Heterogeneity in Lending and Sectoral Growth: Evidence from German Bank-level Data

Abstract
This paper investigates whether heterogeneity across firms and banks matters for the impact of domestic sectoral growth on bank lending. We use several bank-level datasets provided by the Deutsche Bundesbank for the 1996–2002 period. Our results show that firm heterogeneity and bank heterogeneity affect how lending responds to domestic sectoral growth. We document that banks’ total lending to German firms reacts pro-cyclically to domestic sectoral growth, while lending exceeding a threshold of €1.5 million to German and foreign firms does not. Moreover, we document that the response of lending depends on bank characteristics such as the banking groups, the banks’ asset size, and the degree of sectoral specialization. We find that total domestic lending by savings banks and credit cooperatives (including their regional institutions), smaller banks, and banks that are highly specialized in specific sectors responds positively and, in relevant cases, more strongly to domestic sectoral growth.

Economic convergence across German regions in light of empirical findings

Abstract
This paper challenges the convergence hypothesis advanced by R. Barro and X. Sala-i-Martin as it is applied to explain the forces behind, patterns exhibited by and time line for German regional convergence. Exposed in some detail are the spurious neoclassical and marginalist assumptions, purporting that 'automatic' forces would indeed bring about a convergence in per capita incomes between two German regions. A trend exhibiting slow growth in per capita income in Germany's eastern region renders a Beta coefficient so low as to rule out convergence altogether. In addition, capital fails to move between German regions in the pattern assumed by the convergence hypothesis.

Abstract
In contrast to the majority of the former centrally planned economies, the East German economy has suffered from enormous losses in the transformation process. In the study the question is analyzed whether exports can contribute to the catching-up process in transitional economies. Here it must be explained why the firms emerging out of the privatization process in economies in transition are successful if the export sector consists of small and medium sized enterprises. That is the case with East German manufacturing industry. The study is based on individual company data from the surveys of the East Germany's and North Rhine Westphalia's manufacturing industry between 1995 and 2001 stemming from official statistics.

Abstract
Der Beitrag untersucht die Verteilung der äquivalenzgewichteten Nettoeinkommen von Haushalten und Lebensgemeinschaft in West- und Ostdeutschland für die Zeit von 1996 bis 2002 auf der Grundlage der Daten des Mikrozensus. Die Untersuchung gliedert sich in einen deskriptiven Teil, der eindimensionale Maße zur Einkommensverteilung und zur Messung der Ungleichheit diskutiert, und in einen zweiten Teil, in dem auf der Basis eines Logit-Modells Determinanten bestimmt werden, die für prekäre Lebens- und Einkommenslagen ursächlich sein können. Ein besonderes Gewicht wird hierbei auf unterschiedliche Lebensformen und die Anzahl der Kinder gelegt. Die Ergebnisse zeigen ein deutlich höheres Armutsrisiko für Lebensgemeinschaften bzw. Familien mit Kindern im Vergleich zu kinderlosen Paaren.

Abstract
Das moderne Unternehmertum stellt eine Mischung aus Bürgersinn und Abenteurertum dar. Bürgersinn bedeutet Wirtschaftlichkeit und Ehrlichkeit, letztlich das Beachten der Marktregeln; Abenteurertum bedeutet Aufbruch zu neuen Ufern, Pioniergeist, Innovation, Wettbewerb - und damit auch die mögliche Vernichtung des Konkurrenten. Der moderne Unternehmer ist damit in der Beschreibung von Werner Sombart (1913) janusköpfig und bedarf daher einer speziellen Wirtschaftsgesinnung, die Max Weber (1905) ausgiebig erörtert hat und die der Gewinnerzielung eine positive moralische Qualität zumißt. Die Theorie der Unternehmung der Neoklassik enthält nichts von dieser Qualität des realen Unternehmertums. Es ist die moderne Industrieökonomik, die versucht, Modelle zu entwickeln, die der Wirklichkeit näher stehen und eine empirischen Überprüfung erlauben. Sie steht in vielerlei Hinsicht methodisch auf einer neoklassischen Basis, die durch das Konzept des strategischen Handelns, also eines Verhaltens, das die Reaktionen der anderen am Markt Beteiligten in das eigene Kalkül einbezieht, verbreitert ist. Dabei werden Elemente der Evolutionsökonomik, der Risikotheorie und der modernen Informationstheorie einbezogen. Die großen Fragen des Unternehmers, der letztlich am Markt einen höheren als den Normalgewinn am Markt anstrebt, lauten: Unter welchen Bedingungen soll ich in den Markt eintreten - und wann werden potentielle Konkurrenten dies ebenfalls tun? Wie soll ich meine Preise setzen und welche Reaktionen muß ich erwarten? Wie kann ich dem Mitbewerber freundliches Verhalten signalisieren? Wie kann ich mich von anderen Anbietern unterscheiden? Welche Bedeutung hat dabei Innovation und Werbung? Vorgestellt wird dies in drei großen Kapiteln über Technologie und Marktstruktur, über Preissetzung und Signals sowie über Forschung, Entwicklung und Innovation, die jeweils zu Anfang die zugrundeliegenden Verhaltensmuster in einem gesellschaftlichen - gelegentlich einem historischen Kontext aufzeigen und abschließend die wirtschaftspolitischen Implikationen benennen. Diesen vorangestellt sind drei Kapitel; von dieses führt das erste in das strategische Denken als intellektuellen Kern der Industrieökonomik ein; anschließend wird die klassische "alte" Industrieökonomik als Kern einer bis heute vor allem für die Wettbewerbsleitbilder des Kartellrechts bedeutsamen Wettbewerbsleitbilder dargestellt. Schließlich werden die neoklassischen Basismodelle präsentiert. Weiterhin wird jedes Kapitel durch Übungsaufgaben mit Lösungsskizzen ergänzt.

