Determinants of Evolutionary Change Processes in Innovation Networks – Empirical Evidence from the German Laser Industry

Abstract
We seek to understand the relationship between network change determinants, network change processes at the micro level and structural consequences at the overall network level. Our conceptual framework considers three groups of determinants – organizational, relational and contextual. Selected factors within these groups are assumed to cause network change processes at the micro level – tie formations and tie terminations – and to shape the structural network configuration at the overall network level. We apply a unique longitudinal event history dataset based on the full population of 233 German laser source manufacturers and 570 publicly-funded cooperation projects to answer the following research question: What kind of exogenous or endogenous determinants affect a firm’s propensity and timing to cooperate and enter the network? Estimation results from a non-parametric event history model indicate that young micro firms enter the network later than small-sized and large firms. An in-depth analysis of the size effects for medium-sized firms provides some unexpected yet quite interesting findings. The choice of cooperation type makes no significant difference for the firms’ timing to enter the network. Finally, the analysis of contextual determinants shows that cluster membership can, but do not necessarily, affect a firm’s timing to cooperate.

What Drives Innovation Output from Subsidized R&D Cooperation? — Project-level Evidence from Germany

Abstract
Using a large dataset of 406 subsidized R&D cooperation projects, we provide detailed insights into the relationship between project characteristics and innovation output. Patent applications and publications are used as measures for the innovation output of an R&D project. We find that large-firm involvement is strongly positively related with the number of patent applications, but not with the number of publications. Conversely, university involvement has positive effects on projects’ innovation output in terms of the number of publications but not in terms of patent applications. In general, projects’ funding as measure of projects’ size is an important predictor of the innovation output of R&D cooperation projects. No significant effects are found for the number of partners as (an alternative) measure of projects’ size, for spatial proximity between cooperation partners, for the involvement of a public institute for applied research, and for prior cooperation experiences. We derive conclusions for the design of R&D cooperation support schemes.

Abstract
Determinanten der technischen Effizienz von regionalen Innovationssystemen, Regional Studies. Wir analysieren Unterschiede in der Effizienz regionaler Innovationssysteme (RIS). Zunächst werden alternative Maße für die Effizienz von RIS diskutiert, die auf dem Konzept der Wissensproduktionsfunktion aufbauen. Die empirischen Ergebnisse deuten darauf hin, dass sowohl Spillover aus dem privaten Sektor als auch von Hochschulen und anderen öffentlichen Forschungseinrichtungen die Effizienz privater F&E-Aktivitäten positiv beeinflussen. Insbesondere die Intensität der Interaktion zwischen öffentlichen Einrichtungen und dem Privatsektor führt zu hoher Effizienz. Regionen, die durch Großbetriebe dominiert sind, weisen tendenziell eine geringere Effizienz der Innovationsaktivitäten auf als Regionen mit einer geringeren durchschnittlichen Betriebsgröße.

Abstract
Die Hightech-Strategie der Bundesregierung definiert acht Schlüsseltechnologien, zu denen unter anderem die optischen Technologien und somit die Laserstrahlquellenhersteller zählen. Der Beitrag stützt sich auf aktuelle empirische Auswertungen und gibt einen ersten deskriptiven Überblick über den wissensintensiven Industriezweig der Laserstrahlquellenhersteller in Deutschland zwischen 1990 und 2010. Es zeigt sich, dass die Industrieentwicklung im Betrachtungszeitraum Schwankungen unterlag, in der Summe jedoch durch Expansion gekennzeichnet war. Zudem lässt sich eine hohe Präsenz vor allem von Großunternehmen der Laserstrahlquellenindustrie in Bayern, Baden-Württemberg und Thüringen feststellen. Diese regionalen Verteilungsmuster lassen sich im Hinblick auf die Partizipation an öffentlich geförderten Kooperationsprojekten wiederfinden, allerdings nur bei Betrachtung der absoluten Zahl von Verbundprojekten je Bundesland. In Relation zur Anzahl der Firmen im jeweiligen Bundesland wird die öffentliche Kooperationsförderung insbesondere in Thüringen, Rheinland-Pfalz und Hamburg stark nachgefragt. Somit ergibt sich für die räumliche Verteilung der Kooperationsintensität und Kooperationsförderung pro Firma ein differenziertes Muster.

Abstract
In 2004, European competition law had been considerable changed by the introduction of the new Council Regulation No. 1/2003. One of the major renewals was the replacement of the centralized notification system for inter-company cooperations in favor of a so-called legal exemption system. We analyze the implications of this reform and its arising uncertainty on the agreements firms implement, especially on innovative agreements like vertical R&D agreements. By means of a decision theoretic approach, we show that the law’s intention to reduce the incentive to establish illegal cartels will be reached but innovating cooperations might be prevented. To avoid this unintended side effect, fines but not the monitoring activities should be increased.

