Lost in Translation? Sprachgrenzen und regionale Konvergenz

Abstract
Der vorliegende Beitrag untersucht, ob nicht die Vielzahl der europäischen Sprachgrenzen Teil der Erklärung des schleppenden Annäherungsprozesses sein könnten. Aus institutionen- und informationsökonomischer Sicht lässt sich auf die höheren Transaktionskosten und auf Reputationseffekte verweisen, welche die Überwindung von Sprachgrenzen erschweren. In der Folge würde der Kapital- und Wissenstransfer von reichen Ökonomien hin zu weniger wohlhabenden Volkswirtschaften gehemmt, in umgekehrter Richtung verringerte sich die Wanderung von Arbeitskräften. Es resultierte eine geringere Konvergenzgeschwindigkeit sprachlich heterogener Regionen im Vergleich zu Räumen, die nicht von Sprachgrenzen durchzogen sind.
Diese Hypothese wurde mittels des Konzeptes der ß-Konvergenz empirisch getestet. Die Ergebnisse widersprechen allerdings den Vermutungen. Während der sprachlich heterogene Gesamtraum der EU-25 eine moderate Konvergenzgeschwindigkeit von 1,3% pro Jahr aufweist, gleichen sich die Regionen innerhalb homogener Sprachräume überhaupt nicht an, der Schätzer der Konvergenzrate ß wird insignifikant. Im Gegenteil existieren gleichsprachige Regionen, die sich voneinander wegentwickeln. Konvergenz erfolgt also tendenziell über Sprachgrenzen hinweg, die erwartete Binnenkonvergenz findet hingegen nicht statt. Eine mögliche Erklärung für dieses überraschende Ergebnis könnte in ausgeprägten Fremdsprachkenntnissen ökonomisch bedeutsamer Gruppen liegen. Insbesondere die als Lingua franca fungierende englische Sprache stellt ein Indiz dafür dar, dass Sprachgrenzen in Europa vergleichsweise leicht überwunden werden können.

Abstract
Wissen gilt heute gemeinhin als die wichtigste Quelle wirtschaftlichen Wachstums. Die Fähigkeit, Informationen zu erfassen, zu selektieren, zu gewichten und vor allem auch kreativ in einen neuen Zusammenhang zu stellen, erzeugt Wissen. Das Bildungssystem eines Landes besitzt die vornehme Aufgabe, genau hierzu Menschen zu befähigen. Dies betonte der deutsche Nationalökonom Friedrich List Mitte des 18. Jahrhunderts und warnte davor, das Konkurrenzprinzip zu stark zu Lasten von Institutionen, vor allem solcher der Humankapitalbildung, zu betonen. Der modernen Wachstumstheorie folgend ist der technologische Fortschritt weitgehend wissensgetrieben. Deshalb wurde die Ausrichtung auf eine moderne Wissensökonomie prominentes politisches Ziel, die Europa durch die Lissabon-Agenda 2010 anstrebt .

Freiberg und Halle vereinbaren Zusammenarbeit in Forschung und Lehre
Die Wirtschaftswissenschaftliche Fakultät der TU Bergakademie Freiberg und das Institut für Wirtschaftsforschung Halle (IWH) arbeiten zukünftig in Lehre und Forschung enger zusammen. Dies legten beide Institutionen in einem Kooperationsvertrag fest, den der Rektor der TU Bergakademie Freiberg, Prof. Georg Unland, der Dekan der Wirtschaftswissenschaftlichen Fakultät, Prof. Bruno Schönfelder, und der Präsident des IWH, Prof. Ulrich Blum, am 4. Juli 2006 in Freiberg unterzeichneten.

