Abstract
Durch die schwere Banken- und Finanzkrise der vergangenen Jahre ist die Notwendigkeit einer besseren Regulierung der Banken und einer besseren Aufsicht über die Märkte offenkundig geworden. Hierzu liegt eine Reihe von Vorschlägen zur Änderungen der Regulierung auf dem Tisch bzw. sind bereits umgesetzt worden. Mit der „Bankenunion“ sollen zentrale Kompetenzen über die Aufsicht von Banken auf die europäische Ebene gezogen werden. Damit bedeutet die Bankenunion einen Schritt weg vom Prinzip des Binnenmarktes, in dem die Aufsicht über die Banken in nationaler Verantwortung liegt.

Konjunktur aktuell: Schulden- und Vertrauenskrise bringt Rezessionsgefahr nach Deutschland

Abstract
Drei Jahre nach dem Beginn der schwersten Rezession der Nachkriegsgeschichte steht die Wirtschaft des Euroraums vor einer erneuten Rezession; die Konjunktur in Deutschland gerät aller Wahrscheinlichkeit nach in eine Phase der Stagnation. Nach der hier vorgelegten Prognose wird die gesamtwirtschaftliche Produktion in Deutschland in beiden Quartalen des Winterhalbjahres 2011/2012 leicht sinken; die technische Bedingung für eine Rezession wäre damit auch hier erfüllt.
Eine langsamere Gangart der Konjunktur ab dem zweiten Halbjahr 2011 war schon im Frühjahr weithin erwartet worden. In den vergangenen Wochen hat die Abschwächung jedoch eine neue Qualität bekommen. Die Aktienkurse sind rund um den Globus massiv eingebrochen und zeigen deutlich erhöhte Schwankungen. Gleichzeitig haben sich die Vertrauensindikatoren weltweit stark verschlechtert, zuletzt insbesondere auch in Deutschland. Der Vertrauensverlust setzte ein, während in den USA um die Ausweitung der Obergrenze für Bundesschulden und in der Europäischen Union um ein neues Hilfspaket für Griechenland sowie eine Reform des Rettungsfonds gerungen wurde. Die Ende Juli ausgehandelten Kompromisse wurden weder diesseits noch jenseits des Atlantiks als Befreiungsschläge aus den fiskalpolitischen Krisen aufgefasst und konnten deshalb die Stimmungseinbrüche nicht aufhalten. Stattdessen hat sich die Situation im Euroraum in den vergangenen Wochen weiter zugespitzt, weil an den Finanzmärkten Zweifel an der Zahlungsfähigkeit der großen Schuldenländer Spanien und vor allem Italien größer geworden sind. Zwar konnte die Europäische Zentralbank eine deutliche Erhöhung der Risikoaufschläge italienischer und spanischer Staatsanleihen durch eine Ausweitung ihres Ankaufprogramms verhindern, eine langfristige Lösung für die Schuldenpro¬blematik ist dies jedoch nicht.

Abstract
Am 14. und 15. Februar 2011 fand am IWH erstmalig in Zusammenarbeit mit dem International Network for Economic Research (INFER) der Workshop „Applied Economics and Economic Policy“ statt. Wissenschaftlerinnen und Wissenschaftler europäischer Universitäten und internationaler Organisationen stellten einem breiten Publikum neueste Forschungsergebnisse zu aktuellen ökonomischen Fragen und Problemen vor. Der Workshop richtete sich neben einem wissenschaftlichen Publikum vor allem auch an Mitarbeiterinnen und Mitarbeiter internationaler Organisationen, wie beispielsweise der Europäischen Kommission und der Europäischen Zentralbank (EZB), sowie der verschiedenen Ministerien, wie z. B. der Wirtschaftsministerien. Ziel der Veranstaltung war es somit, nicht nur aktuelle Forschungsergebnisse vorzustellen, sondern auch mit Vertretern aus Wissenschaft und Praxis über aktuelle Wirtschaftspolitik und über das Spezialthema „The Empirics of Imbalances and Disequilibria“
zu diskutieren. Mit Lorenzo Bini Smaghi, Mitglied des Direktoriums der EZB, und Martin Hallet aus der Generaldirektion Wirtschaft und Finanzen der Europäischen Kommission konnten zwei hochrangige Vertreter aus den politischen Institutionen als Keynote-Speaker gewonnen werden.