Abstract
Im Mittelpunkt der Arbeit stehen Überlegungen zur Investitionsförderung in
Ostdeutschland. Die ökonometrische Analyse mit einem treatment-Ansatz auf
einzelwirtschaftlicher Ebene zeigt, dass die Förderung zu einer deutlichen Zunahme der Unternehmensinvestitionen beigetragen hat. Allerdings gibt es Hinweise darauf, dass ein Teil dieser Investitionen nur eine geringe Produktivität aufweist, also als eine Fehlallokation von Kapital anzusehen ist. Bei einer gesamtdeutschen Betrachtungsweise sind überdies negative Finanzierungs- und Verdrängungseffekte in Westdeutschland zu berücksichtigen. Es wird deshalb für eine allmähliche Einschränkung der Förderkulisse in den neuen Ländern plädiert.

Abstract
Die Investitionstätigkeit in Ostdeutschland ist durch massive staatliche Förderung gekennzeichnet. Die mit Abstand wichtigsten Instrumente, hinsichtlich des Fördervolumens sowie der Inanspruchnahme durch die Betriebe, sind die Investitionszulage und die Gemeinschaftsaufgabe zur „Verbesserung der regionalen Wirtschaftsstruktur“ (GA). In diesem Beitrag wird der Einfluss untersucht, die die Teilnahme an der Gemeinschaftsaufgabe auf die Investitionshöhe ausübt. Das dabei auftretende Problem der Selbstselektion wird mit Hilfe eines Selektionsmodells gelöst. Auf der ersten Stufe wird mit einem Probitmodell die Teilnahmewahrscheinlichkeit an der GA-Förderung geschätzt.
Daran anschließend wird die Investitionshöhe der Betriebe erklärt, u.a. durch
die Teilnahme bzw. Nichtteilnahme an der GA-Förderung. Dabei stellt sich heraus, dass die Fördervariable im betrachteten Zeitraum einen signifikant positiven Effekt sowohl auf die Investitionen je Beschäftigten als auch auf die Investitionen je Umsatzeinheit ausübt, die GA-Förderung also investitionssteigernd wirkte.

Firm-Specific Determinants of Productivity Gaps between East and West German Industrial Branches

Abstract
Industrial productivity levels of formerly socialist economies in Central East Europe (including East Germany) are considerably lower than in the more mature Western economies. This research aims at assessing the reasons for lower productivities at the firm level: what are the firm-specific determinants of productivity gaps. To assess this, we have conducted an extensive field study and focussed on a selection of two important manufacturing industries, namely machinery manufacturers and furniture manufacturers, and on the construction industry. Using the data generated in field work, we test a set of determinant-candidates which were derived from theory and prior research in that topic. Our analysis uses the simplest version of the matched-pair approach, in which first hypothesis about relevant productivity level-determinants are tested. In a second step, positively tested hypothesis are further assessed in terms of whether they also constitute firm-specific determinants of the apparent gaps between the firms in our Eastern and such in our Western panels. Our results suggest that the quality of human capital plays an important role in all three industrial branches assessed. Amongst manufacturing firms, networking activities and the use of modern technologies for communication are important reasons for the lower levels of labour productivity in the East. The intensity of long-term strategic planning on behalf of the management turned out to be relevant only for machinery manufacturers. Product and process innovations unexpectedly exhibit an ambiguous picture, as did the extent of specialisation on a small number of products in the firms’ portfolio and the intensity of competition.
