Local Economic Structure and Sectoral Employment Growth in German Cities

Abstract
This study systematically examines the impact of fundamental elements of urban economic structure on sectoral employment growth in German cities (“urban growth”). We test four elements simultaneously – sectoral specialisation, diversification of economic activities, urban size and the impact of local competition. To account for the effect of varying spatial delimitations in the analysis of urban growth, we further differentiate between cities and planning regions as geographical units. Our regression results show a U-shaped relationship between localisation economies and urban growth and positive effects of local competition on urban growth. With respect to diversification, we find positive effects on urban growth on the city level, but insignificant results on the level of the planning regions. The impact of urban size also differs between free cities and planning regions; in the former, a U-shaped relationship is found, whereas the effect is inversely U-shaped for the latter.

Industrial Associations as a Channel of Business-Government Interactions in an Imperfect Institutional Environment: The Russian Case

Abstract
International lessons from emerging economies suggest that business associations may provide an effective channel of communication between the government and the private sector. This function of business associations may become still more important in transition economies, where old mechanisms for coordinating enterprise activities have been destroyed, while the new ones have not been established yet. In this context, Russian experience is a matter of interest, because for a long time, Russia was regarded as a striking example of state failures and market failures. Consequently, the key point of our study was a description of the role and place of business associations in the presentday
Russian economy and their interaction with member companies and bodies of state
administration. Relying on the survey data of 957 manufacturing firms conducted in
2009, we found that business associations are more frequently joined by larger companies, firms located in regional capital cities, and firms active in investment and innovation. By contrast, business associations tend to be less frequently joined by business groups’ subsidiaries and firms that were non-responsive about their respective ownership structures. Our regression analysis has also confirmed that business associations are a component of what Frye (2002) calls an “elite exchange”– although only on regional and local levels. These “exchanges” imply that members of business associations, on the one hand, more actively assist regional and local authorities in social development of their regions, and on the other hand more often receive support from authorities. However, this effect is insignificant in terms of support from the federal government. In general, our results allow us to believe that at present, business associations (especially the
industry-wide and “leading” ones) consolidate the most active, advanced companies and act as collective representatives of their interests. For this reason, business associations can be regarded as interface units between the authorities and businesses and as a possible instrument for promotion of economic development.

University Cities: Including Universities and Research Institutes into Strategies for Urban Growth

Abstract
The topic of this special issue refers to the observation that many larger and middle-sized cities dispose of a considerable potential of institutions creating and disseminating knowledge. This kind of endowment seems to be especially valuable in an upcoming knowledge-based economy. Recent strategic concepts and inter-city competitions referring to ‘knowledge-based urban development’, ‘knowledge city’, ‘creative city’, ‘science city’ or ‘entrepreneurial university’ indicate that urban planners and politicians are beginning to search for strategies to take advantage and to make use of this potential. The papers in this special issue a) present case studies of cities trying to activate their knowledge resources for local economic growth, b) deal with regulatory barriers and problems for cities applying ‘knowledge city’ strategies, c) analyze the university support for entrepreneurial activities, and d) discuss some implications of ‘knowledge city’ strategies for architecture and urban planning.

Abstract
Die Metropolregion Mitteldeutschland ist ein Bündnis zur Kooperation zwischen den großen Städten in den Ländern Sachsen, Sachsen-Anhalt und Thüringen. Angesichts der Vielzahl der beteiligten Städte sowie der großen Entfernungen zwischen den Städten an den Rändern und dem geographischen Zentrum der Region stellt sie einen Sonderfall innerhalb der derzeit elf in Deutschland existierenden Europäischen Metropolregionen dar. Eine Besonderheit ist auch der Umstand, dass bislang eine Festlegung des Umlands der Kernstädte fehlt. Der Beitrag untersucht die Vernetzung zwischen den beteiligten Städten anhand von Pendlerverflechtungen. Darüber hinaus werden erstmals mögliche Abgrenzungen des Umlands der Metropolregion Mitteldeutschland im Sinne einer funktionalen Stadtregion diskutiert. Es erweist sich, dass die Vernetzung innerhalb der vormaligen Metropolregion Halle/Leipzig-Sachsendreieck und der Thüringer Städtekette deutlich stärker in Erscheinung tritt als die Pendlerbeziehungen
zwischen diesen historisch gewachsenen Regionen. Als funktionale Stadtregion besäße die Metropolregion Mitteldeutschland ein weit gespanntes, jedoch eher dünn besiedeltes Umland, das nur mit den nahegelegenen Kernstädten enge Verflechtungen aufweist. Insgesamt zeigt sich, dass zwischen den traditionell einander näher stehenden Städten eine bessere Basis für Kooperationen vorhanden ist, deren verstärkte Nutzung dem Anliegen der Metropolregion Mitteldeutschland jedoch nicht zuwiderlaufen muss.

