Der Beitrag beschreibt die Transformation der Freiberger Wirtschaft ausgehend vom dem auf die DDR-Halbleiterindustrie orientierten „VEB Spurenmetalle Freiberg“ hin zur heutigen Photovoltaik-Industrie und analysiert, welche Rolle lokale und regionale Rahmenbedingungen bei der Entwicklung der Photovoltaik-Industrie am Standort gespielt haben. Er zeigt ferner, wie die Photovoltaik-Industrie mit lokalen Akteuren zusammenarbeitet, und beschreibt die Effekte aus der Interaktion der Photovoltaik-Industrie mit der Region.

Abstract
Der Beitrag untersucht, inwieweit sich rund 20 Jahre nach der Herstellung der Einheit Deutschlands die sozioökonomischen Strukturen in Ostdeutschlands noch von denen in Westdeutschland unterscheiden oder ob sich Gemeinsamkeiten herausgebildet haben. Beim Geburtenverhalten und bei der Sterblichkeit zeigen sich Gemeinsamkeiten, bei der Bildungsbeteiligung in Gestalt der Abiturientenquote nur geringe Abweichungen. Unterschiede zeigen sich dagegen beim Anteil von Personen mit Migrationshintergrund, der deutlich niedriger als in Westdeutschland liegt. Der Anteil der Vollzeit-erwerbstätigen Mütter liegt dagegen über den westdeutschen Verhältnissen. Nettowanderungsverluste in den vergangenen 20 Jahren und der Echoeffekt infolge einer Verschiebung von Geburten werden das Erwerbsfähigenpotenzial in Ostdeutschland künftig stark reduzieren und die Fachkräftesicherung zu einer große Herausforderung werden lassen.

Der Beitrag ist Bestandteil einer Broschüre, die vom Wissenschaftszentrum Sachsen-Anhalt/der Expertenplattform „Demographischer Wandel“ herausgegeben wird und einen Überblick über 15 Projekte zum Thema Demographischer Wandel gibt, die im Rahmen der Forschungsförderung vom Kultusministerium des Landes Sachsen-Anhalt unterstützt werden. Gefördert wird auch ein Forschungsvorhaben des IWH. Das IWH-Projekt befasst sich am Beispiel Sachsen-Anhalts mit gesellschafts- und wirtschaftspolitisch relevanten Fragen des demographischen Wandels in peripheren Räumen. Speziell geht es um die Frage, wie Einwohner in peripheren Regionen mit dem Ausdünnen sozialer Infrastruktur umgehen. Im Beitrag werden Ergebnisse zum Zusammenhang zwischen der Schließung von Grundschulen und Merkmalen des demographischen Wandels präsentiert.

Extreme Dependence with Asymmetric Thresholds: Evidence for the European Monetary Union

Abstract
Existing papers on extreme dependence use symmetrical thresholds to define simultaneous stock market booms or crashes such as the joint occurrence of the upper or lower one percent return quantile in both stock markets. We show that the probability of the joint occurrence of extreme stock returns may be higher for asymmetric thresholds than for symmetric thresholds. We propose a non-parametric measure of extreme dependence which allows capturing extreme events for different thresholds and can be used to compute different types of extreme dependence. We find that extreme dependence among the stock markets of ten initial EMU member countries, the United Kingdom, and the United States is largely asymmetrical in the pre-EMU period (1989–1998) and largely symmetrical in the EMU period (1999–2010). Our findings suggest that ignoring the possibility of asymmetric extreme dependence may lead to an underestimation of the probability of co-booms and co-crashes.

Abstract
Drawing on the systems perspective of innovation processes, this article proposes a conceptual approach for a comprehensive analysis of regional knowledge generation and transfer. Instead of focusing on one single indicator, the approach emphasizes the importance to take multiple channels of knowledge transfer into account. This provides valuable insights into the spatial structure of innovation processes on different levels. We disentangle the innovation process and consider four different layers: i.) publications in peer-reviewed journals, ii.) patent applications, iii.) formal R&D collaboration projects, the iv.) localized input-output relations. Further, we demonstrate the relevance of the „multi-layer approach‟ by applying it empirically to a specific regional innovation system: The Free State of Saxony – a federal state in Germany. We argue that the approach could be a valuable tool to inform policy-makers about knowledge-based regional development strategies.
