Abstract
In Hochschulen wird Wissen produziert, das dort nicht kommerziell genutzt werden kann und in die Wirtschaft transferiert werden muß, um sein Potential auszuschöpfen. Die Abschaffung des Hochschullehrerprivilegs im Jahr 2002 und die Errichtung von regionalen Patentverwertungsagenturen zielen auf eine höhere Anzahl von Patenten von Wissenschaftlern, die anschließend durch die Agenturen an Unternehmen vermitteln werden. Dieser Weg spiegelt aber nur einen kleinen Teil der möglichen Formen von Wissenstransfer wider. Der Artikel zeigt einen Überblick wissenschaftlicher Untersuchungen zu diesem Thema, aus denen sich Aufgaben für die Wirtschaftspolitik ableiten lassen. Zwei wichtige Änderungsvorschläge ergeben sich: Die Fokussierung auf Patente sollte einer allgemeinen Betrachtung des Wissenstransfers weichen. Die Patentverwertungsagenturen sollten daher vielmehr zu Serviceeinrichtungen rund um den Wissenstransfer werden. Alternativ ließen sich die Transferstellen an den Hochschulen, die bislang eher beratend arbeiten oder sich auf Existenzgründungen konzentrieren, ausbauen. Da sich zudem der Nutzen des Wissenstransfers erst auf gesamtwirtschaftlicher Ebene voll entfaltet, ist eine dauerhafte staatliche Unterstützung der Transferstellen an den Hochschulen notwendig. Das oft verwendete Vorbild der Patentverwertung in den USA läßt sich wegen einer Vielzahl von Unterschieden in den institutionellen Rahmenbedingungen nicht auf Europa übertragen. Zum Schluß werden Forschungsgebiete genannt, die für ein umfassendes Bild des Wissenstransfers aus Hochschulen bearbeitet werden müßten. Solche Erkenntnisse könnten künftig dazu dienen, eine effiziente institutionelle Ausgestaltung des Wissenstransfers in Europa zu erreichen.

Abstract
In dem Beitrag wird überprüft, in welcher Weise das deutsche Hochschulsystem im Vergleich zu den USA auf die Anforderungen einer zunehmend wissensbasierten Ökonomie reagiert und welche Rolle Hochschulen für die ökonomische Entwicklung von Städten spielen können. Es wird herausgearbeitet, dass für eine Neuausrichtung des deutschen Hochschulsystems verschiedene Regulierungshindernisse bestehen.

Abstract
Die Autoren gehen der Frage nach, wie sich Gründungsneigung und Gründungsabsichten von Studierenden zwischen Hochschulen oder sogar zwischen Fächergruppen unterscheiden. In der Studie wird dabei insbesondere berücksichtigt, inwieweit regional unterschiedliche Ausbildungs- und Förderstrukturen von Entrepreneurship Education auch unterschiedliche Bedürfnisse und Präferenzen hervorrufen und welche gründungsfördernden Aktivitäten von welchen Zielgruppen als relevant und wirkungsvoll erachtet werden.

Abstract
Die Verfügbarkeit des Produktionsfaktors Wissen und die Innovationsfähigkeit stellen heute zentrale Erfolgsfaktoren von Volkswirtschaften dar. Die Produktion von neuem Wissen und seine wirtschaftliche Anwendung finden jedoch oft an verschiedenen Orten statt, so daß Wissenstransfer notwendig ist. Das ist beispielsweise der Fall, wenn Wissenschaftler, die an Hochschulen oder in öffentlichen Forschungseinrichtungen gearbeitet haben, in ein Unternehmen wechseln. Wie kann nun die Wissensweitergabe durch neue Mitarbeiter in Unternehmen optimal gestaltet werden? Eine spieltheoretische Modellierung gibt dafür eine Antwort: Effizienter Transfer findet dann statt, wenn die Mitarbeiter für den Wissenstransfer einen hohen zusätzlichen Lohn verglichen mit ihrem zusätzlichen Aufwand erhalten. Hierbei spielt nicht nur zeitlicher Aufwand und Beteiligung an höheren Einnahmen durch neue Produkte, sondern auch die Größe des Teams und soziale Faktoren (z. B. Arbeitsklima) eine Rolle. Um ein günstiges Verhältnis von zusätzlichem Lohn zu zusätzlichem Aufwand zu erhalten, kann entweder der Lohn erhöht oder aber die individuellen Kosten der Mitarbeiter für Wissenstransfer gesenkt werden. Dies verursacht selbst Kosten für das Unternehmen – z. B. durch Einführung eines Wissensmanagements –, ist aber effizient, solange der aus Wissenstransfer resultierende Gewinn diese Kosten übersteigt. Die Wirtschaftspolitik muß dafür aber den Unternehmen die Freiheit geben, die Personalpolitik anreizeffizient zu gestalten.

