Abstract
Die EU-Erweiterung wirkt sich auf den Status der Regionen aus, die derzeit im Rahmen der EURegionalpolitik gefördert werden. Voraussichtlich werden zahlreiche Regionen in der kommenden Programmperiode ihren Ziel-1-Status verlieren und entsprechend auf Fördermittel verzichten müssen. Über diesen bereits in der Öffentlichkeit diskutierten Aspekt hinaus ist damit zu rechnen, dass die EU für dieselben Regionen die maximal zulässigen Beihilfesätze absenken wird. Hiervon betroffen sind auch die meisten Regionen der ostdeutschen Flächenländer. Ein „phasing out“ für die betroffenen Ziel-1-Gebiete könnte die Umstellung erleichtern. Gleichzeitig sollte schon jetzt durch eine Beschleunigung des Infrastrukturausbaus damit begonnen werden, die regionalen Standortnachteile deutlich zu reduzieren, um damit auf die voraussichtliche Senkung der Regionalbeihilfesätze zu reagieren.

Abstract
Mit der EU-Osterweiterung wird eine Reform der EU-Regionalpolitik erforderlich sein. Für Deutschland und vor allem für die neuen Länder hat dies erhebliche Bedeutung, weil Ostdeutschland derzeit als sogenannte Ziel-1-Region die höchste Förderpriorität genießt. Das IWH hat Thesen zur Regionalpolitik in Europa vorgelegt, die bei der Auftaktveranstaltung eines Brüsseler „Round Table on Regional Policy in Europe“ präsentiert und diskutiert wurden.

Abstract
Der IWH-Standortreport Sachsen-Anhalt 2005 bewertet die wirtschaftliche Lage und Entwicklung Sachsen-Anhalts anhand eines Sets von Indikatoren. Zudem wird der Frage nachgegangen, wie das Land und seine Teilräume mit „Regionalen Branchenschwerpunkten“ ausgestattet sind. Hinsichtlich der Produktivität der Wirtschaft insgesamt und speziell in der Industrie sowie bei einer Reihe weiterer industrieller Indikatoren zeigen sich Veränderungen zum Besseren. Insgesamt bleibt aber die Arbeitsmarktlage schwierig, die Nachfrage nach hochqualifiziertem Humankapital fällt geringer als in den anderen ostdeutschen Flächenländern aus, und das Schließen der Unternehmenslücke bleibt eine wirtschaftspolitische Herausforderung. In Bezug auf die regionalen Branchenschwerpunkte verfügt das Land insbesondere in den Bereichen Chemie und Biotechnologie in der Region Halle-Merseburg, sowie Medizintechnik/Biotechnologie im Raum Magdeburg über durchaus entwicklungsfähige Potentiale.

Abstract
Since the 1990s tourism has been one major area in Saxony where new local public infrastructure has been created. The question is whether this newly-built tourism infrastructure has been able to change the path of economic development in those municipalities where the investment has occurred. Is it possible to activate the tourism industry with the help of public investment at locations that are completely new to the tourism industry? The econometric estimations and a survey of businesses in the field of tourism make it clear that the new tourist infrastructure really did have a positive effect on local employment – but not everywhere and not in every case. Tourist infrastructure will only have a major positive impact on economic development if a municipality already has a “track record” of being a tourist destination and is well-equipped with the relevant complementary factors for tourist activities and the “primary features” of tourist destinations – History matters!

Abstract
Der Grundsatz der „Gleichwertigkeit der Lebensverhältnisse“ wird heute in Deutschland allgemein akzeptiert und steht als eines der fundamentalen Prinzipien des deutschen föderativen Staates – abgeleitet aus dem Sozialstaatsprinzip – nicht zur Disposition. Allerdings wird über die „richtige“ Interpretation des Grundsatzes und über die „richtigen“ Mittel zu seiner Realisierung vielfach diskutiert und gestritten. Vor diesem Hintergrund hat der vorliegende Band das Anliegen, zu einer differenzierten Bestandsaufnahme der gegenwärtig, im ersten Jahrzehnt des 21. Jahrhunderts, vorhandenen räumlichen Disparitäten bzw. der erreichten „Gleichwertigkeit der Lebensverhältnisse“ sowie der Wirksamkeit von politischen Maßnahmen für mehr Gleichwertigkeit“ am Beispiel ostdeutscher Teilräume beizutragen und Hinweise für Politikveränderungen zu geben.

Abstract
Der Beitrag geht der Frage nach, in welche Richtung die Regionalpolitik der EU weiterentwickelt werden sollte. Zunächst werden die Konsequenzen der EU-Osterweiterung erläutert, die sich ohne Veränderung der heutigen Regelungen nach 2006 ergeben würden. Anschließend wird untersucht, welche materiellen Auswirkungen die EU-Osterweiterung für die Ordnung der regionalen Wirtschaftsstruktur hat und welche weiteren Einflussfaktoren der europäischen Regionalentwicklung für eine Reform der heutigen regionalpolitischen Regelungen von Belang sind. Der Beitrag gelangt zum Ergebnis, dass sich die EU-Ebene zukünftig auf die Beihilfenkontrolle, die Festlegung von Förderregionen sowie die Vergabe von finanziellen Mitteln konzentrieren sollte. Innerhalb der Förderregionen sollte anstelle des „Gießkannenprinzips“ ein eher wachstumsorientiertes Konzept zur Anwendung kommen. Dabei sollte versucht werden, mit regionalpolitischen Maßnahmen noch stärker als bislang an den jeweiligen tatsächlichen regionalen Wachstumshemmnissen ansetzen; dies sind vielfach nicht das fehlende unternehmerische Kapital, sondern Engpässe bei der Infrastruktur, fehlende regionale Netzwerke und Schwächen bei der Innovationstätigkeit.