Abstract
Das Geschehen auf den regional sehr heterogenen Immobilienmärkten ist vor dem Hintergrund stark steigender Preise für Wohn- und Gewerbeimmobilien in den letzten Jahren in weiten Teilen Europas und der Welt stärker ins das Blickfeld der Allgemeinheit sowie der wirtschaftspolitisch Handelnden, insbesondere der Zentralbank, gerückt. Mit einem Anteil von rund 50% nimmt das in Immobilien gebundene Vermögen eine dominierende Stellung im Brutto-Volksvermögen der privaten Haushalte in Deutschland ein. Schwankungen im Wert dieses Eigentums beeinflussen das Verhalten der Haushalte auf den Faktor- und Gütermärkten. So können Vermögenseffekte – hervorgerufen durch steigende oder fallende Immobilienpreise – den Konjunkturverlauf über die Konsumnachfrage positiv wie negativ stimulieren. Überdies kann die Stabilität des Finanzsystems infolge übermäßiger Bewegungen in den Immobilienpreisen und damit einhergehenden Forderungsausfällen von Hypothekendarlehen gefährdet werden. Angesichts der herausragenden volkswirtschaftlichen Bedeutung zeichnet sich jedoch der deutsche Immobilienmarkt auf Grund eines fehlenden amtlichen Berichtssystems durch eine geringe Transparenz aus. Die amtliche Statistik beschränkt sich auf die Erhebung und Veröffentlichung von Preisen für Bauland, Baupreise für Wohngebäude sowie die Mietpreisentwicklung von Wohnimmobilien. Privatwirtschaftliche Institutionen versuchen diese Nische durch die Erhebung eigener Daten und Veröffentlichung von Indizes zu besetzen. Ein Index, der das Preisgeschehen auf den Wohn- und Gewerbeimmobilienmärkten in Deutschland auch unterjährig abbildet, fehlt aber weiterhin.
Die temporale Disaggregation von Jahresdaten kann mittels Regression auf Zeitreihen, die die geforderte Periodizität aufweisen, erfolgen. Soll aber auf die Zuhilfenahme weiterer Daten verzichtet werden, bieten sich deterministische Verfahren an. Diesen sind auch die kubischen Splines zuzurechnen, deren Verwendung in der Literatur gelegentlich – ohne Erläuterung der Methodik und ohne Diskussion der mit ihrer Anwendung verbundenen Probleme, bzw. entsprechende Verweise auf die existierende Literatur – erwähnt wird.

Abstract
Worin unterscheiden sich erfolgreiche von weniger erfolgreichen "Bewältigern des Risikos", und welche Techniken sind verfügbar, die den Umgang mit Risiko erleichtern. Zunächst wird der Frage nachgegangen, was sich institutionell geändert hat, weshalb (ökonomische) Risiken möglicherweise stärker als zu früheren Zeiten auf das Individuum bzw. das Unternehmen (insbesondere das KMU) durchschlagen. Die Antwort findet sich vor allem in Prozessen, die mit den Begriffen "Globalisierung" und "Netzwerkökonomie" verbunden sind. Sodann werden ökonomische Aspekte des Risikos vertieft, dabei auch der Frage nachgegangen, wodurch eigentlich Wohlstand entsteht, um schließlich zu prüfen, welche Wirkungsbeziehungen in Richtung auf den Unternehmenswert bestehen. Dabei wird zwischen vollkommenen und unvollkommenen Märkten unterschieden. Darauf aufbauend wird schließlich eine Systematik des Risikomanagements vorgestellt und daran aufgezeigt, wie dieser "Wertreiber" zur Unternehmensentwicklung beitragen kann. Darauf baut eine Darstellung der Organisation des Risikomanagements im Unternehmen auf. Ein Ausblick zeigt auf, wie volkswirtschaftliche Institutionen weiterentwickelt werden können, um die Risikoallokation zu optimieren.

Abstract
Gemäß neoklassischer Vorstellung erhöht die Offenheit von Ökonomien die Geschwindigkeit, mit der sich deren Pro-Kopf-Einkommen angleichen. Zur Förderung der wirtschaftlichen Konvergenz der EURegionen wurden daher die Barrieren des freien Austauschs von Faktoren und Gütern sukzessive vermindert. Das Fortschreiten der Konvergenz innerhalb Europas lässt dennoch zu wünschen übrig. On the situation on the East and West German market for apprenticeships

