Abstract
Der Erhalt industrieller Kerne war eines der wirtschaftspolitischen Ziele beim Aufbau Ost. Einer dieser Kerne ist der Chemiestandort Bitterfeld-Wolfen in Sachsen-Anhalt. Der Beitrag untersucht, wie es nach 25 Jahren Deutscher Einheit um diesen industriellen Kern bestellt ist. In einem Satz: Der Kern ist nicht mehr der alte. Die Kombinate der Großchemie waren als Ganzes nicht privatisierbar. An ihre Stelle sind moderne mittelständische Chemiebetriebe getreten. Daneben haben sich neue Branchen, etwa die Glasindustrie, angesiedelt, und in Gestalt einer attraktiven Seenlandschaft ist aus den Braunkohlentagebauen etwas völlig Neues entstanden. Bei den Forschungsaktivitäten kann die Region aber mit westdeutschen Verhältnissen nicht mithalten. Die vielleicht größte künftige Herausforderung wird in einer demographisch bedingt rückläufigen Erwerbspersonenzahl liegen.

Abstract
Die gegenwärtige Situation der Flüchtlingsmigration nach Europa trägt krisenhafte Züge, zum einen aufgrund der großen Zahl der Flüchtenden, zum anderen, weil das bestehende Asylsystem in Europa grundsätzliche Probleme aufweist und daher der Lage nicht gewachsen ist – und das, obwohl die Problematik an sich nicht neu ist. Die Integration der ankommenden Menschen in Gesellschaft und Arbeitsmarkt hat sprachliche, qualifikatorische, kulturelle und politische Dimensionen.
Im Leibniz-Forschungsverbund “Krisen einer globalisierten Welt“ arbeiten 23 Leibniz-Institute zusammen, um inter- und transdisziplinär die Mechanismen und Dynamiken von Krisen und deren wechselseitige Interdependenzen besser zu verstehen. Im vorliegenden Policy Brief wird die aktuelle Flüchtlingsmigration nach Europa aus verschiedenen Perspektiven betrachtet und Literatur aus den beteiligten Instituten zu diesem Thema in einen Kontext gesetzt.

Migration Affects Labour Market in Eastern Germany
Migration increasingly affects the labour market in Eastern Germany, having effects on employment and unemployment figures as well as the number of recipients of social assistance benefits under the SGB II regulations. Particularly with countries in Middle and Eastern Europe, countries affected by the European debt and confidence crisis and with people seeking asylum, there are large increases meeting the dimensions in Western Germany. However, migrants overall still form a significantly smaller percentage of the population and other labour market parameters in Eastern Germany, since migration was a lot stronger in Western Germany during the last decades. While on the short run negative effects on unemployment have to be expected, there are also chances, in the medium- and long-term, to soften the expectable demographic problems, if integration and qualification are supported.

Trade Union Membership and Paid Vacation in Germany

Abstract
In Germany, dependent employees take almost 30 days of paid vacation annually. We enquire whether an individual’s trade union membership affects the duration of vacation. Using data from the German Socio-Economic Panel (SOEP) for the period 1985 to 2010 and employing pooled OLS-estimators, we find that being a union member goes along with almost one additional day of vacation per year. Estimations exploiting the panel structure of our data suggest that a smaller part of this vacation differential can be due to the union membership status, while self-selection effects play a more important role.

Abstract
Using linked employer–employee panel data for Germany, we investigate whether firms implement real wage reductions in a selective manner. In line with insider–outsider and several strands of efficiency wage theory, we find strong evidence for selective wage cuts with high-productivity workers being spared even when controlling for permanent differences in firms' wage policies. In contrast to some recent contributions stressing fairness considerations, we also find that wage cuts increase wage dispersion among peers rather than narrowing it. Notably, the same selectivity pattern shows up when restricting our analysis to firms covered by collective agreements or having a works council.

Electoral Credit Supply Cycles Among German Savings Banks

Abstract
In this note we document political lending cycles for German savings banks. We find that savings banks on average increase supply of commercial loans by €7.6 million in the year of a local election in their respective county or municipality (Kommunalwahl). For all savings banks combined this amounts to €3.4 billion (0.4% of total credit supply in Germany in a complete electoral cycle) more credit in election years. Credit growth at savings banks increases by 0.7 percentage points, which corresponds to a 40% increase relative to non-election years. Consistent with this result, we also find that the performance of the savings banks follows the same electoral cycle. The loans that the savings banks generate during election years perform worse in the first three years of maturity and loan losses tend to be realized in the middle of the election cycle.

2015 um 0,3%, nach 0,4% im zweiten Quartal. Das Expansionstempo der
deutschen Wirtschaft wird nach Berechnungen des IWH-Flash-Indikators
in den nächsten beiden Quartalen weiter nachlassen. Für das vierte Quartal
2015 zeigen die Berechnungen einen Anstieg des Bruttoinlandsprodukts
von 0,2% und für das erste Quartal 2016 von 0,1%.

Monetary-fiscal Policy Interaction and Fiscal Inflation: A Tale of Three Countries

Abstract
We study the impact of the interaction between fiscal and monetary policy on the low-frequency relationship between the fiscal stance and inflation using cross-country data from 1965 to 1999. In a first step, we contrast the monetary-fiscal narrative for Germany, the U.S. and Italy with evidence obtained from simple regression models and a time-varying VAR. We find that the low-frequency relationship between the fiscal stance and inflation is low during periods of an independent central bank and responsible fiscal policy and more pronounced in times of high fiscal budget deficits and accommodative monetary authorities. In a second step, we use an estimated DSGE model to interpret the low-frequency measure structurally and to illustrate the mechanisms through which fiscal actions affect inflation in the long run. The findings from the DSGE model suggest that switches in the monetary-fiscal policy interaction and accompanying variations in the propagation of structural shocks can well account for changes in the low-frequency relationship between the fiscal stance and inflation.

Abstract
Im Sommer hat die Geschäftstätigkeit im Verarbeitenden Gewerbe Ostdeutschlands Fahrt aufgenommen. Das zeigen die Ergebnisse der IWH-Industrieumfrage unter rund 300 Unternehmen. Gegenüber dem Vorquartal wird die aktuelle Geschäftslage im Saldo fünf Punkte positiver bewertet. Die saldierten Urteile über die Aussichten für die nächsten sechs Monate stiegen um sieben Punkte. Beide Komponenten des Geschäftsklimas liegen damit knapp unter den Vorjahreswerten. Eine gegenüber der vorherigen Umfrage deutlich besser bewertete Auftragslage und um neun Saldenpunkte gestiegene Produktionserwartungen untermauern die positive konjunkturelle Botschaft im dritten Quartal. Die Abgasaffäre des VW-Konzerns wurde allerdings erst nach Abschluss dieser Umfrage öffentlich.

Abstract
Wie kann es weitergehen mit der Wirtschaftsentwicklung in Ostdeutschland? Wird Ostdeutschland auf dem derzeitigen Entwicklungsniveau verharren? Die Entwicklungsperspektiven der Neuen Länder sind nicht losgelöst von der künftigen gesamtdeutschen Wachstumsdynamik. Nicht nur in Ostdeutschland, sondern in Deutschland insgesamt besteht die Herausforderung darin, die Produktivität zu steigern, und zwar stärker als bislang.