Abstract
10 Jahre nach ihrer Etablierung zeigt sich in der Europäischen Wirtschafts- und Währungsunion ein gespaltenes Bild. Trotz unbestreitbarer Erfolge bei der Sicherung von Preisstabilität scheint die Beschäftigungs-Performance des Euroraums getrübt. Im vorliegenden Beitrag wird die These vertreten, dass dies auch an einer mangelhaften Koordination zwischen EZB und Gewerkschaften liegt. Hierzu wird ein spieltheoretisches Modell entwickelt, mit dem verschiedene makroökonomische Ergebnisse erklärt werden können. Mit einem Reputationsgleichgewicht wird ein Vorschlag dargestellt, der es Zentralbank und Gewerkschaften ermöglichen würde, Preisstabilität und einen hohen Beschäftigungsstand vereinbar zu machen, ohne die Unabhängigkeit der Akteure aufzugeben. Der Beitrag schließt mit einigen wirtschaftspolitischen Betrachtungen über die Erreichbarkeit eines solchen Ergebnisses unter Berücksichtigung des Europäischen Makroökonomischen Dialogs.

Abstract
Die Europäische Wirtschafts- und Währungsunion (EWWU) befindet sich gegenwärtig in einer Schulden- und Vertrauenskrise. Die europäischen Institutionen haben darauf mit einer Reihe von Maßnahmen reagiert: Ein Finanzstabilisierungsmechanismus wurde geschaffen, und die Europäische Zentralbank hat damit begonnen, die Anleihen von denjenigen Mitgliedsstaaten des Euro-Währungsgebietes aufzukaufen, die auf den Finanzmärkten gar nicht mehr oder nur zu relativ hohen Zinsen Finanzmittel aufnehmen können. Zwar können diese Maßnahmen kurzfristig geeignet sein, die Lage zu stabilisieren; langfristig sind sie jedoch problematisch. So wird das Überschuldungsproblem Griechenlands nicht dauerhaft gelöst und die Krisenanfälligkeit sowohl des Finanzsystems als auch der Mitgliedsstaaten selbst wird nicht gemindert. Die durch die ergriffenen Maßnahmen gewonnene Zeit muss unbedingt zur Stärkung der Institutionen im Euro-Währungsgebiet genutzt werden. Eine graduelle Modifikation des Stabilitäts- und Wachstumspaktes oder die Schaffung neuer politischer Institutionen, zum Beispiel einer europäischen Wirtschaftsregierung, wird dies nicht leisten können. Vielmehr bedarf es der Einsicht, dass Krisen Bestandteil marktwirtschaftlich organisierter Volkswirtschaften sind und dass vorab vereinbarte Regeln für den Umgang mit ihnen festgelegt werden müssen. Dazu zählt vor allem eine Insolvenzordnung für Banken und auch für Staaten, um systemische Risiken zu reduzieren.

Die Europäische Wirtschafts- und Währungsunion (EWWU) befindet sich gegenwärtig in einer Schulden- und Vertrauenskrise. Die europäischen Institutionen haben reagiert: Ein Finanzstabilisierungsmechanismus wurde geschaffen, der finanziellen Beistand in Höhe von hunderten Milliarden Euro gewähren kann, und die Europäische Zentralbank kauft seit einiger Zeit Anleihen hochverschuldeter Euro-Staaten auf.

Abstract
Die Krise des internationalen Finanzsystems, die vom US-Hypothekenmarkt ausgegangen ist, klang im vergangenen halben Jahr nicht ab, sondern verstärkte sich sogar. Entsprechend mehren sich die Besorgnisse um die Konjunktur, und die Europäische Zentralbank sowie andere Zentralbanken sind ins Spannungsfeld zwischen Preisniveaustabilität und Finanzsystemstabilität geraten. Trotz weitgehend übereinstimmender Einschätzungen möglicher konjunktureller Auswirkungen bestehen doch unter den Experten teilweise erhebliche Differenzen in den Vorstellungen darüber, was die Wirtschaftspolitik zur Eindämmung der Krise leisten kann und soll. Beispielsweise reichen die Vorschläge für die Geldpolitik von einer mehr oder weniger starken Senkung der Leitzinsen über die Entwicklung und den Einsatz neuer struktureller Offenmarktinstrumente bis hin zu einer zwar vorübergehenden, quantitativ aber nahezu ungezügelten Versorgung der Geschäftsbanken mit Geld.

