding advantage relative to non-supported banks during the crisis. However, we cannot rule out that other factors also may be playing a role, including tighter supervision of supported banks in crisis times.
