Erweiterung des IWH beschlossen
Die Gemeinsame Wissenschaftskonferenz (GWK) von Bund und Ländern hat dem Antrag des Leibniz-Instituts für Wirtschaftsforschung Halle (IWH) auf einen großen strategischen Sondertatbestand in Form einer strategischen Erweiterung zugestimmt. Ab dem Jahr 2020 erhält das Institut eine zusätzliche Grundfinanzierung in Höhe von 1,3 Millionen Euro jährlich. IWH-Präsident Reint E. Gropp zeigt sich außerordentlich erfreut über den großen Erfolg.

Abstract
Der Titel ist nüchtern, das Echo grell. „Vereintes Land – drei Jahrzehnte nach dem Mauerfall“ heißt die Publikation, die das Leibniz-Institut für Wirtschaftsforschung Halle (IWH) heute vor einem Monat veröffentlicht hat. Wir analysieren darin die Entwicklungsunterschiede im heutigen Deutschland. Ob Wirtschaftsleistung oder Löhne, Zuwanderung oder Bildung: In vielerlei Hinsicht zeichnen die regionalen Muster beständig die einstige Teilung zwischen DDR und alter Bundesrepublik nach. Das zeigen wir sehr anschaulich und überlegen, wie sich die Unterschiede verkleinern ließen. Und die Reaktionen aus Teilen der Politik? Entrüstung, Diskreditierung von Forschung und Versuche, Wissenschaftler persönlich herabzusetzen.

New IWH publication takes stock: “United country – three decades after the Wall came down”
How is Germany’s economy faring 30 years after the fall of the Berlin Wall? A new publication by the Halle Institute for Economic Research (IWH) uses illustrative maps and graphs to show how the Federal Republic has developed compared to other countries and how economic unification has progressed. The publication presents many new findings, including on productivity differences between east and west, urban and rural development, as well as the availability of skilled labour.

Wissenschaftsrat stimmt IWH-Erweiterung zu
Der Wissenschaftsrat befürwortet die Gründung einer neuen Abteilung am Leibniz-Institut für Wirtschaftsforschung Halle (IWH). Mit zusätzlichen Forschenden und einem neuen Ansatz will das Institut untersuchen, welche Auswirkungen das Zusammenspiel von unterschiedlichen staatlichen Eingriffen in Finanz- und Arbeitsmärkte auf die Gesamtwirtschaft hat.

IWH leads large scale EU research project on productivity
Is productivity growth slowing in industrialised countries? And if so, why? From the start of 2019, the Halle Institute for Economic Research (IWH) will be addressing these questions as the coordinator of a new EU project. Economists and statistics experts from nine European partners will collaborate on the three-year project, entitled MICROPROD. With a total budget of just under three million euros, it is the IWH’s largest EU project to date.

Abstract
Die jüngere ökonomische Forschung stellt der betrieblichen Mitbestimmung z. B. im Hinblick auf ihre Effekte auf Produktivität, Löhne und Gewinne insgesamt ein positives Zeugnis aus. Dies macht den Widerstand von Arbeitgebern gegen Betriebsräte erklärungsbedürftig. Da Mitbestimmung die unternehmerische Freiheit einschränkt, wird vielfach vermutet, dass Arbeitgeber bereit sein könnten, positive Effekte der Mitbestimmung im Gegenzug für größere Handlungsspielräume zu opfern. Unser Beitrag zeigt auf Basis einer Literaturauswertung, dass, jenseits der durchschnittlich positiven Beurteilung durch die Forschung, Mitbestimmung in vielen Betrieben keine positiven ökonomischen Folgen hat. Da das Gewicht solcher Betriebe in den Arbeitgeberverbänden stark ist, kann die ablehnende Haltung der Arbeitgeberverbände auch aus profitmaximierendem Kalkül seiner Mitglieder erklärt werden.

The Economic Development of Saxony-Anhalt since 1990

Abstract
In diesem Beitrag wird die wirtschaftliche Entwicklung Sachsen-Anhalts seit 1990 im Kontext des ostdeutschen Transformationsprozesses von einer Zentralverwaltungswirtschaft zu einer Marktwirtschaft beschrieben. Die wirtschaftliche Leistungsfähigkeit Sachsen-Anhalts hat in den frühen 1990er Jahren zunächst schnell gegenüber Westdeutschland aufgeholt, vor allem weil der Kapitalstock modernisiert und erweitert worden ist. Seit einiger Zeit stagniert der Aufholprozess jedoch, und das Bruttoinlandsprodukt je Erwerbstätigen liegt etwa 20% unter dem westdeutschen Niveau. Die wirtschaftspolitische Herausforderung besteht darin, den Aufholprozess durch die Förderung von Forschung und Innovation und durch bessere Qualifizierung der Erwerbstätigen weiter voranzubringen.

Ostdeutsche Flächenländer können mit westdeutschem Wirtschaftswachstum nicht mithalten
Deutschlands Wirtschaft ist im Jahr 2017 um stolze 2,2% gewachsen. Bei näherem Hinsehen offenbart sich aber schnell: Die Wachstumszahlen von Bundesländern wie Bayern (+2,8%), Bremen (+3,3%) und Niedersachsen (+2,5%) verheißen deutlich mehr als die der ostdeutschen Flächenländer, beispielsweise die Sachsens (+1,4%) und vor allem Sachsen-Anhalts (0,8%), wie die heute vorgelegten BIP-Wachstumszahlen des Arbeitskreises Volkswirtschaftliche Gesamtrechnungen der Länder (VGRdL) für 2017 zeigen. Damit geht die Schere zwischen Ost- und Westdeutschland nicht weiter zu. „Der Aufholprozess stagniert; die ostdeutschen Länder sollten ihre Wirtschaftspolitik mehr auf die bessere Qualifizierung der Erwerbstätigen und Innovationen ausrichten“, so Oliver Holtemöller, Vizepräsident des Leibniz-Instituts für Wirtschaftsforschung Halle (IWH) und Leiter der Abteilung Makroökonomik.
