Abstract
Im Juli 1999 hat das Bundesministerium der Finanzen dem IWH den Auftrag erteilt, eine Studie unter dem Titel „Steigerung der Effizienz und Effektivität der Arbeitsmarktpolitik in den neuen Ländern“ zu erstellen. Fast zehn Jahre nach der Wiedervereinigung erschien es an der Zeit, die Rolle der Arbeitsmarktpolitik im Prozess des Wiederaufbaus einer kritischen Würdigung zu unterziehen, mögliche Schwachstellen zu lokalisieren und darauf aufbauend über künftige konzeptionelle Schwerpunktsetzungen nachzudenken.

Does it Payoff to Research Economics? A Tale of Citation, Knowledge and Economic Growth in Transition Countries

Abstract
There are many economic theories that promote human capital as a key driver of a country’s economic growth, but it is challenging to test this theory empirically on a country level and causally interpret the coefficients due to several identification problems. We tried to answer this particular question by using a quasi-natural experiment that happened quarter century ago – the fall of communist block in Eastern Europe. We use a shock to a particular scientific field – economics, to test whether the future investment into that particular field resulted in increased welfare and economic growth. The economics paradigm that was governing all of the communist block ceased to exist. Human capital depreciated over night and all communist countries had to transit from planned economy to a market economy. In the following years countries had to adapt to market economy through additional investment in human capital and research. We find that countries which lack both of the two fourth mentioned components had 25 years later a relatively lower economic growth and wealth. Unlike economics, other fields such as physics and medicine did not go through the same process so we use them as a placebo effect for our study. We find that the relative ratio of citations between economics and physics in post-communist countries is increasing only 15 years after the “paradigm” shock which gives a suggestive evidence that timing of investment into particular scientific field matters the most.

Abstract
Politik und Wirtschaft sind in Belarus seit Jahren von Re-Sowjetisierungstendenzen gekennzeichnet. In der Wirtschaft kommen diese in Preiskontrollen, Fünfjahrplänen, fehlender Privatisierung, Versorgungsmängeln und zurückgestauter Inflation zum Ausdruck. Erfahrungsgemäß wird unter diesen Umständen Wirtschaftswachstum mit zunehmenden binnen- und außenwirtschaftlichen Ungleichgewichten erkauft. Im Gesamtjahr 1999 hatte sich das Wirtschaftswachstum spürbar abgeschwächt, die Inflation deutlich beschleunigt, und der Außenhandel war sowohl auf der Export- wie auch Importseite geschrumpft. Die wirtschaftliche Situation war im ersten Halbjahr (bzw. in den ersten sieben Monaten) 2000 von keiner wesentlichen Besserung gekennzeichnet. Zwar war in den ersten sechs Monaten 2000 die Zuwachsrate des Bruttoinlandsprodukts mit 4 % doppelt so hoch wie im ersten Halbjahr 1999, doch drastisch gestiegene Preise für importierte Energieträger waren für eine krasse Verschlechterung der Handelsbilanz verantwortlich. Auf monetärem Gebiet ist keine Stabilisierung abzusehen. Zwar schwächte sich die Inflation ab, dies ging aber zu einem großen Teil auf administrative Preiskontrollen zurück. Zudem lag die Inflationsrate im Juli 2000 noch bei 190 % (auf Jahresbasis). Hohe Nominallohnsteigerungen, die auch im Zusammenhang mit den Parlamentswahlen im Oktober 2000 gestanden haben dürften, trugen gemeinsam mit dem Rückgang der Inflationsrate zu einem Anstieg der Reallöhne von 13 % bei. Damit zeigt sich, dass die Wirtschaftspolitik von einer kurzfristigen politischen Zielen verpflichteten administrativen Steuerung und Kontrolle der Wirtschaftsprozesse geleitet ist. Dies alles lässt sich schlecht mit der seit Jahren angestrebten Wirtschafts- und Währungsunion mit Russland vereinbaren. Gleichwohl wurde mit der lange überfälligen Einführung eines einheitlichen Wechselkurses im September 2000 eine wichtige Weiche für die Währungsunion gestellt. Für das gesamte Jahr 2000 ist mit einem Wirtschaftswachstum von 4 % zu rechnen. Mit dieser Rate dürfte das Bruttoinlandsprodukt auch im nächsten Jahr wachsen. Die Inflationsrate wird im laufenden Jahr knapp unter der 200 %-Grenze liegen und auch 2001 im dreistelligen Bereich verbleiben (160 bis 170 %).

