Abstract
The Halle Institute for Economic Research (IWH) was founded in 1992 and operates three research departments: Macroeconomics, Financial Markets, and Structural Change and Productivity. The IWH’s research structure is designed to foster close interplay between micro and macroeconomic research, however it has its roots in the empirical research conducted on the transition from a planned to a market economy, with a particular focus on East Germany.

The German Economy: Strong Economic Activity in Germany and in the World
In the early summer of 2017, economic momentum in the world is quite strong. Important general conditions for the global economy are likely to remain favourable: Interest rates will continue to be low almost everywhere, and low inflationary pressure suggests that there are hardly any constraints from the supply side.

Abstract
Im Frühsommer 2017 ist die konjunkturelle Dynamik in der Welt recht kräftig. Wichtige Rahmenbedingungen für die Weltwirtschaft dürften günstig bleiben: Die Zinsen werden weiterhin fast überall niedrig sein, und das im Allgemeinen ruhige Preisklima deutet darauf hin, dass von der Angebotsseite insgesamt bislang kaum Spannungen ausgehen.
Die deutsche Wirtschaft befindet sich bereits seit Frühjahr 2013 in einem langgezogenen Aufschwung; sie wird im Sommerhalbjahr wohl weiter deutlich expandieren. Die Binnennachfrage und wegen der günstigen Arbeitsmarktlage insbesondere der private Konsum dürften kräftig bleiben. Die privaten Haushalte werden bei anhaltend günstigen Finanzierungsbedingungen auch ihre Bauaktivitäten weiter ausweiten, ebenso die Gebietskörperschaften, zumal die Steuereinnahmen hoch sind. Die Zuwachsrate des Bruttoinlandsprodukts ist allerdings wegen der geringeren Zahl an Arbeitstagen in diesem Jahr mit 1,6% niedriger als im Jahr 2016. Im kommenden Jahr dürfte der Zuwachs 1,8% betragen. Mit jeweils 1,7% in diesem und im nächsten Jahr fällt der Anstieg der Verbraucherpreise moderat aus, aber deutlich stärker als in den drei Jahren zuvor. Die Arbeitslosigkeit nimmt zunächst weiter ab. Die öffentlichen Haushalte erzielen weiterhin deutliche Überschüsse, auch in konjunkturbereinigter Rechnung. Die ostdeutsche Wirtschaft dürfte im Jahr 2017 wie bereits im Jahr zuvor um zwei Zehntel Prozentpunkte stärker zulegen als in Deutschland insgesamt.
Risiken für die deutsche Wirtschaft resultieren vor allem aus den globalen wirtschaftspolitischen Rahmenbedingungen.

The Dynamic Effects of Works Councils on Plant Productivity: First Evidence from Panel Data

Abstract
We estimate dynamic effects of works councils on labour productivity using newly available information from West German establishment panel data. Conditioning on plant fixed effects and control variables, we find negative productivity effects during the first five years after council introduction but a steady and substantial increase in the councils’ productivity effect thereafter. Our findings support a causal interpretation for the positive correlation between council existence and plant productivity that has been frequently reported in previous studies.

Abstract
Die deutsche Konjunktur konnte weiter an Fahrt gewinnen. Das Bruttoinlandsprodukt (BIP) stieg im ersten Quartal 2017 mit 0,6% nochmals deutlich schneller als im Vorquartal. Der IWH-Flash-Indikator deutet darauf hin, dass das Expansionstempo auch im zweiten Quartal 2017 hoch bleibt und sich danach leicht abschwächen wird. Das Bruttoinlandsprodukt in Deutschland dürfte im zweiten Quartal 2017 um knapp 0,6% und danach um 0,4% steigen.

