Abstract
Der Beitrag analysiert die Einwohnerentwicklung verschiedener bundesdeutscher Städte seit 1990. Zunächst werden verschiedene Daten zur Bevölkerungsentwicklung auf Stadt- und Stadtregionsebene präsentiert und diskutiert. Im Anschluss daran werden kleinräumige Entwicklungen innerhalb des Stadtraums am Beispiel der Stadt Halle/Saale dargestellt. Darauf folgend werden verschiedene Modelle und Theorien daraufhin überprüft, inwieweit sie das Phänomen schrumpfender Städte erklären können. Abschließend wird ein vorläufiges Resümee gezogen.

Abstract
Anlass dieser Festschrift ist der 65. Geburtstag Professor Dr. Udo Ludwigs, Leiter der makroökonomischen Abteilung am Institut für Wirtschaftsforschung Halle. Professor Ludwigs Arbeit konzentrierte sich in dieser Zeit auf zwei Themenschwerpunkte: auf den Prozess der Transformation der ostdeutschen Wirtschaft und ihr Hineinwachsen in eine neue Rolle im gesamtdeutschen und europäischen Wirtschaftsraum sowie auf die Analyse des Konjunkturzyklus in Deutschland und dessen Einbettung in den gesamtwirtschaftlichen Wachstumsprozess. Seine wissenschaftliche Neigung gehört den makroökonomischen Analysen, den auf ihnen aufbauenden Prognosen und der mit beiden verknüpften evidenzbasierten wirtschaftspolitischen Beratung. Mit dieser Festschrift bedanken sich Mitarbeiter ebenso wie Autoren, langjährige Gesprächspartner und die wissenschaftlichen Weggefährten Professor Ludwigs am IWH oder im Rahmen der Gemeinschaftsdiagnosen für die Bundesregierung, bei der er das Institut vertritt.
Der Band ist ein Dreiklang aus Reflexionen über makroökonomische Analyse, Prognostik sowie wirtschaftspolitische Beratung und streift dabei die theoretische Ökonometrie ebenso wie gesellschaftspolitische Fragen. Alle Beiträge haben Aspekte der mittelfristigen Wirtschaftsentwicklung in Ostdeutschland, Probleme der Konjunkturanalyse und -prognose oder die Natur von Politikberatung zum Gegenstand.

Are European Equity Style Indices Efficient? – An Empirical Quest in Three Essays

Abstract
Many situations in the history of the stock markets indicate that assets are not always efficiently priced. But why does it matter whether the stock market is efficiently priced? Because “well-functioning financial markets are a key factor to high economic growth”. (Mishkin and Eakins, 2006, pp. 3-4) In three essays, it is the aim of the author to shed some more light on the topic of market efficiency, which is far from being resolved. Since European equity markets have increased in importance globally, the author, instead of focusing on US markets, looks at a unified European equity market. By testing for a random walk in equity prices, revisiting Shiller’s claim of excess volatility through the means of a vector error correction model, and modifying the Gordon-Growth-Model, the book concludes that a small degree of inefficiency cannot be ruled out. While usually European equity markets are pricing assets correctly, some periods (e.g. the late 1990s and early 2000s) show clear signs of mispricing; the hypothesis of a world with two states (regime one, a normal efficient state, and regime two, a state in which markets are more momentum driven) presents a possible explanation.

Abstract
Der Beitrag geht der Frage nach, wie das Gesamtsystem der Finanzierung der Städte so geregelt werden könnte, dass es den heutigen Anforderungen und den Zukunftsaufgaben der Städte gerecht wird. Nach einem kurzen Überblick über das heutige System der kommunalen Finanzierung werden die Effekte des Systems für die Stadtentwicklung untersucht. Entsprechende negative Effekte gehen von der heutigen Regelung des kommunalen Einkommensteueranteils, der heutigen Grundsteuer und von verschiedenen Regelungen des kommunalen Finanzausgleichs aus. Abschließend werden mögliche Veränderungen des Systems dargestellt, mit denen die gegenwärtigen Defizite beseitigt werden könnten. Während diverse heutige Programme zugunsten der Städte eher an Symptomen kurieren, könnte mit entsprechenden Maßnahmen einer kommunalen Finanzreform an den Wurzeln der gegebenen Probleme der Stadtentwicklung angesetzt werden.