Abstract
Seit einigen Jahren ist die Lage auf dem Ausbildungsmarkt sehr angespannt. Insbesondere in den neuen Bundesländern ist die Nachfrage nach Lehrstellen regelmäßig höher als das Angebot. In der Vergangenheit konnte dieser regionale Mangel an Ausbildungsplätzen zu einem großen Teil durch den Angebotsüberschuss in den alten Bundesländern und die Mobilität der Auszubildenden aufgefangen werden. Im Ausbildungsjahr 2003/2004 entstand auch in den alten Bundesländern ein Nachfrageüberschuss, sodass sich die Lage im gesamten Bundesgebiet verschärfte. Vor diesem Hintergrund fordern Vertreter verschiedener politischer Institutionen eine Ausbildungsplatzumlage von Betrieben, die keine oder zu wenig Ausbildungsplätze zur Verfügung stellen. Der vorliegende Beitrag dokumentiert die Entwicklung auf dem Ausbildungsmarkt in den letzten Jahren und diskutiert die potenziellen Folgen einer Ausbildungsplatzumlage. Die Analyse legt nahe, dass das unzureichende Angebot an Ausbildungsplätzen vornehmlich auf strukturelle Probleme in den neuen Bundesländern und die verhaltene wirtschaftliche Entwicklung der letzten Jahre zurückzuführen ist. Auf der Nachfrageseite ist ab 2007 aufgrund der demographischen Entwicklung mit einer deutlichen Entspannung zu rechnen. Die Erhebung einer Ausbildungsplatzumlage ist kein ge-eignetes Mittel zur Lösung der Probleme auf dem Ausbildungsmarkt. Neben dem mit der Erhebung der Umlage verbundenen Verwaltungsaufwand könnten Mitnahmeeffekte und die Bemühung der Unternehmen, eine Ausbildungsberechtigung zu umgehen, zu den unerwünschten Folgen einer Ausbildungsplatzumlage zählen.

Abstract
Der Aufbau wettbewerbsfähiger marktwirtschaftlicher Strukturen in den neuen Bundesländern erweist sich als ein langwieriger Prozess. Er erschöpft sich nicht in der Errichtung der systemadäquaten Institutionen. Dies geschah nach dem Untergang der DDR recht schnell auf deren Gebiet durch die Übernahme der Einrichtungen und des Regelwerks der sozialen Marktwirtschaft der alten Bundesrepublik Deutschland. Der Aufbau ist bis heute eng mit der Entwicklung eines Unternehmenssektors verbunden, der sich auf einen neuen Produktionsapparat und attraktive Infrastrukturanlagen stützen kann. Allein modern ausgerüstete Unternehmen mit innovativen Produktangeboten sichern in der Wettbewerbswirtschaft Arbeitsplätze und Einkommen.

Abstract
Die rasche Angleichung der ostdeutschen Lebensverhältnisse an das hohe westdeutsche Niveau war eine der wesentlichen Erwartungen an den Prozess der deutschen Wiedervereinigung. Inzwischen ist Ernüchterung eingetreten und es hat sich die Erkenntnis verbreitet, dass das Zusammenwachsen der ost- und westdeutschen Bundesländer ein längerfristiger Prozess ist. Gegenwärtig bestehen noch deutliche Unterschiede in der Einschätzung der persönlichen und allgemeinen wirtschaftlichen Lage durch Ostdeutsche und Westdeutsche, wie Umfrageergebnisse zeigen. Die Differenzen in den Wahrnehmungen manifestieren sich aber nicht in einer Ablehnung der Bundesrepublik und ihrer Institutionen durch die ostdeutsche Bevölkerung.

Institution Building for Regional Policy in Central and Eastern European Countries – Ready for Accession to the EU?

Abstract
Der vorliegende Beitrag untersucht den erreichten Stand des Aufbaus regionalpolitischer Institutionen in Polen, in der Tschechischen Republik und in Ungarn – Länder, die sich auf den Beitritt zur EU vorbereiten. Gemessen an der Situation zu Beginn der 90er Jahre, in der die Regionalpolitik in diesen Ländern nur eine geringe Rolle spielte, konnten Fortschritte beim Institutionenaufbau erzielt werden, die insbesondere die nationale Ebene betreffen; zugleich bleibt dort noch viel zu tun: Anpassung der Programmdokumente an die Vorgaben der Strukturfonds-Verordnungen, Benennung der Verwaltungs- und Zahlstellen für die Strukturfonds, bessere Koordinierung zwischen den verschiedenen in die Regionalpolitik involvierten zentralen Instanzen, Einbeziehung der Regionen in die Erarbeitung der nationalen Programme. Die regionalpolitischen Kompetenzen der Regionen, die mit den Verwaltungsreformen in allen diesen Ländern gestärkt werden sollen, stehen noch auf schwachen Füßen. Die Stellung der regionalen Ebenen im Prozess der Erarbeitung und Umsetzung der regionalpolitischen Programme bedarf in den Beitrittsländern der weiteren Klärung.
