The Impact of Public Guarantees on Bank Risk-taking: Evidence from a Natural Experiment

Abstract
In 2001, government guarantees for savings banks in Germany were removed following a lawsuit. We use this natural experiment to examine the effect of government guarantees on bank risk-taking. The results suggest that banks whose government guarantee was removed reduced credit risk by cutting off the riskiest borrowers from credit. Using a difference-in-differences approach we show that none of these effects are present in a control group of German banks to whom the guarantee was not applicable. Furthermore, savings banks adjusted their liabilities away from risk-sensitive debt instruments after the removal of the guarantee, while we do not observe this for the control group. We also document that yield spreads of savings banks’ bonds increased significantly right after the announcement of the decision to remove guarantees, while the yield spread of a sample of bonds issued by the control group remained unchanged. The evidence implies that public guarantees may be associated with substantial moral hazard effects.

Do Better Capitalized Banks Lend Less? Long-run Panel Evidence from Germany

Abstract
Higher capital features prominently in proposals for regulatory reform. But how does increased bank capital affect business loans? The real costs of increased bank capital in terms of reduced loans are widely believed to be substantial. But the negative real-sector implications need not be severe. In this paper, we take a long-run perspective by analysing the link between the capitalization of the banking sector and bank loans using panel cointegration models. We study the evolution of the German economy for the past 44 years. Higher bank capital tends to be associated with higher business loan volume, and we find no evidence for a negative effect. This result holds both for pooled regressions as well as for the individual banking groups in Germany.

IWH-Industrieumfrage im ersten Quartal 2014: Florierende Geschäfte
Die optimistischen Erwartungen, die in der ostdeutschen Industrie am Ende des Jahres 2013 vorherrschten, haben sich im ersten Quartal dieses Jahres erfüllt. Das geht aus den Ergebnissen der IWH-Industrieumfrage unter rund 300 Unternehmen hervor. Die aktuelle Geschäftslage hat einen starken Aufwärtsschub erhalten. Der Saldo von positiven und negativen Urteilen hat sich gegenüber dem Vorquartal um 13 Punkte erhöht. Die Geschäftsaussichten sind auf dem hohen Niveau der vorherigen Umfrage geblieben.

Regulation, Innovation and Technology Diffusion - Evidence from Building Energy Efficiency Standards in Germany

Abstract
The impact of environmental regulation on technology diffusion and innovations is studied using a unique data set of German residential buildings. We analyze how energy efficiency regulations, in terms of minimum standards, affects energy-use in newly constructed buildings and how it induces innovation in the residential-building industry. The data used consists of a large sample of German apartment houses built between 1950 and 2005. Based on this information, we determine their real energy requirements from energy performance certificates and energy billing information. We develop a new measure for regulation intensity and apply a panel-error-correction regression model to energy requirements of low and high quality housing. Our findings suggest that regulation significantly impacts technology adoption in low quality housing. This, in turn, induces improvements in the high quality segment where innovators respond to market signals.

Abstract
Drawing from confidential firm-level balance sheets in 11 European countries, the paper presents a novel sectoral database of comparable productivity indicators built by members of the Competitiveness Research Network (CompNet) using a newly developed research infrastructure. Beyond aggregate information available from industry statistics of Eurostat or EU KLEMS, the paper provides information on the distribution of firms across several dimensions related to competitiveness, e.g. productivity and size. The database comprises so far 11 countries, with information for 58 sectors over the period 1995-2011. The paper documents the development of the new research infrastructure, describes the database, and shows some preliminary results. Among them, it shows that there is large heterogeneity in terms of firm productivity or size within narrowly defined industries in all countries. Productivity, and above all, size distribution are very skewed across countries, with a thick left-tail of low productive firms. Moreover, firms at both ends of the distribution show very different dynamics in terms of productivity and unit labour costs. Within-sector heterogeneity and productivity dispersion are positively correlated to aggregate productivity given the possibility of reallocating resources from less to more productive firms. To this extent, we show how allocative efficiency varies across countries, and more interestingly, over different periods of time. Finally, we apply the new database to illustrate the importance of productivity dispersion to explain aggregate trade results.

