Exports and private consumption weak ‒ Germany is waiting for an economic upturn
In the winter of 2023/2024, the German economy is still in a downturn. Parts of industry have lost competitiveness, real incomes have fallen in 2023 due to inflation, and there is uncertainty about the course of fiscal policy. However, rising real incomes and a slight increase in exports should cause a pickup from spring onwards. The Halle Institute for Economic Research (IWH) expects gross domestic product (GDP) to fall by 0.3% in 2023 and to expand by 0.5% in 2024 (East Germany: +0.5% and +0.7%). In September, the IWH forecast had assumed a decline of 0.5% for Germany in 2023 and expected growth of 0.9% for the coming year.

Abstract
Das deutsche Klimaschutzgesetz sieht unter anderem vor, dass die Treibhausgas-Emissionen in Deutschland bis zum Jahr 2030 um 65% gegenüber dem Jahr 1990 verringert werden. Die damit einhergehende Transformation der Wirtschaft hat weitreichende Konsequenzen für die gesamtwirtschaftliche Entwicklung und die öffentlichen Finanzen. Alles in allem erfordert der Ausbau erneuerbarer Energien für die Klimaschutzziele jährliche Investitionen in der Größenordnung von 2,5% in Relation zum Bruttoinlandsprodukt. Mithilfe eines makroökonomischen Modells kann gezeigt werden, mit welchen gesamtwirtschaftlichen Entwicklungen zu rechnen ist, wenn die Klimaschutzziele eingehalten werden.

Abstract
Die Weltwirtschaft verliert zum Ende des Jahres 2023 weiter an Schwung. Der durch den weltweiten Inflationsschub ausgelöste restriktive Schwenk der Geldpolitik drückt über höhere Finanzierungskosten vielerorts die Güternachfrage. Im nächsten Jahr dürfte die Weltwirtschaft wieder etwas anziehen. Die deutsche Wirtschaft ist nach Ende der Pandemie nicht wieder auf ihren alten Wachstumspfad zurückgekehrt. Das Verarbeitenden Gewerbe hat an Wettbewerbsfähigkeit eingebüßt, und die Weltnachfrage nach Industriegütern ist zurzeit schwach. Zudem ist die Inflation immer noch hoch, und die Realeinkommen sind längere Zeit über zurückgegangen. Die geldpolitische Straffung hat die Finanzierungsbedingungen verschlechtert, was besonders die Bauwirtschaft belastet. Das Bruttoinlandsprodukt wird 2023 wohl um 0,3% sinken und im kommenden Jahr um 0,5% expandieren.

IWH-Insolvenztrend: Leichter Rückgang bei Firmenpleiten im November
Die Zahl der Insolvenzen von Personen- und Kapitalgesellschaften ging im November leicht zurück, lag aber erneut über dem Niveau vor der Corona-Pandemie. Für die kommenden Monate rechnet das Leibniz-Institut für Wirtschaftsforschung Halle (IWH) wieder mit steigenden Insolvenzzahlen.

Abstract
Im dritten Quartal 2023 sank die Wirtschaftsleistung in Deutschland leicht um 0,1%, das schwache Plus aus dem Vorquartal wurde damit wieder abgeschmolzen. Insbesondere nahmen die Konsumausgaben der privaten Haushalte weiter ab. Das dürfte nicht zuletzt der immer noch recht kräftigen Inflation bei nur moderat steigenden Haushaltsbudgets geschuldet sein. Auch ist die Verunsicherung der privaten Haushalte nach wie vor groß, etwa bezüglich der Finanzierbarkeit der künftig notwendigen Klimaschutzmaßnahmen oder bezüglich der mittelfristigen Wirtschaftsaussichten in Deutschland.
Zudem haben sich die geopolitischen Risiken mit dem Ausbruch kriegerischer Handlungen im Nahen Osten noch einmal erhöht. Auch wenn für das vierte Quartal 2023 aufgrund wieder etwas steigender Realeinkommen ein kleiner Zuwachs der Produktion in Deutschland zu erwarten ist, lässt der Aufschwung auf sich warten. Das Bruttoinlandsprodukt (BIP) dürfte laut IWH-Flash-Indikator im vierten Quartal 2023 sowie im ersten Quartal 2024 jeweils um 0,2% steigen (vgl. Abbildung 1).

Abstract
In den meisten Ländern wirkt sich die Geburt eines Kindes negativ auf den Arbeitsmarkterfolg von Müttern aus, insbesondere bei Müttern mit niedrigerem Schulabschluss. In diesem Beitrag werden die Ergebnisse eines Feldexperiments in Deutschland vorgestellt, in dem Familien bei der Bewerbung für einen Platz in einer Kindertagesstätte (Kita) unterstützt wurden. Die Ergebnisse zeigen, dass der verbesserte Zugang zu frühkindlicher Betreuung die Wahrscheinlichkeit erhöht, dass Mütter ohne Abitur in Vollzeit arbeiten, und deren Haushaltseinkommen steigert. Um den Arbeitsmarkterfolg von Müttern zu verbessern, sollte die Politik den Zugang zu frühkindlicher Betreuung erleichtern und die Zahl der Kita-Plätze noch weiter erhöhen.

Die Zahl der Insolvenzen von Personen- und Kapitalgesellschaften lag im September erneut über dem Niveau vor der Corona-Pandemie. Die Zahl der betroffenen Beschäftigten war deutlich höher. Für das vierte Quartal rechnet das Leibniz-Institut für Wirtschaftsforschung Halle (IWH) mit einem spürbaren Anstieg von Insolvenzen.