Abstract
Die russische Wirtschaft profitierte auch im Jahr 2000 von den hohen Weltmarktpreisen für Energie und Metalle und von einem noch immer unterbewerteten Rubel. Damit hat trotz eines hohen Wachstums die russische Wirtschaft noch nicht den Beweis für einen selbsttragenden Wachstumspfad erbracht. Nach der reformpolitischen Stagnation der späten Jelzin-Ära bleibt eine grundlegende Reform der Wirtschaft auf der Tagesordnung. Das Bruttoinlandsprodukt (BIP) wuchs im ersten Halbjahr 2000 um mehr als 7 %, hauptsächlich wegen einer kräftigen Zunahme der Industrieproduktion und einer Verdoppelung des Außenbeitrags. Vor diesem Hintergrund ist für das laufende Jahr mit einem BIP-Wachstum von 6,5 % zu rechnen. Im folgenden Jahr wird es sich jedoch auf 4 % abschwächen, da mit keinem weiteren Anstieg der Weltmarktpreise für Energie und Metalle mehr zu rechnen ist und die reale Aufwertung des Rubel zu einem Abschmelzen des Handelsbilanzüberschusses beitragen wird.

Abstract
In Hungary social policy reforms in general and the pension reform in particular followed the introduction of the institutions of market economy with a considerable time lag, if at all. Although it was clear from the outset that the communist welfare state could not be sustained, comprehensive institutional reforms in the pension or health care systems were not introduced in the first six years of the postsocialist transition. This uneasiness to reform the social security systems has to do with the contradicting constraints decision makers have to face in the process of systemic change.

Abstract
Since the beginning of 1997, a currency and/or banking crisis broke out in several transition countries (Bulgaria, Romania, the Czech Republic, Russia, Ukraine). In 1995, Hungary avoided a financial crisis by adjusting properly her macroeconomic policies. Financial markets in transition countries are still small. They gain, however, more and more importance for the entire economy. Part of the countries mentioned are candidates for EU membership. They have to show their ability to stabilize their exchange rates and financial sectors. The fact that overcoming the financial crisis in Asia and Latin America required international assistance (e.g. IMF) underlines the political importance of strategies of preventing such crises in the EU's immediate neighborhood.

Abstract
Die Transformation der ostdeutschen Wirtschaft ist auch mehr als zehn Jahre nach der politischen Wende nicht abgeschlossen. Allerdings wird der Transformationsprozess seit Mitte der neunziger Jahre von anderen Bedingungen geprägt als in den frühen neunziger Jahren. In der ersten Phase der ostdeutschen Transformation profitierte die ostdeutsche Wirtschaft vom Aufschwung der Baubranche. In der Industrie galt es zunächst, für eine Umstrukturierung der ehemaligen großindustriellen Komplexe zu sorgen und die Produktion zu modernisieren. Die zweite Phase der ostdeutschen Transformation seit etwa 1995 ist durch einen fortgesetzten Rückgang der Bauwirtschaft gekennzeichnet, nachdem die Defizite im Wohnraumangebot beseitigt wurden. Die ostdeutsche Industrie hat dagegen ein beachtliches Wachstum der Wirtschaftsleistung zu verzeichnen. Allerdings ist der Produktivitätsrückstand gegenüber Westdeutschland noch immer beträchtlich, und zwischen den einzelnen Branchen und Unternehmen bestehen weiterhin erhebliche Produktivitätsunterschiede. Die Arbeitslosenquote in den neuen Ländern ist von 1995-1999 um mehr als ein Viertel gestiegen. Zudem sehen sich die neuen Länder mit verschärften finanzwirtschaftlichen Restriktionen konfrontiert, die auch aus dem Zwang zur Haushaltskonsolidierung resultieren.