Abstract
Die Abteilung Stadtökonomik des IWH veranstaltete am 2. und 3. Dezember 2010 das dritte „Halle Forum on Urban Economic Growth“. Auf der im zweijährigen Turnus stattfindenden Konferenz werden Forschungsergebnisse zu wesentlichen Einflussfaktoren der wirtschaftlichen Entwicklung von Städten präsentiert. Das dritte „Halle Forum“ widmete sich der Frage nach den Formen und Vorteilen von Kooperationen und Vernetzung für die wirtschaftliche Entwicklung von Städten und Metropolregionen. In den Vorträgen und Diskussionen wurden die Effekte und Determinanten von inter- und intraregionalen Kooperationen zum einen zwischen Unternehmen, zum anderen zwischen benachbarten Kommunen thematisiert. Ein besonderer Fokus lag dabei auf der Zusammenarbeit von Städten im Rahmen der Etablierung von Metropolregionen, mit denen die nationale und internationale Wettbewerbsfähigkeit der betreffenden Städte verbessert werden soll.

Abstract
Der Anstieg der Energiepreise kann zu einer länger anhaltenden Verteuerung von Gütertransporten führen. Welche Auswirkungen haben steigende Transportkosten auf die Entwicklung von Städtesystemen? Ein solcher Transportkostenanstieg hat in der Russischen Föderation nach der Preisliberalisierung 1992 real, d.h. in Relation zu den Preisen anderer Gütergruppen stattgefunden. Gleichzeitig stellt die Bevölkerungsstatistik der Russischen Föderation Daten bereit, mit deren Hilfe Hypothesen zur Entwicklung von Städtesystemen unter dem Einfluss steigender Transportkosten geprüft werden können. Diese Daten werden in der vorliegenden Arbeit umfassend ausgewertet. Den theoretischen Hintergrund liefert die Modellierung eines Städtesystems mit linearer Raumstruktur im Rahmen der Neuen Ökonomischen Geographie. Damit wird ein Werkzeug geschaffen, das auch auf weiträumige Städtesysteme mit ausgeprägter Bandstruktur angewendet werden kann. Die hier erstmals erfolgte ausführliche Erläuterung des zu Grunde liegenden Theorieansatzes versteht sich als Ergänzung der Standardlehrbücher der Raumwirtschaftstheorie. Die Ergebnisse der empirischen Untersuchung bestätigen die Prognose des Modells, dass in großflächigen Ländern bzw. Regionen mit Ähnlichkeit zur unterstellten Raumstruktur ein Anstieg der Transportkosten Konzentrationstendenzen in den Zentren befördert, während die peripheren Regionen zunehmend abgekoppelt werden.

Specialization, Diversity, Competition and their Impact on Local Economic Growth in Germany

Abstract
This study systematically examines the impact of fundamental elements of urban economic structure on urban growth in Germany from 2003 to 2007. We test four elements simultaneously, that is sectoral specialization, diversification of economic activities, urban size as well as the impact of local competition. To account for the effect of varying spatial delimitations in the analysis of urban growth, we further differentiate between cities and planning regions as geographical units. The analysis covers manufacturing industries as well as service sectors. Most previous work produces inconsistent results and concentrates on localization economies and/or diversification, while urban size and the effect of local competition are widely ignored. Our regression results show a U-shaped relationship between localization economies and urban growth and positive effects of local competition on urban growth. With respect to diversification, we find positive effects on urban growth on the city-level, but insignificant results on the level of the planning regions. The impact of urban size also differs between free cities and planning regions; in the former a U-shaped relationship is found whereas the effect is inversely U-shaped for the latter.

May Cities in De-Industrialized Regions Become Hot Spots for Attracting Cultural Businesses? The Case of Media Industry in Halle an der Saale (Germany)

Abstract
Policy-makers from many regions where old industrial structures in the field of manufacturing have collapsed are trying to stimulate entrepreneurial activities of businesses in the cultural industry. The question is whether this strategy could be successful. This article examines the strategy of supporting the sector of media industry (“MI”) by policy-makers in the region of Halle in East Germany, where a strong de-industrialization has taken place after the German reunification. Stimulated by the policy-makers' support measures, there actually was a remarkable development of MI. However, the number of MI firms and their employees did not further increase in recent years, after having reached a certain level. This illustrates the limits of political measures for turning a city's path of industrial development voluntarily.

In many regions with development problems, which had – in the past – been the domain of traditional industries, policymakers are trying today to stimulate entrepreneurial activities in knowledge-intensive and creative industries. The question is whether this strategy could really be successful. This paper reports on a case-study for the region of Halle an der Saale, which is located in the state of Saxony-Anhalt (East Germany), where the strategy of policymakers has recently been the attempt to support firms from Media Industry (“MI”).
