Politics, Banks, and Sub-sovereign Debt: Unholy Trinity or Divine Coincidence?

Abstract
We exploit election-driven turnover in State and local governments in Germany to study how banks adjust their securities portfolios in response to the loss of political connections. We find that local savings banks, which are owned by their host county and supervised by local politicians, increase significantly their holdings of home-State sovereign bonds when the local government and the State government are dominated by different political parties. Banks' holdings of other securities, like federal bonds, bonds issued by other States, or stocks, are not affected by election outcomes. We argue that banks use sub-sovereign bond purchases to gain access to politically distant government authorities.

Abstract
This paper investigates the intra-regional development patterns in East Germany with particular reference to the manufacturing sector. When East Germany’s economy was ruled by the central planning regime, the share of industrial workforce in total employment was the greatest in entire Europe. It exceeded the respective value in the Soviet Union at that time. When the transition from a centrally planned economy to a market economy occurred, the East German manufacturing sector faced the greatest challenges.

Abstract
Subject to this paper is the decision making by Treuhandanstalt on privatization, restructuring, or liquidation of former state-owned firms in East Germany. To explain: the Treuhandanstalt was the agency at the Federal level tasked with the privatization of the former state-owned firms of the GDR. All former state-owned firms were assigned to the Treuhandanstalt in mid-1990. The notion of Treuhand firms (“Treuhandfirmen”) will be used to characterize this type of firms.

Abstract
In Deutschland wird die Anzahl der Erwerbspersonen mittelfristig aufgrund der Alterung der Bevölkerung sinken und damit auch das Wirtschaftswachstum niedriger ausfallen als in den vergangenen Jahren. Gleichzeitig hat die Bundesregierung eine Reihe von zusätzlichen Staatsausgaben beschlossen. Auf der Grundlage einer gesamtwirtschaftlichen Projektion mit dem IWH-Deutschlandmodell lässt sich aber zeigen, dass es bis zum Jahr 2025 kaum zu Haushaltsdefiziten kommt, auch wenn sämtliche im Koalitionsvertrag enthaltenen finanzpolitischen Maßnahmen umgesetzt werden. Selbst wenn sich die makroökonomischen Rahmenbedingungen verschlechtern, etwa wegen eines deutlichen Zinsanstiegs oder eines Einbruchs der ausländischen Nachfrage, würde der Finanzierungssaldo zwar negativ, die zu erwartenden Defizite lägen aber dennoch wohl unter 0,5% in Relation zum Bruttoinlandspro-dukt. Ein Einbruch der ausländischen Nachfrage würde die Produktion zwar stärker dämpfen als ein Zinsschock, die Effekte auf den gesamtstaatlichen Finanzierungssaldo wären aber vergleichbar. Denn ein Zinsschock belastet eher die Binnennachfrage, von deren Rückgang die staatlichen Einnahmen stärker betroffen sind als von einem Rückgang der Exporte. Für die kommenden Jahre dürfte der deutsche Staatshaushalt damit recht robust sein; dabei ist aber zu beachten, dass etwa die aus dem Rentenpaket resultierenden Mehrausgaben erst nach dem Jahr 2025 deutlich zu Buche schlagen.