Plant-based Bioeconomy in Central Germany – A Mapping of Actors, Industries and Places

Abstract
The bioeconomy links industrial and agricultural research and production and is expected to provide growth, particularly in rural areas. However, it is still unclear which companies, research institutes and universities make up the bioeconomy. This makes it difficult to evaluate the policy measures that support the bioeconomy. The aim of this article is to provide an inventory of relevant actors in the three Central German states of Saxony, Saxony-Anhalt and Thuringia. First we take an in-depth look at the different sectors, outline the industries involved, note the location and age of the enterprises and examine the distribution of important European industrial activity classification (NACE) codes. Our results underline the fact that established industry classifications are insufficient in identifying the plant-based bioeconomy population. We also question the overly optimistic statements regarding growth potentials in rural areas and employment potentials in general.

Abstract
Die deutsche Wirtschaft befindet sich nun schon im fünften Jahr eines moderaten Aufschwungs, der sich 2018 fortsetzen wird. Auch global expandiert die Wirtschaft kräftig. Die gestiegenen politischen Unsicherheiten dämpfen die Weltwirtschaft derzeit offensichtlich kaum. Der wirtschaftspolitische Kurs der neuen US-Regierung birgt sowohl Chancen als auch Risiken für die Konjunktur in den USA und der Welt. Die Gemeinschaftsdiagnose prognostiziert für 2018 eine Inflationsrate von 1,9% für die fortgeschrittenen Volkswirtschaften und rechnet mit einem Kurswechsel der EZB.

Joint Economic Forecast Spring 2017: Upturn in Germany strengthens in spite of global economic risks
The German economy is already in the fifth year of a moderate upturn. According to the Gemeinschaftsdiagnose (GD, joint economic forecast) that was prepared by Germany’s five leading economic research institutes on behalf of the Federal Government, capacity utilization is gradually increasing, and aggregate production capacities are now likely to have slightly exceeded their normal utilisation levels. However, cyclical dynamics remain low compared to earlier periods of recoveries, as consumption expenditures, which do not exhibit strong fluctuations, have been the main driving force so far. In addition, net migration increases potential output, counteracting a stronger capacity tightening. “Gross domestic product (GDP) is expected to expand by 1.5% (1.8% adjusted for calendar effects) and 1.8% in the next year. Unemployment is expected to fall to 6.1% in 2016, to 5.7% in 2017 and 5.4% in 2018”, says Oliver Holtemöller, Head of the Department Macroeconomics and vice president of the Halle Institute for Economic Research (IWH) – Member of the Leibniz Association. Inflation is expected to increase markedly over the forecast horizon. After an increase in consumer prices of only 0.5% in 2016, the inflation rate is expected to rise to 1.8% in 2017 and 1.7% in 2018. The public budget surplus will reduce only modestly. Public finances are slightly stimulating economic activity in the current year and are cyclically neutral in the year ahead.

Die deutsche Wirtschaft befindet sich nun schon im fünften Jahr eines moderaten Aufschwungs. Die gesamtwirtschaftliche Kapazitätsauslastung nimmt allmählich zu, und die gesamtwirtschaftlichen Produktionskapazitäten dürften mittlerweile die Normalauslastung leicht überschritten haben. Dabei bleibt die konjunkturelle Dynamik im Vergleich zu früheren Aufschwungphasen gering, auch weil der wenig schwankungsanfällige Konsum die Hauptantriebskraft ist. Einer stärkeren Kapazitätsanspannung wirkt zudem entgegen, dass die Nettozuwanderung das Produktionspotenzial erhöht. Das Bruttoinlandsprodukt dürfte in diesem Jahr um 1,5 Prozent (kalenderbereinigt 1,8 Prozent) und im kommenden Jahr um 1,8 Prozent zulegen.

Abstract
Auf die Stagnation im dritten Quartal des vergangenen Jahres folgte in den Monaten Oktober bis Dezember ein moderater Zuwachs der Produktion. Das Bruttoinlandsprodukt ist in den Neuen Bundesländern – saisonbereinigt nach dem Berliner Verfahren – um 0,3% gestiegen (Alte Bundesländer: 0,4%). Die Steigerung beruht auf einem Wechsel der Auftriebskräfte: Das Produzierende Gewerbe legte nach dem Minus an Wertschöpfung im Sommer wieder zu, und das Plus der Dienstleister hat sich erhöht.
