Abstract
In den neuen Bundesländern haben sich die wirtschaftlichen Auftriebstendenzen im ersten Halbjahr 1994 verstärkt. Das Bruttoinlandsprodukt ist gegenüber der ersten Jahreshälfte von 1993 um 8,9 vH angestiegen. Das seit 1992 anhaltende Produktionswachstum beginnt sich auf die Beschäftigung auszuwirken. Erstmalig übertrifft die Schaffung neuer Arbeitsplätze den Arbeitsplatzabbau. Die Beschäftigungseffekte sind allerdings gering, gemessen an 1,2 Millionen registrierten Arbeitslosen im Durchschnitt des ersten Halbjahres 1994 und über 0,5 Millionen Arbeitnehmern, die dank der verschiedenen Instrumente der aktiven Arbeitsmarktpolitik vor der offenen Arbeitslosigkeit bewahrt werden. Die Trendwende am Arbeitsmarkt scheint jedoch erreicht zu sein.

To Invest or Not to Invest, That Is the Question: Analysis of Firm Behavior under Anticipated Shocks

Abstract
When companies are faced with an upcoming and expected economic shock some of them tend to react better than others. They adapt by initiating investments thus successfully weathering the storm, while others, even though they possess the same information set, fail to adopt the same business strategy and eventually succumb to the crisis. We use a unique setting of the recent financial crisis in Croatia as an exogenous shock that hit the country with a time lag, allowing the domestic firms to adapt. We perform a survival analysis on the entire population of 144,000 firms in Croatia during the period from 2003 to 2015, and test whether investment prior to the anticipated shock makes firms more likely to survive the recession. We find that small and micro firms, which decided to invest, had between 60 and 70% higher survival rates than similar firms that chose not to invest. This claim is supported by both non-parametric and parametric tests in the survival analysis. From a normative perspective this finding could be important in mitigating the negative effects on aggregate demand during strong recessionary periods.

Abstract
Der Aufsatz analysiert und prognostiziert die konjunkturelle Entwicklung in Ostdeutschland in den Jahren 1995 und 1996. Die kräftige Zunahme der gesamtwirtschaftlichen Produktion hält in beiden Jahren an. Entscheidende Grundlage bleiben die durch massive staatliche Anreize unterstützten Anlageinvestitionen. Die stärksten Impulse von den Investitionen auf die Produktion gehen nach wie vor auf den Bausektor sowie seine Zulieferer in der Industrie und dem Diestleistungsbereich aus. Der in den vergangenen Jahren schnell gestiegene private Verbrauch hält nun Kurs auf Normalisierung.

Abstract
Im Aufsatz wird die Entwicklung in Ostdeutschland ex-post bis 1998 analysiert und für die Jahre 1999 und 2000 wird eine Prognose abgegeben. In ausführlicher Form werden die Wachstumschancen und Probleme der großen Wirtschaftsbereiche “Verarbeitendes Gewerbe“ und “Baugewerbe“ dargestellt. Aufgrund der Spaltung der Entwicklung zwischen diesen beiden Wirtschaftsbereichen kommt der seit 1997 ins Stocken geratene Aufholprozess im Prognosezeitraum noch nicht wieder in Gang, da auch die Produktion im früheren Bundesgebiet mindestens in ähnlich starkem Maße anziehen wird.

Abstract
Im Aufsatz wird die Entwicklung in Ostdeutschland ex-post bis 1999 analysiert und für die Jahre 2000 und 2001 wird eine Prognose abgegeben. Wegen der relativ geringen Außenorientierung wird die Beschleunigung des Wachstums der ostdeutschen Wirtschaft im Prognosezeitraum mit dem Übergreifen des konjunkturellen Aufschwungs in Westeuropa auf die binnenwirtschaftlichen Auftriebskräfte in Deutschland verknüpft. In ausführlicher Form werden die Wachstumschancen und Probleme der großen Wirtschaftsbereiche “Verarbeitendes Gewerbe“ und “Baugewerbe“ analysiert, wobei Produktivität, Löhne und Lohnstückkosten eine zentrale Rolle spielen.

Abstract
Die wirtschaftliche Aktivität wird in Deutschland seit 2001 vorrangig vom Export gestützt, von der Inlandsnachfrage jedoch gebremst. Innerhalb der Inlandsnachfrage legen allerdings die Ausrüstungsinvestitionen, die eine Schlüsselstellung bei der Übertragung konjunktureller Impulse einnehmen, seit Ende 2003 wieder zu. Die beobachtete Entwicklung nährt die Vermutung, daß auch die Investitionsentscheidungen zwischen Exporteuren und Nichtexporteuren auseinander klaffen. Diese Aussage kann jedoch nicht anhand der Angaben aus den Volkswirtschaftlichen Gesamtrechnungen getestet werden, da in den Aggregaten der Zusammenhang zu den betrieblichen Akteuren verschwindet.