Abstract
Im Frühjahr 2006 setzt sich der weltwirtschaftliche Aufschwung fort. In den USA hat die Produktion nach den Störungen durch die Hurrikane im vergangenen Spätsommer offensichtlich wieder Tritt gefaßt, und in Japan ist die Dynamik von Exporten und Investitionen weiterhin hoch. An den europäischen Börsen spiegeln die starken Kursgewinne vom Winter die nochmals verbesserten Ertragsaussichten vieler Unternehmen wider. Auch in den meisten Schwellenländern war die konjunkturelle Dynamik hoch. Damit steht der weltweite Aufschwung gegenwärtig auf einer breiten Basis. Trotz der weltweiten Rücknahme des geldpolitischen Expansionsgrades sind die niedrigen langfristigen Zinsen nominal und real überall nur wenig gestiegen, und die Finanzierungsmöglichkeiten für Investitionen sind weiterhin günstig. Freilich signalisiert der besonders starke Rückgang des Abstandes zwischen lang- und kurzfristigen Zinsen im Fall der USA auch aufkeimenden Konjunkturpessimismus. Dort wird die Rückkehr zu einer konjunkturneutralen Geldpolitik den Immobilienboom im Lauf des Jahres beenden. Die Europäische Zentralbank hat zwar jüngst den Leitzins ebenfalls erhöht, die Bedingungen im Euroraum für Exporte und Investitionen sind jedoch weiterhin günstig und sorgen für eine kräftige Belebung. Die privaten Haushalte werden ihr vorsichtiges Ausgabeverhalten aber vorerst nicht aufgeben; und so wird auch in diesem und im nächsten Jahr der Euroraum die konjunkturelle Dynamik anderer Weltregionen nicht erreichen. In Deutschland verlor der noch in der Anfangsphase befindliche Aufschwung bereits Ende 2005 wieder an Kraft. Die Impulse von der Außenwirtschaft kehrten sich infolge kräftiger Importe in ihr Gegenteil um, und die Basis der Inlandskonjunktur – einzig die Investitionstätigkeit – war zu schmal, um die Schwäche auszugleichen. Auf das ganze Jahr bezogen, änderte sich die kon junkturelle Beschleunigung jedoch nicht; sie lag saison- und arbeitstäglich bereinigt bei 1,1%. Lediglich die unterschiedliche Zahl an Arbeitstagen führte zu deutlich abweichenden Jahresergebnissen: 1,6% für 2004 und 0,9% für 2005. Die deutsche Wirtschaft kam in den vergangenen Jahren vor allem deshalb nicht in Schwung, weil die Übertragung der konjunkturellen Impulse gestört war. Diese Schwäche wird nun überwunden, und der Konsum der privaten Haushalte wird an Fahrt aufnehmen – wenn auch nur vorübergehend. Im Jahr 2006 steht der Aufschwung damit auf einem breiten Fundament. Die Impulse von der Weltwirtschaft werden die exportorientierte deutsche Wirtschaft weiter anregen, und die Investitionstätigkeit wird sich auch deshalb nochmals verstärken. Zumal hat sich die Eigenkapitalbasis der Unternehmen verbessert, und die Finanzierungsbedingungen an den Kapitalmärkten sind nach wie vor günstig. Bleiben Schocks von der Weltwirtschaft aus, dürfte sich der Produktionsanstieg, wie vom IWH bereits Ende 2005 erwartet, in diesem Jahr deutlich auf 1,7% erhöhen. Das entspricht einer konjunkturellen Beschleunigung von 1,1% auf 1,9%.

Current Trends: The danger of deflation - Is Germany following in Japan´s footsteps?

Abstract
Das Thema Deflation steht wieder auf der Tagesordnung: Der IWF hat Anfang Mai eine Studie zu dieser Problematik veröffentlicht. Danach sind Deflationsrisiken in den letzten Jahren weltweit gestiegen und in einigen wichtigen Ländern gegenwärtig recht hoch. Auch den US-Notenbank-Präsidenten Greenspan beschäftigen momentan nicht Inflationsrisiken, sondern die Gefahren eines unwillkommenen Falls der Inflationsrate. Und sogar die auf ihren Ruf als „harte“ Zentralbank bedachte EZB hat jüngst bekannt gegeben, dass sie nicht absolute Preisstabilität, sondern eine Inflationsrate von nahe 2% anstreben werde. Ein Sicherheitsabstand zur absoluten Preisniveaustabilität soll Deflationsrisiken verringern.
