Abstract
10 Jahre nach ihrer Etablierung zeigt sich in der Europäischen Wirtschafts- und Währungsunion ein gespaltenes Bild. Trotz unbestreitbarer Erfolge bei der Sicherung von Preisstabilität scheint die Beschäftigungs-Performance des Euroraums getrübt. Im vorliegenden Beitrag wird die These vertreten, dass dies auch an einer mangelhaften Koordination zwischen EZB und Gewerkschaften liegt. Hierzu wird ein spieltheoretisches Modell entwickelt, mit dem verschiedene makroökonomische Ergebnisse erklärt werden können. Mit einem Reputationsgleichgewicht wird ein Vorschlag dargestellt, der es Zentralbank und Gewerkschaften ermöglichen würde, Preisstabilität und einen hohen Beschäftigungsstand vereinbar zu machen, ohne die Unabhängigkeit der Akteure aufzugeben. Der Beitrag schließt mit einigen wirtschaftspolitischen Betrachtungen über die Erreichbarkeit eines solchen Ergebnisses unter Berücksichtigung des Europäischen Makroökonomischen Dialogs.

Abstract
Im Beitrag wird die Entwicklung der Industrie in den ostdeutschen Regionen seit Beginn der 1990er Jahre untersucht. Zentrale Frage ist, ob sich der industrielle Sektor zu einem wirtschaftlichen Stabilitätsfaktor in den ostdeutschen Regionen entwickelt hat. Obwohl sich die Industrie in Ostdeutschland bis zum Beginn der Wirtschaftskrise im Jahr 2008 – gemessen am an der Entwicklung der Bruttowertschöpfung – zu einem Wachstumsmotor entwickelt hatte, weisen die intra-industriellen Strukturen in den meisten Regionen Ostdeutschlands weiterhin Defizite in Form unterdurchschnittlicher Anteile technologieintensiver Branchen und hochwertiger Dienstleistungsfunktionen auf. Demzufolge wird weiterer Strukturwandel notwendig sein.

Ein zentrales Vorhaben der Bundesregierung ist die deutliche Reduktion des Energiebedarfs von Wohnimmobilien. Vom Ziel der Null-Emission ab 2050 ist sie abgerückt, doch sollten Häuser stufenweise saniert werden. Ein genauer Blick auf die Immobilie lohnt. Abstract
Der Anstieg der Energiepreise kann zu einer länger anhaltenden Verteuerung von Gütertransporten führen. Welche Auswirkungen haben steigende Transportkosten auf die Entwicklung von Städtesystemen? Ein solcher Transportkostenanstieg hat in der Russischen Föderation nach der Preisliberalisierung 1992 real, d.h. in Relation zu den Preisen anderer Gütergruppen stattgefunden. Gleichzeitig stellt die Bevölkerungsstatistik der Russischen Föderation Daten bereit, mit deren Hilfe Hypothesen zur Entwicklung von Städtesystemen unter dem Einfluss steigender Transportkosten geprüft werden können. Diese Daten werden in der vorliegenden Arbeit umfassend ausgewertet. Den theoretischen Hintergrund liefert die Modellierung eines Städtesystems mit linearer Raumstruktur im Rahmen der Neuen Ökonomischen Geographie. Damit wird ein Werkzeug geschaffen, das auch auf weiträumige Städtesysteme mit ausgeprägter Bandstruktur angewendet werden kann. Die hier erstmals erfolgte ausführliche Erläuterung des zu Grunde liegenden Theorieansatzes versteht sich als Ergänzung der Standardlehrbücher der Raumwirtschaftstheorie. Die Ergebnisse der empirischen Untersuchung bestätigen die Prognose des Modells, dass in großflächigen Ländern bzw. Regionen mit Ähnlichkeit zur unterstellten Raumstruktur ein Anstieg der Transportkosten Konzentrationstendenzen in den Zentren befördert, während die peripheren Regionen zunehmend abgekoppelt werden.

Abstract
Die deutsche Wirtschaft befindet sich im Aufschwung. Die Institute prognostizieren eine Zunahme des realen Bruttoinlandsprodukts um 3,5 % für das Jahr 2010 und um 2,0 % für das Jahr 2011. Die Lage am Arbeitsmarkt wird sich dabei weiter verbessern. Die Zahl der Arbeitslosen dürfte im Jahresdurchschnitt 2011 erstmals seit 1992 unter 3 Millionen liegen. Die Defizitquote des Staates dürfte auf 2,7 % sinken. Die Wirtschaftspolitik in Deutschland muss den angekündigten Konsolidierungspfad weitergehen. Auf europäischer Ebene sind Insolvenzordnungen für Staaten und Banken erforderlich. Ein strengerer Stabilitäts- und Wachstumspakt könnte als ergänzende Maßnahme sinnvoll sein. Eine Verlängerung des Rettungsschirms für Euroländer oder die Einführung von gepoolten Staatsanleihen sind dagegen genauso abzulehnen wie der von der EU-Kommission vorgeschlagene Mechanismus zur Vermeidung und Korrektur makroökonomischer Ungleichgewichte.

Informal Social Networks and Spatial Mobility

Abstract
Die Präferenzen von Individuen in Transformationsregionen sind immer noch durch Prägungen des früheren sozialistischen Systems bestimmt. Diese These der sozialistischen Prägung wird im Beitrag getestet, indem untersucht wird, ob sich ein Einfluss der Sozialisation in einem solchen System auf die Akkumulation von Sozialkapital und, als Konsequenz, auf die Präferenzen für räumliche Mobilität nachweisen lässt. Gegenstand der Analyse ist der paradigmatische Fall Ostdeutschlands, wo die Mobilitätsneigung deutlich geringer zu sein scheint als im westlichen Teil. Auf Grundlage einer IV ordered probit Schätzung wird erstens belegt, dass Ostdeutsche, sofern sie im Sozialismus aufgewachsen sind, stärker in lokal gebundenes informelles Sozialkapital investiert sind. Zweitens bestätigt sich die These, dass eine Partizipation in derartigen Netzwerken die Mobilitätspräferenz verringert. Drittens zeigt sich, dass sich nach Kontrolle dieses Netzwerkeffektes der Mobilitätsrückstand der Ostdeutschen substantiell verringert. Die eher geringe räumliche Mobilität der ostdeutschen Bevölkerung erscheint daher zu einem erheblichen Teil den typischen Sozialkapitalmustern post-sozialistischer Gesellschaften geschuldet zu sein.