Abstract
Im zweiten Halbjahr 2018 ist der Aufschwung der deutschen Wirtschaft ins Stocken geraten. Dabei geht der leichte Rückgang des Bruttoinlandsprodukts im dritten Quartal vor allem auf Probleme der Automobilbranche zurück: Viele Fahrzeugtypen waren nicht lieferbar, weil die Zertifizierung nach dem neuen Abgas-Prüfverfahren fehlte. Allerdings schwächt sich das Auslandsgeschäft schon seit Beginn des Jahres ab, denn die internationale Konjunktur hat den hohen Schwung des Jahres 2017 nicht halten können, vor allem wegen der hohen politischen Unsicherheiten, welche die Handelskonflikte, der nahende Brexit und der Konflikt um den italienischen Staatshaushalt mit sich bringen.
Binnenwirtschaftlich dürfte sich aber der Aufschwung in Deutschland im Lauf des Jahres kaum verlangsamt haben. Ein Hauptgrund dafür sind die weiter sehr günstigen Finanzierungsbedingungen. Sie werden aufgrund der expansiven Geldpolitik der EZB auch im Jahr 2019 günstig bleiben. Allerdings ist zu erwarten, dass das weniger freundliche außenwirtschaftliche Umfeld nicht nur die Exporte dämpft, sondern bald auch auf Investitionsentscheidungen und Personalpolitik der Unternehmen durchschlagen wird; zunächst wohl im Verarbeitenden Gewerbe, dann auch bei den Dienstleistern. Weiter bremsend wirkt zugleich der Fachkräftemangel am Bau, aber auch in anderen Branchen. Alles in allem ist damit zu rechnen, dass die Produktion im Jahr 2019 nur noch in etwa so stark zulegt wie die Produktionskapazitäten: Das Bruttoinlandsprodukt dürfte im Jahr 2018 um 1,5% und im Jahr 2019 um 1,4% steigen. Der gesamtstaatliche Haushaltsüberschuss beträgt im Jahr 2018 60 Mrd. Euro. Im Jahr 2019 verringert er sich auf 42 Mrd. Euro. Die ostdeutsche Wirtschaft dürfte in den Jahren 2018 und 2019 in etwa so schnell expandieren wie die gesamtdeutsche.

Economic activity in the world and in Germany is losing momentum
In the second half of 2018, the upturn of the German economy has stalled. Production of the automotive industry declined because of delays in switching production to WLTP compliant cars. Irrespectively of this, the German export business has been weakening since the beginning of the year, since the global economy, burdened by the political uncertainties surrounding trade conflicts, the impending Brexit and the conflict over the Italian budget, was unable to keep up with the high momentum of 2017. “It is to be expected that the less benign external environment will not only dampen exports, but will also impact on companies’ investment and hiring decisions”, says Oliver Holtemöller, head of the Department Macroeconomics and vice president at Halle Institute for Economic Research (IWH). Gross domestic product is expected to increase by 1.5% in 2018 and by 1.4% in 2019, which is roughly equal to the growth rate of economic capacity in Germany.

Abstract
In the coalition agreement from February 7, 2018, the new German federal government drafts its public pension policy, which has to be evaluated against the background of demographic dynamics in Germany. In this paper, the consequences of public pensions related policy measures for the German public pension insurance are illustrated using a simulation model. In the long run, the intended extensions of benefits would lead to an increase in the contribution rate to the German public pension insurance of about two and a half percentage points. Referring to pension systems of other countries, we discuss measures in order to limit this increase in the contribution rate.

Abstract
In this paper, we investigate the impact of regional and technological innovation systems on innovation cooperation. We develop an indicator applicable to regions, which demonstrates the relative regional impact on innovation cooperation. Applying this method to German patent data, we find that regional differences in the degree of innovation cooperation do not only depend on the technology structure of a region but also on specific regional effects. High-tech oriented regions, whether east or west, are not automatically highly cooperative regions. East German regions have experienced a dynamic development of innovation cooperation since re-unification in 1990. Their cooperation intensity remains higher than in West German regions.

Do Digital Information Technologies Help Unemployed Job Seekers Find a Job? Evidence from the Broadband Internet Expansion in Germany

Abstract
This paper studies effects of the introduction of a new digital mass medium on reemployment of unemployed job seekers. We combine data on high-speed (broadband) internet availability at the local level with German individual register data. We address endogeneity by exploiting technological peculiarities that affected the roll-out of high-speed internet. The results show that high-speed internet improves reemployment rates after the first months in unemployment. This is confirmed by complementary analyses with individual survey data suggesting that internet access increases online job search and the number of job interviews after a few months in unemployment.