Aktuelle Trends: ista-IWH-Energieeffizienzindex 2009 - Weiterhin sinkender Energieverbrauch in Mehrfamilienhäusern

Abstract
Der Energieverbrauch für Raumwärme in Mehrfamilienhäusern ist rückläufig. Das zeigen die aktuellen Ergebnisse des ista-IWH-Energieeffizienzindex für die Abrechnungsperiode 2009. Gegenüber 2006 ist der bundesweite Indexwert von 107 auf 98,5 gesunken. Dies entspricht einem Rückgang des durchschnittlichen Energiebedarfs um rund 13,4 Kilowattstunden je Quadratmeter Wohnfläche (kWh/m2) pro Jahr bzw. um rund –8,9%. Trotz dieser deutlichen Abnahme ist der Weg hin zu einem klimaneutralen Immobilienbestand noch sehr weit: Bundesweit verbrauchten Mehrfamilienhäuser im Jahr 2009 durchschnittlich rund 136 kWh/m2 – in den Neuen Ländern rund 124,5 kWh/m2 und in den Alten Ländern rund 139,5 kWh/m2. Nach wie vor besteht ein erhebliches regionales Gefälle im Energieverbrauch. Näher betrachtet weisen der Norden und der Westen Deutschlands, verglichen mit östlichen und südlichen Regionen, deutlich höhere Energiekennwerte auf. Vor allem die Mehrfamilienhäuser in Küstennähe und in den Ballungsgebieten Nordrhein-Westfalens schneiden auch im Jahr 2009 schlechter ab als diejenigen in den anderen Landesteilen.

Abstract
Russland: Die russische Wirtschaft hat im vergangenen Jahr die Folgen der Finanz- und Währungskrise vom August 1998 weitgehend überwunden. Dazu trugen bessere äußere Bedingungen bei, wie insbesondere die Beseitigung der Überbewertung des Rubels, der Anstieg des Rohölpreises und die Belebung der Weltkonjunktur. Aber auch die binnenwirtschaftlichen Rahmenbedingungen haben sich verbessert; die meisten makroökonomischen Indikatoren signalisieren ein deutlich abnehmendes Krisenpotential der Volkswirtschaft. Das Bruttoinlandsprodukt (BIP) wuchs im vergangenen Jahr um 3,2 vH, nachdem es im Krisenjahr 1998 um nahezu 5 vH gefallen war. Dabei beschleunigte sich das Wachstum von Quartal zu Quartal. Die zwischenzeitlich gestiegene Inflationsrate nahm von Monat zu Monat ab und betrug im März 2000 nur noch 0,6 vH gegenüber dem Februar. Im Jahresdurchschnitt betrug die Inflationsrate gut 86 vH.
Belarus: Das vergangene Jahr war durch eine beträchtliche Abschwächung des Wirtschaftswachstums, eine Krise der Handelsbeziehungen mit Russland und weitere ordnungspolitische Rückschritte in Richtung administrativer Eingriffe des Staates in nahezu alle Bereiche der Wirtschaft gekennzeichnet. Das reale Bruttoinlandsprodukt (BIP) wuchs 1999 nur noch um 3,4 vH nach 8,3 vH im Jahr davor. Zwar handelt es sich vordergründig nur um einen Wachstumsrückgang. Aber selbst dieses, verglichen mit den Vorjahren niedrige Wachstum, wurde mit einer eskalierenden Inflation (auf nahezu 300 vH) und einem weiteren Verfall des Wertes des weißrussischen Rubel erkauft. Die belarussische Wirtschaft zahlte damit den Preis für die fortgesetzte Finanzierung präferierter Bereiche der Wirtschaft durch verbilligte Zentralbankkredite. Diese Praxis musste 1999 bereits eingeschränkt werden, um einen noch höheren Inflationsdruck zu verhindern; dafür sanken aber die Investitionen (um 5 vH). Der belarussische „Weg“ einer Kombination kommandowirtschaftlicher Elemente mit einer finanziellen Alimentierung unrentabler Strukturen könnte sich damit seinem Ende nähern.

Abstract
Auf der Basis nachfragebezogener Simulationen mit dem makroökonomischen Modell des IWH wurden die Auswirkungen der Kürzung von Transferleistungen für die neuen Länder nach dem Auslaufen des Solidarpaktes im Jahr 2004 ermittelt. Hauptergebnis dieser Berechnungen ist, dass der kürzungsbedingte Nachfrageausfall für viele Jahre erhebliche Einbußen bei Produktion und Beschäftigung nach sich zöge. Die Simulation der angebotsseitigen Wirkungen zeigt, dass sowohl vom Ausbau der Infrastruktur als auch der Investitionsförderung erhebliche Wachstumsimpulse ausgehen.
