IWH-Konjunkturbarometer: Ostdeutsche Wirtschaft mit schwachem Start
Die ostdeutsche Wirtschaft ist von einem niedrigen Niveau aus in das neue Jahr gestartet. Das Schlußquartal verlief äußerst schwach, obwohl das Verarbeitende Gewerbe und selbst das Baugewerbe – sonst mitverantwortlich für Rückschläge – deutlich zulegten. Die negativen Wachstumsbeiträge kamen diesmal aus dem Dienstleistungssektor, insbesondere von Handel, Gastgewerbe und Verkehr, vor allem aber vom öffentlichen Bereich. In den ersten Monaten des neuen Jahres wurden diese Rückgänge gestoppt. Allerdings rutschte das Baugewerbe – nicht zuletzt wegen der Unbilden des verhältnismäßig lang anhaltenden Winterwetters – deutlich ins Minus. Das Verarbeitende Gewerbe zog dagegen weiter kräftig durch.

Abstract
Der Beitrag untersucht Kernfragen des Strukturwandels und der Spezialisierungsmuster in den Volkswirtschaften der erweiterten Europäischen Union. In allen Transformationsländern wurden, gemessen an Beschäftigung und Produktivität, Verschiebungen von landwirtschaftlichen und industriellen Sektor hin zum Dienstleistungssektor beobachtet – z.T. mit späteren Reindustrialisierungsphasen. Während einige Ländern, insbesondere Tschechien, Ungarn, die Slowakei, Polen, Estland und Slowenien ihre Produktivität in mittleren technologieintensiven Bereichen verbessert haben und die Technologieleiter aufwärts steigen können, bleiben andere bei einer Struktur mit vielen arbeitsintensiven Zweigen. Im Kontext der EU-Erweiterung sind handelsschaffende Effekte – insbesondere in Verbindung mit einem Anstieg des intra-industriellen Handels – und verstärkte Direktinvestitionen zu erwarten. Alle beteiligten Länder müssen sich gemäß ihren komparativen Vorteilen spezialisieren, allerdings können staatliche F&E-Ausgaben sowie Bildungsanstrengungen auf die Entwicklung solcher Vorteile Einfluss nehmen. Die Gerschenkron-Hypothese postuliert für die Beitrittsländer einen „Vorteil der Rückständigkeit“. Da diese Länder in der ersten Transformationsphase niedrige F&E-Intensitäten in der ersten Transformationsphase aufweisen, ist die Modernisierung des Bildungs- und Forschungssektors wesentlich. Für die EU-15 als Ganzes wird ein Erweiterungsgewinn erwartet, aber die Vorteile werden sich über die Länder hinweg unterschiedlich darstellen, da die ökonomische Geografie eine Rolle spielt. Österreich, Deutschland, die skandinavischen Länder, die Niederlande, Italien und Frankreich werden voraussichtlich stärker von der Erweiterung profitieren als die anderen Mitglieder der EU-15. Deutschland und Österreich spielen zusätzlich eine wichtige Rolle als Ursprungsländer für Direktinvestitionen. Es gibt noch einen erheblichen Forschungsbedarf bezüglich Ausmaß und Richtung des Strukturwandels.

Diese umfangreiche Studie zeichnet ein Bild von den besonderen Nachfrage- und Angebotseffekten, durch die der Erneuerungsprozess des ostdeutschen Dienstleistungssektors maßgeblich bestimmt wurde. Dazu zählen auf der Nachfrageseite die vergleichsweise niedrigen Einkommen in den neuen Bundesländern sowie die Ost-West-Transfers und auf der Angebotsseite die beruflichen Qualifikationen der Erwerbspersonen.

Schwerpunkt des 17. Berichtes ist die Entwicklung der Dienstleistungen in Ostdeutschland seit der Einführung der marktwirtschaftlichen Ordnung. Dies wird getrennt für die produktionsnahen und konsumnahe Dienste abgehandelt. Ausführlich wird auf die Problematik einer Dienstleistungslücke gegenüber Westdeutschland eingegangen. Außerdem werden Untersuchungsergebnisse zur räumlichen Entwicklung im Dienstleistungssektor präsentiert.

Abstract
Eine Betrachtung des konjunkturellen Verhaltens der Ausrüstungsinvestitionen in Westdeutschland von 1960 bis 1993 zeigt, dass der Dienstleistungssektor 1960 nur für gut ein Viertel der Ausrüstungsinvestitionen verantwortlich zeichnete, 1993 aber schon für mehr als die Hälfte. Stark zugenommen hat der Dienstleistungsbeitrag zu den Schwankungen der Wachstumsrate der Ausrüstungsinvestitionen.

Abstract
Untersucht wird in dem Beitrag, in welchem Maße sich die Beschäftigungsstrukturen im Dienstleistungssektor sich zwischen den neuen und alten Bundesländern angeglichen haben. Es zeigt sich insbesondere, dass im Vergleich zu den alten Bundesländern in Ostdeutschland nicht übermäßig viele Erwerbstätige in konsumbezogenen Dienstleistungsbereichen tätig sind. Andererseits zeigt sich für die produktionsorientierten Dienstleistungen ein deutlicher Rückstand Ostdeutschlands.