Abstract
In neueren regionalökonomischen Theorien wird davon ausgegangen, dass die räumliche Nähe sowie Netzwerkbeziehungen zwischen den Unternehmen und anderen Akteu-ren in einer Region eine erhebliche Rolle für regionale Innovations- und Wachstumsprozesse spielen. Als „andere Akteure“ werden nicht zuletzt die öffentlichen Wissen-schaftseinrichtungen (Hochschulen und außeruniversitäre Forschungseinrichtungen) angeführt. Wissenschaftseinrichtungen sind vor allem deshalb für regionale Entwicklungsprozesse von Bedeutung, weil sie zwei Faktoren relativ unmittelbar beeinflussen können, denen heute ein entscheidender Einfluss auf die wirtschaftliche Entwicklung beigemessen wird. Diese Faktoren sind das Humankapital (in der Gestalt von Absolventen der Hochschulen sowie der an den Wissenschaftseinrichtungen tätigen Wissenschaftler) und das von den Wissenschaftseinrichtungen produzierte Wissen, insbesondere das nicht-kodifizierte Wissen („tacit knowledge“), das an die Person eines Forschers und damit an seinen Standort gebunden ist.

Abstract
Im vergangenen Jahrzehnt ist viel getan worden, um in Ostdeutschland die öffentliche Forschung auszubauen. Ein Blick auf wichtige Indikatoren zeigt allerdings ein ambivalentes Bild der öffentlichen Forschung in Ostdeutschland. Die Investitionen im Hochschulbereich und in der außeruniversitären Forschung lagen zwar über dem Niveau in den alten Ländern – es verbleibt jedoch eine Kapitalstocklücke gegenüber den alten Bundesländern. Der Besatz mit FuE-Personal in den Hochschulen erreichte 1998 beinahe das Niveau in den alten Ländern. In der ingenieurwissenschaftlichen Hochschulforschung, die zu den besonders wirtschaftsnahen Disziplinen zählt, stellt sich die Ausstattung mit Personal und neuem Sachkapital in den neuen Ländern besser als im Westen dar. Für die naturwissenschaftliche Hochschulforschung
trifft dies hingegen nicht zu. Betrachtet man die Einnahmen der Hochschulen aus Drittmitteln als einen möglichen Indikator für die Qualität der öffentlichen FuE, so lassen sich in Ostdeutschland noch Defizite erkennen, die allerdings zum Teil auch dem erst allmählich abgeschlossenen Aufbau
der ostdeutschen Hochschullandschaft geschuldet sind. Die außeruniversitäre Forschung in Ostdeutschland ist offenbar besser ausgebaut als im Westen. Die erkennbaren Vorzüge der ostdeutschen öffentlichen FuE könnten in Zukunft noch stärker für den wirtschaftlichen Aufbau in den neuen Länder genutzt werden. Gleichzeitig sollten die noch gegebenen Defizite im Bereich der FuE in Ostdeutschland beseitigt werden. Sofern Einschränkungen im Hochschulbereich (etwa aufgrund sinkender Abiturientenzahlen) unvermeidlich erscheinen, sollten die regionalen Wirkungen dieser Einschränkungen sorgfältig überdacht werden.

Abstract
In Ostdeutschland gibt es mittlerweile zwischen den einzelnen Ländern und Regionen teilweise erhebliche Unterschiede bei den Bedingungen der weiteren wirtschaftlichen Entwicklung. Um wirtschaftspolitische Empfehlungen geben zu können, sind deshalb differenzierte empirische Untersuchungen für die einzelnen Länder und ihre Teilräume erforderlich. Der vorliegende Beitrag behandelt diese Aufgabenstellung am Beispiel des Landes Sachsen-Anhalt.
Die besonders herausragende Stärke des Landes sind die hohen privaten Investitionen, mit denen in den vergangenen zehn Jahren ein moderner Sachkapitalbestand aufgebaut wurde. Eine weitere wesentliche Stärke des Landes sind die Hochschulen und öffentlichen Forschungseinrichtungen. Neben diesen eindeutigen Stärken gibt es in Sachsen-Anhalt eine Reihe von „ambivalenten“ Wachstumsfaktoren, die sich sowohl durch Stärken als auch durch Schwächen auszeichnen. Hierzu gehören die Infrastruktur sowie die Situation wichtiger Wirtschaftszweige und -branchen im Lande. Die Schwächen der sachsen-anhaltinischen Wirtschaftsstruktur kommen vor allem in der Ausstattung des Landes mit Humankapital und unternehmerischer Initiative sowie bei der Forschung und Entwicklung in Unternehmen zum Ausdruck.