Abstract
The paper examines how science and industry perceive each other. Cooperation in the field of innovation and research and development has increased in recent years. But comprehensive empirical research on the mutual perception of science and industry is lacking so far. The article presents the results of explorative research based on a number of qualitative interviews with representatives from science and industry on that topic. The interviews were carried out in the Central German Region which is a centre of manufacturing industry especially of chemicals. So the two selected industries are chemical industry (high-tech based) and food processing (low-tech based). The paper provides remarks on the German innovation system. The empirical section summarizes the interview reports. We found only little evidence of conflict of interests between market-oriented industry and science organisations. Cooperation exists and works. The key issue is trust.

Abstract
Systemic innovation theory emphasizes that innovations are the result of an interdependent exchange process between different organizations. This is reflected in the current paradigm in European innovation policy, which aims at the support of collaborative R&D and innovation projects bringing together science and industry. Building on a large data set using project-level evidence on 406 subsidized R&D cooperation projects, the present paper provides detailed insights on the relationship between the innovative success of R&D cooperation projects and project characteristics. Patent applications and publications are used as measures for direct outcomes of R&D projects. We also differentiate between academic-industry projects and pure inter-firm projects. Main results of negative binomial regressions are that large-firm involvement is positively related to pa-tent applications, but not to publications. Conversely, university involvement has positive effects on project outcomes in terms of publications but not in terms of patent applications. In general, projects’ funding is an important predictor of innovative success of R&D cooperation projects. No significant results are found for spatial proximity among cooperation partners and for the engagement of an applied research institute. Results are discussed with respect to the design of R&D cooperation support schemes.

The Role of the Intellectual Property Rights Regime for Foreign Investors in Post-Socialist Economies

Abstract
We integrate international business theory on foreign direct investment (FDI) with institutional theory on intellectual property rights (IPR) to explain characteristics and behaviour of foreign investment subsidiaries in Central East Europe, a region with an IPR regime-gap vis-à-vis West European countries. We start from the premise that FDI may play a crucial role for technological catch-up development in Central East Europe via technology and knowledge transfer. By use of a unique dataset generated at the IWH in collaboration with a European consortium in the framework of an EU-project, we assess the role played by the IPR regimes in a selection of CEE countries as a factor for corporate governance and control of foreign invested subsidiaries, for their own technological activity, their trade relationships, and networking partners for technological activity. As a specific novelty to the literature, we assess the in influence of the strength of IPR regimes on corporate control of subsidiaries and conclude that IPR-sensitive foreign investments tend to have lower functional autonomy, tend to cooperate more intensively within their transnational network and yet are still technologically more active than less IPR-sensitive subsidiaries. In terms of economic policy, this leads to the conclusion that the FDI will have a larger developmental impact if the IPR regime in the host economy is sufficiently strict.

Plagiate aus Schwellenländern haben in den vergangenen Jahren sehr stark die Diskussion über den Schutz intellektueller Eigentumsrechte dominiert. Das vernachlässigt die historische Tatsache, dass fast alle Länder, die aufschließen wollten, zunächst Technologien kopiert haben. Diese Diskussion überschattet auch die weit wichtigere Frage, ob die ständige Zunahme der Wettbewerbsintensität, welche die Produktlebenszyklen verringert und Druck auf Inventions- und Innovationssysteme ausübt, genügend Zeit zum Patentieren und Standardisieren lässt. Das Patentsystem setzt nicht nur Anreize für versunkene Kosten in Forschung und Entwicklung, sondern stellt auch einen ersten Schritt zur Verbreitung von Technologien durch die Patentschrift dar. Dieser Zusammenhang kann vor allem mit Blick auf den Aufbau von Standards (insbesondere Normen) für Wettbewerbsplattformen in aufnahmefähigen und verlässlichen Märkten langfristig kritische Wirkungen für die wirtschaftliche Entwicklung haben. Darüber hinaus führt das Migrieren von Technologien, als Folge der beständigen Neuordnung der räumlichen Arbeitsteilung, zu der nachteiligen Situation, dass Länder, die nunmehr Technologien beheimaten, nicht die erforderlichen Institutionen der Wissenskodifizierung besitzen.
Exogene Faktoren, die, zumindest nicht kurzfristig, durch den Standardisierungsprozess beeinflusst werden können, betreffen das Niveau der Kooperation zwischen interessierten Gruppen (und das wechselseitige Vertrauen und die institutionellen Verbindungen), die Wettbewerbsfähigkeit der Technologie, die Fähigkeit Externalitäten durch die Wissenskodifizierung zu erzeugen und die Produktivität der Technologie selbst. Der wichtigste einzelne Erfolgsfaktor, den die Standardisierungseinrichtungen selbst beeinflussen können, ist die Geschwindigkeit, mit der ein Normungskomitee voranschreitet und rechtzeitig die Norm festlegen kann. Im Kontext eines spieltheoretischen Modells und auf der Basis von Daten über veröffentlichte Normen von 1997 bis 2007 kann gezeigt werden, dass diese Herausforderung von den Normungsorganisationen bisher erfolgreich gemeistert wurde.