Actors and Interactions – Identifying the Role of Industrial Clusters for Regional Production and Knowledge Generation Activities

Abstract
This paper contributes to the empirical literature on systematic methodologies for the identification of industrial clusters. It combines a measure of spatial concentration, qualitative input–output analysis, and a knowledge interaction matrix to identify the production and knowledge generation activities of industrial clusters in the Federal State of Saxony in Germany. It describes the spatial allocation of the industrial clusters, identifies potentials for value chain industry clusters, and relates the production activities to the activities of knowledge generation in Saxony. It finds only a small overlap in the production activities of industrial clusters and general knowledge generation activities in the region, mainly driven by the high-tech industrial cluster in the semiconductor industry. Furthermore, the approach makes clear that a sole focus on production activities for industrial cluster analysis limits the identification of innovative actors.

Abstract
Das Geschäftsklima zum Jahresende 2013 bezeichnen die knapp 300 vom IWH befragten Bauunternehmen weiterhin als außerordentlich gut. So verharrt die Geschäftslage bei einem vergleichsweise milden Winterwetter auf einem Niveau, das bisher nur während des Baubooms Anfang der 1990er Jahre, während des mäßigen Winters zum Jahreswechsel 2011/2012 sowie im Herbst dieses Jahres erreicht wurde. Die Bauproduktion und auch die Liquiditätsausstattung wurden von den Unternehmen sogar höher als im Quartal zuvor bewertet, die Baupreise blieben dagegen in etwa stabil.

Am Jahresende 2013 florieren die Geschäfte im Verarbeitenden Gewerbe Ostdeutschlands. Das zeigen die Ergebnisse der IWH-Industrieumfrage unter knapp 300 Unternehmen. Der Saldo der aktuellen Lagebewertung hat sich gegenüber dem Vorquartal geringfügig erhöht. Und auch die Geschäftsaussichten, die bereits im September einen Aufwärtsschub erfahren hatten, verbesserten sich nochmals leicht. Der Niveauunterschied zwischen der Beurteilung der Geschäftslage und den Erwartungen hat sich weiter erhöht. Beide Komponenten liegen deutlich über dem langjährigen Mittel.

Banks’ Financial Distress, Lending Supply and Consumption Expenditure

Abstract
We employ a unique identification strategy linking survey data on household consumption expenditure to bank-level data to estimate the effects of bank financial distress on consumer credit and consumption expenditures. We show that households whose banks were more exposed to funding shocks report lower levels of non-mortgage liabilities. This, however, does not result in lower levels of consumption. Households compensate by drawing down liquid assets to smooth consumption in the face of a temporary adverse lending supply shock. The results contrast with recent evidence on the real effects of finance on firms’ investment and employment decisions.

Abstract
Im Verarbeitenden Gewerbe Ostdeutschlands liefen die Geschäfte im Jahr 2013 zunächst schleppend. Erst im dritten Quartal gab es einen Aufwärtsschub. Die Erwartungen wurden deutlich optimistischer. Die Auftragslage, die Produktions- und die Ertragserwartungen verbesserten sich. Die schwache Geschäftstätigkeit im ersten Halbjahr hat Spuren bei den Umsätzen hinterlassen. Sie bleiben deutlich hinter den Erwartungen zurück. Am besten lief es noch für die Hersteller von Ge- und Verbrauchsgütern. Auch die Ertragslage hat sich gegenüber dem Jahr 2012 verschlechtert. Vor allem die Hersteller von Investitionsgütern litten unter einer schwachen Nachfrage. Für das Jahr 2014 erwarten die vom IWH befragten Unternehmen wieder bessere Geschäfte. Mehr als die Hälfte der Unternehmen geht von Zuwächsen beim Umsatz aus (jedes fünfte von mehr als 10%) und auch die Exportunternehmen sind diesbezüglich zuversichtlich. Die Beschäftigungspläne sind deutlich optimistischer als vor einem Jahr. Reichlich ein Drittel der Unternehmen will Personal einstellen, nur jedes zehnte geht davon aus, dass bis Ende 2014 Beschäftigung abgebaut wird.