Abstract
Zehn Jahre nach der deutschen Einheit besteht weitverbreitete Ernüchterung über den Aufbauprozess in den neuen Ländern. Im Vergleich zur Ausgangslage wurde zwar viel erreicht – so beim Aufbau eines wettbewerbsfähigen Unternehmenssektors, bei der Erneuerung der Infrastruktur, bei den materiellen und immateriellen Lebensverhältnissen der Bevölkerung. Was jedoch schmerzt und die Einstellung vieler Ostdeutscher zur Vereinigung negativ beeinflusst, ist die anhaltend hohe Arbeitslosigkeit. Hinzu kommt, dass nach anfänglich raschen Anpassungsfortschritten die Arbeitsproduktivität der ostdeutschen Wirtschaft bei etwa zwei Dritteln des westdeutschen Niveaus stagniert – bis zu einer vollständigen Angleichung an die westdeutschen Einkommensverhältnisse wird es offenbar noch lange dauern. Im Ergebnis herrscht somit vielfach die Auffassung vor, dass beim Aufbau Ost bestenfalls ein Zwischenstadium erreicht ist und noch ein langer Weg bevorsteht.
Vor diesem Hintergrund hat das Bundesministerium für Wirtschaft und Technologie, Berlin am 6. September 2000 eine wissenschaftliche Tagung veranstaltet, die die Analyse ausgewählter Aspekte des Transformationsprozesses in Ostdeutschland zum Gegenstand hatte. Deutsche und ausländische Wissenschaftler präsentierten neue Forschungsergebnisse zur wirtschaftlichen Lage in den neuen Ländern und stellten Vorschläge zur weiteren wirtschaftspolitischen Begleitung des Aufholprozesses zur Diskussion.

Die Berliner Mauer als das Symbol der deutschen Teilung ist mittlerweile länger verschwunden als sie gestanden hat, doch die Unterschiede innerhalb des Landes sind auch nach drei Jahrzehnten noch sichtbar. Jüngste Forschungsergebnisse zeigen jedoch, dass die Bruchkante der wirtschaftlichen Entwicklung nicht immer ausschließlich entlang der ehemaligen innerdeutschen Grenze verläuft, sondern neben dem West-Ost-Gefälle auch Süd-Nord- oder Stadt-Land-Unterschiede zutage treten.

Abstract
Auch im Jahre 2000 liegt das Produktivitätsniveau, das im Durchschnitt der ostdeutschen Wirtschaft erreicht wird, bei nur etwa zwei Dritteln des westdeutschen Wertes. Zwar gibt es eine erhebliche Differenzierung nach Unternehmen, nach Branchen und nach Regionen. Im Ganzen stellen die neuen Länder aber noch immer eine strukturschwache Region dar, und es ist offenkundig, dass das Ziel einer Angleichung der Pro-Kopf-Einkommen an das Westniveau kurzfristig nicht erreicht werden kann.
Die Frage, weshalb das Produktivitätsniveau in der ostdeutschen Wirtschaft weiterhin deutlich niedriger liegt als in Westdeutschland, ist auch 10 Jahre nach der deutschen Vereinigung noch nicht abschließend geklärt. In der Literatur gibt es zwar inzwischen eine ganze Reihe unterschiedlich gut begründeter Hypothesen, mit denen der Produktivitätsrückstand auf verschiedene betriebsinterne und -externe Faktoren zurückgeführt werden soll. Eine umfassende Gesamtdarstellung fehlt aber bislang noch. Auch die Frage, welche Schlussfolgerungen angesichts des anhaltend niedrigen Produktivitätsniveaus für den weiteren Konvergenzprozess zu ziehen sind, ist noch nicht überzeugend beantwortet.
Angesichts dieser Forschungsdefizite hat das Bundesministerium für Wirtschaft und Technologie mit Schreiben vom 29. April 1998 das Institut für Wirtschaftsforschung Halle beauftragt, im Rahmen der sektoralen Strukturberichterstattung das Thema „Produktivitätsunterschiede und Konvergenz von Wirtschaftsräumen – Das Beispiel der neuen Länder“ zu bearbeiten. Das IWH legt hiermit den Abschlussbericht zu diesem Projekt vor.
